With growing public environmental awareness and technological advancements, new initiatives and solutions are emerging to reduce harmful emissions. In air transport, this pro-environmental approach is reflected in the development of biofuel (SAF) technology and its increased market share, the technical advancement of propulsion systems and airframe structures, and programs that help offsetting the impact of aviation CO2 emissions through engagement in initiatives that benefit the environment. An example of such action at the national level is the reduction of domestic flights and their replacement with high-speed rail, implemented in France. The French were the first to take advantage of Article 20 of Regulation (EC) No. 1008/2008 of the European Parliament and of the Council, which limits the exercise of traffic rights due to serious environmental concerns. Implementing such solution in Poland would reduce carbon dioxide emissions without significantly impacting travel time. The number of selected connections depends on the adopted criteria and can range from a few to a dozen. Various variants were identified by analyzing factors such as travel time and route length. Due to Warsaw's geographical location and the existing rail network, a significant number of connections to and from the capital were deemed suitable for rail replacement in all scenarios. In the final analysis, six domestic flights were selected, replacing them with rail would result in CO2 emission savings per passenger ranging from 78 to 84 percent, depending on the route. Analysis of the selected options led to the conclusion that rail transport can be successfully considered an alternative to air transport on short routes, thus reducing carbon dioxide emissions.

Artykuł stanowi kompleksową analizę wpływu pandemii COVID-19 na sektor transportu lotniczego w Polsce i na świecie, z uwzględnieniem ekonomicznych, organizacyjnych i operacyjnych skutków kryzysu. Pandemia doprowadziła do największego załamania w historii lotnictwa cywilnego – liczba pasażerów w 2020 r. spadła o ponad 65%, a globalne straty finansowe przewoźników przekroczyły 300 miliardów dolarów.

The article presents a comprehensive analysis of the impact of the COVID-19 pandemic on the aviation sector in Poland and worldwide, addressing its economic, organizational, and operational consequences. The pandemic caused the most severe disruption in the history of civil aviation – the number of air passengers decreased by over 65% in 2020, and global airline losses exceeded 300 billion USD. The study provides detailed data on the reduction of passenger operations, international flight suspensions, and airline bankruptcies, as well as the restructuring of the market, including the growing significance of cargo transport. The recovery process of the aviation sector after 2021 is analyzed in terms of its spatial and temporal diversity, emphasizing regional differences between Europe, the United States, and Asia. The article discusses national support measures undertaken in Poland, including financial aid for LOT Polish Airlines, temporary reductions in air navigation charges, and the introduction of contactless digital technologies at airports. The second part of the paper develops a conceptual model of a crisis prevention strategy aimed at enhancing the sector’s resilience to future disruptions. This strategy is based on Business Continuity Plans (BCP), early warning systems, digital transformation, and sustainable development principles. A functional framework of the BCP is proposed, encompassing hazard identification, risk assessment, response planning, continuity of critical operations, and post-crisis recovery. Moreover, a theoretical model derived from queueing theory – the Non-Preemptive Priority System – is introduced as an analytical tool for managing air traffic operations of different priority levels under capacity constraints. This approach enables simulation of waiting times, resource utilization, and the efficiency of priority allocation, thereby supporting decision-making processes in crisis management.

EN
Aircraft accident investigation is a key element of ensuring safety in aviation. This process involves analyzing the causes of aircraft accidents and incidents to prevent future similar events. The article focuses on the legal aspects of aircraft accident investigation, considering international and national legal regulations. The basic legal acts, such as the Convention on International Civil Aviation (Chicago Convention), and regulations of organizations such as ICAO and EASA, are discussed. National legal frameworks are also presented, including the competences of authorities involved in aircraft accident investigation, such as the State Commission on Aircraft Accident Investigation (PKBWL). The study of the legal aspects of the investigation of aviation incidents was conducted based on the analysis of legal acts, international documents, and court decisions. The dogmatic-legal method was used to interpret the regulations concerning the investigation of aviation incidents, both at the international level (Chicago Convention, ICAO), the European Union (regulations), and the national level (acts and regulations governing the activities of the PKBWL). Case studies of selected aviation incidents were also indicated. The study found that the legal system governing air accident investigations is based on the principle of independence of technical investigations from criminal proceedings, which is crucial for effectively preventing future accidents. However, the analysis showed that in practice, there are difficulties in implementing the "just culture" principle. In particular, in some cases, there is a conflict between the requirement for transparency of technical investigations and the needs of law enforcement authorities. The analysis of the legal aspects of investigating aviation incidents indicates the need for further harmonization of international and national regulations to ensure adequate information protection and improve cooperation between investigative bodies and prosecutors. It is also advisable to strengthen the mechanisms for protecting people reporting incidents within the "just culture" system to increase reporting openness and minimize fear of legal consequences.

Badanie zdarzeń lotniczych jest kluczowym elementem zapewnienia bezpieczeństwa w lotnictwie. Proces ten obejmuje analizę przyczyn wypadków i incydentów lotniczych w celu zapobiegania podobnym zdarzeniom w przyszłości. Analiza wykazała jednak, że w praktyce istnieją trudności związane z wdrażaniem zasady "just culture".

Fans, the foundation of mechanical ventilation, account for a significant portion of the energy consumed by HVAC systems. One way to reduce the energy for air transport is to use energy-efficient motors. However, recently, a growing body of information has emerged about the potential of using fan arrays as a good way to optimize operating costs. This article assesses the impact on electrical power demand and acoustic parameters of replacing a single large fan with two or more fans connected in parallel. Additionally, the article considers the impact of airflow and various methods of fan speed control. The conducted analyses led to the conclusion that the number of fans in a system is not crucial. Significant potential for improving energy efficiency when using fan arrays lies in their simultaneous integration with high-efficiency EC motors. However, in a broader context, regardless of the number of fans, the greatest potential lies in limiting airflow whenever conditions allow. Selecting the appropriate fan speed is crucial to ensure that the system pressure does not exceed the minimum pressure at which the required airflow can be achieved. For this work, the selection process was repeated multiple times, which led to the conclusion that it is always worthwhile to repeatedly select a fan or fan array during the design process and only then choose the best solution. This provides the opportunity to reduce electrical power demand by 7% compared to the average electrical power resulting from multiple selections.

EN
The fundamental issues of safety management in air transportation systems are addressed based on the relevant safety indicators and their target levels. These are the so-called Safety Performance Indicators (SPI) and Safety Performance Targets (SPT). The values of the indicated characteristics are derived from past events, using accepted statistical models. Although such a retrospective approach is justified, the authors of this article feel that it requires certain conditions that would allow their use in subsequent years. Therefore, the purpose of the article was to calculate and present current SPI values for selected aviation events and to anticipate problems of their application in the future. In pursuit of this goal, the classification of safety level indicators and methods of their determination are presented. Their use in various situations, including the formation of a number of aviation events and operations, is discussed. Additional statistical measures and the algorithm for using SPI, SPT, and correlation coefficient to support the analysis of safety indicators were proposed.

In this paper, a young airport in Central Europe is presented as a peripheral node of a complex network, subject to Luce's natural laws of development. Research conducted since the late 1990s has focused on creating models that apply to the entire network. Even the development of the most important nodes of a complex network, the so-called hubs, is considered as a consequence of the topology of the entire network. The paper considers what laws and models can be applied to a single, peripheral network node, compared to the widely used exponential models. The presented analysis of the dynamics of the scheduled traffic at the Lublin Airport allows for forecasting its further development. Thus, the methods proposed here for the case study of a regional airport enable us to specify a forecast for the further development of any peripheral vertex of a complex network of a transportation system. On the basis of this analysis, it was pointed out, among others, that seasonality expressing the dynamics of a complex network, so far expressed in statistics using the time series method can also be approached in the Elliot waves terminology and used to predict the profitability of a regional airport. It was also established, that since 2015 the regional demand for civil aviation operations in the General Aviation category has been saturated at the Lublin Airport, reaching the level of 1750 operations per year.

Every commercial airport in the world has its own aeronautical navigation procedures, which help manage and control air traffic in the airport’s operational area. The Central Transport Hub (Centralny Port Komunikacyjny, CPK), as Poland’s new international air transport hub, will be no exception. Based on the analysis of the topography and land use in the immediate and wider surroundings of the CPK, which was carried out in Part I of the publication series, it was possible to design the general structure of the STAR arrival, SID departure and ILS approach procedures for all runways of the new airport. Based on international technical guidelines and standards of the ICAO and national standards of the Polish Civil Aviation Authority and the Polish Air Navigation Services Agency, it was possible to establish the preliminary structure of 28 navigation procedures. They serve as a prelude to further work related to optimising air traffic in the Warsaw region, and from a longer and broader perspective, they will help achieve the strategic goals of the CPK and ensure the continuous development of Poland’s air transport sector. Based on the established navigation procedures, four anticipated main traffic flows of aircraft to and from the CPK have been determined: the north-west direction – transatlantic routes serving the United States and Canadian markets as well as Scandinavia; the south-west direction – transcontinental routes serving the Western European and South-Western European markets; the south-east direction – intra-continental routes serving the Central European and Balkan Peninsula markets, and transcontinental routes serving the Turkish, Caucasian, Middle Eastern, Persian Gulf and Indian Peninsula markets; and the north-east market – intra-continental routes serving the East European, Finland and the Baltic States’ market, and transcontinental routes serving the Central Asian, Chinese, Korean and Japanese market. All of the aforementioned traffic flows are in line with the current development strategy for the network of connections of the Warsaw Chopin Airport (ICAO: EPWA) and are also in line with the development strategy for the main national Polish carrier, namely LOT Polish Airlines.

The planned Central Transport Hub (pol. Centralny Port Komunikacyjny – CPK) is a response to the dynamic increase in the number of air transport operations in Poland and in the region of Central and Eastern Europe. Like any other airport in the world, the modern international hub will operate in a local environment. Its surroundings will undoubtedly exert an impact on the air traffic using the airport. Hence, the aim of this article is to analyse the surroundings on the ground and in the airspace. As part of the study, the topography and land use in the immediate and wider surroundings of the CPK were analysed, the main obstacles for landing and taking off aircraft were determined, and the airspace structure of this region of Poland was characterised. Based on the research carried out, it can be concluded that the surroundings of Poland’s future largest airport are conducive to its uninterrupted and efficient operation on a 24/7/365 basis. The lack of major obstacles (both on the ground and in the airspace), which is particularly noticeable to the east and south of the CPK, favours the flexible adaptation of navigation procedures in such a manner that maintains a balance between efficient and economical traffic flow of aircraft and the environmental impact of air transport. The least design freedom is expected in the eastern and northeastern directions. At this point, it is important to pay attention to highly urbanised areas, restricted airspace zones, and strict nature reserves. Nevertheless, it is entirely possible to connect the CPK to the country’s airway network in these directions. To summarise all the aspects mentioned, it can be concluded that the surroundings of the CPK will not have a negative impact on the future functioning and implementation of the strategic objectives of the airport component of the project. It is possible to implement a sustainable transport development strategy that involves minimising the negative impact of aircraft traffic operating from the CPK while ensuring its cost-effectiveness, ergonomics and safety.

The paper explores the potential to enhance aviation safety, particularly in militarized regions, by outfitting aircraft with Side Looking Airborne Radar (SLAR) and employing space-time adaptive processing (STAP) algorithms. The research objective revolves around implementing a model of side-looking airborne radar and the corresponding STAP algorithms. This technology enables the detection of slow-moving targets amidst strong interference, encompassing both passive (clutter) and active (jammer) elements. Slow-moving targets relative to the aircraft's speed include tanks, combat vehicles, command vehicles, artillery, and logistical assets of enemy forces. The theoretical framework of space-time adaptive processing is presented, elucidating the sequential steps of the classical Sample Matrix Inversion Space-Time Adaptive Processing (SMI STAP) algorithm. The paper underscores the significance of characteristic parameters delineating a linear STAP processor. The proposed solution facilitates the detection of enemy combat measures and enhances aviation safety. It outlines a radar model installed beneath the aircraft's fuselage and elucidates algorithms for space-time adaptive processing of radar signals. The simulations conducted within the article were executed using the MATLAB environment. The simulation results indeed suggest that the proposed solution holds promise for deployment in equipping aircraft of one's own military and those engaged in operations within conflict zones. This paper stands as one of the few contributions in the literature addressing the augmentation of aircraft safety through radar and space-time adaptive processing.

This paper delves into the evolving landscape of the aviation industry, focusing on Sustainable Aviation Fuels (SAF) as a potential solution to mitigate the environmental impact of air transport. With the aviation sector playing a pivotal role in global connectivity, its growth is shadowed by significant environmental challenges, notably high levels of carbon dioxide emissions and other greenhouse gases. Traditional aviation fuels, largely based on petroleum, are the primary contributors to these emissions, presenting a clear imperative for alternative solutions. This study explores the viability and environmental benefits of SAFs, produced from diverse renewable sources such as biomass, agricultural waste, and solar energy, which can seamlessly integrate into existing aviation infrastructure. The research highlights the technical, economic, and regulatory challenges in transitioning to SAFs while emphasizing their potential to significantly reduce carbon emissions without necessitating major modifications to aircraft technologies. The paper provides a comprehensive analysis of current technologies, production methods, and the market viability of SAFs, including their economic implications in the context of fluctuating oil prices and the industry's drive towards carbon neutrality. By examining the lifecycle emissions and sustainability of various SAFs, this paper contributes to the ongoing discourse on reducing the aviation sector's carbon footprint and enhancing its sustainability profile.

Research objectives and hypothesis/research questions: The aim of the article is to analyze and evaluate data on the number of passengers transported by air transport in 28 European countries between 2019-2024. For the research problem and aim of the study, a research hypothesis was outlined: it is assumed that in the 28 European countries considered, most of them will see an increase in the number of passengers transported by air in 2023 compared to 2019. Research methods: Research methods used in the study were: analysis, comparison, abstraction. Main results: The research shows that from 2012 to 2019, there was a strong increasing trend in the number of passengers transported by air in the 28 analyzed European countries. The number of passengers increased during this period from 941 283 897 to 1 360 391 372 people. In 2020, due to the COVID-19 pandemic, the number of passengers decreased to 360 853 482, and from 2021 to 2023 there are increases that are still lower than the level noted in 2019. It was also observed that in each of the 28 European countries considered, there was an increase in the number of passengers transported in 2023 compared to 2022. Comparing data on the number of passengers between 2019 and 2023, increases were observed in 15 of the 28 European countries considered. The most visible one was seen in Spain: 7 764 194 people. The biggest declines were in Germany: 41 484 618 people. The price of an airline ticket certainly influences the number of passengers. The largest part of it, 56.54%, is the price of fuel. Despite the increase in fuel prices, a substantial increase in the number of passengers transported is noted between 2021-2022; due to the process of recovery from the economic crisis caused by the COVID-19 pandemic. Implications for theory and practice: Development directions indicate that air transport in Europe for 2025-2030 will have to meet new challenges, while adapting to passengers’ expectations and global ecological and technological trends. The modernization of airports and the development of new connections will be crucial to cope with the growing passenger traffic. Many airports are planning to expand terminals and improve traffic management systems. A significant challenge is to integrate air transport with other forms of transport such as railways, buses and ridesharing services to ensure seamless and convenient connections for passengers.

This article addresses the topic of cyber-attacks in air transport, which is crucial for ensuring the safety and reliability of airports and air transport operations. The aim of the article was to present a new method for predicting cyber-attacks in air transport based on neural networks. The task of the neural network was to determine the multiple regression function based on which the probability of a cyberattack occurring at a specified hour and on a specific day of the week is predicted. The probability, depending on the time of the cyberattack occurrence, was determined using theoretical distributions. The method was verified with real data. Verification of the method confirmed its high effectiveness, determined at the level of 92%. The study examined the effectiveness of using the classical multiple regression method in predicting cyber-attacks in air transport. The classical multiple regression model covered only 0.14 of the input data, while the regression model generated by the neural network covered 0.99, indicating the high efficiency of the developed neural network.

Przeprowadzone badania ujawniły szereg problemów i wyzwań w zakresie organizacji lotniczych przewozów towarowych. Szczegółowe wnioski i uwagi zawarte w artykule mogą posłużyć do usprawnienia obowiązujących procedur transportowych.
