Aby realizować w pełni zadania związane z utrzymaniem akceptowalnego poziomu ryzyka zróżnicowanych operacji żeglugowych i portowych do pragmatyki procesów bezpieczeństwa transportu morskiego zaimplementowano zdywersyfikowane systemy monitoringu. Ich poziom integracji jest stosunkowo niewielki, co przy globalnym charakterze transportu morskiego i dążeniu do unifikacji procesów w nim zachodzących jest zjawiskiem niekorzystnym. Celem niniejszego opracowania jest wskazanie możliwości integracji istniejących systemów monitoringu bezpieczeństwa transportu morskiego, budowa oryginalnego homomorficznego modelu systemu zintegrowanego oraz przedstawienie jego zapisu w notacji algebraicznej. W artykule pozytywnie zweryfikowano hipotezę roboczą stanowiącą, iż istnieją teoretyczne przesłanki umożliwiające budowę koncepcji integracji systemów monitoringu bezpieczeństwa transportu morskiego zmierzającej do optymalizacji procesów zapewnienia bezpieczeństwa w transporcie morskim.

Due to the need for better understanding and management of maritime safety and security aspects several diversified monitoring systems have been implemented to the risk management processes. The integration level of these systems is not satisfactory which, taking into account a global tendency for integration and unification of all already implemented systems highlights existence of serious shortfalls in this field. Thus, the main aim of this paper is an identification of potential for further integration of existing systems and transformation into one completely integrated system. The proposal of homomorpfic integrated model has been shown as well as its algebraically notation. The working hypothesis stated that there is a theoretical potential for integration of maritime transport safety and security systems, has been positively proved.

Bezpieczeństwo transportu morskiego jawi się jako istotny czynnik sprawności oraz efektywności procesów realizowanych globalnie przy użyciu tej gałęzi transportu. Celem badań przedstawionych w niniejszym artykule było ukazanie możliwości wykorzystania różnorodnych notacji do modelowania wybranych procesów z zakresu bezpieczeństwa transportu morskiego. Szczególny nacisk położono na ukazanie możliwości zastosowania sieci Petriego jako nowatorskiej, dotychczas nie wykorzystywanej notacji dla reprezentacji opisywanych procesów. Do opisu wybrano reprezentatywny proces tworzenia zintegrowanego zobrazowania żeglugi (IMAP) z wykorzystaniem narzędzi monitoringu (podsystem sensoryczny), analizowania (podsystem analityczno-decyzyjny) oraz reagowania (podsystem efektorowy). W badaniu użyto analizy holistycznej w ramach paradygmatu cybernetycznego oraz wykorzystano metody i narzędzia modelowania z teorii systemów. Rezultatem badań jest przedstawienie procesu two-rzenia i analizy IMAP za pomocą schematów blokowych, algorytmów i sieci Petriego. Pozwoli to na dalsze prace związane z tworzeniem systemów eksperckich (analityczno-decyzyjnych) możliwych do implementacji w nowobudowanych zintegrowanych systemach monitoringu żeglugi morskiej i bezpieczeństwa transportu morskiego. W artykule pozytywnie zweryfikowano roboczą hipotezę stanowiącą, iż sieci Petriego stanowią użyteczną notację do modelowania i formalnej analizy procesów bezpieczeństwa transportu morskiego.

Safety and security of maritime transport have become a significant element of recent global seaborne trade processes. The main aim of presented in this article research results is presentation of various notations that can be adopted for modelling of maritime transport security and safety processes. The main focus was on recognition of Petri nets as an innovative tool for modelling. Integrated Maritime Picture (IMAP) has been chosen for further detailed research as a representative process consists of monitoring (sensor process), analysis and reaction (effector process). As research methods a holistic analysis from cybernetic paradigm as well as modelling tools have been applied. Results come with presentation of the IMAP process with use of block schemes, algorithms and Petri nets. It may be further utilised in expert systems being the important part of already introduced integrated shipping monitoring systems. In this paper the working hypothesis stated that Petri nets are useful tool in maritime transport processes modelling has been proved.

Współczesny transport morski odgrywa kluczową rolę w procesach gospodarczych świata. Staje się nieodzownym narzędziem wymiany międzynarodowej i handlu zagranicznego. Z uwagi na tak zdefiniowane znaczenie objęty jest bardzo rygorystycznymi regulacjami z zakresu bezpieczeństwa nautycznego żeglugi (zakres safety) i bezpieczeństwa morskiego państw nadbrzeżnych (zakres security). W ramach monitoringu, analizy i oceny istniejących zagrożeń i ryzyka pojawiają się zintegrowane rozwiązania systemowe uzbrojone w odpowiedni aparat narzędziowy do pozyskiwania, przetwarzania i przekazywania informacji będące realizacją przyjętych doktryn narodowych. Polska w celu ochrony własnych interesów i zapewnienia bezpieczeństwa w transporcie morskim wprowadziła Krajowy System Bezpieczeństwa Morskiego. Głównym celem artykułu jest próba holistycznej analizy funkcjonalności tego systemu jako pochodnej możliwości zaimplementowanych narzędzi sensorycznych, analitycznych i efektorowych. Autor pozytywnie weryfikuje hipotezę stanowiącą iż potencjał KSBM, zależny od sprawności operacyjnej zastosowanych narzędzi, umożliwia nie tylko realizację doktryny zapewnienia bezpieczeństwa transportu morskiego na obszarach morskich RP ale również skutecznie podnosi sprawność i efektywność procesów transportowych dla międzynarodowych armatorów i operatorów morskich w relacjach z polskimi portami morskimi.

Temporary maritime transport is playing a significant role in nowadays’ global trade processes. Due to its role, maritime transport is regulated by the strict safety and security rules. In the process of monitoring, analysing and decision making new technical solutions (tools) have been recently introduced as a consequence of applied national safety and security doctrines. Poland, in order to protect its own national interests has already introduced National Maritime Safety and Security System (KSBM). The main aim of this article is an attempt to provide a holistic analysis of the existing functionalities of the KSBM system as an effect of implemented sensors, effectors and analytic tools. The working hypothesis stating, that operational potential of KSBM is closely linked to the effectiveness of used tools has been positively verified. Implementation of such a system provides additional potential for increase competitiveness level of Polish ports in relations with international ship-owners and logistic operators.

The article presents the authors’ original concept concerning the “7R” model in education of engineers of logistics at the higher education level with practical profile. The concept is based on classic optimizing solutions used in logistics processes. The paper tries to reorganize the education system of logisticians and adjust it to the needs of the labour market by applying innovative solutions, which activate all the system’s stakeholders at the same time and level.

Due to the insufficient critical mass of scientific expertise, and location between two the most developed centres of science in Pomerania, the Słupsk region has suffered from the lack of scientific coordination of its economic, social and cultural development. This paper, based on SWOT analysis prepared by authors, provides a comprehensive concept of a new scientific centre of excellence to be established in Słupsk. The Baltic Institute of Logistic headquartered in Słupsk (when established) will provide the necessary scientific expertise (think tank) and will play the coordinating role in assuring the growth and competitive position of the City of Słupsk and its entire region as well as contribute to the Intelligent Specialization Smart Port & City of the Pomerania Province (playing the role of the centre of logistics excellence).

The management of modern supply chain requires the use of many modern tools and applications. Telematics is a tool that allows to evaluate the state of implementation of processes in the supply chain in real time, take decisions adequate to a given situation, or carry out activities effectively. It is impossible to manage something one cannot see, therefore the ability to implement such processes correctly becomes one of the essential elements of success in the current market conditions. The research team at the Institute of Logistics at Wrocław School of Banking analyses the possibility to implement the latest telematics solutions to logistics system in Lower Silesia, particularly in transport companies. These activities, in addition to the development of knowledge related to using the latest technology in logistics systems, are intended to prepare a wide variety of solutions and concepts for enterprises in Lower Silesia, in order to be able to effectively apply under the EU Horizon 2020 programme or national programme 2014-2020 POIR.

Effectiveness of the contemporary maritime transport depends largely on already implemented intelligent shipping and maritime environment monitoring systems, which are simultaneously responsible for improvement of the maritime transportation process, management and widely understood safety and security. Recently noticed, diversification of existing shipping monitoring systems is based on a different range of covered areas, direct benefits for end-users as well as technical specifications of modern maritime sensors. Nowadays, a totally new approach has been developed as a response to growing demand for integration of all existing maritime systems and building a common platform for maritime data exchange. This solution is expected to be a cost-effective tool in gathering, transforming and dissemination of an integrated and comprehensive recognized maritime picture and relevant maritime data. This paper represents the holistic approach to identification of important factors having impact on possible implementation of such a system. The working hypothesis stating that there are systematic reasons for implementation of a single, common and integrated platform of maritime data exchange has been positively proved. As an example of efforts already taken by European Maritime Safety Agency (EMSA) on the EU seas, the experimental Integrated Maritime Data Environment (IMDatE) solutions have been presented.

Fear of terrorist interruptions has already affected the marketplace. Before 9/11, inventory had consistently trended downward as technology enabled just-in-time manufacturing and delivery of products. A significant breakdown in the maritime transport system would send shockwaves throughout the world economy. In fact, under the worst-case scenario, a large attack could cause the entire global trading system to halt as governments scramble to recover. Drastic and inefficient solutions may be put in place, such as the complete closure of some ports and duplicative and lengthy cargo checks in both originating and receiving ports. The size of the maritime security challenge is as daunting as the terrible consequences of a serious attack. Maritime security involves hundreds of ports, thousands of miles of coastline, tens of thousands of commercial and private crafts, and millions of shipping containers. The maritime domain is truly global in nature, encompassing every ocean and the peoples and property of many nations. This paper presents the idea of Maritime Security Operations (MSO) as an European interagency latest response on maritime threat seen from wider perspective. Six strategic actions MSO requires to achieve synergy of civilian and military maritime security activities to address all maritime threats are pointed as well as four related Lines of Development (LoDs) to be taken forward by a partnership of European military and civilian authorities in order to create MSO Standard Operational Procedures.

Strach przed zagrożeniem terrorystycznym sięgnął już globalnego rynku. Przed 11 września doskonale zorganizowana logistycznie produkcja pozwalała na obniżenie kosztów i napędzała światową koniunkturę. Wobec rosnącego zagrożenia należy podjąć radykalne kroki w celu ochrony interesów gospodarczych. Poważne zakłócenie procesów logistycznych może nieść za sobą ogromne i trudne do naprawienia skutki ekonomiczne (do zamknięcia portów morskich i drastycznego wydłużenia procedur odprawowych włącznie). Stąd też wyzwanie dla globalnej ekonomii w zakresie uzyskania bezpieczeństwa handlu i transportu na morzu jest współmierne do zagrożenia i potencjalnych skutków. Niniejszy artykuł przedstawia ideę intereuropejskiego podejścia do problematyki operacji zapewnienia bezpieczeństwa na morzu. Po raz pierwszy istotny nacisk został położony na współpracę cywilno-wojskową w tym zakresie, wskazano sześć strategicznych płaszczyzn wspólnego działania oraz cztery kompleksowe kierunki działań mające zapewnić efekt synergii oraz wypracowanie standardowych procedur operacyjnych.

The seas surrounding the European Union contain some of the busiest shipping areas in the world. As well as handling around 90% of EU external trade and around 35% of trade between EU countries, the sea lanes also handle a huge amount of through traffic. In particular, oil tanker traffic is rapidly growing as more and more oil is progressively being brought to the global market place via EU waters. The consequence of this significant growth in tanker traffic, in addition to the existing level of hazardous goods traffic in general, is a corresponding growth in environmental risk to the European Union in most of its main sea areas. Specifically, these are the Mediterranean area and the Black Sea, the Baltic Sea, the North Sea, the Northern channels between Sweden, Denmark, Germany, the Netherlands, Belgium, France and the UK and the Atlantic arc sea area. Subsequently, the growth of all terrorist related threat is a second factor to be taken into consideration when debating safety and security at sea. The paper presents the main tasks of EMSA given to this organization in order to build European better understanding of all aspects related to vessel traffic monitoring and information sharing systems. The ships in EU waters, and their cargoes should be monitored more effectively than in the past, and it must be a more consistent approach across all EU sea areas.

Akweny otaczające terytorium UE zawierają jedne z najbardziej intensywnie wykorzystywanych tras komunikacji morskiej na świecie. Około 90% wymiany międzykontynentalnej i ponad 35% wymiany handlowej w ramach rynku europejskiego odbywa się drogą morską. Zagrożenie bezpieczeństwa pływania wzrasta wprost proporcjonalnie do wolumenu ładunków przewożonych drogą morską, a w szczególności surowców strategicznych i materiałów niebezpiecznych. Niniejszy artykuł przedstawia ideę europejskiego podejścia do systemowych rozwiązań mających na celu podniesienie poziomu bezpieczeństwa na najbardziej uczęszczanych akwenach otaczających państwa UE. Powołanie do życia organizacji EMSA oraz postawienie jej zadań z zakresu rozwoju systemów monitoringu ruchu żeglugowego oraz wymiany informacji bezpieczeństwa żeglugi jest jednym z europejskich rozwiązań prowadzących do osiągnięcia tego celu.

Protecting maritime commerce from attack or exploitation by terrorists is critical to the security of the global market. Maritime security has also a major defense dimension because military seaborne transport will remain crucial for future operations. It is highly unlikely that the NATO military will be able to sustain a major campaign in the foreseeable future without the capacity to transport significant assets by owned or chartered merchant ship. That is why accurate, given in real time, selected when necessary, picture of all aspects of maritime activities is vital to NATO. This article provides a short overview of the NATO Maritime Situational Awareness (MSA) program which is NATO response to the recent threat and is treated as a high priority task for entire organization after Riga Summit 2006. The idea, concept of operation (CONOPS) and all commercially available sources of merchant information are pointed.

Ochrona interesów żeglugi handlowej przed atakiem terrorystycznym staje się kluczowym elementem bezpieczeństwa globalnego rynku. Bezpieczeństwo morskie ma również swój wymiar militarny, bowiem transporty wojskowe drogą morską z uwagi na ekspedycyjny charakter operacji nabierają coraz istotniejszego znaczenia. Jest więc mało prawdopodobne, aby NATO mogło wykonać swą misję bez zdolności do przerzutu wojsk i zaopatrzenia za pomocą własnego lub czarterowanego statku. Dlatego też rzeczą pierwszoplanową staje się dla NATO posiadanie wiarygodnego, rzeczywistego i poddającego się selektywnej analizie zobrazowania sytuacji morskiej. Artykuł przedstawia problematykę systemu zobrazowania i ostrzegania o sytuacji na morzu (MSA), który wydaje się odpowiedzią NATO na rosnące zagrożenia i jest programem priorytetowym w NATO po szczycie w Rydze w 2006 roku. W artykule w sposób syntetyczny wskazano ideę, koncepcję operacyjną oraz zakres źródeł zasilenia informacyjnego programu MSA.

The modern Naval Co-operation and Guidance for Shipping Automated Data Processing (NCAGS ADP) systems obtain shipping information from different sources to have the most recent shipping picture in the area. Most of these systems use the AIS, because it is the mandatory tool for merchant ships to be equipped with, according to the new regulations of the International Maritime Organisation (IMO). So far, only merchants over 300 gross tonnage have to fit it on board, but the intention is to be installed on all 'sea-goers'. This mandatory tool gives NCAGS ADP systems all necessary data almost automatically in every few seconds. This article provides a short overview of the structure and capabilities of AIS.

The NCAGSORG supports two very important 'sea-goers', merchant shipping and naval forces. Support and deconfliction is achievable through identification of potential threat from the one hand and monitoring of the shipping traffic on Sea Lines of Communications (SLOCs) from the other. SO, it becomes crucial to gain and sustain a situational (operational) shipping picture within the Area of Interest (AOI). To achieve this goal the NCAGSORG is to use the most recently developed computer aided automated data processing systems (ADP) such as: NAMESIS, NSCIMA and BRITE. This article provides a short overview of the structure and capabilities of NCAGS ADP systems.
