Artykuł powstał na bazie doświadczeń z uczestnictwa przedstawicieli Państwowego Instytutu Geologicznego - Państwowego Instytutu Badawczego w pracach grup eksperckich działających przy Komisji Europejskiej, zajmujących się tematyką bilansowania zasobów wód podziemnych. Wykorzystano również materiały opracowane przez European Environment Agency (EEA) w 2015 roku. Autorzy zwracają uwagę na dwa wskaźniki, które dotyczą problematyki wód podziemnych i maja służyć monitorowaniu zjawiska suszy i niedoborów wody w Europie. Pierwszy -Gruyndvater Level Index (GWL) umożliwiłby identyfikację miesięcy o szczególnie niskim w wieloleciu położenia zwierciadła wód podziemnych i wyznaczenie trendów wzniosu lub spadku położenia zwierciadła w bieżących miesiącach względem danych wieloletnich. Drugi – Water Exploitation Index (WEI orazWEI plus) miałby być wskaźnikiem definiującym poziom presji jaką wywiera ludzka działalność związana z poborem wody na naturalne zasoby wody słodkiej na danym obszarze. W artykule zawarto opis metodyki wyznaczania obydwu wskaźników, Zwrócono uwagę na potencjalnie niekorzystne skutki dla Polski wynikające z niewystarczającej szczegółowości proponowanego wskaźniku WEI w zakresie określenia wskaźnika poboru wód, ale przede wszystkim w zakresie rozbieżności w stosunku do krajowej metodyki szacowania odnawialnych zasobów wodnych. Obawy autorów związane są także z faktem dążenia Komisji do centralnego obliczania wskaźników, co wiązać sie może z problemem dokładności danych wejściowych, a w konsekwencji wiarygodnością końcowych wyników.

This article is based on the experience of Polish Geological Institute’s (PGI-NRI) experts, who took part in the European Commission’s (EC) specialist working groups devoted to the topic of groundwater resources balance. It also takes into consideration data published by the European Environment Agency (EEA) in 2015. The authors discuss two key indicators proposed by the Commission for monitoring droughts and water scarcity in Europe. The aim of first one – Groundwater Level Index (GWL), is to determine specific months of very low groundwater levels over an extended period and to identify patterns of change- increases and decreases of water levels – in any given month in relation to the long – term data. The aim of the second one – Water Exploitation Index (WEI, WEI+) is to assess the negative impact of human consumption of water on natural fresh water resources. The article includes description of the methodology for the determination of both indicators. It notes potential negative consequences for Poland in using the imprecise formula of the currently proposed WEI indicators in determining both the rate of water consumption, and in particular in estimating renewable water resources(there are significant differences between water assessment in the WEI’s formula and the national methodology). The authors also express concerns with the Commission’s proposed centralized calculation of indicators, which may affect accuracy of data input and, consequently, render the final results unreliable.
Sytuacja hydrogeologiczna oraz hydrologiczna na terenie Polski jest warunkowana przede wszystkim cechami klimatycznymi i przyrodniczymi, ale nie bez znaczenia jest także sposób użytkowania terenu i zagospodarowania zlewni. Zjawiska zarówno suszy oraz niżówki hydrogeologicznej, jak i powodzi i podtopień występowały na terenie Polski w przeszłości i z pewnością będą się powtarzały w przyszłości. Podejmowanie działań łagodzących w sposób efektywny skutki tego typu zdarzeń ekstremalnych jest możliwe, ale wymaga wiarygodnych i sprawdzalnych prognoz sytuacji hydrologicznej oraz hydrogeologicznej. Wychodząc naprzeciw tym oczekiwaniom, państwowa służba hydrogeologiczna prowadzi jako zadanie ciągłą, cykliczną ocenę sytuacji hydrogeologicznej na obszarze kraju oraz wykonuje prognozy jej zmian. W pracy przedstawiono analizę zmian sytuacji hydrogeologicznej w latach 2010–2015, w którym to okresie w Polsce nastąpiło przejście od wysokich stanów położenia zwierciadła wód podziemnych, obserwowanych podczas powodzi w 2010 i następnie w 2011 r., do ekstremalnie niskich, związanych z suszą, stwierdzonych w 2015 r. Aby przedstawić czasowo-przestrzenne zmiany sytuacji hydrogeologicznej, autorzy wykonali analizę wartości ekstremalnych stanów wód podziemnych w rozpatrywanym okresie. Do badań wykorzystano wyniki pomiarów głębokości zwierciadła wód podziemnych z sieci obserwacyjno-badawczej Państwowego Instytutu Geologicznego – Państwowego Instytutu Badawczego.

Hydrogeological and hydrological situation is primarily conditioned by climate and natural features, however, land use and catchment management are also important. Both droughts and low groundwater levels, as well as floods and flooding have been occurring in Poland in the past and they will certainly be repeated in the future. Undertaking measures aimed at effective mitigation of effects of such extreme events is possible. Nevertheless, this requires reliable and verifiable hydrogeological forecasting. In order to meet these expectations, the Polish Hydrogeological Survey undertakes cyclic assessments of hydrogeological situation in Poland on a national scale and carries out projections of its changes. This paper presents results of an analysis of hydrogeological situation in Poland between 2010–2015, during which a transition from high groundwater levels in 2010 and 2011 (related to flood events in 2010) to low levels (related to the drought in 2015) were observed. To present the spatio-temporal changes of hydrogeological situation in years 2010–2015 the authors analyze extreme groundwater levels in the considered period based on data from the national groundwater monitoring network of the Polish Geological Institute – National Research Institute.
Groundwater research monitoring, organized and carried out by the Polish Hydrogeological Survey since 2009, has been aimed at providing details on the quantitative and chemical conditions of groundwater bodies (GB) in areas of large-scale impact of mining activities and urban-industrial agglomerations. It is intended to provide information on the analysis of pressions and actual impacts on groundwater to assess the condition of groundwater bodies and to develop action programmes to achieve environmental objectives. Currently, it already operates in eight areas of mining impact, and, in the nearest future, it will cover the Basznia sulphur mining area as well as seven urban-industrial agglomerations.
Hydrogeological problems are present in the district and provincial geologists' activity. Their taking into account is obligatory by the acts of law. The subject matter of the groundwater comes up in case of groundwater intakes (exploitation resources, geological works projects, groundwater withdrawal licenses) as well as in land use and industrial investments activity. In the current activity of the central and local government offices the essential is the access to the water management data which determines the effective process of issuing the licenses, decisions and agreements.
Exploitation of unconventional gas requires the use of hydraulic fracturing in horizontal wells’ network, which allows the penetration of deposits over a large area. Despite the research to find innovative solutions, presently hydraulic fracturing is carried out using a fracturing fluid prepared on basis of water. The use of hydraulic fracturing on exploitation’s scale of unconventional gas (several horizontal wells at a single location) requires ensuring access to a large amount of water in a relatively short period of time. Analysis of possibilities of using of groundwater in areas of exploration and exploratory work is necessary at an early stage investment planning and should be one of the key factors determining the possibility of exploitation in the area. In this paper was carried out a variant analysis of the availability of groundwater resources in terms of their use for the purpose of exploitation.
The industry related to the extraction of hydrocarbons from unconventional deposits (shale gas, tight gas, shale oil), developing intensely since the beginning of the 21st century, requires a comprehensive approach to environmental issues arising from the commonly used technology. Because of the hydrauling fracturing process, groundwater management issues are the most important. Analyses should be performed for the aspects of the project's water needs, water circulation system in the process, definition of the water sources, as well as for the issues related to the protection of surface and ground waters in the area of geological operations. In the light of the current European debate about the safe use of unconventional hydrocarbons, the need for integrated water management is particularly important.

Gospodarowanie wodami w procesie możliwej eksploatacji gazu ze złóż niekonwencjonalnych jest jednym z najistotniejszych zagadnień aktualnie rozwijającej się w Polsce gałęzi przemysłu wydobywczego. W artykule przedstawiono uwarunkowania technologiczne oraz środowiskowe systemu obiegu wody w procesie wydobycia gazu z łupków oraz wskazano rekomendowany sposób postępowania, mający zagwarantować racjonalne wykorzystanie zasobów wodnych oraz ich ochronę przed potencjalnym zanieczyszczeniem.

Water management in the case of potential shale gas exploitation is the most important issue of this developing process in Poland at present. The paper presents the technical and environmental conditions of water management in the hydraulic fracturing process and a recommended way for rational use of water resources and their protection.
Artykuł stanowi próbę podjęcia dyskusji na temat hydrogeologicznych uwarunkowań aktualnie prowadzonego w Polsce procesu poszukiwania i rozpoznawania niekonwencjonalnych złóż węglowodorów oraz prawdopodobnego w przyszłości procesu eksploatacji gazu łupkowego. W ciągu ostatnich 8 lat, przede wszystkim za sprawą rozwoju technologii, dokonał się na świecie przełom w aspekcie możliwości produkcji gazu ze złóż niekonwencjonalnych, co zaowocowało ogromnym zainteresowaniem możliwością eksploatacji tego surowca także w Polsce. Niezwykłe tempo rozwoju technologii w zakresie wydobycia gazu łupkowego (shale gas) oraz gazu zamkniętego (tight gas) na świecie, a w szczególności w Stanach Zjednoczonych i Kanadzie, sprawia, że dynamicznie zmieniają się również poglądy na potrzeby wodne oraz zagrożenia środowiskowe procesu produkcji gazu z tych złóż i hydrogeolodzy muszą być przygotowani do udzielania odpowiedzi na wiele nowych pytań. Środowiskowe uwarunkowania procesu, a zwłaszcza potrzeby wodne są bowiem kluczową sprawą, z którą przyjdzie nam się zmierzyć w niedalekiej przyszłości.

This is an attempt to open the discussion on hydrogeological aspects of prospecting, exploration and possible future exploitation of unconventional gas deposits in Poland. Due to development of sophisticated (advanced) technology during the last 8 years, the significant progress in the field of natural gas exploitation from unconventional deposits has been made. There are strong geological premises that such deposits in Poland may be perspective which stirs up enthusiasm about possible gas production from domestic sources. Due to a very fast development of shale and tight gas exploitation technology especially in USA and Canada, people become more and more aware of water supply needs and environmental hazards of the process and hydrogeologists must get ready to give answers to many new questions. Environmental conditionality and environmental awareness of gas production process from unconventional sources, seems to be the key problem we will have to face in near future.
Hydrogeological cartography, intensively developed in Poland over the last several years, is an essential tool for conducting hydrogeological, economic and environmental analysis of the conditions of groundwater occurrence, undertaken for designing new projects and hydrogeological investigation, design work and hydrogeological studies, looking for areas with particularly favorable conditions for the recognition of groundwater, hydrogeological regionalization for economic needs, planning groundwater monitoring locations, assessing quantitative and chemical status of groundwater, planning and developing programs for the protection of groundwater. Cartographic data produced using digital GIS techniques, are the primary resource for information about the conditions of groundwater occurrence, together with their quantitative and qualitative characteristics. Information gathered in the database of Hydrogeological Map of Poland (MhP) is necessary for preparing analyses by the Polish Hydrogeological Survey, such as status assessments, forecasting changes in groundwater quantity and quality and identifying threats to groundwater resources.
Determination of the possibility of natural groundwater protection is one of more important issues currently undertaken in connection with the implementation of the Water Framework Directive strategy in Poland. It refers both to shallow groundwater circulation systems and main usable aquifers. This report presents information layers of the Hydrogeological Map of Poland, scale 1:50,000, which determine vulnerability of the first aquifer and a groundwater degradation risk of the main usable aquifer.

Określenie naturalnych możliwości ochronnych wód podziemnych jest jednym z ważniejszych zadań jakie podejmowane są obecnie w związku z wdrażaniem w Polsce ustaleń wynikających z Ramowej Dyrektywy Wodnej. Dotyczy to zarówno płytkich systemów krążenia wód podziemnych, jak i głównych użytkowych poziomów wodonośnych. W niniejszym opracowaniu przedstawiono warstwy informacyjne Mapy hydrogeologicznej Polski w skali 1:50 000, które określają wrażliwość na zanieczyszczenie pierwszego poziomu wodonośnego oraz stopień zagrożenia głównego użytkowego poziomu wodonośnego.
By thermal decomposition of 1,1,3,3-tetramethyl-5-thia-7,8-diazaspiro[3.4]octan- 2-one (1), 2,2,4,4-tetramethyl-3-thioxocyclobutanone S-methylide (2) was generated as an intermediate. This reactive "thiocarbonyl ylide" was trapped by protic agents such as alcohols, NH- and SH-acidic compounds to give 1,3-adducts of the acetal type. In a mixture of methanol and ammonia, the spiroheterocycle 1 was deprotonated and competitive ring opening of the 2,5-dihydro-1,3,4-thiadiazole and the cyclobutane ring occurred to give the hydrazono derivative 7 and the 1,3,4-thiadiazole 8, respectively. Surprisingly, 2 was intercepted by maleimide in a 1,3-dipolar cycloaddition.
The monotonous and structurally uniform carbonate massif of Upper Cretaceous and Lower Palaeocene rocks in the western part of the Lublin Region is cut by river valleys significantly influencing the groundwater circulation system. The buried and contemporary river valleys, filled mainly with sand and gravel deposits, are influenced mainly by tectonic processes occurring in this region. The preglacial Vistula River valley between Kamien and Pu3awy constitutes a hydrogeological structure, the history of which is connected both with tectonics and with the influence of river waters. Its course has been determined by detailed hydrogeological exploration. Excellent hydrogeological parameters occurring within its limits cause high outputs fromgroundwater wells. There are also zones of increased water- bearing capacity within the carbonate massif. Their course, determined on the basis of analysis of the spatial distribution of hydrogeological parameters, coincides with sites of dislocation zones (zones of weakness in the rock massif).

Najistotniejszym czynnikiem kształtującym krążenie wód podziemnych w obrębie górnokredowego poziomu wodonośnego na obszarze północno-zachodniej części Wyżyny Lubelskiej jest tektonika nieciągła spękanego masywu węglanowego. Bezpośrednim zaś czynnikiem warunkującym stopień zeszczelinowacenia skał są ich właściwości mechaniczne. Na obszarze badań dominują skały twarde (typ "B" wg klasyfikacji S. Krajewskiego) charakteryzujące się najwyższymi wartościami parametrów warunkujących powstawanie szczelin tektonicznych i wietrzeniowych. Należy więc spodziewać się na tym terenie obecności drożnych stref dyslokacyjnych stanowiących główne drogi przepływu wód podziemnych. Rozpoznanie tych stref jest utrudnione ze względu na jednostajność wykształcenia litologicznego, brak poziomów korelacyjnych oraz pokrywę czwartorzędową. Interesujące wyniki daje porównanie przestrzennego rozkładu wybranych parametrów hydrogeologicznych z mapą liniowych elementów strukturalnych. Widoczny jest wyraźny związek rozkładu parametrów hydrogeologicznych ze strefami dyslokacyjnymi pokrywającymi się z wyznaczonymi liniowymi elementami strukturalnymi. Zarysowują się także strefy o wyróżniających się wartościach parametrów hydrogeologicznych związane najprawdopodobniej ze strefami rozluźnienia powstałymi na skutek odprężenia masywu skalnego po ustąpieniu lądolodu.

The groundwater circulation in the northwestern part of the Lublin Upland depends on the discontinuous tectonics ol carbonate rock massif. The direct factor influencing a degree offissuring is mechanical properties of rocks. In the northwestern part ol the Lublin Upland, hard rocks (type "B" according to Krajewski's classification) prevail. These rocks are characterized by higher parameter values causing formation of tectonic and weathering fissures. The fault zones channeling a flow of groundwater are expected to occur in this area. Identification of these zones is not easy due to uniform lithologic development, lack of correlation horizons, and Quaternary cover. It is interesting to spatially compare the distribution of selected hydrogeologie parameters with a map of lineament pattern. A distinct link between distribution of hydrogeologie parameters coupled with fault zones and determined lineaments is observed. In addition, zones with hydrogeologie parameters apparently linked to rock slackness formed as a result of rock massif decompression, which occurred after glacier recession, are distinctly marked.
