Purpose: The purpose of this study is to assess the impact of the planned location of the FSRU (Floating Storage Regasification Unit) terminal in the waters of the Gulf of Gdańsk with respect to the safety of navigation. The analysis is focused on determining the intensity of traffic of different classes of sea vessels in the approach area to the port of Gdańsk, indicating an increased risk of potential collision scenarios. The study covers the frequency of vessel passage through the two control gates, allowing the application of probabilistic risk assessment models for future LNG transhipment operations. Design/methodology/approach: The study used in the article consisted of examining how the intensity and structure of traffic of various types of vessels in the approach channels to the Port of Gdańsk affect the collision risk level in the context of maritime safety of the planned FSRU terminal construction. Findings: Probabilistic modelling of the number of collisions between vessels based on AIS gate data showed that cargo and container vessels pose the greatest collision risk due to their frequent movements and variable traffic intensity. The possibility of manoeuvring collisions involving passenger, service and fishing vessels was also identified. The study points to the need to implement flexible traffic management and tools for safety prediction and management. Research limitations/implications: The probabilistic models used are effective in the overall assessment of dynamics, but do not fully reflect the complexity of interactions between ships and the impact of hydrometeorological conditions. The assumptions made about the randomness and independence of events do not take into account actual operational procedures, such as entry schedules or pilotage. In the future, it would be worthwhile to broaden the approach to the issue by including models that take into account seasonal variations in vessel traffic and environmental data in order to increase the accuracy of hazard forecasting and support safety decisions in the FSRU terminal area. Practical implications: The results of the study can be used in the planning and organisation of maritime traffic in the Port of Gdańsk area, particularly in the context of integration with the operation of the FSRU terminal. The proposed approach makes it possible to predict potential collision situations. The implementation of such a model can improve navigational safety, increase fairway capacity and reduce the risk of congestion or incidents. For port operators and traffic management institutions, such as VTS, this means more efficient resource management and better preparation for handling special vessels, such as LNG. Originality/value: The paper presents the application of probabilistic models based on AIS data to assess navigational safety in the area of the planned FSRU investment. The value of the study lies in its practical approach to navigational safety analysis with a view to the future operation of the terminal. The results may be useful for maritime traffic management authorities, port planners and teams responsible for assessing the impact on the marine environment. The method developed can also be used in other ports with a similar traffic structure.
This paper presents the topic of ensuring maritime traffic safety during a rocket flight, and examines it by providing an example of two flights performed by a Polish suborbital rocket ILR-33 AMBER 2K. Comparing approaches to rocket flight safety in Poland and Norway is presented in the context of a rocket flight to the Kárman line in Norway, held in July 2024. The thesis of this paper is that launching such a flight safely from Poland would be unfeasible, as demonstrated by current regulations and numerical computations based on maritime traffic data obtained from the automatic identification system (AIS) records. A discussion regarding feasibility of future suborbital flights from Polish shore concludes the paper.
Combining the questions related to the security sciences, and methods and tools applied in the management and quality sciences, the study is of interdisciplinary nature. The aim of the article is to identify the directions for the modernisation of the Polish Naval Forces through the proper adaptation of the QFD (Quality, Function Deployment) method in order to solve the research problem, in which it is necessary to find an answer to the following question: How should the QFD method be applied to define directions for the modernisation of the naval forces in a medium-sized country, on the example of Poland. During the research, the following research hypothesis has been verified: The application of the QFD method to define the directions for the modernisation of the naval forces in a medium-sized country requires a comprehensive identification of naval force assets belonging to that country, in accordance with the NATO standards, and their evaluation in the context of implementing tasks in the strategic and operational aspects, with the use of the results obtained in a comparative analysis of the home forces and the potential adversary’s forces. The article fills in a scientific gap by indicating the way of applying the QFD method in the field of the maritime security of the State.

W świetle rosyjskiej agresji na Ukrainę znaczenie infrastruktury morskiej - portów, baz i stoczni - uwidoczniło się w pełni. Artykuł analizuje, w jaki sposób kontrola nad tymi elementami umożliwiła Rosji prowadzenie działań zbrojnych, utrzymanie ciągłości zaopatrzenia oraz projekcję siły w regionie Morza Czarnego. Szczególną uwagę poświęcono bazom w Sewastopolu, Noworosyjsku i Ochamchire, które odegrały istotną rolę w rosyjskich operacjach militarnych, a także w tworzeniu stref przeciwdostępowych. Chociaż główne działania wojenne toczyły się na lądzie, regiony nadmorskie pozostały pod silnym wpływem rosyjskich możliwości morskich. Porty i kontrolowane wybrzeża stały się nie tylko zapleczem operacyjnym, lecz także ważnym elementem presji strategicznej. Port infrastructure plays a crucial role during armed conflict, both in military and economic dimensions. From a military perspective, it enables the deployment of armed forces, ensures logistical support, and allows for more effective power projection into coastal areas, including the control and blockade of maritime communication routes. Economically, ports function as vital transport hubs essential for maintaining the continuity of supply chains - encompassing both exports and the import of strategic resources, including military equipment. In light of the Russian aggression against Ukraine, the significance of maritime infrastructure - including ports, bases, and shipyards - has become particularly evident. This article examines how control over such elements has enabled Russia to conduct military operations, maintain supply continuity, and project power in the Black Sea region. Special attention is given to the bases in Sevastopol, Novorossiysk, and Ochamchire, which have played a key role in Russian military activities and in the establishment of anti-access zones. Although the main combat operations have taken place on land, coastal regions have remained under strong influence from Russia’s maritime capabilities. Ports and controlled coastlines have served not only as operational support zones but also as important tools of strategic pressure. The article demonstrates how control over port infrastructure shapes the course of modern armed conflicts and highlights its significance for the security of coastal states.

The increasing maritime traffic density in the Makassar Strait, particularly due to the development of the Hub Port at Indonesia’s new capital (IKN), necessitates a structured Traffic Separation Scheme (TSS) to ensure navigational safety. This study aims to design a preliminary TSS by integrating hydro-oceanographic data, vessel traffic analysis, and maritime risk assessment. A qualitative research methodology employing case studies and literature reviews was applied. Vessel movement patterns were analyzed using data from the Indonesian Maritime Security Agency (BA-KAMLA RI) and vessel tracking applications. Safety assessments were conducted based on historical collision records and probabilistic modeling of grounding, stranding, and vessel collisions. Hydro-oceanographic data, including wind speed, wave height, and tidal currents, were sourced from secondary data and validated using numerical modeling. The findings suggest that the Makassar Strait TSS should consist of two separate lanes, each 3 km wide, with dedicated northbound and southbound routes. The design considers navigational obstacles such as subsea pipelines, offshore platforms, and coral reefs, ensuring safe passage. Hydro-oceanographic analysis confirms that prevailing conditions, including wind speeds below 15 knots and maximum wave heights of 1.25 meters, comply with recommended maritime safety standards. Additionally, statistical evaluations of vessel movement and collision probability indicate that a 3 km-wide channel effectively mitigates accident risks. This study provides an initial framework for optimizing TSS implementation in one of Indonesia’s most strategic waterways. The results highlight the importance of structured traffic management in reducing navigational hazards and improving maritime efficiency. The proposed TSS design aligns with international safety regulations and aims to support the long-term development of the IKN Hub Port as a critical maritime node. However, this study relies on secondary data and does not incorporate real-time traffic monitoring or high-resolution hydrographic surveys. Future research shouldinte grate real-time Automatic Identification System (AIS) data and in-situ hydrographic measurements to refine the TSS structure. Additionally, further hydrodynamic simulations should be conducted to enhance route optimization under extreme weather conditions.

Presented below, the article is of interdisciplinary nature, as it combines problems related to security sciences and methods and tools applied in management and quality sciences. The aim of the study is to present a concept of applying FMEA for evaluation of risks in the field of maritime security of the State. The solution to the research problem involves the implementation of the FMEA method as a procedure that allows for the assessment of risks posed to maritime security in the indicated aspects and for the definition of necessary corrective and preventive actions eliminating these risks. During the research, it has been possible to verify a hypothesis stating that the accurate evaluation of risks posed to maritime security in the discussed aspects is viable due to the application of FMEA and the determination of the values of the suitable measures and indicators resulting from that analysis. This modus operandi allows the Author to fill in a research gap with the use of an interdisciplinary approach toward the problem in question. The results of the particular stages of the study come as the results of the Author’s own scientific research discussed on the example of Poland. Consequently, the set of activities recommended to eliminate the risks identified in the area under research is established.

Rozwiązanie problemu badawczego polegało na implementacji Failure Mode and Effects Analysis, jako procedury umożliwiającej ocenę występujących lub potencjalnych ryzyk dla bezpieczeństwa morskiego we wskazanych aspektach oraz zdefiniowanie koniecznych działań naprawczych i prewencyjnych. W postępowaniu badawczym dokonano weryfikacji hipotezy, iż trafna ocena ryzyk dla bezpieczeństwa morskiego we wskazanych aspektach, możliwa jest dzięki zastosowaniu metody FMEA oraz określeniu wartości, wynikających z tej analizy mierników / wskaźników poziomu tego bezpieczeństwa. Proponowane rozwiązanie pozwala na wypełnienie pewnej niszy badawczej związanej z wykorzystaniem przedmiotowej metody do oceny ryzyk i zagrożeń w obszarze bezpieczeństwa morskiego. Rezultaty poszczególnych etapów opracowania są wynikiem badań własnych autora. Przedstawione rozwiązanie pozwala na zdefiniowanie zespołu rekomendowanych działań zorientowanych na neutralizację ryzyk i zagrożeń w badanym obszarze.
Coraz pilniejsza potrzeba uzupełnienia deficytu energetycznego i towarzysząca jej troska o nieszkodliwość źródeł pozyskiwania energii elektrycznej skłaniają Polskę do inwestowania w jej produkcję z odnawialnych, bezemisyjnych źródeł. Taką możliwość dają morskie elektrownie wiatrowe. Inwestycje te z uwagi na ich strategiczną rangę i bardzo wysokie koszty muszą być odpowiednio chronione przed zdarzeniami naruszającymi ich funkcjonowanie. Celem artykułu jest przedstawienie formalnoprawnych wymogów uruchomienia i działalności farm wiatrowych oraz rozpoznanie możliwości przeciwstawienia się antycypowanym niemilitarnym zagrożeniom generowanym przez użytkowników polskich obszarów morskich. Analiza systemowa i instytucjonalno-prawna pozwala na konstatacje dotyczące braku krajowych mechanizmów zapewniających skuteczną ochronę morskich farm wiatrowych. Autor rekomenduje modyfikację obowiązujących, w badanym przedmiocie, przepisów prawnych i wskazuje na wiodącą rolę ustawy o ochronie żeglugi i portów morskich, a także podmioty systemu bezpieczeństwa państwa, które powinny być zaangażowane w zabezpieczenie omawianych morskich inwestycji.

The urgent need to supplement the energy deficit and the corresponding concern regarding environmental safety, is an incentive for Poland to invest in renewable, emission-free energy sources. Offshore wind farms provide such a possibility. These investments, due to their strategic importance and very high costs, must be adequately protected against potential threats. The aim of the article is to present the legal requirements for the commissioning and operating of wind farms, as well as to identify the possibilities of countering anticipated non-military threats generated by users of the Polish sea areas. The system, the institutional, and the legal analysis leads to the conclusion, that there is a lack of national mechanisms ensuring effective protection of offshore wind farms. The author recommends a modification of the legal provisions in this area and points to the leading role of the Act on the Protection of Shipping and Sea Ports, as well as the agencies of the state security system that should be involved in securing the maritime investments in question.
The civilizational development has been linked to energy sources and ways of obtaining them. Countries with access to low-cost energy sources usually enjoyed years of rapid development and period of prosperity. Today, the environmental impact of energy production is playing an increasingly important role. There is a rise in the share of energy produced from renewable sources: water, wind and solar. Photovoltaic panels are becoming more and more popular: progressively cheaper, lighter and easier to use. However, the development of solar panels has its limits. They cannot be installed on all surfaces, in any location and, most importantly, they take valuable space that could be used for other purposes. Recently, technological development allowed to produce floating solar photovoltaic (FSPV) that creates a new quality in this area. Solar energy can be sourced ecologically, close to the areas of greatest demand, and not blocking valuable land space. However, new floating installations generate new challenges in terms of not only maritime spatial planning, but also the maritime safety environment and, in long term perspective, global security.

Rozwój cywilizacyjny powiązany jest ze źródłami energii i sposobami jej pozyskiwania. Państwa, posiadające dostęp do tanich źródeł energii zazwyczaj cieszyły się latami szybkiego rozwoju i przeżywały okres świetności. Obecnie coraz większą rolę odgrywa również wpływ jaki pozyskiwanie energii ma na środowisko naturalne. Obserwuje się zwiększanie się udziału wytwarzanej energii z odnawialnych źródeł: wody, wiatru, czy Słońca. Coraz większą popularnością cieszy się energia słoneczna pozyskiwana przy użyciu paneli fotowoltaicznych: coraz tańszych, lżejszych i łatwiejszych w eksploatacji. Rozwój paneli słonecznych ma jednak swoje granice. Nie mogą być instalowane na każdej powierzchni, w każdym miejscu oraz co najważniejsze zajmują cenną przestrzeń, która wielokrotnie mogłaby być użyta do innych celów. Tymczasem rozwój technologii pozwolił opracować pływające panele słoneczne, które tworzą nową jakość w tym zakresie. Energia słoneczna może być pozyskiwana ekologicznie, niedaleko miejsc największego zapotrzebowania i jednocześnie nie zajmować cennej przestrzeni na lądzie. Nowe instalacje na powierzchni akwenów tworzą jednak nowe wyzwania w zakresie nie tylko planowania przestrzennego obszarów morskich, ale również środowiska bezpieczeństwa morskiego oraz, w dalszym horyzoncie, bezpieczeństwa międzynarodowego.
Celem niniejszego opracowania jest dokonanie kwalifikacji prawnej czynu, który 26 września 2022 roku doprowadził do uszkodzenia gazociągów Nord Stream i Nord Stream 2. Analiza stanu faktycznego opiera się na przyjęciu dwóch możliwych scenariuszy, w których za sprawstwo odpowiadać może państwo bądź sprawcy niezwiązani z żadnym państwem. Kluczową rolę w analizie odgrywają normy prawa międzynarodowego dotyczące agresji oraz postanowienia Konwencji w sprawie przeciwdziałania bezprawnym czynom przeciwko bezpieczeństwu żeglugi morskiej (SUA). Wnioski z analizy wskazują na istotne luki w prawie międzynarodowym w zakresie ochrony stałych konstrukcji wznoszonych poza morzem terytorialnym. Okoliczności sabotażu zostały na potrzeby niniejszej publikacji ustalone w oparciu o informacje powszechnie dostępne w czasie jej powstawania, tj. do końca października 2023 roku.

The purpose of this article is to establish a legal qualification of an act comitted on 26th September 2022, which resulted in severe damage to Nord Stream and Nord Stream 2 gas pipelines. The following analysis takes into account two possible scenarios, in which either a state, or an independent party was responsible for the act. Legal analysis is primarily based upon public international law provisions on an act of aggression, as well as upon the Convention on Suppression of Unlawful Acts against the Safety of Maritime Navigation. Several important shortcomings in existing international law provisions on protection of fixed structures outside of the territorial sea have been identified as a result of the analysis. The article takes into account information on the circumstances of the sabotage which were commonly available at the time of writing, i.e. until the end of October 2023.
The maritime industry is a high-risk industry, which constantly has to make decisions in a rapidly changing environment. Therefore, understanding the essence of "situational awareness" is very important for making the right decision. In this regard, it is obvious that a correct situation analysis, based on a theoretical basis, creates the proper prerequisites for making the right decision in a developing situation, and vice versa. Considering this fact, this article proposes to study the factors that influence this phenomenon, their regularities and connections. It presents the data of a survey among seafarers to determine the level of understanding of situational awareness as a predominant component of the human factor in most accidents in the maritime industry.
The paper presents an original concept of maritime safety modeling using the tool apparatus of L. von Bertalanffy’s general systems theory. In the introduction, the methodological assumptions of the general systems theory were formulated, which was used to build a formalized model of the maritime security system, including all the basic structures of the system topology, i.e. separated components, basic relations between these elements and the specification of the system environment. Using the tool apparatus of the general systems theory by L. von Bertalanffy in the modeled Maritime Security System, the basic elements of the system approach were distinguished, i.e. the concept of a set, structural elements, system relations, external environment and system inputs and outputs. The main research thesis is that maritime security, which is a kind of open system, can be interpreted on the basis of general systems theory, which provides effective research tools for a broader look at the application side of maritime safety. The basis of this thesis is the assumption that maritime security can be interpreted as a praxeological system of action that functions in a specific holistic environment, constantly exchanging information, energy and matter with it, thanks to which the entropy (disorder) of the system remains in a certain (safe) equilibrium. Finally, a brief analysis of the controversy surrounding a universal systems approach with regard to application in the social sciences and humanities was conducted.

W artykule przedstawiono autorską koncepcję modelowania bezpieczeństwa morskiego z wykorzystaniem aparatury ogólnej teorii systemów L. von Bertalanffy’ego. We wstępie sformułowano założenia metodologiczne ogólnej teorii systemów, które posłużyły do zbudowania sformalizowanego modelu systemu bezpieczeństwa morskiego, uwzględniającego wszystkie podstawowe struktury topologii systemu, tj. specyfikację środowiska systemowego. Wykorzystując aparat narzędziowy ogólnej teorii systemów L. von Bertalanffy’ego w modelowanym Systemie Bezpieczeństwa Morskiego wyróżniono podstawowe elementy podejścia systemowego, tj. pojęcie zbioru, elementy strukturalne, relacje systemowe, otoczenie zewnętrzne i wejścia systemowe oraz wyjścia. Główną tezą badawczą jest to, że bezpieczeństwo morskie, które jest swego rodzaju systemem otwartym, może być interpretowane w oparciu o ogólną teorię systemów, która dostarcza skutecznych narzędzi badawczych dla szerszego spojrzenia na aplikacyjną stronę bezpieczeństwa morskiego. Podstawą tej tezy jest założenie, iż bezpieczeństwo morskie można interpretować jako prakseologiczny system działania funkcjonujący w określonym holistycznym środowisku, stale wymieniający z nim informacje, energię i materię, dzięki czemu entropia (nieporządek) systemu pozostaje w pewnej (bezpiecznej) równowadze. Na koniec dokonano krótkiej analizy kontrowersji wokół uniwersalnego podejścia systemowego w odniesieniu do zastosowań w naukach społecznych i humanistycznych.
The study presented here is of interdisciplinary nature because it combines prob-lems from the field of security sciences with methods and tools applied in management and quality sciences. It proves the functionality of strategic analysis applied to strengthen and develop maritime security of the State. A reference point to the analysis discussed in the study is Poland’s Strategic Concept for Maritime Security which provides a comprehensive definition of numerous notions and problems necessary to perform it. The recommendations provided in the above-mentioned document have been verified on the basis of the result of the strategic analysis. The result, in turn, determines a scope of actions that should be undertaken. The scope should be understood as a strategic option that comes as a stage of a long-term process, the further stages of which result from a periodic revision of the strate-gic analysis that can come from some possible changes in the environment of the analysed entity/State and from the evolution of its strengths and weaknesses. Resulting from the analysis, the strategic options allow the strategy to be implemented in the forms of pro-grammes for the modernisation of the naval forces, operations undertaken in the field of maritime critical infrastructure, non-military operations undertaken by the State admin-istration and maritime economy to improve maritime security. The results of the particular stages of the strategic analysis come as the outcome of the Author’s original work.
Celem niniejszego opracowania jest wskazanie wyzwań i zagrożeń bezpieczeństwa morskiego obszaru Morza Bałtyckiego, dotychczas występujących oraz zagrożeń w nowych odsłonach. Zagrożenia i wyzwania w tym obszarze wywierają negatywny wpływ na środowisko morskie jak również na uprawianie żeglugi morskiej. Wynika z tego potrzeba realizacji konkretnych działań przez właściwe komponenty sił morskich. W opracowaniu wskazano zadania Morskiej Służby Poszukiwania i Ratownictwa, których istotą będzie przeciwdziałanie różnorakim zagrożeniom na morzu, poczynając od holowania awaryjnego uszkodzonych statków, asysty ratowniczej, gaszenia pożarów na statkach, zwalczania zagrożeń ole-jowych na morzu a także poszukiwania i ratownictwa rozbitków, udzielania im pomocy medycznej, pełnienia funkcji ośrodka koordynacyjnego w przypadku akcji ratowniczych oraz innych sytuacji kryzysowych na morzu.

The aim of this study is to identify the challenges and threats to the maritime security of the Baltic Sea area, existing so far, and threats in new versions. The threats and challenges in this area have a negative impact on the marine environment as well as on shipping. Hence, there is a need for concrete actions to be implemented by specific components of the naval forces. The study indicates the tasks of the Maritime Search and Rescue Service, the essence of which will be to counteract various threats at sea, starting from emergency towing of damaged ships, rescue assistance, extinguishing fires on ships, fighting oil threats at sea as well as searching and rescuing survivors, providing them with medical assistance. , to act as a coordination center for rescue operations and other emergencies at sea.
In order to ensure the highest level of maritime travel safety, standards and rules are applied aimed at eliminating potential risks. In view of changes in the environment – as a result of, among others, the Covid-19 pandemic and Russia’s aggression against Ukraine – it has become necessary to verify expec-tations and preferences towards the provision of maritime transport services from the perspective of its users, representing generation Y. A key factor for evaluating cruise maritime service in the situation of current threats was identi-fied to achieve the objective of this study. At the same time, groups of factors responsible for the emergence of threats to travelers were identified, and pro-posals for measures to increase confidence in maritime transportation were evaluated from the perspective of the surveyed participants.
During the last decades, maritime security has always stood as a separate critical problem for both shipowners and crews of sea-going ships, characterized by alternating periods of relative stability and periods of occurrence and growth of new threats, which proceeded from times of sailing fleet to an epoch of iron steam shipbuilding. Certainly, it is difficult to overestimate the significant role of the scientific community, which has been researching this problem for a long time, studying its scientific and practical sides. The professional experience of seafarers in sufficient measure, served as a basis of interest to this question, has led to the development of strategies and complex measures, which until now provided safety for ships and their crewmembers. Without recent advances in maritime security, shipping as an industry would not be able to reach the current level of reliability in shipping processes. Each generation of humanity has prioritized maritime security, contributing to improving its standards and stressing the importance of continuous development of the theoretical base. At least 23 million tons of cargo and 55,000 passengers move daily by water transport, so the concept of maritime safety applies not only to the safety of life at sea, ship and cargo security but also to the prevention of maritime accidents and pollution. The increasing share of sea and river transport in the international cargo and passenger turnover leads to the need to increase demands on maritime safety and security.
Celem artykułu jest przedstawienie oryginalnego podejścia do problematyki modelowania bezpieczeństwa morskiego, które powszechnie jest traktowane jako jedna z wielu kategorii dominującego w teorii i praktyce bezpieczeństwa narodowego. We wstępne zarysowano elementy teorii bezpieczeństwa i podstawowe jego definicje. Podjęto także dyskusję na temat niekończącego się problemu rozłączności/ tożsamości bezpieczeństwa narodowego i bezpieczeństwa państwa. Dla bezpieczeństwa morskiego zostały wyspecyfikowane zasadnicze rodzaje zagrożeń powodujących jego destrukcję. Szczególną uwagę zwrócono na wielowymiarowość bezpieczeństwa morskiego i związane z tym podziały typologiczne oraz konsekwencje prawno-międzynarodowe. Nakreślono zasadnicze przesłanki, zgodnie z którymi bezpieczeństwo morskie jest uważane za pojęcie wieloznaczne, o znaczeniu ogólnoświatowym i transgranicznym. Odnosi się ono do całego środowiska morskiego, będącego kategorią wspólną dla wszystkich uczestników życia międzynarodowego. Określa ono ogólne warunki korzystania z przestrzeni i obszarów morskich przez różne podmioty krajowe, międzynarodowe, a także komercyjne, publiczne i niepubliczne – zgodnie z pewnymi zasadami przestrzegającymi uniwersum bezpieczeństwa. W zakończeniu wskazano główne podmioty i organa administracyjne kształtujące wymagane standardy bezpieczeństwa w wymiarze krajowym i międzynarodowym. Główna teza pracy orzeka, iż bezpieczeństwo morskie jako kategoria rodzajowa bezpieczeństwa narodowego w istotny sposób wpływa na wiele rodzajów bezpieczeństwa przedmiotowego, a tym samym na ogólny poziom bezpieczeństwa narodowego każdego państwa nadbrzeżnego. W dobie globalizacji bezpieczeństwo morskie tych państw, obok bezpieczeństwa ekonomicznego, społecznego, gospodarczego, informacyjnego, energetycznego i wielu innych, jest jednym z kluczowych komponentów bezpieczeństwa narodowego i bezpieczeństwa państwa.

The aim of the article is to present an original approach to the issue of maritime security modeling, which is commonly treated as one of the many categories dominant in the theory and practice of national security. Elements of the theory of security and its basic definitions are initially outlined. There was also a discussion on the endless problem of severability / identity of national security and state security. For the eponymous maritime security, the basic types of threats causing its destruction have been specified. Particular attention was paid to the multidimensionality of maritime security and the related typological divisions and legal and international consequences. The underlying rationale for considering maritime safety as an ambiguous concept with global and transboundary relevance has been outlined. It relates to the entire marine environment, which is a category common to all participants in international life. It defines the general conditions for the use of sea space and areas by various national, international, commercial, public and non-public entities – in accordance with certain rules respecting the security universe. The conclusion indicates the main entities and administrative bodies shaping the required safety standards in the national and international dimension. The main thesis of the work states that maritime security, as a generic category of national security, has a significant impact on many types of subject security, and thus on the general level of national security of each coastal state. In the era of globalization, the maritime security of these countries, along with economic, social, economic, information, energy and many other securities, is one of the key components of national security and state security.
The article aims to analyze the chances and challenges related to the military security of states surrounding the Baltic Sea. Notably, the problem of the protection of maritime traffic and other sea-related economic activities shall be described. Particular attention shall be given to possible scenarios of “hybrid warfare.” Based on possible threats characteristics, several aspects of changes in organizations and ways of employment of naval forces, border, and coast guard forces and special operations forces.

Tematem artykułu jest analiza szans i wyzwań związanych z bezpieczeństwem militarnym państw otaczających Morze Bałtyckie. W szczególności opisano problem bezpieczeństwa transportu morskiego oraz innej działalności gospodarczej związanej z morzem. Szczególna uwaga została zwrócona na możliwe scenariusze „wojny hybrydowej” w tym regionie. W oparciu o możliwą charakterystykę zagrożeń istotnymi aspektami są postulowane zmiany w organizacji oraz sposobach wykorzystania sił morskich, formacji granicznych oraz wojsk specjalnych.
People responsible for crisis management, especially in coastal voivodships (Pomeranian, West Pomeranian and Warmian-Masurian Voivodeship) must be aware and prepared to take effective action in the event of emergencies in maritime waters. The geographical, hydro meteorological conditions and geographical conditions of the Baltic Sea of the Baltic Sea and the increasing intensity of Baltic shipping, and in particular the increase in oil transport, mean that the likelihood of maritime accidents that can generate crises in sea areas increases significantly. There are about 2000 ships in the Baltic marine area at any given moment and about 3500 - 5500 ships navigate through the Baltic Sea per month. Approximately 20% of the ships in the Baltic Sea are tankers. Despite different uncertainties some trends in the Baltic shipping can be expected. For example ship traffic is likely to increase yearly and it is expected that vessel size will increase because the maritime transport must be more efficient and cost-saving. Such trends create serious threats for Baltic States. The maritime administrations of the Baltic States and international maritime organizations undertake a number of actions to increase maritime safety in the Baltic Sea. The publication characterizes Baltic shipping and analyzes the scale of threats generated by maritime accidents, as well as ways of responding and minimizing the probability of emergencies in the Baltic Sea. Activities including: legislative and organizational activity were also characterized; practical use of modern technology both on vessels and in land navigation monitoring systems; marine traffic engineering and shipbuilding, which aim is to minimize the likelihood of maritime accidents in the Baltic Sea and analyses of Baltic states capacity to oil spill response. In addition, the publication proposes a definition of a crisis situation in relation to sea areas and presents when a maritime accident or incident can generate a crisis situation in sea areas. The result of the research process is proposals for actions that, in the author's opinion, should be taken to reduce the number of maritime accidents in the Baltic Sea.
