This article examines the evolving nature of antagonistic threats in the context of intelligence and security services, with a focus on small and medium-sized countries. It explores the impact of hybrid threats and non-linear warfare in an increasingly blurred security landscape between war and peace. The study aims to understand the emerging dynamics of the grey zone and the new challenges these evolving threats pose to intelligence and security services. The article adopts a qualitative methodology, drawing on global examples and including the strategic use of hybrid warfare by both state and non-state actors. In addition, the study examines technological advancements, particularly in artificial intelligence (AI) and machine learning (ML), to assess their role in shaping modern threats. The article argues that modern antagonistic threats differ from traditional ones in both intensity and complexity. Hybrid threats operate across multiple domains, blending military and non-military tactics while exploiting societal vulnerabilities. The article highlights the growing importance of AI and ML in both offensive and defensive strategies as well as the challenges posed by rapid technological advancements beyond state control. The article concludes that intelligence and security services must adapt to these multi-dimensional threats by embracing flexible integrated strategies. Enhanced international collaboration, advanced technological integration, and a focus on resilience will be the key to countering hybrid threats. The findings underscore the need for intelligence services to operate beyond traditional boundaries to effectively manage the complexities of future security environments.

Content available remote Wywiad a działania o charakterze terrorystycznym
PL
Wynika to , m.in. z faktu braku dostępności wiarygodnych i potwierdzonych danych na temat rzeczywistych zleceniodawcą tych działań. Ponadto w artykule wskazano kierunki działań instytucji państwowych mogące realnie wspierać rozpoznanie i przeciwdziałanie tajnym operacjom z wykorzystaniem działań o charakterze terrorystycznym.

The aim of the article is to show activities taking place in current international politics, bearing the hallmarks of intelligence activities using secret operations with the use of tools typical of terrorist activities. The research problem of the work was defined in the form of a question: how intelligence activities are used in the scope of intelligence activities of state services? The research hypothesis put forward in the text indicates that there are connections between intelligence activities and the activities of state intelligence services. Events from recent years and those that are still ongoing (e.g. Houthi activity in the Red Sea) will be analyzed on the basis of press materials, as it is currently not possible to research them on the basis of official documents of state authorities. The research methodology adopted in the article is primarily an analysis of press materials and scientific literature relating to secret intelligence operations and terrorist activities. The case study method was also used. The article is interested in intelligence institutions as state services. The definition of intelligence was adopted as a state institution carrying out not only information activities but also non-information activities with the characteristics of terrorist activities. The analysis of available press materials showed that in the current international space there are examples of activities that may have the nature of secret operations. These include: Iran’s actions supporting Hamas and Hesbollah; Iran’s support for Houthi activities in the Red Sea and many actions of Russian services in the context of weakening Ukraine and European countries. It is currently not possible to make categorical statements in this area and it may take years and many efforts to prove the symptoms resulting from the definition of covert operations. This results, among others, from due to the lack of availability of reliable and confirmed data on the actual contractors for these activities. Moreover, the article indicates the directions of activities of state institutions that can actually support the recognition and counteracting of secret operations using terrorist activities.

Content available remote Travel intelligence as a tool for counterintelligence and border security
EN
Counterintelligence and border security are two cornerstones of national security protection processes. They utilise intelligence sources and procedures extensively to assist in decision-making regarding countermeasures against high-degree threats and risks. Both employ intelligence cycle activities and risk analysis models to combine information coming from the operational environment. At the same time, travel intelligence (TRAVINT) consists of the intelligence product arising from the collection and analysis of a wide range of travel companies and data and information from governments. In the modern and increasingly globalised security environment, TRAVINT products constitute growing trend for protecting state border, intelligence, and internal security. The paper aims to explore the potential of leveraging TRAVINT for enhancing counterintelligence efforts and bolstering border security measures. The research methodology combines empirical analysis with a comprehensive review of the US and EU public documents and academic papers. This study is necessary, as it is essential to examine the worthiness of TRAVINT as an emerging intelligence sector. TRAVINT appears to be an extremely important data, information, and intelligence source offering the required material input to law, security, and intelligence enforcement agencies for analysis. TRAVINT and its parts, such as passenger name records (PNR) data, are used in compliance with state legislation in respect of human rights and in accordance with the needs of Intelligence networks, where excessive threats to internal and border security are implied.

This paper discusses Poland’s involvement in “Operation Bridge,” which aimed to transport Jewish citizens from the Soviet Union to Israel between 1989 and 1992. The study is based on recently declassified documents from the former intelligence and counterintelligence services, the Foreign Ministry, and the Prime Minister’s Office, supplemented by accounts of policymakers, secret service officers, and militia involved in protecting Soviet Jews during transit operations. The author argues that this operation was not just a humanitarian effort but also had significant geopolitical implications. The newly elected non-communist government under Tadeusz Mazowiecki saw this as a critical move to establish stronger ties with the United States and Israel. The author also highlights how the cooperation between Poland and the United States in intelligence sharing, counterterrorism, and security operations paved the way for Poland’s strategic partnership with the United States and its eventual entry into NATO. The paper contributes significantly to our understanding of the role played by Poland in the post-Cold War era and sheds new light on the development of US–Polish relations.

Content available Wstęp do analizy schematów działań wywiadowczych
PL

The observed phenomena in the modern world indicate that elements of intelligence activities occur in the activities of services other than classic intelligence. In addition, there are many indications that also informal structures, such as terrorist organizations or criminal organizations, although not always fully aware, use in their activities elements that constitute a significant part of intelligence activities. Therefore, there is a need to create a new research method, which is technically called an analysis of intelligence activities, which would deal with analyzing patterns of intelligence activities. In the postulated sense, schemes of intelligence activities are repetitive elements of these activities and their arrangements, observed mainly on the basis of open information and historical studies. The goal of the postulated analysis would be first of all to create tools for the theoretical description of phenomena defined as intelligence activities. Secondly, the goal would be to develop rules and principles common to all intelligence and intelligence-based activity patterns. Thirdly, thanks to the effects developed, it would be possible to lay the foundations for the most optimal strategy to combat threats arising as a result of intelligence activities by foreign special services or criminal organizations. Such an analysis could thus make a positive contribution to the activities of the domestic intelligence and counterintelligence services, which are also involved in the analysis of these phenomena, but only for immediate needs.

Modern special forces are a key element of internal and international security (that includes information security). In on the context of the current international situation, special attention should be paid to the Special Forces of the Russian Federation. The break-up of the Soviet Union and bipolar world division brought about the structural and functional transformation of the former USSR’s intelligence. The new geopolitical situation posed unknown challenges and dangers. The goal of this article is to highlight the most elite special forces of the Russian Federation, in the author’s opinion, the Federal Security Service, the Main Intelligence Directorate, the Foreign Intelligence Service and the Federal Protective Service in terms of theirs influence on maintaining information security. The idea is that the Special Forces of the Russian Federation have considerable value for information security because their actions provide correct and useful information regarding the enemy and the area of enemy operations. To achieve these aims, the article is divided into three parts: the first pays attention to the problematic situation and the theory regarding broadly understood information security; the second defines the characteristics of intelligence offices of the Russian Federation, their core tasks and area of expertise; and the third looks at the practical activities of Russian Special Forces. In the summary, the authors try to show the specifics of Russian intelligence forces and pay attention to their role in providing information security for the state.

Topics considered in the area of special intelligence activities can be oriented towards the many levels of state’s security interests. When it comes to security strategy, the data acquired by an open source intelligence in addition to other sources converts into very important knowledge, sometimes vital and often instrumental for protection of state’s sovereignty. Information on subversive agenda of an aggressor is always hard to come by, but an open source analysis can be somewhat helpful in tracing possible goals, extent and capacity of foreign secret agenda to destabilize a country or a region. Recently we have an example of such activities, when we observe the Russian sponsored war effort in eastern Ukraine, and its Crimean peninsula annexation by subversive forces. Analyzing the information gathered in reference to Russian actions in Ukraine and its other neighbors, including especially Poland, we can observe specific pattern leading to control of important aspects of state’s security. Authors in the following article review available facts and data connected to intelligence subversion modes and activity patterns that may lead, as is exemplified by the case of Ukrainian conflict, to final gain in political or military goals.

The article’s main subject matter is a historical presentation of formation process and evolution of the intelligence and counterintelligence agencies of the Second Republic of Poland, between the 1918 a 1939. The authors attempt to characterize, based on historical and contemporary sources and evaluated data, the structure, organization and general activities of the Polish intelligence and counterintelligence agency, in that period ending at the outset of WWII. In an effort to analyze specific intelligence agencies – the role they played in the state security system of the Second Republic of Poland, we can observe an evolvement of the intelligence sector of Poland being initiated by the patriots working previously for the independence movement’s organizations, also those, who were prior to Poland’s regaining independence the officers of foreign armies and security forces. And later were able to use acquired knowledge for the new organizational structures. However, relying especially on the Poland’s tradition of intelligence services prior to the loss of independence.

The departments of interior and military affairs dealt with fighting against German special services after Poland regained its independence. The military counterintelligence posts worked on the influence of German espionage in the army and protected this resort’s secrets. Civilian bodies often played a typically executive role as the counterintelligence operations’ command was in military hands. The counterintelligence bodies, in the framework of their special services, observed and worked on people who had natural possibilities to conduct spy tasks. The essence of defence actions was to recognise the German intelligence influences and then to liquidate the spy networks. It was important to prepare agents to carry out special duties. The character features, level of intelligence, possibilities to perform certain tasks and motives of actions were taken into consideration. The motives of gaining agents were important as they created a kind of a bond in the time of co-operation. The most valuable sources of information were the agents who acted of ideological reasons, of high intelligence level and aware of certain aims. The counterintelligence posts developing special tasks tried to avoid scheme actions. Taking into account the possibilities of German secret services, they attempted to inspire them to certain endeavours.
