W obecnych czasach, zagrożenie działaniami wojennymi na terenie Polski staje się coraz bardziej realne. Kwestie ochrony ludności cywilnej przez lata były pomijane w procesach legislacyjnych i inwestycyjnych. Wyraźne braki w infrastrukturze wspomagającej bezpieczeństwo obywateli, jak i w ogólnej świadomości społecznej na temat zagrożeń i sposobów radzenia sobie z nimi są widoczne w licznych badaniach (Szef Obrony Cywilnej Kraju, 2011), raportach NIK (Najwyższa Izba Kontroli, 2023) oraz Straży Pożarnej (Biuro do spraw Ochrony Ludności, 2011). Świadomość konieczności rozwiązania tego problemu pojawia się jednak zarówno wśród społeczeństwa, jak i rządzących. W opracowaniu są wymagania techniczne dla takich obiektów, zaś Ustawa o Ochronie Ludności i Obronie cywilnej (Ustawa, 2024) została uchwalona i ma niebawem wejść w życie. Nie określono jednak reguł architektonicznych, co dodatkowo wzbudza obawy deweloperów odnośnie do kosztów wdrożenia wymaganych rozwiązań. Kluczowe staje się zatem zaproponowanie takich rozwiązań projektowych, które będą w stanie zamortyzować potencjalne koszty, a także służyć mieszkańcom w czasie ich codziennych aktywności, a nie jedynie w chwili zagrożenia. W artykule zaprezentowane zostały rozwiązania architektoniczne, funkcjonujące już od lat w innych krajach, autorskie propozycje projektowe oraz bilanse mające na celu usprawnienie ochrony ludności w budynkach wielorodzinnych. Prowadzone badania mają być odpowiedzią na potrzeby społeczeństwa polskiego w dobie zagrożeń zarówno wojną, jak i nasilających się zmian klimatycznych i gwałtownych zjawisk pogodowych.

In the present day, the threat of military action on Polish territory is becoming increasingly tangible. For many years, issues concerning the protection of the civilian population have been neglected in both legislative and project processes. Significant deficiencies in infrastructure supporting public safety, as well as a general lack of public awareness regarding potential threats and how to respond to them, have been identified in numerous studies (Szef Obrony Cywilnej Kraju, 2011), reports by the Supreme Audit Office (NIK) (Najwyższa Izba Kontroli, 2023), and the State Fire Service (Biuro do spraw Ochrony Ludności, 2011). Nevertheless, awareness of the need to address this issue is growing – both among the general public and within government structures. Technical requirements for such facilities are currently being developed, and the Civil Protection and Defence Act (Ustawa, 2024) has been passed and is expected to come into force soon. However, no architectural guidelines have yet been established, which raises further concerns among developers regarding the potential costs of implementing the necessary solutions. It is therefore crucial to propose design strategies that not only mitigate potential expenses but also serve residents in their everyday lives – not solely in times of crisis. This article presents architectural solutions that have been in use for years in other countries, original design proposals, and cost-benefit analyses aimed at enhancing civil protection in multi-family residential buildings. This study responds to the vital needs of Polish society in the face of emerging threats – both from armed conflict and from increasingly severe climate change and extreme weather events.

W artykule poruszono tematykę związaną z projektowaniem, realizacją i eksploatacją budowli ochronnych w Polsce, z uwzględnieniem analizy ryzyka. Przedstawiono aktualny stan prawny oraz luki legislacyjne, wpływające na praktyczne możliwości wdrażania skutecznych rozwiązań ochronnych. Wskazano główne źródła ryzyka z uwzględnieniem wszystkich etapów życia konstrukcji, w tym: niedostosowanie do norm i brak przepisów na etapie projektowania, opóźnienia i przekroczenia kosztów podczas budowy oraz zależność od dostaw zewnętrznych w fazie eksploatacji – szczególnie w skrajnych sytuacjach braku zasobów. W artykule podkreślono konieczność wieloaspektowego podejścia inżynierskiego do całego procesu inwestycyjnego w zakresie infrastruktury ochronnej wraz z właściwą świadomością konsekwencji planowanych i realizowanych działań.

The article addresses issues related to the design, construction, and operation of protective structures in Poland, with particular consideration of risk analysis. It presents the current legal framework as well as legislative gaps that affect the practical implementation of effective protective solutions. The main sources of risk are identified across all stages of a structure’s life cycle, including: non-compliance with standards and lack of regulations at the design stage, delays and cost overruns during construction, and dependence on external supplies during the operational phase – especially in extreme situations of resource shortage. The article emphasizes the necessity of a multidisciplinary engineering approach to the entire investment process concerning protective infrastructure, along with a clear understanding of the consequences of planned and implemented actions.

Elementy modułowe są wykorzystywane w budowlach o znaczeniu ochronnym, zarówno dla potrzeb wojskowych, jak i cywilnych. Celem opracowania jest przedstawienie ogólnej charakterystyki, a także warunków technicznych, wymagań i wybranych aspektów prawnych dotyczących konstrukcji modułowych. Interesującym zagadnieniem dla czytelników mogą być wskazane w treści tendencje rozwojowe konstrukcji modułowych przeznaczonych do zastosowania w budownictwie ochronnym. Całość opracowania podsumowano wnioskami, z których wynika potrzeba budowy modułowych obiektów ochronnych oraz ciągły rozwój i udoskonalenie stosowanych technologii.

Modular elements are used in protective structures for both military and civilian purposes. The aim of the article is to present the general characteristics as well as the technical considerations, requirements and selected legal aspects of modular structures. An interesting issue for readers may be the development trends of modular constructions intended for use in protective construction pointed out in the text. The entire study is summarised with conclusions that indicate the need for modular protective structures and the improvement of technology.

The article proposes the concept of experimental dynamic tests of aggregate behavior - sand used as a material for covering temporary protective shelters for the population and civil defense. These shelters are part of the construction shielding infrastructure useful in crisis situations. Laboratory tests of loose soil, including sand, with impact loads are based on the Split Hopkinson Pressure Bar using a clamp. The work describes both this experimental method and the original laboratory stand for impact tests based on a pneumatic launcher with a projectile - bar. This position was built at the Institute of Civil Engineering of the Military University of Technology taking into account the requirements of generally applicable legal provisions. Examples of preliminary experimental research on the behavior of selected aggregate - dry sand under dynamic load - are presented.

Tradycje budowy lekkich pojazdów elektrycznych sięgają w Polsce lat 70. ubiegłego stulecia. Większość obecnych konstrukcji wywodzi się z konstrukcji rekreacyjnych, stąd konieczność wypracowania dla tej grupy pojazdów systemów zabezpieczeń biernych spełniających obecne wymagania ruchu drogowego. W artykule zostały poruszone kwestie bezpieczeństwa biernego oraz koncepcja zabezpieczeń przed skutkami zderzeń.

The traditions of construction in Poland light electric vehicles go back to the 1970s. Most of the current structures of electric cars originate from recreational constructions, hence the need to develop passive safety systems for this group of vehicles that meet current traffic requirements. Passive safety issues and the concept of collision protection were discussed in the paper.

W artykule przedstawiono zagadnienia związane z projektowaniem i wirtualnym prototypowaniem konstrukcji ochronnych operatorów samojezdnych maszyn górniczych. Przedstawiono wymagania formalno-prawne w zakresie konstrukcji chroniących operatora przez skutkami przewrócenia się maszyny oraz przed spadającymi przedmiotami. Wskazano na możliwości zastosowania oprogramowania klasy CAE w celu oceny konstrukcji chroniących, w obrębie kryterium bezpieczeństwa użytkowników, z zastosowaniem tzw. rozszerzonych modeli kryterialnych. Proces projektowania konstrukcji ochronnej, jej weryfikacja ze względu na kryterium wytrzymałościowe oraz walidacja wyników w postaci badań niszczących ukazują pełną procedurę zmierzającą do przemysłowego wdrożenia wyników prac badawczo rozwojowych.

The problems associated with designing and virtual prototyping of the structures protecting the operators of self-propelled mining machines are presented. Formal and legal requirements for the structures protecting the operators against tilting and falling objects are given. Possibility of using CAE class software in assessing the protective structures regarding the user safety criterion with use of so-called expanded criterial models are discussed. Designing of the protective structures and its verification regarding the strength criterion as well as validation of the results (non-destructive tests) makes industrial implementation of the research project results possible.

The paper presents the concept of a protective structure in the form of a prefabricated reinforced concrete protective dome intended for protection of a single critical infrastructure facility [1]. Unlike non-movable cast-in-place reinforced concrete structures, the protective structure can be assembled and disassembled repeatedly with the use of dedicated joining sockets. To provide the concept with a high mobility, the dimensions of single modules of the prefabricated reinforced concrete protective dome meet the transport limits dictated by the horizontal and vertical clearance of roads. A numerical computational analysis facilitated a determination of the distribution of internal forces in the protective stricture and dimensioning of the required reinforcement system [3]. The computations included standardized cases of steady and dynamic loads, and combinations thereof, complete with parameters of dynamic loads from an explosion impulse.

W artykule przedstawiono propozycję konstrukcji ochronnej, w postaci prefabrykowanej kopuły żelbetowej, do ochrony obiektu infrastruktury krytycznej [1]. Możliwość wielokrotnego montażu i demontażu tej konstrukcji, zamiast możliwej do zastosowania jednokrotnego konstrukcji w technologii monolitycznej, zapewnia użycie specjalnych gniazd połączeniowych. W celu zapewnienia dużej mobilności proponowanego rozwiązania przyjęto wymiary pojedynczych elementów spełniające wymagania dla transportu mieszczącego się w wymiarach skrajni drogowej. Numeryczna analiza obliczeniowa pozwoliła na wyznaczenie rozkładu sił wewnętrznych w konstrukcji oraz na zwymiarowanie wymaganego zbrojenia [3]. W obliczeniach tych zastosowano normatywne przypadki obciążeń stałych i zmiennych oraz ich kombinacje, uwzględniając parametry dynamicznego obciążenia impulsem wybuchu.

Większość współczesnych konstrukcji wywodzi się jednak z konstrukcji rekreacyjnych lub przemysłowych, stąd konieczność wypracowania nowego podejścia do pojazdu elektrycznego jako przystępnego technologicznie i jednocześnie oferującego odbiorcom oczekiwane parametry eksploatacyjne. Wynikiem kolejnych projektów są nie tylko nowe pojazdy, ale również współpraca na styku nauki i przemysłu. Wynikiem podjętych na szczeblu rządowym działań legislacyjnych może być impuls do dalszego rozwoju tych pojazdów, dzięki stworzeniu podstaw rynkowych - m.in. przez wprowadzenie przemyślanych systemów zachęt dla nowych i restrykcji dla starych technologii. W niniejszym artykule zostaną zaprezentowane zarówno spektrum rynkowe, jak i proponowane dla rodzimych producentów rozwiązania techniczne - na podstawie prowadzonych, z udziałem Instytutu Mechanizacji Budownictwa i Górnictwa Skalnego, projektów międzynarodowych PLUS-MOBY i FREE-MOBY.

Traditional construction of light electric vehicles goes back to the 70s of the last century. Most of the current structures, however, de-rives from the recreational or industrial constructions, hence the need for a new approach to electric vehicle - as a technologically affordable and at the same time offering consumers the expected performance characteristics. The result of the programmes are not only new vehicles, but also cooperation between the science and industry. The result of taken at the government level legislative action may be an impulse for further development of these vehicles, by creating foundations market - by introducing the incentive schemes for new and restrictions for old technology. In this paper will include presentation of the spectrum of the market, and proposed for domestic producers technical solutions - based on the International projects conducted with the participation of the Institute of Mechanized Construction and Rock Mining - MOBY-PLUS, FREE-MOBY.

The article presents a method for numerical modelling of interaction of a shock wave on a simplified model of a light armoured vehicle. Detonation of the explosive material occurs centrally underneath the vehicle. The mass of an explosive charge was from 0.5 to 10 kg off TNT. Acceleration, displacement and kinetic energy of the floor plate/panel were verified during the tests. The model and numerical calculations were carried out using the following programs: CATIA, HyperMesh, LS-PrePost, LS-Dyna. CONWEP approach was applied to describe interaction of a pressure wave on the structure. For each case, the explosive charge was located at the same place under 700 mm from the top surface of the range stand. The results of the calculations present the effects of detonation under the vehicle without a protective system and with the protective system. The proposed protection system is made of low-density materials such as aluminum foam and cork. Thanks to such an approach, the effectiveness of the protective system will be checked to reduce the adverse physical quantities that threaten the health of the soldiers. Thanks to very simple solutions, it is possible to increase passive safety of passers and use of low-density materials will slightly increase the vehicle's mass leaving manoeuvrability at a similar level.

The results of experimental tests with RPG rocket of 1:3 scale striking the model of a bar armour are presented in this paper. The tests were conducted for square cross section bars being fixed into numerous configurations (regarding distance between bars, angle of attack etc.). For this purpose, the special laboratory stand enabled to accelerate projectile’s model to appropriate velocity was developed. The laboratory stand description, its numerical model and results of simulations are also included. Obtained results of firing tests were compared to these ones, acquired with numerical simulations. To perform the analyses LS-DYNA software based on the finite element method with algorithm of explicit integration in time was used. The objective of the presented numerical simulations was to examine consistency with experimental investigations, which was proven in excellent extend. These results have been finally used during development of cage armour for light armoured vehicles.

W artykule przedstawiono wyniki badań eksperymentalnych procesu zderzenia modelu pocisku granatnikowego w skali 1:3 z modelem pancerza prętowego. Badania przeprowadzono dla prętów o przekroju kwadratowym dla różnych odległości między prętami, kątów nachylenia struktury ochronnej itp. W tym celu zostało wykonane stanowisko laboratoryjne do napędzania modeli pocisków do wymaganych prędkości. Otrzymane wyniki porównano następnie z wynikami symulacji numerycznych, przeprowadzonych przy pomocy programu LS-DYNA, wykazując dużą zgodność. Zaprezentowane wyniki zostały następnie wykorzystane podczas opracowywania pancerza prętowego dla lekkich pojazdów opancerzonych.

In the paper were presented threats happen to special and transportation vehicles while task performing within the confines of peace forcing and keeping missions on world areas threatened by conflicts and that could be areas of unitfuture actions. Based on available materials and authors results of numerical and experimental tests, effects of various explosive charges action on special vehicles were presented. Such explosive charges could be used during fighting in urban and mountainous areas as well as other with limited area. Were presented directions of research and development leading to increase protection level for people, inside special and transportation vehicle, against combat agents characteristic for peace keeping and stabilization missions that could be used also while warfare. In the paper were presented numerical model of protection structure, which were worked out on the basis of the Finite Element Method. There are presented some results of experimental and modelling tests of after blast shock wave action on armoured shell and prepared protection structures for special and transportation vehicles. The maximum deformations of research objects and stress in construction were put. The comparisons of results for numerical and experimental researches were introduced. Protecting structure was loaded by shock wave pressure generated by hypothetical unconventional explosive charge (improvise explosive device or non-contact mine). In the paper were also made effort to point at possibility and necessity to choose the most effective parameters of structure for protected part of combat vehicle against potential threats.

W pracy przedstawiono zagrożenia dla pojazdów specjalnych i transportowych spotykane podczas wykonywania zadań w ramach misji wymuszania i utrwalania pokoju w regionach świata zagrożonych konfliktami, a mogącymi być obszarami przyszłego działa wojska. Na podstawie dostępnych materiałów i własnych wyników badań numerycznych i eksperymentalnych przedstawiono efekty oddziaływania różnych ładunków materiału wybuchowego na pojazdy specjalne. Ładunki takie mogą występować podczas walk w terenie zurbanizowanym i górzystym oraz innym o ograniczonej powierzchni. Przedstawiono kierunki prac badawczych i rozwojowych prowadzące w efekcie do podwyższenia poziomu ludzi w pojazdach specjalnych i transportowych przed środkami bojowymi, charakterystycznymi dla działań pokojowych i misji stabilizacyjnych, ale mogące występować również w działaniach bojowych. Przedstawiono wybrane rezultaty badań eksperymentalnych i modelowych oddziaływania powybuchowych fal uderzeniowych na nadwozie i opracowane struktury ochronne dla pojazdów specjalnych i transportowych. Strukturę ochronną obciążano ciśnieniem fali uderzeniowej generowanej hipotetycznym niekonwencjonalnym ładunkiem wybuchowym (improwizowanym ładunkiem wybuchowym - IED lub miną niekontaktową). W pracy podjęto również próbę wskazania możliwości oraz konieczność doboru najefektywniejszych parametrów struktury dla ochranianych części pojazdu bojowego przed potencjalnym zagrożeniem
