The global economy enters the year 2025 with brand new challenges, related to political tensions and growing economic competition between the US, China and Europe. In February this year, the European Commission announced the Clean Industrial Deal program, which declares the continuation of the decarbonization process of the EU economy, but taking into account measures to maintain its global competitiveness at the same time. For the national economy of Poland, exposed to high electricity prices and significant carbon footprint, an effective new energy policy is expected to facilitate the competitiveness with products from global markets. The new National Energy and Climate Plan (NECP), announced in October 2024, presents such proposals for action and, as a result, attempts to define a decarbonized energy mix of Poland in 2040. The primary objective of the paper is a critical analysis of the assumptions adopted in the draft of the NECP. The discussion will focus in particular on the risk associated with meeting the schedule for the introduction of nuclear energy into the national system, and the complete replacement of coal-fired control capacities with new gas sources, in view of the risk of availability and price of the latter fuel. The materialization of the risk of failure to meet the investment schedule means the need for alternative energy supplies to the power system from other sources. The paper is an attempt to identify the possible alternative scenarios for ensuring the capacity and power generation gap.

Modern power system topologies have undergone significant alterations as a result of advancing technology. Most improvements in topologies of power system have been implemented to ensure a consistent power delivery and to meet the growing global demand for energy. This research examines a specialized two-line source system. Power quality problems on both lines have been examined with the help of Multi Converter Controller. To effectively reduce harmonics, a modified COVID-19 Propagation based DQ current controller for shunt converters and an ANFIS based DQ controller for series converters are proposed here. Proposed COVID-19 Propagation Unified (CPU) Controller effectually alleviates anomalous in voltage and current. Performance of CPU Control technique is compared with soft computing techniques in MATLAB/SIMULINK.

Topologie współczesnych systemów elektroenergetycznych uległy znaczącym zmianom w wyniku postępu technologicznego. Większość ulepszeń w topologii systemu elektroenergetycznego została wdrożona w celu zapewnienia spójnego dostarczania mocy i zaspokojenia rosnącego światowego zapotrzebowania na energię. Proponowany ujednolicony kontroler propagacji wirusa COVID-19 (CPU) skutecznie łagodzi anomalie w napięciu i prądzie. Wydajność techniki CPU Control porównano z technikami miękkiego przetwarzania w MATLAB/SIMULINK.

The paper discusses a variety of serious challenges facing the Polish energy sector until 2040. These challenging tasks largely result from intensive works in the European Union on the finalisation of measures implementing a zero-carbon economy, as well as social (Covid-19), political and military events, both global and regional (war in Ukraine). After analysing the present condition of the energy sector, the authors proposed a modification of Poland’s energy policy, pointing out that the transformation of the national electricity system towards zero-carbon energy requires, on the one hand, speeding up investments in renewable sources, but on the other hand, insuring this process by own controllable generation sources. The paper also defines the conditions that should be met to achieve the highest possible share of non-carbon energy in the national energy mix by 2040.

In the recent years, a considerable growth was about the integration of renewable sources in the Radial Distribution Systems (RDS), as Photovoltaic Distributed Generators (PVDG) due to their importance in achieving plenty desired technical and economic benefits. Implementation of the Distribution Static Var Compensator (DSVC) in addition to the PVDG would be one of the best choices that may provide the maximum of those benefits. Hence, it is crucial to determine the optimal allocation of the devices (PVDG and DSVC) into RDS to get satisfactory results and solutions. This paper is devoted to solving the allocation problem (location and sizing) of hybrid PVDG and DSVC units into the standards test systems IEEE 33-bus and 69-bus RDSs. Solving the formulated problem of the optimal integration of hybrid PVDG and DSVC units are based on minimizing the proposed Multi-Objective Functions (MOF) which is represented as the sum of the technical-economic parameters of Total Active Power Loss (TAPL), Total Reactive Power Loss (TRPL), Total Voltage Deviation (TVD), Total Operation Time (TOT) of the overcurrent relays (OCRs) installed in the RDS, the Investment Cost of PVDGs (ICPVDG) and the Investment Cost of DSVC (ICDSVC)), by applying various recent metaheuristic optimization algorithms. The simulation results reveal the superiority and the effectiveness of the Slime Mould Algorithm (SMA) in providing the minimum of MOF, including minimization of the powers losses until 16.209 kW and 12.110 kVar for the first RDS, 4.756 kW and 7.003 kVar for the second RDS, enhancing the voltage profiles and the overcurrent protection system. Based on the paper’s results it is recommended to optimally integrate both PVDG and DSVC units into practical distribution networks.

W artykule dokonano przeglądu regulacji unijnych i krajowych w obszarze energii, w kontekście wydarzeń od ogłoszenia Zielonego Ładu do początku 2023 r.

Russia’s invasion of Ukraine in 2022 resulted in the need for the redefinition of energy security and sovereignty of the European Union as a whole and for each member. The use of energy resources as a weapon means that energy cannot be treated as a commodity subject only, but becomes an attribute of the sovereignty of the EU. The article reviews European and national regulations in the field of energy, in the context of the events from the announcement of the green deal (December 2019) to the beginning of 2023. The energy sovereignty of the EU and its members was analyzed and the attempt to answer the question of whether and under what conditions the EU, as well as its individual members, can be energy sovereign.

W artykule podano bilans energii za rok 2022 w porównaniach z rokiem 2021. Stwierdzono m. in.

Given is the energy balance sheet for 2022 in comparisons with the year 2021. Stated is, amongst the others, that the electric energy production from liegnite was significantly higher while the one from hard coal and natural gas was lower. There continues the global tendency to increase electric energy generation from RES. For the first time in many years the electricity production in Poland in 2022 was higher than its consumption. Changes in the previous relations between electric energy production and its final consumption relate to events in the global fuel market in 2021 and, a little later, with incidents in the Eastern Europe. Lower production of electric energy from commercial heat sources was in great part replaced by the one from RES. The role of gas generation markedly decreased. The overall picture of changes in the energy balance sheet for 2022 has been completed with the difference in import and export of electric energy from the period prior to pandemic until the present time.

The growing share of renewable energy sources in the structure of energy systems causes many problems related to the correct operation of the grid. This impact is most evident in low-voltage grids to which many low-power prosumer solar and wind installations are connected. For the correct management and, consequently, the economic operation of power systems, the most accurate forecast of electricity consumption and generation in grids with different voltage levels is needed. Conventional generation devices have stable production values and can be regulated within wide limits, while the production of electricity from renewable sources, by wind farms in particular, depends on external weather conditions and requires a more careful approach to its forecasting. The aim of the article is to present a method of forecasting the power generated by wind turbines based on publicly available meteorological data. The presented forecasting method uses the theory of neural networks.

W prezentowanej metodzie prognozowania wykorzystano teorię sieci neuronowych.

The article presents an analysis of systems for the production of SNG and methanol. SNG and methanol production is a way of storing energy in the form of alternative fuels. There is now a need to look for ways to increase energy accumulation that is not used at a given time or place of generation. Therefore, ways of storing additional amounts of energy or transformation methods in a way that can be used in another sector of industry or at a later time are sought. In connection with the above, the most common solution is to use surplus energy from renewable energy to generate hydrogen in the process of water electrolysis. Carbon dioxide is also used to produce alternative fuels such as SNG and methanol, captured from the flue gas of a conventional power plant using the CCS system.
