Scalenia gruntów są prowadzone w Polsce od ponad 100 lat w wersji unormowanej prawnie. Do 1980 roku były prowadzone na obszarze całego kraju na poziomie do 300 tysięcy hektarów rocznie, następnie tempo corocznie spadało do około 17 tysięcy hektarów. Powodem był brak zainteresowania rolników na obszarach o większych gospodarstwach. Obecnie w większym zakresie są realizowane tylko na terenach największego rozdrobnienia gruntów, tj. województw: lubelskiego, podkarpackiego, małopolskiego i śląskiego. Występują tu duże problemy: niekorzystny rozłóg gruntów, brak przyszłości ekonomicznej bardzo małych, tzw. „socjalnych” gospodarstw, brak możliwości dochodu z innych źródeł, wyludnianie się, maleje liczba gospodarstw rolnych oraz usług publicznych, jak szkoły czy sklepy. Obecnie obszary wiejskie są wielofunkcyjne, gdyż oprócz rolnictwa realizują zagadnienia z zakresu ochrony klimatu, ekologii, przyrody, społeczne, usług. W tych warunkach prowadzone tu scalenia poprawiają rozłóg gruntów z poprawą sieci dróg rolniczych. Natomiast w tej procedurze powinny być podejmowane działania również do zmniejszenia powyższych problemów. Jeżeli to się nie stanie, to scalenia gruntów również na tym obszarze przejdą do historii.

Land consolidation has been carried out in Poland for over 100 years in a legally regulated version. Until 1980, they were carried out throughout the country at a rate of up to 300,000 hectares per year, then the rate decreased to about 17,000 hectares per year. The reason was the lack of interest from farmers in areas with larger farms. Currently, they are implemented to a greater extent only in the areas of the greatest land fragmentation, i.e. the Lublin, Podkarpackie, Małopolskie and Silesian voivodeships. There are major problems here: unfavorable land distribution, no economic future for very small, so-called "social" farms, no possibility of obtaining income from other sources, depopulation, a decreasing number of farms and public services such as schools and shops. Currently, rural areas are multifunctional because, in addition to agriculture, they implement issues related to climate protection, ecology, nature, social issues, and services. In these conditions, the consolidation carried out here improves the land layout and the network of agricultural roads. However, in this procedure, actions should also be taken to reduce the above-mentioned problems. If this does not happen, land consolidation in this area will also become a thing of the past.

W dobie intensywnego rozwoju technologii geoinformacyjnych, zastosowanie bezzałogowych statków powietrznych (BSP) w geodezji nabiera szczególnego znaczenia. Artykuł przedstawia wyniki analizy możliwości wykorzystania danych pozyskanych z BSP, w tym zdjęć nadirowych i ukośnych, w procesie aktualizacji mapy zasadniczej na potrzeby realizacji prac scaleniowych. Badania przeprowadzono na przykładzie obrębu ewidencyjnego Uście Solne, gmina Szczurowa w województwie małopolskim. Ocenie poddano efektywność pozyskiwania i przetwarzania danych oraz jakość otrzymanych produktów fotogrametrycznych. Wyniki wskazują na wysoką przydatność BSP w kontekście aktualizacji danych geodezyjnych, szczególnie w odniesieniu do aktualizacji BDOT500 oraz GESUT.

In the era of rapid development of geoinformation technologies, the use of unmanned aerial vehicles (UAVs) in geodesy is gaining particular importance. The article presents the results of an analysis of the possibilities of using data obtained from UAVs, including nadir and oblique images, in the process of updating the base map for the purposes of land consolidation works. The research was conducted on the example of the cadastral district of Uście Solne, Szczurowa commune, in the Lesser Poland Voivodeship. The efficiency of data acquisition and processing as well as the quality of the obtained photogrammetric products were assessed. The results indicate the high usefulness of UAVs in the context of updating geodetic data, particularly with regard to updating BDOT500 and GESUT.

These procedures represent a coherent model for implementing the principles of sustainable development in spatial management, taking advantage of the comprehensive nature of the land improvement process, in which economic, ecological, and social aspects are realized within a single procedural framework. The article presents the institutional structure, methodology, and mechanisms ensuring the long-term integration of environmental outcomes of land management processes into the spatial planning system, with particular attention to the role of farmers’ and landowners’ associations and cantonal ecological management contracts.

Artykuł przedstawia zastosowanie danych fotogrametrycznych z bezzałogowych statków powietrznych (BSP) w procesie scalenia gruntów. Drony umożliwiają pozyskanie ortomozaik i modeli wysokościowych o wysokiej rozdzielczości, co znacząco wspiera analizy przestrzenne i projektowanie nowego układu działek. Opisano aktualne wytyczne techniczne dotyczące lotów BSP oraz kontroli dokładności. W części badawczej porównano dwie metody wyrównania zdjęć: jako jeden blok oraz jako kilka bloków łączonych w późniejszym etapie. Analiza błędów punktów kontrolnych wykazała, że oba podejścia zapewniają dokładność na poziomie jednego piksela terenowego (ok. 0,05 m), a maksymalne odchyłki nie przekraczają 0,10 m. Większe błędy pojawiają się na stykach bloków, natomiast wewnątrz bloków wyniki są bardziej jednorodne. Badania potwierdzają przydatność BSP jako źródła danych do prac scaleniowych.

The article presents the use of photogrammetric data acquired from unmanned aerial vehicles (UAVs) in the land consolidation process. UAVs enable the collection of high-resolution orthomosaics and elevation models, significantly improving spatial analysis and project planning. The paper also outlines the current technical guidelines for UAV flights and accuracy control. The study compares two image adjustment methods: processing all images as one block and processing them as separate blocks later merged into a final orthomosaic. The analysis of control points shows that both methods achieve accuracy at the level of one ground pixel (approx. 0.05 m), with maximum deviations not exceeding 0.10 m. Slightly higher errors occur at block boundaries, whereas inner-block areas show more consistent results. The findings confirm the suitability of UAV data for land consolidation tasks.

Artykuł analizuje proces scalania gruntów w terenach górskich, na przykładzie wsi Wysoka w gminie Jordanów, w powiecie suskim. Celem badań była ocena efektywności oraz skutków scalenia gruntów, szczególnie pod kątem geodezyjnym, środowiskowym i społecznym. Proces scalania został zainicjowany w 2017 roku i zakończony w 2022 roku. W artykule omówiono trudności związane z przeprowadzaniem scaleń w terenach górskich, takie jak duże rozdrobnienie gruntów, brak infrastruktury drogowej, ograniczenia związane z ochroną środowiska oraz konieczność synchronizacji historycznych danych katastralnych z aktualną dokumentacja geodezyjną. Efektem przeprowadzonych prac było zmniejszenie liczby działek ewidencyjnych o 33,7 %, wzrost średniej powierzchni działek, poprawa dostępności komunikacyjnej oraz wprowadzenie działań mających na celu poprawę stosunków wodnych i ograniczenie erozji. W ramach zagospodarowania poscaleniowego zaplanowano budowę i modernizację dróg, wydzielenie gruntów na cele publiczne oraz poprawę warunków hydrologicznych poprzez tworzenie zbiorników retencyjnych i regulację rowów melioracyjnych. Podsumowując, artykuł wykazuje, że scalenia gruntów w terenach górskich są procesem wymagającym interdyscyplinarnego podejścia, łączącego aspekty geodezyjne, ekonomiczne i środowiskowe. Odpowiednio przeprowadzone scalenia przyczyniają się do poprawy struktury przestrzennej gospodarstw rolnych, efektywności użytkowania gruntów oraz jakości życia mieszkańców.

The article analyzes the process of land consolidation in mountainous areas, using the example of the village of Wysoka in the Jordanów municipality, Suski County. The aim of the study was to assess the effectiveness and impact of land consolidation, particularly from geodetic, environmental, and social perspectives. The consolidation process was initiated in 2017 and completed in 2022. The article discusses the c hallenges associated with conducting land consolidation in mountainous areas, such as high land fragmentation, lack of road infrastructure, environmental protection constraints, and the necessity to synchronize historical cadastral data with current geodetic documentation. As a result of the conducted work, the number of cadastral parcels was reduced by 33.7 %, the average parcel size increased, transportation accessibility improved, and measures were implemented to en hance water management and reduce erosion. As part of the post-consolidation land management, road construction and modernization were planned, land was designated for public purposes, and hydrological conditions were improved through the creation of retention reservoirs and the regulation of drainage ditches. In conclusion, the article demonstrates t hat land consolidation in mountainous areas is a complex process requiring an interdisciplinary approach t hat integrates geodetic, economic, and environmental aspects. Properly executed land consolidation contributes to the improvement of the spatial structure of farms, the efficiency of land use, and the quality of life of local residents.

Artykuł opisuje przemiany struktur agrarnych w Wielkiej Brytanii, skupiając się na historycznym i współczesnym znaczeniu działań na rzecz jej poprawy – w tym scaleń gruntów – choć miały one odmienny charakter od większości krajów Europy kontynentalnej. Historyczny rozwój brytyjskich struktur agrarnych związany był z końcem systemu feudalnego oraz koncentracją ziemi i rozwojem dzierżaw gruntów, które stanowią dziś najważniejszy motor zmian w strukturach agrarnych. Kolejne regulacje prawne wzmacniały pozycję właścicieli większych areałów gruntów, a w późniejszym okresie dzierżawców, co ukształtowało współczesny system własności gruntowej na wyspach brytyjskich. Przedstawiono znaczenie brytyjskiego procesu scalania gruntów („inclosure”/ „enclosure”), jako kluczowego mechanizmu transformacji rolnictwa, który umożliwił wprowadzenie nowoczesnych technologii i zwiększenie produktywności. Omówiono wpływ legislacji, w tym „Inclosure Acts”, oraz skutki społeczne i gospodarcze, takie jak marginalizacja drobnych rolników. This article describes the transformation of agrarian structures in Great Britain, focusing on the historical and contemporary significance of actions aimed at their improvement – including land consolidation – although these were of a different nature than in most continental European countries. The historical development of British agrarian structures was connected with the end of the feudal system in the 16th century and the concentration of land and the development of land leases, which are today the most important driving force of changes in agrarian structures. Subsequent legal regulations strengthened the position of owners of larger areas of land, and later of tenants, which shaped the contemporary system of land ownership in the British Isles. The importance of the British land consolidation process ("inclosure") as a key mechanism for the transformation of agriculture, which enabled the introduction of modern technologies and increased productivity, is presented. The impact of legislation, including the "Inclosure Acts", and the social and economic consequences, such as the marginalization of small farmers, are discussed. The evolution of the structure of private farms from feudal times to the period of industrialization is presented, emphasizing the key role of legislative acts and socio-economic changes. The improvement of the agricultural structure in the UK has been closely correlated with environmental policy and the development of the landscape and water quality since the 1980s – especially in Wales, which is a leader in this area. The withdrawal of land from intensive production and its use for non-agricultural purposes has for some time been creating the risk of land fragmentation. This is also exacerbated by economic changes and government policy caused by the UK's exit from the European Union in 2020, commonly known as Brexit. The article provides an overview contribution to research into the history and the present of agrarian structures in the UK, offering rich historical context and current data on land management. The analysis is based on a review of scientific literature, historical documents and legal acts, showing the uniqueness of the British approach to rural space management.

Due to stalling land consolidation process and limited resources, Slovak administration needs to prioritize new projects. 120 cadastral areas are currently selected annually based on weights and different point-scales for the criteria. It can be argued that the evaluation of the official governmental special non-departmental criteria (6) for 2023, targeted to social, environmental, landscape, and development issues, is flawed and should be modified. Normalized relative magnitudes (particularly where the areal extent of the phenomenon represented by a given criterion is measurable and data is available) are suggested. Only 4 areas from the 2023 official selection would place in the first 120 (13 in the first 500) by the simple average ranking with modified criteria values. The criteria (M1, least developed districts; M2, transport infrastructure; M3, protected natural areas; M4, protected water management areas; M5, natural disasters; M6, risk of erosion) could be complemented by 4 new ones, namely: M7, critical profiles and integrated area protection; M8, marginalized population groups; M9, strategic projects and industrial parks; M10, agro-forestry systems. Using severity of risk for a cadastral area (i.e. percentages of appropriately measured and subsequently normalized criteria) could contribute to improved selection by removing unnecessary distortion by a point scheme.

Land use and agricultural plans mainly realize needs related to shaping agrarian production space in Poland. These are essential tools to ensure that rural areas are correctly functional and can continue to develop. The research aimed to create a methodology to accelerate and facilitate the diagnosis of areas requiring transformation of use and ownership structure within the framework of land management plans or land consolidation. It was assumed that the proposed methodology would allow the presentation of information about the study area in a clear and easy-to-interpret manner. The paper presents the developed analysis methodology and the results of its testing in the Cegłów municipality. The developed method comprehensively identifies problem areas in need of transformation of spatial structure and transformation of development. It focuses primarily on the most relevant issues concerning the structure of land parcels, also considering ancillary elements from the field of supplying municipalities with adequate infrastructure or services. For this reason, it is also possible to study the municipality in terms of non-agricultural forms of development. It is made to minimize the number of steps for the user, focusing only on the most relevant aspects of land use and agricultural plans. The methodology can be further developed, and further work is required to improve and develop it. In particular, it needs to enhance the visualization of problem areas, especially for infrastructure issues and services.

The article discusses the process of land consolidation as a corrective measure used to minimize the negative effects of highway construction. Linear investments, such as highways, cause the fragmentation of agricultural land, leading to numerous problems related to the use of that land, and to limited transport accessibility. As a result, farmers often lose the ability to manage their plots efficiently, which affects the profitability of agricultural production and hinders the development of farms. Moreover, the lack of access to public roads increases transportation costs and reduces the competitiveness of agriculture in the given area. To mitigate these effects, the land consolidation process is applied, allowing for the reorganization of agricultural space, improvement of land structure, and ensuring access to transport infrastructure. The subject of the analysis is the land consolidation process carried out in the northwestern part of Tarnów, where the construction of the A4 highway caused significant disruption to the layout of land plots (parcels) and road network. The goal of the process was to eliminate excessive land fragmentation, improve access to public roads, and modernize the land layout to enable more efficient use in terms of farming and development. The consolidation work included, among other things, the design of a new network of access roads, the elimination of plots without infrastructure access, and the adaptation of space to the needs of local farms and enterprises. The article emphasizes that similar measures are also applied in other European countries, where land consolidation is an essential element of spatial planning.

W artykule omówiono proces scalania gruntów jako środek zaradczy, mający na celu minimalizację negatywnych skutków budowy autostrad. Inwestycje liniowe, takie jak autostrady, powodują rozdrobnienie gruntów rolnych, co prowadzi do licznych problemów związanych z ich użytkowaniem oraz ograniczoną dostępnością komunikacyjną. W rezultacie rolnicy często tracą możliwość efektywnego gospodarowania swoimi działkami, co wpływa na opłacalność produkcji rolnej i utrudnia rozwój gospodarstw rolnych. Ponadto brak dostępu do dróg publicznych zwiększa koszty transportu i obniża konkurencyjność rolnictwa na danym obszarze. Aby złagodzić te skutki, stosuje się proces scalania gruntów, który pozwala na reorganizację przestrzeni rolniczej, poprawę struktury gruntów i zapewnienie dostępu do infrastruktury transportowej. Przedmiotem analizy jest proces scalania gruntów przeprowadzony w północno-zachodniej części Tarnowa, gdzie budowa autostrady A4 spowodowała znaczne zaburzenia w układzie działek i sieci drogowej. Celem procesu była eliminacja nadmiernego rozdrobnienia gruntów, poprawa dostępu do dróg publicznych oraz modernizacja układu gruntów, aby umożliwić bardziej efektywne wykorzystanie pod kątem rolniczym i rozwojowym. Prace konsolidacyjne obejmowały między innymi zaprojektowanie nowej sieci dróg dojazdowych, likwidację działek pozbawionych dostępu do infrastruktury oraz dostosowanie terenu do potrzeb lokalnych gospodarstw rolnych i przedsiębiorstw. W artykule podkreślono, że podobne działania są stosowane również w innych krajach europejskich, gdzie konsolidacja gruntów jest istotnym elementem planowania przestrzennego.

Land consolidation is one of the basic processes enabling the shaping and improvement of agricultural land structure. This process is in most cases implemented using State Treasury funds and public resources. Its execution requires an approval decision for the consolidation project. This decision, being an administrative ruling, may be appealed by any party to the proceedings and subsequently challenged in administrative courts. This procedure may lead to protracted proceedings and, consequently, multi-year periods that prevent rational land management and effective exercise of property rights. The article analyses the consolidation process, identifying potential bottlenecks causing delays, with supporting examples from ongoing consolidation proceedings. The land consolidation process in Poland faces significant challenges related to time-consuming procedures and rigid funding frameworks. Current regulations allow for multiple appeals, which are sometimes exploited by claimants blocking entire proceedings. Cases like Lipnica Wielka demonstrate that procedures can drag on for years, restricting owners’ rights. Legal reforms modelled on special-purpose legislation (such as for infrastructure or flood protection) are necessary to separate compensation disputes into separate proceedings and limit procedural abuses. Introducing merit-based requirements for appeals and owner education could accelerate consolidation processes while ensuring economic benefits and better rural land management. The current land consolidation system, though essential for rural development, remains inefficient due to excessive bureaucracy and lack of safeguards against abuse. Urgent legal amendments inspired by special legislative measures are required to ensure procedural efficiency and fairness.

Scalenie gruntów jest jednym z podstawowych procesów umożliwiających kształtowanie i poprawę struktury użytkowania gruntów rolnych. Proces ten jest w większości przypadków realizowany ze środków Skarbu Państwa oraz środków publicznych. Jego realizacja wymaga uzyskania decyzji zatwierdzającej projekt scalenia. Decyzja ta, będąca decyzją administracyjną, może być zaskarżona przez każdą ze stron postępowania, a następnie zaskarżona do sądu administracyjnego. Procedura ta może prowadzić do przewlekłości postępowania, a w konsekwencji do wieloletnich okresów, uniemożliwiających racjonalne gospodarowanie gruntami i efektywne korzystanie z praw własności. Artykuł analizuje proces scalenia, identyfikując potencjalne wąskie gardła powodujące opóźnienia, powołując się na przykłady z trwających postępowań scaleniowych. Proces scalenia gruntów w Polsce napotyka na istotne wyzwania związane z czasochłonnością procedur i sztywnymi ramami finansowania. Obecne przepisy dopuszczają wielokrotne odwołania, z których niekiedy korzystają wnioskodawcy, blokując całe postępowania. Land consolidation is an agricultural management procedure aimed at creating more favourable conditions for agricultural and forestry production by improving land configuration. This analysis provides a description of the benefits of consolidating land in two adjacent cadastral precincts located in Miechów County, Małopolskie Voivodeship. The study was conducted thanks to reliable and up-to-date documents on the course and results of the consolidation process provided by the Krakow Office of Geodesy and Agricultural Land in Krakow. The study showed that, in addition to individual benefits, the consolidation process in the studied villages also brought significant benefits to the general population. The consolidation process enabled the implementation of a series of modernization projects to the network of access roads to the fields, significantly impacting the working conditions of farmers. Moreover, a tangible result of the land consolidation work was the improvement of cadastral plot boundaries and a reduction in their number. Following the land consolidation survey, post-consolidation development was undertaken, including the repair or construction of municipal roads and improvement of water conditions. The research confirmed existing knowledge about the benefits of land consolidation. It offers real opportunities to improve the well-being of residents in a village, in both social, economic, and legal aspects, through optimising the spatial structure of land and regulating legal and technical ownership relations.

Scalenie gruntów to zabieg zagospodarowania przestrzennego mający na celu stworzenie korzystniejszych warunków dla produkcji rolnej i leśnej poprzez poprawę rozłogu gruntów. Niniejsza analiza przedstawia opis korzyści płynących ze scalenia gruntów w dwóch sąsiadujących obrębach ewidencyjnych położonych w powiecie miechowskim w województwie małopolskim. Badania przeprowadzono w oparciu o rzetelną i aktualną dokumentację przebiegu i rezultatów procesu scalenia, udostępnioną przez krakowski Urząd Geodezji i Gospodarki Nieruchomościami Rolnymi w Krakowie. Badania wykazały, że oprócz korzyści indywidualnych, proces scalenia w badanych wsiach przyniósł również znaczące korzyści dla ogółu ludności. Proces scalenia umożliwił realizację szeregu projektów modernizacyjnych sieci dróg dojazdowych do pól, co znacząco wpłynęło na poprawę warunków pracy rolników. Ponadto, wymiernym rezultatem prac scaleniowych była poprawa granic działek ewidencyjnych i zmniejszenie ich liczby. Po przeprowadzeniu pomiarów scaleniowych, podjęto prace związane z zagospodarowaniem gruntów po scaleniu, w tym remont lub budowę dróg gminnych oraz poprawę stosunków wodnych. Badania potwierdziły dotychczasową wiedzę na temat korzyści płynących ze scalenia gruntów. Oferuje realne szanse na poprawę dobrobytu mieszkańców wsi, zarówno pod względem społecznym, ekonomicznym, jak i prawnym, poprzez optymalizację struktury przestrzennej gruntów oraz uregulowanie prawnych i technicznych stosunków własnościowych.

This paper emphasizes the importance of land use and agricultural plans in the spatial development of rural areas. The management of rural areas is one of the most important areas of action of the European Union. Planning and implementing a policy aimed at sustainable and multifunctional rural development is a major challenge for the Member States and their regions, as it involves numerous spatial changes. The Polish spatial planning policy lacks documents comprehensively regulating the management and shaping of rural areas, which is a factor that hinders their proper development. This necessitates the development of land use and agricultural plans which outline several solutions (land use and agricultural activities) to facilitate comprehensive management of rural areas. However, since there are no legal regulations in this area, they are not mandatory and therefore not widely adopted. This paper aims to set the objectives for a land use and agricultural plan for rural areas of the Różan commune, the implementation of which will aim at multifunctional and sustainable development of rural areas. The proposed indications will have a positive impact on the development of agriculture and non-agricultural functions, improvement of living and working conditions in the countryside, and protection of the natural environment in the commune. Due to the wide scope of spatial work included in the land use and agricultural plan, it is stated that this document can be used as an effective tool supporting comprehensive spatial planning in rural areas, significantly supporting the implementation of the provisions of local spatial development plans and other schemes. Comprehensive land consolidation is a special type of land use and agricultural activities, which brings multifaceted benefits.

Niniejszy artykuł przedstawia możliwość zastosowania oteksturowanego modelu mesh w procesie realizacji scalenia gruntów, skupiając się na dokładności pomiaru z jego wykorzystaniem oraz możliwości jego implementacji na różnych etapach scalenia. Badania zostały przeprowadzone na czterech obrębach ewidencyjnych znajdujących się na obszarze województwa podkarpackiego które, zostały objęte postępowaniem scaleniowym. Metodyka polegała na porównaniu wyników pomiaru bezpośredniego wykonanego za pomocą odbiornika GNSS do wskazań wykonanych na modelu 3D. Pomiary zostały przeanalizowane z uwzględnieniem podziału na grupy dokładnościowe szczegółów sytuacyjnych.

This article presents the possibility of using a textured mesh model in the process of land consolidation implementation, focusing on the accuracy of measurement with its use and the possibility of its implementation at different stages of consolidation. The research was carried out on four registration areas located in the area of Podkarpackie voivodeship which were included in the land consolidation proceedings. The methodology consisted in comparing the results of direct measurement made with the help of a GNSS receiver to the indications made on a 3D model. The measurements were analyzed taking into account the division into accuracy groups of situational details.

Jednym z warunków przedmiotowych przyznawania pomocy finansowej dla operacji scalania gruntów w ramach Planu Strategicznego dla Wspólnej Polityki Rolnej na lata 2023 – 2027 jest kryterium dotyczące minimalnej powierzchni gruntów utrzymywanych w tzw. dobrej kulturze rolnej. Wprowadzenie niniejszego wymogu w istotny sposób zmieniło metodykę typowania potencjalnych obiektów scaleniowych, wykluczając możliwość realizacji postępowań w znacznej liczbie wsi. Dokładne oszacowanie skali zjawiska wymaga jednak przeprowadzenia szczegółowej analizy dostępnych danych oraz ich właściwej interpretacji. Pracownicy Podkarpackiego Biura Geodezji i Terenów Rolnych w Rzeszowie podjęli prace na rzecz analizy możliwości spełnienia przedmiotowego kryterium dla wszystkich obrębów ewidencyjnych województwa podkarpackiego. Efektem działań jest kompletna mapa, różnicująca badane obręby według względnej powierzchni gruntów utrzymywanych w „dobrej kulturze rolnej”. Analizy pozwoliły również na wskazanie obszarów objętych scaleniami w ramach poprzednich programów, które nie zostałyby zakwalifikowane do objęcia postępowaniem przy obecnie obowiązujących kryteriach.

The criterion of the minimum area of lands maintained in so-called good agricultural practice is one of the conditions for granting financial aid for land consolidation operations under the Strategic Plan for the Common Agricultural Policy for 2023 – 2027. The implementation of this condition has significantly changed the methodology for selecting potential land consolidation objects, excluding the possibility of conducting land consolidation in a considerable number of villages. However, an accurate estimation of the phenomenon’s scale requires a detailed analysis of the available data and its proper interpretation. The staff of the Subcarpathian Office of Surveying and Agricultural Areas in Rzeszów have undertaken research on the possibilities of meeting the criterion concerning all cadastral precincts of the Subcarpathian Voivodeship. The result of the study is a complete map, differentiating the studied areas according to the relative area of land maintained in “good agricultural practice”. The analyses also enabled the identification of areas consolidated within previous programs that would not qualify for consolidation under the current criteria.

A field studies illustrating the current condition of the consolidation area are carried out as a part of the general land consolidation project. One of the field studies is the area structure of farms, which presents the land area in particular area ranges of farms, e.g. scope 1 (up to 1 ha), scope 2 (1 – 5 ha), scope 3 (5 – 10 ha), scope 4 (10 – 15 ha), range 5 (15 – 50 ha), range 6 (above 50 ha). In order to prepare the area structure, data from the cadastre are used. The problem is that the data shown in the cadastre do not take into account the actual state of land use, which is influenced by leases. Leases are not listed in the cadastre. Therefore, the state shown in the usage structure is not consistent with the actual state of the area, including leases. In order to demonstrate the discrepancies between the state shown in the cadastre and the actual state, data from the cadastre are compared with data from the list of beneficiaries of the Common Agricultural Policy of the Ministry of Agriculture and Rural Development, illustrating the actual state of usage (including leases). The paper presents research results for selected poviat of the Masovian Voivodeship in Poland. Complete data on the actual state of affairs would enable field studies showing the actual pattern of plots and would allow for the calculation of land layouts resulting from the actual state of usage. This would facilitate the process of designing a new state during land consolidation.

The results presented in the study concern the analysis and assessment of the arrangement of plots on the example of a precinct that in the 1930s in Poland was subject to a process of partial land consolidation. The aim of the study was to assess the spatial arrangement parameters of the cadastral plots involved in plant cultivation. The research assumed the determination of the degree of defectiveness of the present land layout and the estimation of the degree of deterioration of the arrangement of plot boundaries between the present boundary layout and the boundary layout formed in the previous century. In addition, it was attempted to answer the following question: to what extent does the progressive fragmentation of plots over the years reduce the efficiency of agricultural production carried out in their area. The arrangement of the plots was studied using the ‘Qgis’ software, with the help of which all the necessary parameters of the spatial arrangement of the plots were estimated. In the research process, cadastral data and orthophotomaps, obtained from the geoportal of the Central Office of Geodesy and Cartography in Poland, were used. The assessment of the arrangement of the plots in both old and present variants was carried out through a synthetic measure of their arrangement in the form of the so-called cultivation costs, which depend on the spatial arrangement of the plots. The obtained result provided a basis for indicating the defects of the surveyed layout of boundaries, and for concluding that the defectiveness of the arrangement of plots depends to a large extent on the original layout of boundaries and on the degree of introduced changes in the land layout, which in the surveyed case was estimated at several percentage points.

Wyniki przedstawione w opracowaniu dotyczą analizy i oceny rozmieszczenia działek na przykładzie obrębu, który w latach 30. XX wieku w Polsce podlegał procesowi częściowej konsolidacji gruntów. Celem badania była ocena parametrów rozmieszczenia przestrzennego działek katastralnych objętych uprawą roślin. Badania zakładały określenie stopnia wadliwości obecnego rozmieszczenia gruntów oraz oszacowanie stopnia pogorszenia rozmieszczenia granic działek pomiędzy obecnym rozmieszczeniem granic a rozmieszczeniem granic ukształtowanym w poprzednim stuleciu. Ponadto podjęto próbę odpowiedzi na pytanie: w jakim stopniu postępujące na przestrzeni lat rozdrobnienie działek obniża efektywność produkcji rolnej prowadzonej na ich terenie. Rozmieszczenie działek badano przy użyciu oprogramowania „Qgis”, za pomocą którego oszacowano wszystkie niezbędne parametry rozmieszczenia przestrzennego działek. W procesie badawczym wykorzystano dane katastralne oraz ortofotomapy, pozyskane z geoportalu Głównego Urzędu Geodezji i Kartografii. Ocenę rozmieszczenia działek w wariancie dawnym i obecnym przeprowadzono poprzez syntetyczną miarę ich rozmieszczenia w postaci tzw. kosztów uprawy, które zależą od rozmieszczenia przestrzennego działek. Uzyskany wynik dał podstawę do wskazania wad badanego układu granic i do stwierdzenia, że ​​wadliwość rozmieszczenia działek zależy w dużej mierze od pierwotnego układu granic oraz od stopnia wprowadzonych zmian w rozmieszczeniu gruntów, który w badanym przypadku oszacowano na kilka punktów procentowych.

Wraz z postępem technicznym i technologicznym sprostanie wymaganiom dzisiejszych czasów skłoniły człowieka do wynajdowania nowych sposobów i metod pozyskiwania danych przestrzennych z wymaganą dokładnością. Do takich danych należy zaliczyć dane satelitarne. Stanowią one niezwykle cenne źródło informacji, wykorzystywane do wykonywania badań i analiz z zakresu obserwacji powierzchni Ziemi, zjawisk geofizycznych jak i meteorologicznych. Tematyka niniejszego artykułu skupia się na wykorzystaniu danych teledetekcyjnych, jako źródeł umożliwiających ocenę zmian sposobu użytkowania gruntów. W tym celu przedstawiono główne programy umożliwiające pozyskiwanie danych przestrzennych, tj. program Landsat i Copernicus. Nie sposób zapomnieć również o systemie ISOK (Informatycznym Systemie Ochrony Kraju). Jego znaczenie w sektorze społecznym i ekonomicznym pomaga wykrywać wczesne stadia zagrożeń i katastrof naturalnych. W odniesieniu do okresowości wykonywanych pomiarów w ramach wymienionych programów i systemów, jest to nieodłączny element przeprowadzanych badań obranych obszarów. Bowiem obserwacje zmian w czasie dają doskonałe rezultaty, ponieważ dynamika stref przyrodniczych jak i urbanistycznych jest niebagatelna.

Along with technical and detailed progress, meeting the requirements of time prompted man to invent new ways and methods of spatial acquisition with the required participation. Whether such data must come from regional data. They are extremely valuable sources of information that are used to perform research and analyze the range of observations of the Earth's surface, geophysical and meteorological phenomena. The subject matter of the article focuses on the acquisition of remote sensing data as sources enabling the assessment of changes in land use after land consolidation works. For this purpose, the main programs for acquiring spatial data, i.e. Landsat and Copernicus, were used. It is also impossible to forget about the ISOK system (IT System for Country Protection). Its recognition in legal and economic proceedings helps to detect early stages and natural circumstances. In order to examine the period of taking measurements under specific tools and systems, it is an integral part of the research of the selected areas. Because I know that observations of changes over time give excellent results, because the dynamics of natural and urban zones is considerable.

Jednym z problemów realizacji prac scaleniowych w Polsce jest brak akceptacji społecznej dla ich wykonywania w niektórych częściach kraju. Często dotyczy to również instytucji publicznych, które z różnych względów nie widzą potrzeby ich realizacji. Dlatego w niektórych przypadkach – zwłaszcza na obszarach problemowych, gdzie prace te są potrzebne – pomóc w ich wszczęciu może zastosowanie zasad partycypacji społecznej i instytucjonalnej. Ale również na obiektach, na których zamierza się przeprowadzić te prace, zastosowanie tych form partycypacji może pozytywnie wpłynąć, zarówno na zakres inwestycji i działań zaplanowanych na etapie Założeń do projektu scalenia gruntów, jak i na przebieg samego postępowania scaleniowego.

One of the problems with the implementation of land consolidation works in Poland is the lack of social acceptance for their implementation in some regions. This often also applies to public institutions, which for various reasons do not see the need to implement them. Therefore, in some cases - especially in problem areas where consolidation works are needed – the application of the principles of social and institutional participation may help in initiating them. However, also on the objects where these proceedings are to be carried out, the use of these forms of participation may positively affect both the scope of investments and activities planned at the stage of Assumptions to the land consolidation project, as well as the course of the land consolidation itself.

The aim of this article is to present the most interesting design solutions, results and multi-functionality of the implemented land consolidation in in Strzelce Wielkie village, Szczurowa community. The consolidation works were carried out in 2018-2022 by the Krakow Office of Geodesy and Rural Areas in Krakow. The land consolidation project in the village of Strzelce Wielkie was awarded 1st place in the XLVI National Competition for the Quality of Land consolidation projects organized by the Ministry of Agriculture and Rural Development with the participation of the Association of Polish Surveyors.
