The implementation of sustainable mobility initiatives in academic institutions plays a crucial role in shaping environmentally friendly transport behaviours and enhancing urban accessibility. This study focuses on monitoring and evaluating the effectiveness of sustainable mobility measures within a university setting, examining their impact on commuting patterns and infrastructure usage. It further investigates the role of institutional collaboration in advancing innovative transport solutions and assesses the influence of newly introduced facilities and organizational strategies on mobility choices. By dissecting user feedback and mobility data, the study provides insights into the effectiveness of implemented measures and identifies key challenges and opportunities for further development and enhancing sustainable transport strategies. Despite these efforts, transport behaviours still do not fully align with sustainability goals, highlighting the need for further research and firmed actions. Nevertheless, the results of the survey conducted within this study indicate that the sustainable development policy is progressing in a positive direction, as 45% of respondents report using intermodal transport when commuting to the buildings of Gdynia Maritime University (GMU). The findings aim to support policymakers, urban planners and academic institutions in refining mobility policies and infrastructure to create a more accessible and sustainable transport environment.

Numerous studies have underscored the significance of scheduling and optimization challenges within maritime terminals. This dissertation examines how to optimize container movements specifically for export operations, simultaneously taking into account the operating sequences of yard cranes and trucks. It also considers any potential interference that may arise among yard cranes. A survey of existing literature on yard crane scheduling indicates a lack of work addressing both unproductive crane moves and possible crane-to-crane interferences at the same time, which constitutes an innovative element in our study. Initially, the container loading scheduling task is formulated as a mixed-integer linear program, where the objective function aims to minimize the overall handling time required by the yard cranes. The mathematical model incorporates various assumptions that address interference effects and non-productive movements. In order to tackle this problem, an Adaptive Large Neighborhood Search (ALNS) heuristic is introduced. This strategy proves effective in managing optimization issues in container terminals, regardless of the size of the problem—whether it involves 10, 20, or even 100 containers. The data utilized for validating the method are intentionally generated, allowing for differences in both the number of containers and the amount of accessible handling equipment. Extensive testing verified the ALNS algorithm’s usefulness. Various situations were tested by combining various removal and insertion strategies, and the results demonstrated the ALNS method’s robustness.

The development of inland navigation is an important component of sustainable transport in Europe. Its use contributes to reducing harmful emissions, improving transport safety, and increasing the economic efficiency of freight movement. However, the varying geographical, infrastructural, and institutional conditions make it difficult to assess navigation systems across countries in a consistent and comparable manner. This article aims to assess the maturity level of inland waterway transport systems in selected European countries using a five-level maturity model that considers factors related to fleet, infrastructure, and system operations. The study analyses systems operating in Central and Eastern Europe, as well as in Western Europe (primarily in the Rhine basin)—a total of 12 systems. The countries were grouped according to geographic location and the strategic role of inland navigation within national transport policies. The results reveal significant differences in maturity levels and, through benchmarking, identify development priorities for individual systems. The use of a coherent assessment model at the supranational level enables the identification of development gaps and investment priorities across different regions of Europe. This approach provides practical support for policy makers in the shaping of sustainable and integrated transport strategies across the continent.

The article presents an innovative approach to one of the key challenges in offshore mining – transporting ore from the seabed to the surface. Traditional methods, such as CLB (with continuareline bucket), HP (hydraulic pumping), ALP (air-lift pumping) or hybrid techniques, are associated with high energy consumption and high operating and environmental costs. To adddress these limitations, the authors propose an alternative solution based on the use of physicochemical phenomena, which significantly reduces energy consumption. The starting point is the analysis of basic physical principles, such as potential energy or the buoyancy principle, in the context of the aquatic environment and high pressure conditions at great depths. The authors consider the use of the natural properties of the working medium as a source of power for the ascent process, as well as the potential for energy recovery, which enhances the energy balance and the transport system’s efficiency. The article presents the results of theoretical and simulation studies, which have laid foundation for numerous patents and scientific publications. The authors emphasize the practical potential of the proposed solutions, indicating at the same time the need for further work on their implementation in real-world conditions.

The objective of the present study is to determine what impact the change in the road infrastructure, consisting in its expansion/modernization, has on the structure of road accidents. This is the case when a section of road infrastructure is expanded to include a new, higher-ranking road, and what impact this has had on road incidents on a road that has hitherto acted as the main link in the respective area. The practical value of the research results is the possibility of predicting the estimated number and types of road incidents that will occur after introducing changes to the road infrastructure. For this purpose, a research methodology was proposed, based on publicly available materials published by governmental organizations, i.e. data on road infrastructure, including road traffic volumes, and non-governmental organizations collecting information on road incidents. The research methodology was presented on the example of two selected sections of road infrastructure in Poland. Then, the structure of accidents before and after the change in the transport system was analyzed, and then, in accordance with the proposed formula, the accident rate was determined in the general variant and with the specification for heavy goods vehicles. The research results indicate a significant correlation between the development of road infrastructure and the increase in the level of road safety.

Celem niniejszego badania jest określenie wpływu zmiany infrastruktury drogowej, polegającej na jej rozbudowie/modernizacji, na strukturę wypadków drogowych. Dotyczy to sytuacji, gdy odcinek infrastruktury drogowej zostaje rozbudowany o nową, wyższą drogę, oraz jaki wpływ ma to na zdarzenia drogowe na drodze, która dotychczas pełniła rolę głównego ogniwa na danym obszarze. Praktyczną wartością wyników badań jest możliwość prognozowania szacunkowej liczby i rodzajów zdarzeń drogowych, które wystąpią po wprowadzeniu zmian w infrastrukturze drogowej. W tym celu zaproponowano metodykę badań opartą na publicznie dostępnych materiałach publikowanych przez organizacje rządowe, tj. danych o infrastrukturze drogowej, w tym o natężeniu ruchu drogowego, oraz organizacjach pozarządowych gromadzących informacje o zdarzeniach drogowych. Metodykę badań przedstawiono na przykładzie dwóch wybranych odcinków infrastruktury drogowej w Polsce. Następnie przeanalizowano strukturę wypadków przed i po zmianie systemu transportowego, a następnie, zgodnie z zaproponowanym wzorem, wyznaczono wskaźnik wypadkowości w wariancie ogólnym oraz ze specyfikacją dla pojazdów ciężarowych. Wyniki badań wskazują na istotną korelację pomiędzy rozwojem infrastruktury drogowej a wzrostem poziomu bezpieczeństwa ruchu drogowego.

W niniejszym artykule zaprezentowano wybrane zagadnienia z zakresu teorii obsługi masowej w odniesieniu do transportu kruszyw, gdyż modele tej teorii są przydatne w analizach i obliczaniu wielu systemów transportowych, a także użyteczne w rozwiązywaniu zagadnień z zakresu teorii i praktyki eksploatacyjnej z uwzględnieniem niezawodności. Prezentowane modele będą ilustrowane przykładami.

This article presents selected issues in the field of mass handling theory in relation to aggregate transport, since the models of this theory are useful in the analysis and calculation of many transport systems, and also in solving issues in the field of operational theory and practice, taking into account reliability. The presented models are illustrated with examples.

Purpose: To investigate sustainable road transport practices and the challenges facing Sidama Region, Ethiopia, in the context of national development goals. Methodology: The study uses a qualitative approach, including focus group discussions, key informant interviews, and document analysis, analyzed thematically with NVivo software and grounded in theories of accessibility, mobility, and sustainability. Results: The research identifies significant challenges: policy fragmentation, underdeveloped infrastructure, limited adoption of intelligent transport solutions, weak stakeholder engagement, and environmental sustainability gaps. Theoretical Contribution: The study applies and tests established transport theories in a new regional context, highlighting the gap between policy aspirations and practical outcomes. Practical Implications: Recommendations include improved policy alignment, investment in infrastructure and human capital, stronger public-private partnerships, and adoption of green technologies to advance sustainable transport in Sidama.

This paper presents a comprehensive approach to the optimization of carrier routes and warehouses within multimodal transport systems, with a focus on a localized approach that takes into account specific regional features and constraints. The study develops an economic and mathematical model that considers both operational efficiency and cost minimization by integrating different modes of transport such as road, rail, and sea. Through a comprehensive analysis of existing literature and application of advanced optimization algorithms, the study proposes a new framework that improves the decision-making process in route planning and carrier selection. The proposed model is validated with real-world examples, demonstrating its practical applicability and potential to significantly improve the efficiency of multimodal transportation systems under different scenarios.

W miarę jak miasta i ich obszary funkcjonalne kontynuują opracowywanie Planów Zrównoważonej Mobilności Miejskiej (SUMP) i pracują nad osiągnięciem celów polityki UE, nabiera znaczenia potrzeba monitorowania tego postępu. Służą do tego wskaźniki monitorowania, za pomocą których można określić mocne i słabe strony systemu transportowego oraz skoncentrować się na obszarach wymagających poprawy. Niniejszy artykuł przedstawia założenia metodologiczne wyznaczenia wartości bazowych dla czterech strategicznych wskaźników monitorowania Planu Zrównoważonej Mobilności Miejskiej, z obszaru bezpieczeństwa ruchu drogowego, dostępności do publicznego transportu zbiorowego, emisji gazów cieplarnianych oraz jakości powietrza. Powyższe wskaźniki są uznane za obligatoryjne przy ocenie Planów Zrównoważonej Mobilności Miejskiej, przeprowadzanej przez Centrum Unijnych Projektów Transportowych. Autorzy przybliżyli sposób wyznaczenia wartości bazowych dla strategicznych wskaźników monitorowania SUMP na przykładzie Planu Zrównoważonej Mobilności 2030+ obejmującego Miejski Obszar Funkcjonalny miasta Sanok.

Cities and their functional areas continue to develop Sustainable Urban Mobility Plans (SUMPs) and work toward achieving EU policy goals. This progress must be monitored. Monitoring indicators are used to identify the strengths and weaknesses of the transportation system and focus on areas for improvement. This article presents methodological assumptions for establishing baseline values for four strategic monitoring indicators of the Sustainable Urban Mobility Plan: road safety, accessibility to public mass transit, greenhouse gas emissions and air quality. The above indicators are mandatory for evaluating Sustainable Urban Mobility Plans (SUMPs) by the Center for EU Transport Projects. The authors presented the method of determining baseline values for strategic SUMP monitoring indicators, using the example of the Sustainable Mobility Plan 2030+ covering the Functional Urban Area of Sanok.

The specific features of various ports create difficulties for county port authorities in Zadar County and other coastal regions of Croatia in effectively performing daily tasks like managing, maintaining, constructing, and operating ports. The reason for this is the increased presence of various elements that directly affect decision-making regarding the port's progress. Therefore, it has been acknowledged that it is necessary to establish a methodology that allows decision-makers (county port authorities) to make objective decisions regarding the future direction of port development. This article presents a methodology proposal based on the AHP (Analytical Hierarchy Process) method of multi-criteria decision-making. When determining the methodology, special attention was paid to the decision-makers, who were found to possess specific professional knowledge in their activity but rarely possess prior expertise in multi-criteria decision-making. Hence, it was crucial to establish a methodology that would be both straightforward and suitable for adoption by decision-makers themselves. The AHP method, aided by a wide range of easily accessible and even cost-free tools, facilitates this through its visual representation of goals, criteria, sub-criteria, interconnections, and subsequent outcomes. This approach ensures the feasibility of ongoing monitoring throughout the decision-making process. Ultimately, the proposed methodology was verified on the examples of five port areas based on conducted empirical research, which, with their properties, satisfy different directions of development. At the same time, the obtained results confirm its applicability.

The concept of transport systems includes various and complex technical, organisational, financial, and regulatory subsystems. Even considering them divided into individual branches does not make it possible to easily compare these systems due to the different conditions of their operation related to geographical, economic, and administrative factors. In such circumstances, maturity models can be a tool to assess transportation systems. This may be helpful in comparisons, but also in determining development directions. This article presents a review of the literature (conducted based on the Web of Science database, using the PRISMA method), focused on maturity models assessing transport systems. The analysis focused on the factors analysed in the described models and the similarities and differences of the individual models. For the literature review, the 'maturity model' was used as a keyword in the topic category. 31,075 results were limited by narrowing the search to the "transport" category, which resulted in 127 responses. Maturity models are listed in the following categories: general, management, specific aspect, capability, data/computing, safety/security, system, and others. Using the parameters of the tested models, it was proposed to take into account the levels of maturity for components of transport systems such as infrastructure (including: maintaining the declared technical parameters, integration with other modes of transport, and integration with the network), fleet (including: availability, condition), management system (including reliability and security, ongoing maintenance, development, data management).

Pojęcie systemów transportowych zawiera różne, złożone podsystemy techniczne, organizacyjne, finansowe i regulacyjne. Nawet rozpatrywanie ich w podziale na poszczególne gałęzie nie umożliwia do bezpośredniego porównywania tych systemów, ze względu na odmienne warunki ich funkcjonowania związane z czynnikami geograficznymi, ekonomicznymi czy administracyjnymi. Znane modele badawcze dotyczą głównie oceny poszczególnych procesów, ale pojawiają się też w innych kontekstach. Przed zaproponowaniem modelu dojrzałości, oceniającego system transportu całościowo, celowe jest określenie w jakich kontekstach narzędzie to pojawia się w literaturze naukowej związanej z systemami transportu i ich oceną. W niniejszym artykule przedstawiono przegląd literatury (przeprowadzony w oparciu o bazę Web of Science, metodą PRISMA), skoncentrowany na modelach dojrzałości oceniających systemy transportowe. Przy analizie skupiono się na czynnikach analizowanych w opisywanych modelach oraz podobieństwach i różnicach poszczególnych modeli. Do przeglądu literatury jako słowa kluczowego użyto „maturity model” w kategorii temat. 31 075 wyników ograniczono, zawężając poszukiwania do kategorii „transport” – dało to 127 odpowiedzi. Wyszczególniono modele dojrzałości mieszczące się w kategoriach: general, management, specific aspect, capability, data/computing, safety/security, system, and other. Korzystając z parametrów przebadanych modeli, zaproponowano uwzględnienie stopni dojrzałości dla komponentów systemów transportowych takich jak: infrastruktura (w tym: utrzymanie deklarowanych parametrów technicznych, integracja z innymi gałęziami transportu, integracja z siecią), flota (w tym: dostępność, stan), zarządzanie systemem (w tym: niezawodność i bezpieczeństwo, bieżące utrzymanie, rozwój, zarządzanie danymi).

The constant development of transport systems and the extensive activities related to the safety of its users necessitate the development of methods for assessing the impact of road infrastructure expansion/modernization on road safety. The objective of this paper is to elaborate the concept of such an assessment, which will form part of the author’s activities aimed at creating a methodology for a comprehensive analysis of the operational reliability of transport systems. The concept of assessing the impact of road infrastructure development on road safety presented in this paper refers to the GAMAB and Road Safety Impact Assessment methods from the subject literature. Our method is based on a comparative analysis of the condition of road infrastructure before and following its expansion/modernization, based on commonly available data, which constitutes the main advantage of the concept presented in this paper. Furthermore, the coefficients for occurrence of adverse road events were determined, and then conclusions drawn on this basis. The acquired results constitute an argument for the correctness of the presented concept.

W dniu 17 czerwca 2020 roku Przystanek osobowy „Gdynia Stocznia” położony na linii nr 250 w km 21,8 spółki Szybka Kolej Miejska w Trójmieście, zmienił nazwę na „Gdynia Stocznia – Uniwersytet Morski”. Zmiana nazwy przystanku związana jest z lokalizacją w pobliżu Uniwersytetu Morskiego przy ul. Morskiej, który w roku 2020 obchodził 100 lecie istnienia i właśnie rocznica stała się przyczynkiem zmiany nazwy. To już czwarta uczelnia w Trójmieście, która uwidoczniona jest w nazwie przystanku trójmiejskiej kolei miejskiej. Pierwsza była Politechnika Gdańska, następnie Uniwersytet Gdański oraz Akademia Wychowania Fizycznego i Sportu w Gdańsku Oliwie, a obecnie dołącza Uniwersytet Morski w Gdyni.

The article presents selected concepts, models and theories of safety known from research and applications in various areas of technology and suitable for use in the field of transport. In particular, attention was paid to cognitively promising in the field of transport safety, and relatively little used research concepts here: Normal Accident Theory (NAT) Ch.Perrow, "Swiss cheese model" /SCh-M/ by J. Reason, concepts of "safe space of action" by J. Rasmussen and R. Amalberti, the concept of High Reliability Organizations /HRO/, or even interpretations of the transport system as a complex system (CS). The main aim of the article was to present some important general safety concepts and show that they can be used to model safety in the field of transport. The article shows that the so-called Geysen's thesis allows for the development of justified safety analogies between transport systems and such systems of technology that have greater scientific and engineering achievements in the field of safety.

W artykule przedstawiono wybrane koncepcje, modele oraz teorie bezpieczeństwa znane z badań i zastosowań w różnych obszarach techniki i nadające się do wykorzystania w dziedzinie transportu. W szczególności zwrócono uwagę na poznawczo obiecujące w dziedzinie bezpieczeństwa transportu, a stosunkowo mało tutaj wykorzystywane koncepcje badawcze, jak: teoria normalnych wypadków /Normal Accident Theory/ autorstwa Ch. Perrowa, model „sera szwajcarskiego” /„Swiss cheese model”/ J. Reasona, koncepcje „bezpiecznej przestrzeni działań” /„safe space of actions”/ J. Rasmussena oraz R. Amalbertiego, koncepcja tzw. organizacji dużych (wysokich) niezawodności /High Reliability Organizations/, czy interpretacje systemów transportowych jako systemów złożonych /complex systems/. Zasadniczym celem artykułu było przedstawienie kilku ważnych ogólnych koncepcji bezpieczeństwa i pokazanie, że można je wykorzystywać do modelowania bezpieczeństwa w dziedzinie transportu. Z artykułu wynika, że tzw. teza Geysena pozwala na opracowywanie uzasadnionych analogii bezpieczeństwa pomiędzy systemami transportu, a takimi systemami techniki, które mają większe osiągnięcia naukowe i inżynierskie w dziedzinie bezpieczeństwa.

The article presents the development of urban car-sharing systems. In recent years we have observed substantial increase in the number of such systems implemented all over the world. The number of users has also been rapidly growing which translates into the impact car-sharing services have on transportation behaviour. Additionally, the process contributes to changes of the modal split. The analysis presented covers systems in operation in Europe, Asia and North America. The article is divided into two parts. The first one presents historical development of car-sharing systems, whereas the second, prospects for their development in 2020-2025.

The paper is devoted to the analysis of a graph transformation, pertinent for the transport and logistic systems and their planning and management. Namely, we consider, for a given graph, representing some existing transport or logistic system, its transformation to a (non-equivalent) so-called ”hub-and-spoke” structure, known from both literature and practice of transportation and logistics. This structure is supposed to bring benefits in terms of functioning and economic performance of the respective systems. The transformation into the ”hub-and-spoke” is not only non-equivalent (regarding the original graph of the system), but is also, in general, non unique. The structure sought is composed of two kinds of elements - nodes of the graph (stations, airports, havens, etc.), namely: the subgraph of hubs, which, in principle, ought to constitute a complete sub-graph (a clique), and the ”spokes”, i.e. the subsets of nodes, each of which is connected in the ultimate structure only with one of the hubs. The paper proposes a relaxation of the hub-and-spoke structure by allowing the hub subgraph not to be complete, but at least connected, with a definite ”degree of completeness” (alpha), from where the name of ”alpha-clique”. It is shown how such structures can be obtained and what are the resulting benefits for various assumptions, regarding such structures. The benefits are measured here with travel times. The desired structures are sought with an evolutionary algorithm. It is shown on an academic example how the results vary and how the conclusions, relevant for practical purposes, can be drawn from such analyses, done with the methods here presented.

Autorzy publikacji skupią się na omówieniu problemu znajomości praw i obowiązków pasażerów podróżujących komunikacją miejską, ze szczególnym zwróceniem uwagi na komunikację autobusową. Poruszone zostaną kwestie praw przysługujących pasażerom oraz obowiązków pasażera i przewoźnika, a także odpowiedzialności przewoźnika za szkody powstałe podczas transportu. W publikacji zostaną omówione również przeprowadzone przez autorów badania, dotyczące znajomości praw pasażera i procedur związanych z ich przestrzeganiem przez pasażerów podróżujących komunikacją miejską w Toruniu.

The authors of the publications focuse on the problem of ignorance of public transport regulation among passengers, in particular emphasis on bus. The main part of publication contain details about public transport passengers rights and obligation and liability of carrier for damage caused during transport will be discussed. The publication will also discuss the studies conducted by the authors regarding the knowledge of passenger rights and procedures with their compliance with the binding of passengers traveling by public transport in Toruń.

Zrównoważony rozwój transportu od dawna funkcjonuje w polityce UE, jest on określony poprzez różne dokumenty, zdefiniowany i wyrażony w różnych wytycznych, sposobach działania w celu jego osiągnięcia. W praktyce okazuje się, że nie jest to takie proste, co uwidacznia się w funkcjonowaniu systemów transportowych poszczególnych krajów członkowskich, regionów, obszarów metropolitarnych, czy miast. W Polsce również podejmowane są działania związane z implementowanie zasad zrównoważonego rozwoju transportu do systemów transportowych w szczególności dużych ośrodków miejskich, obszarów metropolitarnych. Ze względu na ciągły rozwój transportu oraz sposoby jego realizacji nadal występuje wiele problemów, które stanowią barierę do wprowadzania zasad zrównoważonego rozwoju transportu. W poniższym artykule wskazano na problemy implementacji zasad zrównoważonego rozwoju transportu w Obszarze Metropolitarnym Warszawy (OMW).

Sustainable transport development has long been active in EU policy, it is defined by various documents, defined and expressed in various guidelines, ways to achieve it. In practice, it turns out that it is not so easy, as evidenced by the functioning of transport systems of individual member states, regions, metropolitan areas or cities. In Poland, also activities are undertaken related to the implementation of the principles of sustainable transport development into transport systems, in particular large metropolitan areas and metropolitan areas. Due to the continuous development of transport and ways of its implementation, there are still many problems that constitute a barrier to introducing the principles of sustainable transport development. The following article indicates the problems of implementing the principles of sustainable development of transport in the Metropolitan Area of Warsaw (OMW).

In the study, the authors focused on determination of reliability indicators of the transport systems, which currently constitute the Polish Armed Forces’ equipment. The methods of research of car fleets composed of distinct types of vehicles are presented. The algorithms of reliability indicators’ determination addressed in the study can serve to analyze other set of transportation means used in rescue, seasonal transport and specialized transportation assignments, as well as to determine the security level of any mission conducted. The appearance of information technology allowed transferring the paper-based registration system of operational occurrences into an integrated information system. It enables to follow the history of transportation fleets including single pieces of the equipment. The knowledge of reliability of particular types of the vehicles allows for proper planning of missions within the framework of possessed transport assets capacity. The study presents the method of achieving the intended objective to increase the effectiveness of management of motor vehicles fleet used intermittently. The algorithm for the selection of a vehicle or a group of vehicles for execution of tasks, developed on the basis of analytical procedures, envisages the assignment of mobile assets, complication and complexity of their structures, the level of modernity, operational history and branch regulations. Determined reliability indicators for particular groups of vehicles can be implemented into the Multilevel Information System.
