This article substantiates a comprehensive methodology for the strategic value-based management of territorial safety systems (TSS) projects, integrated within a digitalised framework of Human Resource Management (HRM) and adaptive resource allocation. The study aims to develop a portfolio-hybrid management framework that incorporates advanced models and tools to maximise stakeholder value under conditions of high entropy and severe resource constraints. To achieve this, the research evaluates the current state of academic foundations and practical applications in TSS management, justifying the transition toward syncretic and hybrid methodologies. The research utilizes a systems-value approach, drawing on the principles of P2M and PMBOK 7 to model security projects as complex socio-technical systems operating across municipal, regional, and state levels. The methodology integrates geographic information systems for spatial optimisation, alongside neural network modelling to predict volunteer availability and rescuer competencies in accordance with IPMA ICB 4.0 standards. The authors have codified the value of security projects into a four-tier structure: basic, additional, added, and systemic value. Systemic value is characterised as a synergetic effect derived from integrated portfolio management and the rational synchronisation of shared resources. The proposed information technology leverages computational intelligence and ERP (Enterprise Resource Planning) systems to enable real-time resource monitoring and the automated selection of optimal project implementation scenarios. The implementation of the proposed methodology transforms the reform of security systems from fragmented initiatives into a scientifically grounded strategy. By accounting for the variable configuration of the project environment and the specific “index of vulnerability” of critical infrastructure, the approach ensures maximised societal value, risk minimisation, and enhanced public protection despite limited financial capacities.

Niewątpliwie system opieki zdrowotnej w Polsce wymaga reformy systemowej. Następnie dokonano opisu rozwiązań uwzględniających współpracę sektora prywatnego i publicznego w wybranych krajach, m.in. w Niemczech, we Francji i w Polsce.

Undoubtedly, the healthcare system in Poland requires systemic reform. This is a very complex process, involving the need to introduce many changes related to deregulation and the inverted pyramid, in accordance with the concept developed by the Ministry of Health. The elements of this concept are inseparable and take into account the current challenges facing the health service in Poland, modern infrastructure, the transfer of new technologies and detailed mapping of needs. It is unclear why the Ministry’s assumptions do not include solutions for public-private partnerships. This institution has been known in Poland since 2005. The rest of the study focuses on the possibilities of applying public-private partnerships in the healthcare sector, describing models that work in practice. The author then describes solutions that use cooperation between the private and public sectors in selected countries, including Germany, France and Poland. In Poland, public-private partnerships are used very rarely. A prime example is the hospital in Żywiec, which draws on Canadian experience in the functioning of public-private partnerships.

Purpose: This paper investigates how project-oriented structures enhance organizational innovativeness in technology-based, knowledge-intensive business service (T-KIBS) firms in Central and Eastern Europe (CEE). By focusing on how and why project orientation stimulates innovation, the study addresses a gap in project theory within innovation research. Design/methodology/approach: A qualitative approach was adopted, involving 22 semi- structured interviews with senior management, project leaders, and innovation managers in T-KIBS companies operating in CEE. Data were collected during the third and fourth quarters of 2018 and analyzed using both categorization and thematic analysis. Findings: Results indicate a positive association between project orientation and higher levels of innovativeness, driven by four distinguishing project characteristics: uniqueness, autonomy, co-production, and transcendence. The study proposes a conceptual model that identifies 13 potential moderators of this relationship, including management support, leadership style, strategic planning, control mechanisms, employee competences, cross-functional teams, staff engagement, client involvement, inter-project collaboration, internal reporting systems, accessible information, risk tolerance, and an overall willingness to innovate. Originality/value: This research advances both project management and innovation theory by introducing a framework that connects project-based organizing with firm-level innovativeness in the T-KIBS sector. From a theoretical perspective, the findings highlight the significance of industry-specific contexts, suggesting that unique sectoral conditions can shape project management practices and, in turn, drive innovation outcomes.

The article offers the analysis for reasons for protracted environmental procedures in Poland, with special consideration of procedures related to the issuance of environmental decisions and subsequent stages of the investment process – from spatial planning to judicial and administrative appeals. The article discusses not only formal and legal factors (e.g., multi-stage procedures, consultation obligations, involvement of multiple authorities) but also practical obstacles in proceedings, such as incomplete documentation, low quality of EIA reports, lack of effective communication with authorities and frequent staff and competence shortages in administration. Special attention is paid to the role of ecological organizations and local communities which, as parties or participants in proceedings, can submit substantive comments, request the completion of documentation or if their views are not taken into account, lodge appeals and complaints with the courts. Even though public involvement increases transparency of the process, in practice it may also prolong procedures, especially in case of conflicts. All this leads to the conclusion that counteracting the protracted nature of proceedings requires both administrative procedure simplification and early involvement of the public in the decision-making process and also the improvement of the quality of environmental documentation.

Purpose: The aim is to evaluate the operation of the Model Teacher Training School drawing on the example of the “Model Teacher Training School in Niemcz and Osielsko” project completed against the project evaluation findings in terms of the directions of continuing the operation of the teacher training school and its effective impact on supported schools. Design/methodology/approach: The article presents a case study of a Model Teacher Training School in Poland as a modern teacher competence support system. There are identified some selected aspects of the operation of the teacher training school established as part of the project cofounded by the EU. Project evaluation research process is discussed and selected evaluation research findings are presented for the sample of 55 teachers, including headmasters and deputy headmasters of seven supported schools. The research process has involved diagnostic methods and tools: CAWI (Computer Assisted Web Interview), which uses the Microsoft Forms tool. Selected CATI qualitative research findings have been presented for a sample of 8 respondents, including the representatives of the Beneficiary and the Partner, headmasters and deputy headmasters of the Training School, the representatives of the higher education provider and the supporting institution. Findings: The school serving a function of the Training School performs actions focused on a teacher competence development in Supported Schools in selected forms and work methods. The idea of the modern approach to teacher competence enhancement is a cooperation of the Training School with experts of educational institutions: the higher education provider, supporting institutions and the education superintendent authority. It is also valuable every year to include new Supported Schools into the supporting process and improving the forms and methods of working with teachers. It is possible to the evaluation of the actions performed the findings of which facilitate a further determination of directions of continuing the operation of the Model Training School for the years to come. Research limitations/implications: Compliant with the Training School Model, the operation of teacher training schools should be subject to annual evaluation process, which will enhance the quality of the actions by increasing the correctness, effectiveness, usefulness, efficiency and lifespan. Some limitation to undertaking the research process is a problem with financing the evaluation research which must be financed outside the project. Practical implications: The evaluation research findings, including the expectations of supported schools’ teaching and management staff, have facilitated a further determination of support forms which should be offered by the teacher training school throughout the project, which is for the upcoming 5 years. The forms of support which should be continued throughout the project life offer a possibility of using ready-made teaching aids, a participation in discussion forums, sharing blogs and methodology workshops. The teachers have slightly lower expectations in terms of continuing their participation in conferences and seminars, working on-line on the doskonaleniewsieci.pl platform, taking part in demo classes, consultations and stationary cooperation networks. Social implications: The teacher training school operation will affect the social domain as the teacher training school, by offering an adequate support to the teachers and including new schools into cooperation, will enhance a development of the key student competences, especially foreign languages learning, mathematics, natural sciences, ICT and teachers sharing their knowledge and skills. Originality/value: The teacher training school model presented as well as the evaluation research findings provide a recommendation for practical professional development of primary school teachers in Poland.
