The aim of this article is to present the results of research on the transformations of the Polish Military Contingent (PMC) in Lebanon, taking into account transformation of roles, tasks as well as types of personnel and equipment involved. The author presents organisational and functional differences with regard to activity of individual contingents designated from the Armed Forces of the Republic of Poland (AFRP) for participation in the United Nations Interim Force in Lebanon (UNIFIL). The analysis presented in the article was based on historical background, the causes of tensions in the area of responsibility of the operation and the transformation of the security situation, and thus the changing scale of needs with regard to peacekeeping force interventions. Based on a comparative analysis of the different stages of Poland’s involvement in the peacekeeping operation in Lebanon, the differences in the use of individual types of armed forces are presented. Part of the information on the transformations, including their determinants, was obtained in the course of interviews with persons who used to perform staff functions within the structure of the PMC in UNIFIL. Results of the conducted research provided the basis for presentation in the article of changes occurring over the years in terms of purpose, structures and equipment of contingents designated from the AFRP to perform the analysed tasks. The obtained research results indicate numerous transformations of the structure and concept of functioning of the PMC in UNIFIL, as well as methods of differentiation in the scope of Poland’s involvement in operations under the aegis of the UN in the area of southern Lebanon.

Polish Military Contingents carry out mandate tasks at various distances from places of permanent dislocation. These distances can reach thousands of kilometers, which took place during the missions in the Republic of Afghanistan and the Republic of Chad. This means that logistic resources allowing for the proper implementation of tasks must be delivered to the place of their consumption in order to ensure the safety of the forces and resources included in the Polish Military Contingent in terms of logistics. It is therefore necessary to ensure an adequate level of mobility in the physical sense. This is particularly important in situations where, due to the distance of the mission area from the country, it is necessary to use not only different types of transport but also to use transport infrastructure owned by various civil and state entities. To indicate to what extent mobility is a determinant of the logistic security of the Polish Military Contingent, the article contains content specifying the concept of logistic security, indications of the relationship between mobility and the way of performing logistics tasks in Polish Military Contingent and recommendations providing guidelines for use in future missions outside the country.

Polish soldiers have been participating in peacekeeping and stabilization missions around the world for several decades under the auspices of the UN, OSCE, NATO and the EU. They were first sent to Korea in 1953 to oversee a ceasefire between the North and South Koreas. Since then, nearly 70,000 Polish troops have taken part in 58 peace and humanitarian multinational missions on different continents (SKMP ONZ, 2019), which required from them great skills to cooperate with soldiers from other countries, to overcome cultural barriers, as well as adaptation to difficult climatic conditions, often completely different than those experienced in Europe, and to create a system of safeguards and procedures against dangerous tropical diseases. As a result, biological safety, i.e., medical, sanitary-hygienic, and anti-epidemic security of the contingent, plays a significant role in every mission because it allows the soldiers and civilian personnel stay healthy in unfavorable and different climatic and environmental conditions.

Polish military contingents (PMC) differ in the scope of tasks carried out in the area of responsibility as well as organizational structure and abundance. However, the logistic support system is the same, regardless of the quota's objectives and tasks. This system is based on three pillars. They are: national logistic security, purchases on local markets and logistic support provided by the coalition partner (coalition partners) or logistic agency. Due to the lack in the Polish Armed Forces of all the capabilities and logistic resources necessary to implement the logistic security of the military contingent, it is necessary to supplement the missing capacities with the resources and logistic potential of the allies. During the missions in Iraq, Afghanistan and Kosovo, the missing capabilities and resources were obtained and are from the United States Army under the Aquisition and Cross-Servicing Agreement (ACSA). The NATO Support and Procurement Agency (NSPA) is responsible for managing the Camp Marechal de Lattre de Tassigny (CMLT) database in Kosovo and providing logistics support to the troops of the contingents stationed there. Joining the Operational Logistics Support Partnership (OLSP) gives the Polish Armed Forces further opportunities to obtain the missing capabilities and logistic resources necessary for the organization of the PMC logistics system. The problem discussed in the article are resources and logistic abilities that can be obtained as part of ASCA and OLSP.

Implementation of technical security tasks in the Polish Military Contingent/PMC/consists of two essential elements. The first is the separation of the hardware in accordance with the Fulltime PMC and its preparation. In that regard, it must be take into account the factors determining the projects mandated tasks such as the type of mission, duration, terrain and climate, distance from country to country and also the possibility of using local resources. The second component is direct realization of tasks in the area of the mission covering all components of the technical security measures at technical delivery starting material, and ending with the repair of damaged copies of military equipment. Only the implementation of all components allows you to securely and in accordance with its intended purpose to operate military equipment during the performance of the tasks of the outside of the country.

Organizing the Polish Military Contingent intended for tasks outside of the country should not be considered solely the operating issues, content tasks mandated or composition of the militancy of the quota. Factor not less important is the safety of the logistics, which can provide a properly functioning logistics system. With this in mind, it is necessary to comprehensive analysis of all determinants influencing the size of the logistical requirements and the conditions under which these needs are met. Only that first step will properly arrange security logistics. Therefore, you must not only know but be able to interpret the factors determining the functioning of the Polish Military Contingent, and in the volume and range of logistics needs. Based on the information under the circumstances, it is necessary to apply in practice the rules about the manner of the performance of the tasks of the logistics. These rules should be known and applied by both the potential logistical and military commanders, who with the activities of the logistics.

Implementation of tasks within the Polish Military Contingent /PMC/ material security is subject to several conditions. The first is the unambiguous definition of the tasks and the duration of the mission. On this basis should be developed time PMC together with a table of debts, which indicate how many troops and what equipment will be carried out military tasks. This information, combined with knowledge of the findings of the Basic to determine the total need for material. Knowing the size of the needs be decide without going into the details of how and from what sources these needs will be the foreign creditors. After these arrangements should take place as far as pinpointing who/ military unit/what/ is the content of the tasks/when/what time/and how to perform a particular task. By imposing on it's way to the payment of expenses and control and supervisory organizations formed as an overall model showing how the material needs of the NEC are foreign creditors.
Polska w kwietniu 1992 roku wysłała na zaproszenie Organizacji Narodów Zjednoczonych (ONZ) batalion POLBATT liczący ok. 900 żołnierzy. Realizował on zadania w ramach misji UNPROFOR (United Nations Protection Force – Siły Ochronne Organizacji Narodów Zjednoczonych), a następnie UNCRO (United Nations Confidence Restoration Operation – Operacja Przywrócenia Zaufania w Chorwacji). 6 grudnia 1995 roku Sekretarz Generalny NATO zaprosił Polskę do udziału w Siłach Implementacyjnych (Implementation Force – IFOR) w Bośni i Hercegowinie. 29 grudnia zostało podpisane porozumienie o udziale Polskiego Kontyngentu Wojskowego (PKW) w misji pokojowej w Bośni, a 5 lutego 1996 roku PKW rozpoczął działalność w rejonie operacyjnym. W misjach IFOR i SFOR (Stabilisation Force – Siły Stabilizacyjne) zginęło dwóch polskich żołnierzy.

Po raz pierwszy w historii najnowszej żołnierze Wojska Polskiego uczestniczyli równocześnie w dwóch operacjach wojskowych o wysokiej częstotliwości i ryzyka zadań.

It was the first time in the modern history when the soldiers of the Polish Army participated simultaneously in two military operations involving high risk combat zone tasks. In the case of “Operation Enduring Freedom” and International Security Assistance Force in Afghanistan (ISAF) as well as during “Freedom for Iraq” operation, the participation of Polish military contingents concentrated on stabilization tasks, heading for stabilization and training ones. Such a vast military involvement was connected not only with effort and organizational skills on the part of the military factor, but also with the political factor concerned with taking responsibility for the participation of the national component in military actions, as well as financial and social costs born as a result of this involvement. While making the decision to involve Polish Military Contingent in the “Operation Enduring Freedom” in 2002, the highest authorities in Poland did not take into consideration the fact that the situation in Afghanistan would turn into a long-lasting, heated military conflict. Initially, the presence of Polish soldiers in this country took into account Poland’s military and economic possibilities. The decision to expand the tasks fulfilled by Polish Military Contingent which was accepted in 2006 by the government of Law and Justice/Self-Defense/The League of Polish Families coalition equaled a serious burden for the country’s budget. The rise in the presence of Polish Military Contingent reached its peaks after the Civic Platform and The Polish Peasants’ Party had taken power. In 2008 the Polish Contingent, which was unprepared in terms of military equipment, took task responsibility for Ghazni province. Polish Military Contingent in Afghanistan has had the total sum of fifteen replacements (the seventh one was the most numerous one - 2,6 thousand people), in which almost 25,5 thousand soldiers have participated (in Iraq - 16 thousand). 44 soldiers and one civilian (paramedic) have lost their lives, the number of the injured has amounted for 860, 363 from whom have been seriously injured. The number of the soldiers suffering from post-traumatic stress disorder remains to be unknown. Officially, Poland has spent 6 billion PLN, including: 2,2 billion for the current functioning of the Polish Military Contingent; 2,1 billion for the equipment and armament, 235 million on the air transport. In 2010-2011 the costs of the functioning of the Polish Military Contingent exceeded 2,5 billion PLN. The following question remains to be open: will such a gigantic military effort made by the forces of NATO and other countries as well as financial and social resources allotted in the almost fourteen-year war in Afghanistan contribute to making this country function in peace and social order?
