Fundamentalne zmiany, jakim podlega obecnie europejski SEE, wynikające z transformacji energetycznej, doprowadziły do wzrostu złożoności w kontroli i prowadzeniu ruchu.

The crutial changes currently underway in the European SEE, resulting from the energy transformation, have led to an increase in the complexity of control and supervision of transmission system. Operators tasked with ensuring safe electricity supplies, in conditions of increasing dynamics of changes in the transmission system and complexity, are implementing wide-area monitoring systems (WAMS) as a key solution to meet these challenges. The potential of time-synchronized measurements from the PMU (Phasor Measurement Unit) will be realized for identifying non-classical disturbances, for which SCADA systems may prove insufficient to detect them. This may result, among others, cuased by insufficient measurement resolution and/or local measurement implementation. In the face of systemic events causing outages in larger areas of Europe, in the territories of countries operating in the interconnected European system (e.g. systemic events in January 2021 related to the separation of the Balkan Peninsula systems, presented in more detail in WE No. 2/2023), ENTSO-E recommendations clearly motivate operators to develop WAMS within the national transmission systems, but also indicate the need to monitor system phenomenon at the pan-European level, e.g. by integration of national WAMS with the European Awareness System (EAS). In addition, TSOs are already exchanging PMU data for the needs of online monitoring or ex-post analysis, bilaterally or regionally. All these factors are driving the development of WAMS in Europe, but also worldwide. This article present the current state of implementation of WAMS by Polish TSO PSE together with development plans and conclusions from the use of WAMS during the restoration test conducted in cooperation PSE with the Slovak TSO SEPS.

The article presents results of an analysis of metadata structures used to describe test scenarios for automated vehicles in selected research initiatives and international standards. The paper examines approaches used in projects such as SYNERGIES, PEGASUS, and CETRAN, ISO 21448 (SOTIF) and OpenSCENARIO standards, as well as in the regulatory documents such as Highway Capacity Manual (HCM) 2000 and the NHTSA Standing General Order on Crash Reporting. The comparison reveals common metadata elements, such as descriptions of weather conditions, road infrastructure characteristics, road users, and event dynamics, which form the basis for modelling test scenarios. At the same time, significant differences resulting from different objectives—from technical validation and simulation to reporting on real-world events—are identified. The SYNERGIES project stands out with its focus on data quality, interoperability, and traceability mechanisms, making it a key step towards harmonizing the European scenario data ecosystem. The analysis results confirm the need to develop an integrated metadata model that will enable the consistent use of scenarios in the research, testing, and certification processes of automated vehicles.

Abstrakt Abstrakt Artykuł prezentuje wyniki analizy struktur metadanych wykorzystywanych do opisu scenariuszy testowych dla pojazdów zautomatyzowanych w wybranych inicjatywach badawczych i standardach międzynarodowych. Porównanie ujawnia wspólne elementy metadanych, takie jak opis warunków atmosferycznych, charakterystyk infrastruktury drogowej, uczestników ruchu i dynamiki zdarzeń, stanowiących podstawę modelowania scenariuszy testowych. Wyniki analizy potwierdzają potrzebę opracowania zintegrowanego modelu metadanych, który umożliwi spójne wykorzystanie scenariuszy w badaniach, testach i procesach certyfikacji pojazdów automatycznych.

Purpose: The main research purpose underlying this paper has been to develop and present solutions intended to support validation of the data entered in a tool created in line with the MiRel concept to help in analysing employee participation in the implementation of projects. Design/methodology/approach: The study comprises analysing the manner in which the tool in question can be used and identifying the successive steps taken in order to generate a report of an intended format. Potential problems pertaining to the validity of the data entered in the tool, which may be encountered while individual steps are performed, have been defined. A supporting solution has been developed with reference to each of the problems identified as a means to ensure data validity. Furthermore, collective information panels have been proposed to inform the user about the potential occurrence of any of the problems previously defined. Findings: Data validation supporting solutions can narrow down the range of values admissible to be entered by users or explicitly inform them that the values being entered are invalid. The range of admissible values can also be limited by means of the Data Validation mechanism combined with the Name Manager. The solutions intended to provide information about existing errors can make use of the Conditional Formatting mechanism, coupled with formulas based on standard built-in spreadsheet functions. Practical implications: The solutions proposed in this paper support data validation in the tool in question. There are analogous solutions which can be applied in similar tools aimed at supporting data processing in a different scope within organisations. Social implications: Once successfully applied, the solutions proposed in this paper make the tool in question more reliable and user-friendly. They make the tool easier to use to support data processing in organisations and less prone to problems. Originality/value: The concept described in the paper is the author’s original solution.

For many years, it has been commonplace for electronic repositories, databases, collections of elements (tools) necessary for digital modeling of building information (building object) in BIM (Building Information Modeling) technology, often referred to as "BIM Object Library", or "BIM Library", to be made available publicly and free of charge on the Internet, while at the same time failing to indicate that in a given case we are dealing with a so-called open licence. The purpose of this publication is, on the one hand, to organise knowledge concerning electronic databases, and, on the other hand, to present and legally analyse the relevant problems concerning the free use of electronic databases, the elements of which are used in the process of digital modeling of building (construction object) information, in the course of design, for commercial purposes. In the author's opinion a person using the publicly available on the internet and often free of charge content of an electronic database in the form of a BIM Object Library / BIM Library, which is only subject to sui generis right, which is publicly available on the Internet and many times free of charge, by extraction and/or re-utilisation of the entire content of the electronic database or a substantial, in terms of quality or quantity, part of it for the purpose of digitally modeling building (construction object) information, most often in the design process, for commercial purposes, in the absence of: (1) an contract transferring to the person concerned a sui generis right, or a licence agreement for the use of this right to an electronic database not subject to copyright protection; (2) the information on the presence of a so-called open licence both as regards an electronic database not subject to copyright protection and as regards an electronic database subject to such protection, violates the sui generis right to the electronic database vested in the maker of the BIM Object Library / BIM Library under both the Act and the Directive. Moreover, on the one hand, Article 8 section 1 point 1) of the Act prohibits permitted personal use of a substantial, in terms of quality or quantity, part of an electronic database, for example in the form of a BIM Object Library / BIM Library, on the other hand, violation of the sui generis right to an electronic database if repeated and systematic extraction or reutilisation use of a non-substantial, in terms of quality or quantity, part of the content of the BIM Object Library / BIM Library is carried out if this is contrary to normal use and results in an unjustified infringement of the legitimate interests of the maker of the electronic database.

This paper presents the development of a Named Entity Linking (NEL) model to the Wikidata knowledge base for the Serbian language named SrpCNNeL. The model was trained to recognize and link seven different named entity types (persons, locations, organisations, professions, events, demonyms, and works of art) on the dataset containing sentences from novels, legal documents, as also sentences generated from the Wikidata knowledge base and Leximirka lexical database. The resulting model demonstrated robust performance, achieving an F1 score of 0.8 on the test set. Considering that the dataset contains the highest number of locations linked to the knowledge base, an evaluation was conducted on an independent dataset and compared to the baseline Spacy Entity Linker for locations only.

The article describes an example of using a database application to manage customer data in an organization producing products to individual customer orders. The research were carried out in the department of production engineering at the Poznan University of Technology, who conducts research regarding the creation of individual prostheses and ortheses for patients with limb disfunctions. The developed database application with its functionality is included in the area of crm it solutions. The application is an extension of the automedprint system, which is used for fast, automatic designing and manufacturing of prostheses and orthetizes by 3d printing. In automedprint, data concerning clients, products and production orders are saved in different folders, which makes the management of these data very hard. Reason for this, a solution which enables accelerating editing, searching, sorting of data, and therefore providing in a short time information on the status of implementation of individual orders, has been developed.

Since the early days, cadastral data represent the geographic extent of the past, current, and future rights and interests in real property. Thus, these data are extremely important for the proper development of statehood and society. The article analyses the process of formation of the real estate cadastre in two countries - Poland and Ukraine - from the time of its establishment to the present. Both countries were in the past (and Ukraine still is) victims of various historical events that deprived them of statehood, stability and opportunities for development; therefore, it affected the development of the cadastre and its accessibility to all stakeholders. The authors attempt to answer the question of if and how geographic location and historical conditions can affect the quality and availability of open cadastral data (OCD). After all, our perception of reality is a direct result of processes originating in history. This paper contains comparisons between a post-Soviet (Ukraine) and a post-communist country (Poland) and their path from early cadastral maps to OCD.
