The Three Seas Initiative, its fund, and its support for Ukraine in terms of the theory of liberalism

This article aims to analyse how the theory of economic and institutional liberalism applies to the Three Seas Initiative (3SI) and its Investment Fund (3SIIF), particularly in the context of Ukraine, which was attacked by Russia in February 2022. The study integrates theoretical perspectives from security studies, political science, and international relations with the practical implementation of the 3SI and 3SIIF. It uses scholarly literature on liberalism along with official 3SI and 3SIIF documentation. By comparing the theoretical principles of liberalism with the operational practices of the 3SI, the article draws conclusions about the alignment of these practices with liberal theory. The findings indicate that the theory of liberalism can be used to explain and describe forms of regional cooperation such as the 3SI, which reflects its relevance across various operational and conceptual dimensions. The acceptance of Ukraine as a participating 3SI partner was one of the signals to Russia that Ukraine is a part of the Western world, where goals are achieved through voluntary integration, trade and investment cooperation, free market, and democratic principles, and not through dependency, violence, and military action. Finally, the paper illustrates the application of liberalism theory to the geopolitical realities of the 3SI and draws attention to its effectiveness in achieving economic and regional security goals. The research may influence future regional policies and strategies, especially in the context of Ukraine’s integration into Western structures.

Celem artykułu jest analiza wybranych problemów moralnych związanych z migracjami i polityką migracyjną. Kwestia migracji, z którymi nie wiąże się ryzyko zagrożenia terrorystycznego oraz kwestia migracji, z którymi takie ryzyko jest związane, dyskutowane są oddzielnie.

Analysis of some moral issues related to migrations and migration policy is the main goal of this text. The set of these issues has been divided into two groups. Into one group have been included problems of these migrations which are not connected with the risk of terrorism, and into the second one - problems of those migrations which are connected with such a risk.

Publikacja podejmuje zagadnienie podmiotowości obywatela funkcjonującego w społeczeństwie demokratycznym. Zasadniczą wartością tego społeczeństwa jest idea równości wszystkich ludzi, gwarantująca aktywny i realny wpływ na działania polityczne kształtowane przez instytucje państwa oraz sankcjonująca indywidualne, swobodne wybory wolnych, równych i niezależnych podmiotów. Konsekwencją przyjęcia zasady równości w wymiarze indywidualnym i społecznym jest idea wkluczania, różnorodność, nie zaś odwoływanie się do populistycznych i nacjonalistycznych sentymentów. Publikacja wskazuje na rozwój liberalnej demokracji jako systemu warunkującego tworzenie duchowej wspólnoty wolnych i świadomych swej podmiotowości obywateli.

This publication takes the issue of citizen's subjectivity functioning in a democratic society. The essential value of this society is the idea of equality of all people, ensuring active and real influence on the policies shaped by the institutions of the state and sanctioning individual, free elections of equal and independent entities. The consequence of adopting the principle of equality in both individual and social dimensions is the idea of inclusiveness, its diversity, rather than appealing to populist and nationalist sentiments. The publication refers to the development of liberal democracy as a system of conditioning the formation of the spiritual community of free and conscious of their subjectivity citizens.

The creation of the “Caliphate” is one of the greatest threats to international order. So, it is reasonable to attempt to determine the nature of this organisation. The various schools in the area of international relations are helpful in this regard. For this purpose, the characteristics of Daesh are shown in the first part of the article. In subsequent sections of the conclusions to the first part, the most important research schools have been compared. According to the accepted assumption, the school of realism is the most appropriate for the study of Daesh. However, other schools can contribute to a better understanding of the organisation, showing the multidimensional and multifaceted threats for the international order coming from Daesh.
