Content available remote Aplikacje mobilne na froncie wojny rosyjsko-ukraińskiej
PL

Modern warfare, like other areas of social life, is becoming increasingly digitalised. Software and mobile devices are also widely used for military purposes. From its very beginning in 2014, the Russian-Ukrainian conflict was linked with the introduction of innovative solutions based on new technologies The research problem is the role of mobile applications in modern armed conflict, and the objective of the research was to overview mobile applications in the Russian-Ukrainian War and outlines the impact of the use of this type of tools on military capabilities, and in general on national security. The analysis confirms the hypothesis that the usage of mobile applications in modern armed conflict is not critical to military success, but is an important factor, a multiplier of “hard” capabilities, particularly in terms of situational awareness and communications, and the security of citizens and their support for the armed forces. The subjects of research are both typically military applications (in particular in the C4ISR field, e.g. BMS systems), semi-amateur software used by the military and tools for civilians. On the Ukrainian side, they are often effect of work of volunteers, start-ups, the military itself, and are also developed under the Brave1 defence technology cluster specially established for this purpose. Mobile applications are understood as a software for mobile devices (mainly smartphones and tablets). In addition, the devices themselves can be military or publicly accessible. The author draws conclusions from the use of mobile applications in wartime conditions, as well as leans into the issue of such applications on Polish soil. The author relies on the analysis of publicly available sources (mainly Ukrainian and Russian), most of which appeared after 2022. The number of scientific publications on this topic is limited. In the author's opinion, this issue deserves furtherresearch, as in future conflicts the use of mobile applications will be widespread and with an ever-increasing impact on military operations and the protection of civilians.

The study aims to determine the implementation degree of Digital Era Governance (DEG) in selected local government units (LGU) of Małopolskie Voivodeship and to show differences in the effectiveness of digitalisation in LGUs depending on the level of local government, i.e., the county and the municipality. The study employs a model of digital maturity intended specifically for public administration. This model assesses six dimensions of digital maturity, namely, digitalisation-focused management, openness to stakeholders’ (partners’) needs, digital competencies of employees, digitalisation of processes, digital technologies, and e-innovativeness. The study results indicate that the examined local government units in the Małopolska region suffer from a low level of digital maturity. In particular, the results show that the implementation of digital technologies and the digital competencies of staff are the most developed dimensions of digitalisation in the examined local government units. In turn, e-innovation and process digitalisation are the least developed areas and require further improvement. Additionally, digital maturity is lower at the municipal than county level. These findings confirm the thesis that New Public Management affects the development of local government and highlights the increasing role played by Digital Era Governance. In contrast to most studies on public administrations, this study focuses on the local government level. It employs the original model of digital maturity in the field of public administration. This study intends to contribute to the concept of Digital Era Governance by focusing on the digitalisation of LGUs.

This study attempts to explore the extent to which EU support during the decentralisation process in Ukraine facilitates local authorities’ digitalisation and strengthens their resilience against cyber attacks. The Ukrainian cyber attack cases are becoming more frequent in 2022 and 2023 in terms of war, especially on the websites of local authorities. The article demonstrates that decentralisation with the support of the EU-funded U-LEAD assistance programme provides an opportunity to bring state services closer to citizens and, accordingly, increase the efficiency of their provision. Decentralisation and digitalisation go hand in hand in the process of implementation in Ukraine. The digitalisation in this direction of local administrations becomes a tool for achieving this goal because it allows local administrations to offer more of their services in a digital format, which ensures the resilience of the development of local authorities. At the same time, the local authorities are less protected against cyber attacks, especially during the war. The article employs a semi-structured interview method to analyse data, revealing that representatives from local authorities participate in various training courses to enhance cybersecurity skills. However, the challenges vary and include issues such as lack of personnel, lack of funding, complex application procedures, lack of coordination, and technical capacity limitations. Indeed, Ukraine is still in the process of improving its own model of cyber defence for local authorities and the country as a whole in terms of countering Russian aggression, using among others practices of NATO and EU countries in the specified field.

Congestion is a significant problem affecting the operational processes of a hospital’s outpatient department (OPD). Congestion especially affects the OPD’s architectural space, due to the increased number of patients. Recently, digital tools have been used in healthcare systems to reduce congestion and help the OPD improve its operational processes; one of these tools is the virtual examination room. However, patients still need to be examined by physicians in the OPD, and digital tools alone cannot solve all the problems that congestion creates. The authors of this paper conducted a study that offers a new way to alleviate congestion in the OPD by combining physical and digital solutions to increase OPD efficiency and optimize its operational processes. The study created an alternative operational plan that adds virtual examination rooms to reduce congestion. This plan allows the OPD to increase the number of physical and virtual examination rooms by almost 110% and increase the number physically and virtually examined patients by 153% each day. The plan also redesigns some architectural spaces at the OPD to enhance the environment and match the hospital’s requirement for authorized bodies.
