Purpose: The aim of the article is to identify geodesy and cartography curricula in civil engineering programs at higher education institutions in Poland and Germany, and subsequently to identify potential changes in this area in response to the growing demand for adequately trained engineering professionals. The evolving field of geodesy and cartography must be supported by the development and provision of high-quality curricula in undergraduate and graduate civil engineering studies. Design/methodology/approach: The study was conducted in 2024 using a comparative method based on the curricula of civil engineering studies and existing law regulations. Findings/conclusions: The results of the study showed that there is an urgent need to update the curricula in the field of geodesy and cartography to adequately prepare students for the new demands of the labor market. A key aspect of these updated curricula is the introduction of modern technologies such as Geographic Information Systems (GIS), remote sensing, and advanced data analysis tools into the teaching areas. Research limitations: The limitations mainly concern the limited number of analyzed universities, differences in the education systems of Poland and Germany, subjective interpretation of data and the lack of consideration of the opinions of students and employers, including the changing demands of the labor market. Practical implications: The results indicate the need to adjust the geodesy and cartography curricula in response to changes in the labor market regarding the desired profile of graduates. Originality/value: The study provides new cognitive value by analyzing in detail the curricula of geodesy and cartography in civil engineering studies, thus enabling civil engineering graduates to understand the requirements regarding knowledge of geodesy and cartography in case of working abroad.

Cel: Celem artykułu jest identyfikacja programów nauczania geodezji i kartografii na studiach budowlanych na uczelniach wyższych w Polsce i w Niemczech, a następnie wskazanie potencjalnych zmian w tym zakresie w odpowiedzi na rosnące zapotrzebowanie na odpowiednio wykształconą kadrę inżynierską. Rozwijająca się dziedzina geodezji i kartografii musi być wspierana przez rozwój i oferowanie odpowiedniej jakości programów nauczania na studiach licencjackich i magisterskich z zakresu budownictwa. Projekt badania/metodyka badawcza/koncepcja: Badanie przeprowadzono w 2024 roku metodą porównawczą na podstawie programów studiów budowlanych oraz istniejących uregulowań prawnych. Wyniki/wnioski: Wyniki badania wykazały, że istnieje nagląca potrzeba aktualizacji programów nauczania w zakresie geodezji i kartografii, aby odpowiednio przygotować studentów do nowych wymagań rynku pracy. Kluczowym aspektem tych zaktualizowanych programów jest wprowadzenie do obszarów nauczania nowoczesnych technologii, takich jak systemy informacji geograficznej (GIS), teledetekcja oraz zaawansowane narzędzia analizy danych. Ograniczenia: Ograniczenia dotyczą przede wszystkim różnic w systemach edukacyjnych Polski i Niemiec, subiektywnej interpretacji danych, ograniczonej liczby analizowanych uczelni, a także braku uwzględnienia opinii studentów i pracodawców, w tym zmieniających się wymagań na rynku pracy. Zastosowanie praktyczne: Wyniki wskazują na konieczność dostosowania programów nauczania geodezji i kartografii w odpowiedzi na zmiany na rynku pracy w zakresie docelowego profilu absolwenta. Oryginalność/wartość poznawcza: Badanie wnosi nową wartość poznawczą, analizując szczegółowo programy nauczania goedezji i kartografii na studiach budowlanych, umożliwiając tym samym absolwentom studiów budowlanych poznanie wymagań w zakresie znajomości geodezji i kartografii w przypadku chęci podjęcia pracy za granicą.
Services related to the broadly understood spatial information are subject to constant and intensive digitization. In addition to many positive sides, such as broad access to services, digitization also brings negative phenomena such as cyber attacks, which have intensified in recent years. Responsibilities in the area of cybersecurity are subject to legal provisions, including the act on the national cybersecurity system. Unfortunately, these obligations are still not sufficiently fulfilled, which is reflected in the results of the Supreme Audit Office (NIK). Advice on safety measures can be found in the letter of the Surveyor General of Poland dated 24 February 2022. The measures indicated in the letter should be considered insufficient.
Fulfilling the role of the state geological survey (SGS), the PGI-NRI collects and processes information on the documented raw materials deposits, mining areas, and mining counties. The information sources include geological documentations of raw materials deposits and documents of mining areas and mining counties sent to the PGI-NRI by the concession authorities. The information is made available for wide public through the web services and applications. The data is available mainly on the website of the System of management and protection of mineral resources in Poland MIDAS. The system is the base for preparing the annual publication “The balance of mineral resources deposits in Poland”. Particularly noteworthy is the spatial information published up to date in the ready-map compositions (MIDAS map compositions, Geology map portal, GeoLOG mobile application), by the web services (WMS, WFS) and in the vector form in the popular shape file format. The article presents also the possibilities of further using, processing and analyzing of data. Moreover, the importance of such data for the implementation of public administration tasks, i.e. in the land-use planning process, raw materials policy on the country level, and as the support for other decision-making processes, is also discussed. The article also stresses the importance of the information resource as a valuable data source for investors, higher educational institutions, or scientific and research institutes.
Traditional light field all-in-focus image fusion algorithms are based on the digital refocusing technique. Multi-focused images converted from one single light field image are used to calculate the all-in-focus image and the light field spatial information is used to accomplish the sharpness evaluation. Analyzing the 4D light field from another perspective, an all-in-focus image fusion algorithm based on angular information is presented in this paper. In the proposed method, the 4D light field data are fused directly and a macro-pixel energy difference function based on angular information is established to accomplish the sharpness evaluation. Then the fused 4D data is guided by the dimension increased central sub-aperture image to obtain the refined 4D data. Finally, the all-in-focus image is calculated by integrating the refined 4D light field data. Experimental results show that the fused images calculated by the proposed method have higher visual quality. Quantitative evaluation results also demonstrate the performance of the proposed algorithm. With the light field angular information, the image feature-based index and human perception inspired index of the fused image are improved.
Nowadays, maritime infrastructure is heavily exploited, which requires monitoring. The article presents the implementation of spatial information which are point clouds for monitoring and analysis of the area around the port (buildings and wharves). For this study, point clouds coming from terrestrial (TLS) and airborne laser scanning (ALS), each of them having different accuracy, were used. An important part of the analysis was the integration of the two data sources. Through integration, the acquisition of information on areas not covered by the measurement in the presented case, one of the methods was possible for use (e.g. the roofs in case of TLS, or the lack of some of the walls of buildings in case of ALS). Another aspect was to use this data. Measurement of the shape and geometry of objects was executed. Additionally, the planeness analysis of individual elements of port infrastructure has been carried out. An interesting analysis was to determine the water level, based on relation to specific characteristics of the light reflectance.
W Polsce infrastruktura informacji przestrzennej (IIP) ma charakter ponadresortowy i jest rozwijana zgodnie z ustawą o IIP stanowiącą transpozycję dyrektywy INSPIRE. W międzyresortowej koordynacji prac istotną rolę spełnia Rada IIP jako opiniodawcze ciało kolegialne przy Ministrze Administracji i Cyfryzacji, które szeroko korzysta z uprawnienia do występowania z własnymi inicjatywami. Artykuł naświetla niektóre z problemów wiążących się z aktualnymi pracami Rady IIP. Szerzej omówiono potrzebę wsparcia rozwoju w jednostkach samorządu terytorialnego (JST). Według opinii autora skuteczną formą pomocy w tym zakresie byłoby utworzenie Punktu Konsultacyjnego IIP, ukierunkowanego przede wszystkim na potrzeby JST, którego zadania polegałyby na: udzielaniu konsultacji w sprawach dotyczących projektowania, tworzenia, modernizacji i utrzymania regionalnych i lokalnych systemów informacji przestrzennej współdziałających w ramach IIP, udostępnianiu standardowych pakietów oprogramowania i know-how w zakresie IIP, upowszechnianiu informacji naukowo-technicznej na temat IIP, promowaniu dobrych praktyk JST i wzorcowych rozwiązań w zakresie IIP oraz INSPIRE, organizowaniu szkoleń i staży dla pracowników JST. Podniesiony został również problem analiz kosztów i korzyści. Biorąc pod uwagę przedstawione w artykule przepisy prawne, doświadczenia i opinie uznano, że w zakresie IIP analizy te i inne opracowania ekonomiczne powinny być ograniczone do wyodrębnionych projektów i innych przedsięwzięć dających się dostatecznie dokładnie określić pod względem wykonalności, kosztów i korzyści, zarządzania oraz odpowiedzialności za wyniki i ich praktyczne wykorzystywanie.

The spatial information infrastructure (SII) in Poland is of the cross-sectoral nature and it has been developed according to the SII Act, which transposes the INSPIRE directive to the Polish legislation. The SII Council plays an important role in the cross-sectoral coordination of works; it is the consultative, collegiate body authorized to realize its own initiatives. The paper highlights some issues related to the current activities of the SII Council. The need to support the development within local administration units has been discussed in more details. Following the author's opinion, creation of the SII Point of Consultancy would be highly supportive in this respect; this Point could be, first of all, dedicated to local governments and its task would include: consultancy in designing, creation, modernization and maintenance of regional and local spatial information systems, co-operating within the SII framework, sharing standard software packages and know-how in the field of SII, popularization of scientific and technical information concerning the SII, promotion of good practices and exemplary solutions in the field of the SII and INSPIRE, submission of training and practical sessions for local government officials. The issue concerning cost and benefit analysis has been also discussed. Considering legal regulations, experiences and opinions presented in the paper, it has been advised that those analyses and other economic works concerning the SII should be limited to selected projects and other activities, which could be sufficiently determined with respect to their feasibility, costs and benefits, management and responsibility for results and their practical use.
This article introduces the possibility and rules of the Polish local spatial information systems widely available from a web browser. It discusses their usefulness especially in terms of supporting spatial planning, urbanization and decisions of investments location. The article contains issues about using available spatial data, navigating the application interface, strengths and limitations, and the future of such solutions.

Artykuł przybliża możliwości oraz zasady działania polskich lokalnych systemów informacji przestrzennej powszechnie dostępnych z poziomu przeglądarki internetowej. Omawia ich przydatność zwłaszcza w kontekście wspomagania planowania przestrzennego i urbanizacji oraz podejmowania decyzji dotyczących lokalizacji inwestycji. W artykule poruszono zarówno kwestie wykorzystania udostępnianych danych przestrzennych, jak i poruszania się po interfejsie aplikacji, mocnych stron oraz ograniczeń, a także przyszłości takich rozwiązań.
Obecnie w kształceniu użytkowników informacji przestrzennej powinno się kłaść nacisk na wyszukiwanie odpowiednich zbiorów danych przestrzennych oraz umiejętne z nich korzystanie, nie zaś na nauczanie o składnikach i funkcjach tradycyjnie rozumianych systemów informacji geograficznej. Sprzyja temu wdrażanie dyrektywy INSPIRE, dzięki czemu coraz więcej zbiorów danych jest dostępnych na geoportalach. W proponowanym typie szkolenia, szczególnie przy małym zakresie godzinowym, jest polecana personalizacja. Polega ona na powiązaniu zbiorów danych przestrzennych (topograficznych, obrazowych, tematycznych) z miejscem dobrze znanym studentowi, najlepiej z miejscem zamieszkania. Wiąże to emocjonalnie studenta z wykonywanym zadaniem i wspomaga jego inicjatywy w wyszukiwaniu i wizualizacji danych. Ułatwia ponadto ocenę jakości i przydatności danych dla różnych zadań. Zachęca też do poznawania zaawansowanych technologii SIP. Takie podejście było już stosowane z sukcesem w kilku typach nauczania, szczególnie dla użytkowników danych przestrzennych.

GIS education, both at the academic level and in the form of training for spatial data users, should be changed from teaching about GIS components and functions in its traditional meaning, to teaching how to search for and use spatial data sets. The INSPIRE Directive implementation supports these efforts as there are more and more spatial datasets available at geoportals. For the proposed type of teaching, especially when time of teaching is limited, personalization is recommended. It is based on connection of spatial datasets (topographic, aerial, satellite, thematic) with a location which is familiar for a student, preferably with the place of residence. This involves an emotional link between the student and tasks and, therefore, supports efforts aiming at data searching and visualization. It also makes it easier to assess the data quality and usefulness for various tasks. Moreover, it encourages to explore advanced GIS technologies. This approach has been already successfully applied in several types of teaching, especially those dedicated for spatial data users.
W opracowaniu dokonano identyfikacji i analizy przepisów prawnych, określających rolę samorządów terytorialnych w tworzeniu infrastruktury informacji przestrzennej. Jest to nowy obowiązek, którego nie uświadamia sobie wiele samorządów terytorialnych. Wskazano podstawy prawne tworzenia i obsługi przez samorządy terytorialne, w zakresie swojej właściwości, sieci usług dotyczących zbiorów i usług danych przestrzennych, rozwiązań technicznych zapewniających interoperacyjność zbiorów i usług danych przestrzennych oraz harmonizację tych zbiorów. Scharakteryzowano projekty realizowane w województwie mazowieckim, które były istotnymi etapami projektowania i budowania infrastruktury informacji przestrzennej w regionie oraz kontynuowane aktualnie w przedmiotowym zakresie. Zaprezentowano strukturę gminnego, powiatowego i wojewódzkiego węzła infrastruktury informacji przestrzennej jako elementów sieci regionalnego Mazowieckiego Systemu Informacji Przestrzennej oraz ich relację z geoportalem Głównego Geodety Kraju. W projektowanej infrastrukturze zaproponowano wykorzystanie modułu SDI Głównego Urzędu Geodezji i Kartografii, umożliwiającego wymianę danych z innymi węzłami infrastruktury informacji przestrzennej (innymi użytkownikami wykorzystującymi SDI – np. podmiotami rządowymi oraz samorządowymi) oraz zapewniającego synchronizację baz danych przestrzennych z wykorzystaniem usług danych przestrzennych.

The paper analyzes and identifies laws defining the role of local governments in the creation of infrastructure for spatial information. It is a new duty, which local governments does not realizes of. There have been indicated the legal basis for the establishment and operation by local authorities, within its competences, a network of services for the sets and spatial data services, technical solutions ensuring interoperability of data sets and spatial data services together with the harmonization of these collections. Characterized projects executed in the Mazowieckie voivodeship, were important stages of designing and building the infrastructure for spatial information in the region and currently continued within objective scope. Presented the structure of municipal, county and voivodeship node of spatial information infrastructure as parts of a regional network – the Mazovia Spatial Information System and its accordance with the geoportal maintained by the General Surveyor of Poland. In the developed infrastructure proposed to use the SDI module developed by the Head Office of Geodesy and Cartography enabling data exchange with other nodes of spatial information infrastructure (other users using SDI – i.e. government and local government entities) and to ensure synchronization of spatial databases using spatial data services.
The structural complexity of a modern fortification, the size of the spatial area involved and the relationship with the surrounding landscape require a landscape-related approach in order to identify, evaluate and make decisions for the preservation and development of single structures and sites as a whole, as well as the defensive works. This article presents the new possibilities for landscape analysis available with the use of numerical terrain models taking the Gałachy casemated fortress artillery building in Zakroczym as an example. The landscape analysis made use of the following resources in the experiment: numerical elevation data, in the form of a cloud of points originating from airborne laser scanning (ALS), the vector data of topographic objects from the Polish geodetic and cartographic database (BDOT), cadastral type data from the Web Feature Service (WFS) geoportal. gov.pl. The results of the analysis performed support the usefulness of the new technology for visualizing the landscape of a historic fortress and allow overall conclusions to be drawn on developing new tools for studying and shaping the landscape. The practical experiments demonstrate the usefulness of applying the technology on many levels: Identifying and making an inventory of historic sites. Preparing and implementing a conservation-oriented plan for the preservation and development of an area. Educating and promoting the heritage of military architecture. Protecting sites through monitoring.

Strukturalna złożoność fortyfikacji nowszej, skala przestrzenna oraz powiązanie z otaczającym krajobrazem wymagają podejścia krajobrazowego zarówno na etapie identyfikacji, waloryzacji oraz podejmowania decyzji w zakresie ochrony i zagospodarowania pojedynczych elementów i obiektów, a także, w oczywisty sposób, dzieł i zespołów obronnych. W artykule przedstawiono nowe możliwości analiz krajobrazowych jakie niesie ze sobą wykorzystanie modeli numerycznych terenu na przykładzie obszaru dzieła obronnego skazamatowanej budowli artylerii fortecznej „Gałachy” w Zakroczymiu. Przy sporządzaniu analiz krajobrazowych wykorzystane zostały eksperymentalnie: numeryczne dane wysokościowe, w postaci chmury punktów, pochodzące z lotniczego skanowania laserowego, wektorowa baza danych topograficznych, pochodząca z państwowego zasobu geodezyjnego i kartograficznego poziomu centralnego, dane o charakterze katastralnym, pochodzące z serwisu Web Feature Service (WFS) geoportal.gov.pl. Wyniki przeprowadzonych analiz potwierdzają przydatność nowych technologii w „czytaniu” pofortecznego krajobrazu i pozwalają na opracowanie ogólniejszych wniosków w zakresie tworzenia nowych narzędzi badania i projektowania krajobrazu. Praktyczne doświadczenia wskazują na przydatność wykorzystanych technologii na wielu poziomach, w tym: identyfikacji i inwentaryzacji zabytkowych obiektów, opracowania i wdrażania konserwatorskiej wizji ochrony i zagospodarowania obszaru, edukacji i popularyzacji dziedzictwa architektury militarnej, ochrony poprzez monitorowanie.

In Poland, spatial information infrastructure (SII) goes beyond individual ministries and is developed in accordance with the Act on SII constituting transposition of the INSPIRE Directive. The Council for SII plays an important role in interdepartmental coordination as a collegial opinion-forming body, functions at the Minister of Administration and Digitization, and makes extensive use of its powers to put forward its own initiatives. The paper throws light on some problems connected with current works of the Council of SII. The subject broadly discussed is the need to support development in territorial self-government bodies. In the author’s opinion, an effective form of assistance designed first of all for the needs of territorial self-government bodies would be setting up a Consulting Point on SII with the tasks consisting in: providing consultation in matters related to designing, creating, modernization and maintenance of regional and local spatial information systems functioning within SII, making available standard packages of software and know-how related to SII, dissemination of scientific and technical information about SII, promotion of good practices of territorial self-government bodies and model solutions in the area of SII and INSPIRE, organization of training courses and internships for employees of territorial self-government bodies. The problem of cost-benefit analysis was also raised. Taking into account legal provisions, experience and opinions presented in the paper, it was acknowledged that in the scope of SII such analyses are required mostly for well defined projects and other undertakings which can be determined with sufficient accuracy with respect to their feasibility, costs and benefits, management and responsibility for results and their practical implementation.
