This paper identifies and characterises the key environmental factors that influence the competitiveness of the ports in Gdańsk and Gdynia. Based on the conducted analysis, the main global factors that could play a decisive role in shaping the competi-tiveness of these ports have been highlighted. It has been concluded that the strength of contemporary leaders in the maritime industry is based on integrating port services, logistics, as well as shipbuilding and operation activities. Efforts to further improve the market position of the sea ports in the Tricity region should be included in the government’s strategic plans, aligning with the EU’s goals to enhance the strategic importance of the maritime economy.

Ostatnie lata to okres intensyfikacji inwestycji w siły zbrojne RP. Oprócz zakupu nowoczesnego sprzętu modernizowana była także infrastruktura, np. linie i bocznice kolejowe prowadzące do baz logistycznych oraz rozbudowa zakładów zbrojeniowych. Inwestycje dotyczyły również rozbudowy floty marynarki wojennej. W tym kontekście warto podjąć dyskusję o potrzebie budowy nowej infrastruktury portowej na potrzeby sił zbrojnych i dyslokacji części floty i obiektów dowodzenia siłami morskimi. Za cel artykułu przyjęto wskazanie, który z istniejących portów morskich na środkowym wybrzeżu stanowi najbardziej optymalną lokalizację dla bazowania sił morskich RP. W analizie uwzględniono parametry okrętów eksploatowanych przez marynarkę wojenną RP, położenie istniejących portów, dostęp od strony morza i lądu, dostępność terenów oraz lokalizację jednostek wojskowych, które mogłyby stanowić zaplecze dla nowego portu wojennego. Na podstawie przeprowadzonej analizy wskazano, że najbardziej optymalna była by lokalizacja takiego obiektu w Ustce lub Darłowie.

Recent years have seen an intensification of investment in the Polish armed forces. In addition to the purchase of modern equipment, infrastructure was also modernised, such as lines and railway sidings leading to logistics bases and the expansion of armaments plants. Investments also concerned the expansion of the navy fleet. In this context, it is worth discussing the need for new port infra-structure for the armed forces and the dislocation of parts of the navy and naval command facilities. The aim of this article is to indicate which of the existing seaports on the central coast is the most optimal location for the basing of Polish naval forces. The analysis took into account the parameters of ships operated by the Polish Navy, the location of existing ports, access from the sea and land, the availability of land, and the location of military one-stops that could provide facilities for a new naval port. Based on the analysis, it was indicated that the most optimal location for such a facility would be in Ustka or Darłowo.

Energy security is understood as the resistance of the economy to possible disruptions in the sphere of basic mineral resources and in the energy sphere of the state. An important element of the economy of mineral resources in our country is trading in energy resources (coal, petroleum, natural gas). The fuel and energy industry is of strategic importance for the functioning of the entire economy. Its importance stems from the fact that it determines the functioning of all other elements of the economy. A necessary condition is to ensure supply security conditions.The presented material is an attempt to examine Poland's energy security related to the import (acquisition) of hard coal, crude oil, and gas, taking into account the main throughputs of strategic importance for the economy of our country, sea ports in Gdańsk, Gdynia, Świnoujście, and Szczecin.

The article aims to draw attention to the epidemic situation in the southern Ukrainian lands from the 18th to the beginning of the 20th century and to analyze the activities of port quarantine departments of the Black and Azov Seas during this period. The research employs problem-chronological, comparative-historical, statistical and biographical methods. The analysis is based on the sources from the Regional Archives of the Mykolaiv Region and relevant scientific literature. The study reveals the conditio of the epidemic-driven country in the period in question, the activities of quarantine departments at the ports of the Russian Empire, as well as how the state and local authorities fought the infections. Reading from archival sources, the author discusses the level of hygiene on military ships, the methods of fighting epidemics, and people’s reactions to quarantine, especially in the Mykolaiv region at the beginning of the 20th century. The epidemic situation in the southern Ukrainian lands from the 18th to the beginning of the 20th century resulted from an imperfect policy of the Russian Empire - poorly-developed medical, social, and cultural spheres. It should be noted that during this period, infectious diseases often came to Ukrainian lands from the east. Their spread was facilitated by increased urban population, the movement of military contingents, water contamination by municipal and industrial waste, and insufficient knowledge of social and personal hygiene almost until the end of the 19th century. The main method of preventing epidemics was the introduction of quarantine. It meant full isolation of potentially dangerous ships arriving in port, inspecting them and supplying passengers and crew with quarantine measures.

Purpose: The goal of the article is to analyse the tolls and measures of emission control in port areas and to build a Clean Air Policy action model for marine and inland shipping ports, which would constitute a universal framework for building and conducting the Clean Air Policy in port areas. Design/methodology/approach: The research is based on data from reports and studies concerning the impact of port-generated emissions on air quality in the port areas. Legal framework for Air Quality Control in Marine Shipping is analysed. Examples of actions and policy measures in European ports are listed. Findings: Port areas and the processes inside them generate airborne pollution from various sources with vehicles, ships and port machinery being the main ones. Air pollution is one of the factors influencing ports’ natural environment and a cause of many health hazards to local residents. Ports are usually located in urban areas or close to city centres, and thus the environmental impact of air pollution is significant. Some ports have decided to voluntarily implement programs directed to measure and reduce the level of port emissions, but there is little business interest in general for the ports to reduce emissions and energy consumption. Numerous workshops aimed to improve air quality in ports in Europe were held in port cities, resulting in best practices and projects aimed at reducing port emissions. However there is still no standard activity framework for Clean Air Policy in European ports. Action model presented in the article may be used for building and conducting the Clean Air Policy in port areas. Research limitations/implications: Action model presented in the article constitutes a universal framework for building and conducting the Clean Air Policy in port areas. However the model constitutes a universal base, and in any case the specificity of the port must be taken into account, e.g. geographical factors, size and specialization of the port, type of machinery and equipment used, other pollution sources, proximity to urban areas. Practical implications: The results may be a factor to influence ports’ Corporate Social Responsibility measures, directed to improve the quality of life in the ports’ neighbouring areas. Social implications: It is important to address the problem of port-generated air pollution for urban zones to limit its influence on quality of life in the neighbouring areas. Originality/value: A universal approach to creating Clean Air Policy action model for marine ports is presented.

Jednym z najważniejszych czynników, jaki decyduje o wzroście gospodarczym, jest międzynarodowa wymiana handlowa. W przypadku polskiej gospodarki, w handlu z zagranicą coraz większą rolę odgrywają porty morskie. Trzy z czterech kluczowych portów: Gdańsk, Gdynia, Świnoujście, zlokalizowane są w bezpośrednim sąsiedztwie otwartego morza, a to olbrzymi ich atut. Nieco inaczej jest w przypadku portu w Szczecinie - dla jego przyszłości kluczowe jest pogłębienie toru wodnego Świnoujście-Szczecin. Obecnie trwa trzeci, najważniejszy etap tego projektu.

Porty w Gdyni, Gdańsku oraz Szczecinie i Świnoujściu osiągnęły łącznie w 2018 roku rekordowy wynik przeładunkowy, czyli ponad 100 mln ton. Rok ten był również rekordowy w historii Portu Gdynia, gdzie ogółem przeładowano ponad 23 mln ton.

Nawigowanie dużymi statkami na podejściach do portów i w samych portach nie jest zadaniem prostym. Duży ruch statków, bliskość przeszkód nawigacyjnych, brak odpowiedniego zapasu wolnej przestrzeni, szybko zmieniająca się sytuacja nawigacyjna i olbrzymie masy jednostek sprawiają, że proces manewrowania i podchodzenia do nabrzeży w każdym porcie to zadanie trudne i stresujące. Stres zazwyczaj prowadzi do zmęczenia, zwiększenia ryzyka błędu ludzkiego a w konsekwencji do wypadku morskiego. W strefach umiarkowanych w sezonie jesienno-zimowym dochodzi dodatkowy aspekt – ograniczenie widoczności. Pomocą w nawigowaniu w takich warunkach jest technologia GBAS RTK (Ground Based Augmentation System by Real Time Kinematic) wykorzystywana do budowy systemów elektronicznego zobrazowania rzeczywistej sytuacji nawigacyjnej dużej jednostki oraz wdrożenia na wzór systemów lotniczych ILS (Instrument Landing System).

Okres po wejściu Polski do Unii Europejskiej to czas bezprecedensowego wzrostu gospodarczego. PKB wzrósł w tym czasie o 118%. Wchodząc do Unii nasz PKB na mieszkańca sięgał zaledwie połowy średniej unijnej. W 2017 roku było to już 70%, przy czym region stołeczny to aż 150% unijnego PKB per capita. Na ten wzrost złożyły się także wyniki sektora TSL. Fundusze unijne pozwoliły na dofinansowanie szeregu inwestycji infrastrukturalnych. Zmiany są widoczne we wszystkich regionach kraju. Polska w wyniku wejścia do struktur jednolitego rynku wewnętrznego stała się europejskim liderem jeżeli chodzi o międzynarodowe przewozy drogowe. Chciałbym jednak zwrócić uwagę na dwa obszary, gdzie zmiany były największe. Chodzi o regionalne porty lotnicze i porty morskie.

Na samym początku przedstawiono aktualny stan zaplecza Portu Gdańsk. Następnie przyjrzano się dotychczasowym i przyszłym przeładunkom kontenerów i drobnicy oraz wskazaniu problemów pojawiających się przy funkcjonowaniu aktualnie obsługiwanych gałęzi transportu. W kolejnym rozdziale poruszony został temat budowy platformy logistycznej w Solcu Kujawskim i ocenienie jego istotności w rozwoju Portu Gdańsk.

At the beginning there is presented the current state of the facilities of the Port of Gdańsk. Next, the focus is on current and future reloading of containers and general cargo. Growing trade and the globalization of production and consumption have contributed to the increased importance of seaports. Maritime transport of bulk cargo is competitive. The carriage of general cargo is also growing, mainly through the widespread use of containers. A particularly large growth in cargo throughput has taken place in seaports of developing countries. Maritime policy aims at improving the efficiency of sea transport in Europe and the world, while ensuring its long-term competitiveness. This can be achieved by the dissemination of technologies leading to increased productivity, minimizing negative environmental impacts and creating conditions for effective operations and integration of ports in transport chains.

Porty morskie stanowią kluczowe ogniwa łańcucha dostaw. Są swoistego rodzaju oknem na świat, łącząc gospodarkę krajową z rynkami międzynarodowymi. Na konkurencyjność poszczególnych portów, a pośrednio gospodarek krajowych wpływ ma wiele czynników takich jak: dostępność transportowa portu od strony zaplecza, dostępność transportowa portu od strony przedpola, sprawność obsługi portowo-logistycznej. Polskie porty ciągle podejmują działania, aby zapewnić klientom najwyższą jakość usług we wszystkich trzech obszarach. Przyglądając się historii XVII i XVIII wieku, można dostrzec, jaki potencjał w obsłudze ładunków posiadała Wisła. W tym okresie była najbardziej żeglowną rzeką Europy, czyniąc Gdańsk i dorzecze Wisły jednym z najbogatszych regionów kontynentu [1]. Obecnie w Wiśle i całym polskim układzie dróg śródlądowych drzemie olbrzymi, ale niewykorzystany potencjał. W artykule skupiono się na ocenie, jaki wpływ na porty trójmiejskie wywrze realizacja „Założeń do planów rozwoju śródlądowych dróg wodnych w Polsce na lata 2016–2020 z perspektywą do roku 2030”. W artykule wytłumaczono, czym jest dostępność transportowa. Poddano również analizie aktualną dostępność transportową zapleczy portów oraz wizję zwiększenia dostępności transportowej trójmiejskich portów morskich w przypadku budowy i modernizacji wodnych dróg śródlądowych oraz bez przeprowadzania tych prac.

Sea ports are the key links in the supply chain. They are a kind of window to the world for the country, combining the national economy with international markets. The competitiveness of individual ports and thus of individual national economies is influenced by many factors such as transport accessibility of the port on the back side, transport accessibility of the port from the forefront, port-logistic service. Polish ports continue to work in order to ensure the highest quality services for port customers in all three areas. Looking back to the past and reaching the 17th and 18th centuries, one can see how big potential in handling the cargo Wisła had. At that time, it was Europe's most navigable river, making Gdansk and the Vistula basin one of the richest regions of the continent. At present, Vistula and the entire Polish system of inland waterways provide a huge untapped potential. The article focuses on the assessment of the impact on the Tri-city ports by the implementation of the “Assumptions for inland waterways development plans in Poland for 2016–2020 with a view to 2030.” The availability of transport, both theoretical and practical, has been explained. There are also presented analyzes of the current transport accessibility of port facilities and the vision of increasing the transport accessibility of the Tri-city seaports when the construction and modernization of inland waterways is implemented and in the case of abandoning those works.

Pozytywne oddziaływanie podmiotów prowadzących działalność gospodarczą na terenach portów morskich na lokalne otoczenie można rozpatrywać w dwojaki sposób. Tradycyjne ujęcie wynika z zaangażowania w realizację funkcji gospodarczych portu morskiego czynnika ludzkiego (mieszkańców gminy portowej) oraz pochodzących od przedsiębiorstw portowych, a przewidzianych prawem, transferów nierekompensowanych do budżetu gminnego. Szerszy kontekst tego oddziaływania obejmuje aktywność związaną z dobrowolnym wsparciem przez podmioty portowe lokalnej sfery społecznej w ramach realizacji koncepcji społecznej odpowiedzialności biznesu. Celem artykułu jest identyfikacja w dwóch ujęciach (tradycyjnym i rozszerzonym) kierunków pozytywnego wpływu działalności wybranego przedsiębiorstwa portowej sfery eksploatacji (PPSE) na lokalne otoczenie portu morskiego. W badaniach wykorzystano metodę pojedynczego studium przypadku. Podmiotem badań był największy PPSE funkcjonujący w granicach administracyjnych portu morskiego w Szczecinie. Wyniki przeprowadzonych badań dowodzą, że wpływ PPSE na lokalne otoczenie może być istotny, zarówno w tradycyjnym ujęciu, związanym z oddziaływaniem na lokalny rynek pracy oraz lokalne transfery podatkowe, jak również w szerszym zakresie, związanym z wpływem na lokalną sferę społeczną, w tym w szczególności w relacjach ze szkolnictwem wyższym (na płaszczyźnie kształcenia oraz B+R). Wyniki badań wskazują także, że wielopłaszczyznowe i długoterminowe współdziałanie PPSE z instytucjami funkcjonującymi w lokalnym otoczeniu portu morskiego staje się nieodzownym elementem jego działalności. W sytuacji coraz silniejszej pozycji pracowników na rynku pracy oraz niedoboru wysoko wykwalifikowanych kadr, jak również coraz większej świadomości i wrażliwości społeczeństwa na negatywne aspekty działalności gospodarczej portów morskich, zidentyfikowana w badaniach pozytywna aktywność może w dłuższej perspektywie przynieść angażującym się w nią podmiotom wymierne korzyści. Należą do nich przede wszystkim korzyści związane z poprawą wizerunku podmiotu jako organizacji odpowiedzialnej społecznie oraz te związane z uzyskaniem dostępu do wiedzy i wysoko wykwalifikowanej siły roboczej (dzięki rozwojowi współpracy z lokalnym szkolnictwem wyższym).

The positive impact of seaport enterprises on the local environment can be considered in two ways. The traditional approach stems from the involvement of the human factor (the inhabitants of the port city) in the economic function of seaports. This approach also includes the realisation of tax transfers by port enterprises to the port city budget. The wider context of this impact includes an activity related to voluntary support by port entities the local environment as a part of the implementation of the CSR concept. The aim of the article is to identify in two approaches (traditional and extended) directions of the positive impact of the stevedoring enterprise (reloading and storage enterprise) activities on the local environment of the seaport. In the research study the single case study method was applied. The research subject was the largest stevedoring enterprise operating in the port of Szczecin. The results of the conducted research proved that the impact of stevedoring enterprise on the local environment (Szczecin port city) is substantial, both in the traditional approach related to the impact on the local labour market and local tax transfers as well as in a wider scope, in particular in relations with a higher education institutions (in the area of education and R&D). The research results also indicated that the multidimensional and long-term cooperation of the stevedoring enterprise with institutions operating in the local environment of the seaport becomes an indispensable element of its general activity. In the situation of an increasingly stronger position of employees on the labour market and the shortage of highly qualified personnel as well as the increasing awareness and sensitivity of the society to the negative aspects (external costs) of seaport economic activity, positive activity identified in the research study can in the long perspectives bring measurable benefits to entities involved in it. These include, above all, the benefits associated with improving the image of the RSE as a socially responsible organization and those related to obtaining access to knowledge and a highly qualified workforce (thanks to the development of cooperation with local institutions of higher education).

The maritime transport in Bulgaria is controlled and coordinated by the Executive Agency "Maritime administration". This institutionis a legal entity on budget support to the Ministry of transport, information technology and communications, a second level user of budget credits, based in Sofia with regional offices in Bourgas, Varna, Lom and Rousse (where are the Bulgarian major ports). EAMA status is regulated by the Merchant Shipping Code – Art. 360, para. 1. The problem of forecasting in the new strategic documents is crucial to the formation of proper infrastructure policy which has to be innovative and for the future strategic development of the tourism in the country. This paper is aimed at presenting the lack of real forecasting in many of the strategic documents and projects adopted for the development of the maritime transport in Bulgaria (i.e. Directive2008/106/EC of European Parliament and Council on the minimum level of training of sea farers; Ordinance No. 9 of 2013 on the requirements for operational suitability of ports and specialised port facilities; Ordinance No. 10 of 2014 on the scope and content, preparation, approval and amendment of the general plans of the public transport ports). There are also many Mutual Agreements for Recognition of Seafarers" certificates. The paper provides a practical example for the use of the so called single or simple exponential smoothing without the presence of any seasonality and the lack of cyclicity on the number of passengersarrivals at the Bulgarian maritime ports.
