This article addresses an innovative and, in the author’s view, equally important issue – provisionally termed “functional accessibility” – in the actions of police officers toward people with disabilities (PWDs). The police are a fundamental component of public administration and also serve as guarantors of citizens’ safety; therefore, they are legally obligated to meet standards for architectural, digital, and information and communication accessibility. However, the author identifies a procedural gap within the police force. In the process of analysing the research area, the main research problem was formulated as follows: from the perspective of security studies, to what extent is it justified to distinguish functional accessibility as an innovative, autonomous category of accessibility, and to what extent does its potential implementation impact the overall systemic effectiveness of security measures targeting people with disabilities? Given this research problem, the main objective was defined as an attempt to theoretically demonstrate the validity of distinguishing the concept of functional accessibility as a separate category within security studies, as well as a multidisciplinary assessment and prediction of the impact of its implementation on a potential improvement in the level of systemic safety effectiveness directed toward people with disabilities. The proposed hypothesis posits that, from the perspective of security studies, it is justified to identify functional accessibility as a new and, to some extent, autonomous category within the broader concept of accessibility. This distinct type of accessibility addresses an area that is often treated as marginal in current legal regulations. It is characterised, among other things, by dynamics, time pressure, and the influence of extreme emotions, i.e., stress and fear. Additionally, it pertains to direct interactions between law enforcement and the officer and thus takes on a nature that strongly interferes with the citizen’s rights and dignity. It is further assumed that the hypothetical implementation of this category of accessibility would very likely have a positive impact on the effectiveness of the entire security system, enabling it to maintain the highest level of security. The incorporation of formalised and structured tactical algorithms for officers will not only ensure the safety of persons with disabilities and the protection of their dignity and rights but will also streamline the officers’ work. Furthermore, by adhering to potentially legally sanctioned algorithms, an officer would be certain that their actions do not deviate from legal norms and that they are performing their duties in accordance with the law. This paper is not intended to evaluate or assess the current state of accessibility within the police force. In her analysis, the author focuses on the rationale for introducing a formal definition of “functional accessibility”. This concept disappears really important in planning the next empirical research.
The issue of usability and accessibility in scientific journals is of crucial importance for effective knowledge communication, with a direct impact on user satisfaction. These aspects must be considered at every stage of website development, from needs analysis and planning, through design and implementation, to testing, maintenance, and further development. In the contemporary digital landscape, a discernible trend has emerged for websites to be designed by the principles of Universal Design (UD). Furthermore, tools based on artificial intelligence (AI) are playing an increasingly significant role in their development. The present study involved the execution of two independent experiments with several people overlapping in both groups. In the first study, a comparative analysis was conducted between the existing website of a scientific journal and a prototype manually developed by a designer, adhering to UD principles. In the second experiment, the existing website was compared with two prototypes generated by different AI-based tools. The evaluation of usability, accessibility, and user satisfaction was conducted utilising a combination of methodologies, including the eye-tracking technique, an author survey, and automated tools designed to assess compliance with WCAG 2.1 AA guidelines.
Evacuation safety in medical facilities, such as hospitals, is a key element of emergency management, especially in the context of people with limited mobility. The article discusses the specifics of evacuation in hospitals, which are facilities with complex infrastructure and require adjustments to accommodate people with disabilities. Research conducted at a specialized hospital showed that actual evacuation times differ significantly from the theoretical model used in the British standard. The article provides an analysis of sources of such discrepancies, discusses assumptions of PD 7974-6 standard and its applicability.
Artificial intelligence (AI) is increasingly used to support various aspects of healthcare. However, the implementation of AI in primary healthcare (PHC) requires a better understanding of its impact on fundamental aspects of quality. This systematic review aims to investigate the role of AI in improving the most important dimensions of quality in primary healthcare, in particular, access, continuity, efficiency, communication, and coordination. Three databases were used for the search, namely PubMED, Scopus, and WoS. The analysis includes articles published between 1 January 2020 and 31 March 2025 in peer-reviewed journals. The search strategy includes a combination of keywords related to AI and specific dimensions of primary healthcare quality. After considering all eligibility criteria based on the PICo framework, 34 studies were included in the analysis. Firstly, the study shows that the use of AI in primary healthcare primarily affects the efficiency of care by supporting the diagnosis of various health problems. Secondly, AI can enhance healthcare accessibility by improving access to specialist services and adapting this care to the needs of patients. In the administrative area, it can optimize access by managing service queues. There is also a growing body of evidence of supporting AI’s role in family doctor-patient communication. However, no evidence currently exists of a beneficial effect of AI on improving coordination and continuity in primary care.

Sztuczna inteligencja (AI) jest coraz częściej stosowana we wspieraniu różnych aspektów opieki zdrowotnej. Wdrożenie AI w podstawowej opiece zdrowotnej (POZ) wymaga jednak lepszego zrozumienia jej wpływu na podstawowe aspekty jej jakości. Niniejszy przegląd systematyczny ma na celu zbadanie roli AI w poprawie najważniejszych wymiarów jakości POZ, w szczególności dostępu, ciągłości, wydajności, komunikacji i koordynacji. Do wyszukiwania wykorzystano trzy bazy danych, a mianowicie: PubMED, Scopus i WoS. Analiza obejmowała artykuły opublikowane od 1 stycznia 2020 r. do 31 marca 2025 r. w recenzowanych czasopismach. Strategia wyszukiwania bazowała na kombinacji słów kluczowych związanych z AI i określonymi wymiarami jakości podstawowej opieki zdrowotnej. Po uwzględnieniu wszystkich kwalifikowalności opartych na strukturze PICo do analizy zakwalifikowano 34 badania. Badanie wykazało, że zastosowanie AI w POZ wpływa przede wszystkim na efektywność opieki, głownie poprzez wsparcie diagnozowania różnych problemów zdrowotnych. Po drugie, AI może mieć pozytywny wpływ na dostęp do opieki zdrowotnej poprzez poprawę dostępu do usług specjalistycznych i dostosowanie tej opieki do potrzeb pacjentów. W obszarze administracyjnym może optymalizować dostęp poprzez zarządzanie kolejkami usług. Coraz więcej dowodów wskazuje również na wsparcie AI w obszarze komunikacji lekarz rodzinny–pacjent. Obecnie nie ma dowodów na korzystny wpływ AI na poprawę koordynacji i ciągłości w POZ.
Understanding diversity-related needs and developing the capacity to create inclusive designs are among the goals of Interior Architecture education. This study investigates how Interior Architecture students perceive accessibility in buildings, open areas and premises on and off campus in their daily lives and how interior design education affects their perceptions of accessibility. A 5-point Likert-type scale survey was administered to Interior Architecture students, both those who had taken and those who had not taken an accessibility and universal design course. Factor analysis and t-test were used to evaluate the survey results. It was observed that the students’ perceptions of accessibility were largely guided by the spatial requirements of people with physical disabilities and visual impairments. Moreover, there was no difference in accessibility perception based on whether the students had or had not taken an accessibility course. From the results of the study, it can be recommended that design, interior architecture and architecture curricula should include universal design content with empathetic practices that focus on diversity in urban culture.
Celem artykułu jest ocena skuteczności wdrażania projektowania uniwersalnego w przestrzeni miejskiej, ze szczególnym uwzględnieniem wpływu tych procesów na jakość środowiska mieszkaniowego. W badaniach zdefiniowano pojęcia systemowości i skuteczności, a także omówiono kryteria oraz efekty działań niezbędne do ich osiągnięcia. Szczegółowej analizie poddano trzy główne podejścia warunkujące skuteczność projektowania uniwersalnego: projektowanie według normy PN-EN 17161:2019, projektowanie dla wszystkich metodą HUMBLES oraz projektowanie włączające (Inclusive Design) z perspektywy podejścia Head, Heart, Hand (Empathy, Clarity, Creativity) oraz metodologii Design Thinking. W artykule przedstawiono także trzy narzędzia wdrażania dostępności stosowane w wybranych krajach europejskich. W Wielkiej Brytanii analizowano mapę drogową RIBA Outlay Inclusive Design, w Irlandii – certyfikat dostępności Disability Access Certificate, natomiast w Polsce – Wzorcowy Opis Dostępności wykorzystywany w Warszawie. Omówiono, w jakim stopniu każde z tych narzędzi uwzględnia potrzeby użytkowników i umożliwia komunikację z nimi, a także oceniono ich wpływ na efektywność podejmowanych działań. W końcowej części zaprezentowano wyniki badań przeprowadzonych w ramach pracy doktorskiej dotyczących czynników kształtujących mechanizmy wdrażania projektowania uniwersalnego. Analiza porównawcza Polski, Wielkiej Brytanii i Irlandii wykazała, że największy potencjał mają rozwiązania łączące normę PN-EN 17161:2019 z metodą HUMBLES wspierające zarządzanie dostępnością w sposób systemowy i partycypacyjny. Badania terenowe i wywiady eksperckie potwierdziły, że skuteczność zależy od integracji narzędzi z polityką miejską, zaangażowania interesariuszy oraz ciągłego monitorowania. Podejmowana problematyka wpisuje się w interdyscyplinarną ideę kształtowania środowiska mieszkaniowego jako przestrzeni inkluzywnej, funkcjonalnej i zrównoważonej, stanowiąc wkład w rozwój projektowania urbanistyczno-architektonicznego zorientowanego na potrzeby wszystkich użytkowników.

This article assesses the effectiveness of implementing universal design in urban spaces, with particular emphasis on the impact of these processes on the quality of the residential environment. The research defines the concepts of systemicity and effectiveness and discusses the criteria and outcomes necessary to achieve them. Three main approaches determining the effectiveness of universal design were thoroughly analyzed: design based on the PN-EN 17161:2019 standard, design for all using the HUMBLES method, and inclusive design (Inclusive Design) from the perspective of the Head, Heart, Hand approach (Empathy, Clarity, Creativity) and the Design Thinking methodology. The article also presents three accessibility implementation tools used in selected European countries. In the United Kingdom, the RIBA Outlay Inclusive Design roadmap was analysed; in Ireland, the Disability Access Certificate; and in Poland, the Accessibility Model Description utilised in Warsaw. The extent to which each of these tools addresses user needs and facilitates communication with them was discussed, along with their impact on the effectiveness of the undertaken actions. The final section presents the results of research conducted as part of the doctoral dissertation, focusing on the factors shaping the mechanisms for implementing universal design. A comparative analysis of Poland, the United Kingdom, and Ireland revealed that the most promising solutions are those combining the PN-EN 17161:2019 standard with the HUMBLES method, which support accessibility management in a systemic and participatory way. Field studies and expert interviews confirmed that effectiveness depends on the integration of tools with urban policy, stakeholder engagement, and continuous monitoring. The issues addressed in this article align with the interdisciplinary concept of shaping the housing environment as an inclusive, functional, and sustainable space, contributing to the development of urban and architectural design focused on the needs of all users.
Accessibility for all users and consideration of their needs are important and popular issues in the design of public buildings. This literature review article aims to identify the current knowledge on the accessibility of cultural facilities. An analysis of 213 scientific publications identified a research niche concerning accessibility, existing barriers, and applied solutions in the context of accessibility of cultural facilities in Poland, as well as the lack of consideration of their cultural aspect. The article discusses universal design, participatory design, accessibility, and the research methods. The results indicate the need to examine cultural facility accessibility within specific regions considering cultural context and applying participatory design principles and the use of universal and participatory design.

Powszechna dostępność oraz uwzględnienie potrzeb użytkowników to istotne oraz cieszące się zainteresowaniem kwestie w projektowaniu budynków użyteczności publicznej. Celem niniejszego artykułu będącego przeglądem literatury jest określenie obecnego stanu wiedzy na temat dostępności obiektów kultury. W ramach analizy 213 publikacji naukowych zauważono niszę badawczą dotyczącą stanu dostępności, występujących barier oraz stosowanych rozwiązaniach w kontekście lokalizacji obiektów kultury na terenie Polski, a także braku uwzględnienia aspektu kulturowego. Artykuł bierze pod dyskusję zagadnienie projektowania uniwersalnego, partycypacyjnego, dostępności, a także omawia stosowane metody badawcze. Wyniki wskazują na potrzebę zbadania stanu dostępności obiektów kultury w obrębie specyficznych regionów z uwzględnieniem kontekstu kulturowego oraz zastosowanie projektowania uniwersalnego oraz partycypacyjnego.
Artykuł ma na celu zaproponowanie zwiększenia dostępności transportowej regionu Jeleniej Góry, poprzez stworzenie nowego dojścia do przystanku kolejowego Jelenia Góra Zabobrze wykorzystując starotorze Linii Kolejowej 283 zlikwidowane podczas budowy przystanku. Jako rozwiązanie wskazano możliwość zagospodarowania przęsła mostu kolejowego na rzece Bóbr. W tym celu przeanalizowano dostępność transportową przystanku i otoczenia proponując rozwiązanie minimalizujące koszty budowy.

The article aims to propose improving transport accessibility in the Jelenia Góra region by creating a new access route to the Jelenia Góra Zabobrze railway stop, using the old track of Railway Line 283, which was dismantled during the construction of the stop. The solution proposes usage of the span of the railway bridge over the Bóbr River. For the purpose, the transport accessibility of the station and its surroundings was analyzed, proposing a solution that minimizes construction costs.
Celem artykułu jest analiza, w jakim zakresie miejscowe plany zagospodarowania przestrzennego (MPZP) uchwalone w Rzeszowie po 2019 roku uwzględniają potrzeby osób ze szczególnymi potrzebami. Punkt wyjścia stanowi ustawa z dnia 19 lipca 2019 r. o zapewnianiu dostępności osobom ze szczególnymi potrzebami, która nałożyła na jednostki samorządu terytorialnego obowiązek uwzględniania zasad dostępności w dokumentach planistycznych. W ramach badania przeanalizowano ponad 20 MPZP, spośród których wybrano pięć zawierających wyraźne odniesienia do rozwiązań na rzecz osób z niepełnosprawnościami. Analizowane zapisy dotyczyły m.in. zagospodarowania terenów zieleni, placów miejskich, przestrzeni nadrzecznych, a także wymagań w zakresie miejsc parkingowych dla osób uprawnionych. Wskazano na konkretne sformułowania zawarte w aktach prawa miejscowego oraz na możliwe interpretacje tych zapisów w praktyce urbanistycznej. Wnioski z analizy wskazują, że w polityce planistycznej Rzeszowa widoczny jest wzrost świadomości w zakresie dostępności przestrzeni publicznych. Jednocześnie zauważalne są różnice w zakresie szczegółowości i spójności tych zapisów. W niektórych przypadkach zapisy pozostają ogólnikowe lub ograniczają się do pojedynczych odniesień, co utrudnia ich skuteczne zastosowanie. Artykuł potwierdza potrzebę systematycznego uwzględniania aspektów dostępności w planowaniu przestrzennym oraz dalszego rozwijania praktyk projektowania inkluzywnego na poziomie lokalnym.

The aim of the article is to analyse the extent to which local spatial development plans (MPZP) adopted in Rzeszów after 2019 address the needs of people with special requirements. The starting point is the Act of 19 July 2019 on ensuring accessibility for persons with special needs, which imposed an obligation on local authorities to incorporate accessibility principles into planning documents. As part of the study, over 20 MPZPs were reviewed, five of which contained explicit references to solutions aimed at individuals with limited mobility. The analysed provisions concerned, among others, the development of green areas, city squares, riverside spaces, as well as requirements for designated parking spaces for eligible users. The article identifies specific phrases found in the legal acts and discusses their potential interpretations in urban planning practice. The findings indicate a growing awareness of accessibility issues within Rzeszów’s spatial planning policy. At the same time, variations in the level of detail and coherence of the provisions are evident. In some cases, the regulations remain vague or are limited to isolated references, making their effective implementation more difficult. The article confirms the need for the systematic inclusion of accessibility aspects in spatial planning and highlights the importance of further developing inclusive design practices at the local level.
In a difficult time, when the coronavirus pandemic forced us to limit our contacts, the idea was born to promote tourism in rural areas where travelling and recreation away from large crowds is possible. This idea gave rise to the CE-Spaces4All project, which aims to open up rural tourism to persons with disabilities by putting together suitable packages of measures and breaking down existing physical and mental barriers. Due to the time and cost-intensive nature of removing physical barriers, the focus is on raising awareness. What needs to be done to improve the accessibility of tourism for persons with disabilities? Where are the responsibilities and which measures are suitable? The paper describes how these questions were dealt with and explains the measures using two examples from the project pilot regions. The project CE-Spaces4All focuses on persons with mobility impairments, blind people and persons with visual impairments, deaf people and persons with hearing impairment. Barriers were initially recorded in three pilot regions in a total of seven European countries and summarised in a joint database. The exemplary field surveys were carried out by the project teams directly in the pilot regions. Barriers were identified through this so-called mapping, for example in the road network or other municipal infrastructure, in the respective tourist attractions or in accommodation and catering establishments. This resulted in the Web Accessibility Viewer, which is an online geoportal that indicates tourist and tourism-related facilities in both public space and private areas and their degree of accessibility in three pilot areas in Central Europe: the cross-border area of Slovenia, Croatia, and Hungary. In the next step, the areas in which barriers can be removed as part of the project were identified together with the responsible tourism stakeholders in the respective pilot region. Sometimes these are minor structural measures, but often they are just comparatively simple things such as a lack of information. Although people with disabilities use many technological aids to help them cope better with everyday life, obtaining information before travelling is particularly important for people with disabilities because they need to know in advance whether the destinations they are planning to visit are actually usable for them. The awareness of what is important and that it matters is currently often underrepresented among those responsible for tourism and for policy planners. It is also a task of CE-Spaces4All to anchor this awareness more firmly and establish it as a matter of course in the long term. The paper presents the path to raising awareness using two examples from the sub-pilot regions of Austria and Slovenia, outlining the key points of the planned measures.
Transportation is one of the most important human activities and services closely linked to place and its activities. It is a sensitive nerve in urban life, which either facilitates or hinders movement within the city through the transport network that is distributed throughout the urban environment to achieve accessibility [Lefèvre and Offner 1990]. The transport network is among the factors responsible for population distribution and its activities, representing the arteries of communication and movement that connect different land uses together. It serves as an indicator of economic and social development, and is one of the most important infrastructure services in the city. To achieve good mobility and accessibility throughout the city, there must be harmony between the urban transport network and the city’s morphological, demographic, and economic data, respond to the population’s transportation requirements and achieving growth and development in various services [Bailly 1979]. Through this study, which addresses the analysis of Tébessa’s urban transport network, considered one of the city’s most important components, using geographic information systems (GIS), the aim is to how well the network meets the needs of the population in terms of accessibility, to identify black spots and to show the most central nodes. The geographic information system utilized the ArcGIS software and network analysis techniques to determine the shortest paths between two points, with the aim to reduce travel distance, save time, and provide alternative routes for more efficient navigation in the city.

Transport jest jedną z najważniejszych ludzkich czynności i usług ściśle powiązanych z miejscem i jego aktywnościami. Jest to wrażliwy nerw w życiu miejskim, który ułatwia lub utrudnia przemieszczanie się w mieście za pośrednictwem sieci transportowej, która jest rozłożona w całym środowisku miejskim w celu zapewnienia dostępności [Lefèvre i Offner 1990]. Sieć transportowa jest jednym z czynników odpowiedzialnych za rozmieszczenie ludności i jej działania, reprezentując arterie komunikacyjne i ruchowe, które łączą ze sobą różne sposoby użytkowania gruntów. Służy jako wskaźnik rozwoju gospodarczego i społecznego i jest jedną z najważniejszych usług infrastrukturalnych w mieście. Aby osiągnąć dobrą mobilność i dostępność w całym mieście, musi istnieć harmonia między miejską siecią transportową a danymi morfologicznymi, demograficznymi i ekonomicznymi miasta, odpowiadać na potrzeby transportowe ludności i osiągać wzrost i rozwój w różnych usługach [Bailly 1979]. W ramach tego badania, które dotyczy analizy sieci transportu miejskiego Tebessy, uważanej za jeden z najważniejszych komponentów miasta, przy użyciu systemów informacji geograficznej (GIS), celem jest określenie, w jakim stopniu sieć spełnia potrzeby ludności pod względem dostępności, zidentyfikowanie czarnych punktów i wskazanie najbardziej centralnych węzłów. System informacji geograficznej wykorzystał oprogramowanie ArcGIS i techniki analizy sieci, aby określić najkrótsze ścieżki między dwoma punktami, w celu skrócenia odległości podróży, zaoszczędzenia czasu i zapewnienia alternatywnych tras dla bardziej wydajnej nawigacji w mieście.
A novel optimization method, based on the Big Bang-Big Crunch hybrid algorithm, is employed to manage the timing and integration of EVs into the microgrid, aiming to minimize operational costs. The algorithm efficiently controls the energy flow between the EV batteries and the control system, dynamically adjusting to meet demand while reducing costs. The system was tested on the IEEE 14-bus system with real EV movement patterns over a 24-hour period. The results show a significant cost reduction, with the total cost decreasing from $132,869.9 without EVs to $112,981 when EVs equipped with ultracapacitor batteries are integrated, representing a 15% reduction. Moreover, the proposed method outperforms other algorithms, such as Particle Swarm Optimization (PSO) and Genetic Algorithm (GA). Compared to these methods, the Big Bang-Big Crunch hybrid algorithm achieves cost reductions of 17% over PSO and 13% over GA, demonstrating its effectiveness in optimizing energy management in a microgrid with renewable energy sources.
The presented study refers to the process of deepening the scope of computerization of the judiciary and digitization of judicial proceedings in civil cases. In this context, in its second part, it addresses, in addition to the formal aspects of the creation of a digital environment that allows electronic signatures for documents by participants in remote sessions, issues relating to the matter of electronic signatures and areas of their use, including presenting the mechanism and obligation to validate the use of such a form of signature. Defines the legal effects of the signature on the material and procedural levels. It presents a spectrum of cases in civil proceedings in which the conditions already exist in which it is possible to use an electronic signature for the validation of procedural actions by participants in remote hearings, so that the course of proceedings contributes to increasing the efficiency and effectiveness of court proceedings.
Artykuł stanowi studium przypadku zagospodarowania przestrzennego osiedla mieszkaniowego na Śląsku. Ukazuje połączenie transformacji proekologicznej, dostosowania dla osób ze szczególnymi potrzebami z aktywnością społeczną seniorów i innych grup mieszkańców. Łączy funkcje edukacyjne z aktywizacją mieszkańców w zaangażowanie poprawy jakości przestrzeni wspólnej przy wykorzystaniu proekologicznych technologii i materiałów. W części 1. przedstawiono przekształcenia zagospodarowania przestrzennego części wspólnych w aspekcie społecznym.

The article is a case study of spatial development of a housing estate in Silesia. It shows the combination of pro-ecological transformation, adaptation for people with special needs with social activity of seniors and other groups of residents. It combines educational functions with activation of residents in the involvement of improving the quality of common space using pro-ecological technologies and materials. Part 1 presents transformations of spatial development of common parts in the social aspect.
Nieprzystosowanie mieszkań w powojennych budynkach wielorodzinnych do potrzeb osób z niepełnosprawnościami jest problemem społecznym dotyczącym coraz większej grupy osób w Polsce. Zgodnie z prawem budowlanym obiekty budowlane powinny być projektowane i budowane m.in. w sposób zapewniający niezbędne warunki do korzystania z nich przez osoby z ograniczoną mobilnością, w tym osoby starsze. Jednak wiele budynków z okresu powojennego nie spełnia tych wymagań i stanowi barierę architektoniczną dla osób z ograniczeniami narastającymi w podeszłym wieku. Dotyczy to całego spektrum zagadnień, poczynając od zagospodarowania otoczenia, wejść do budynku, podjazdów, pochylni, braku wind w budynkach do pięciu kondygnacji lub jeżeli istnieją, to niemal wszędzie dojście do nich poprzedzone jest biegiem schodowym, zbyt wąskich klatek schodowych, korytarzy, drzwi i przejść, które utrudniają przemieszczanie się na wózkach inwalidzkich lub z innymi sprzętami pomocniczymi, niedostosowanych łazienek, toalet i kuchni, aż po wyposażenie techniczne: gniazdek elektrycznych czy baterii umywalkowych na odpowiedniej wysokości. Wadą szczególnie dokuczliwą dla osób z ograniczeniami ruchu jest zbyt mała powierzchnia balkonów i loggii lub ich brak. W artykule przedstawiono wybrane przypadki niewłaściwych rozwiązań architektonicznych oraz przykłady podjętych prób likwidacji lub przynajmniej ograniczenia wymienionych deficytów.

The inadequacy of apartments in post-war multi-family buildings to accommodate the needs of people with disabilities is a social problem affecting a growing number of people in Poland. According to building law, buildings should be designed and constructed to, among other things, ensure the necessary conditions for use by people with limited mobility, including the elderly. However, many post-war buildings do not meet these requirements and present an architectural barrier for people with disabilities that develop with age. This applies to a wide range of issues, from the landscaping of the surrounding area, building entrances, ramps, and ramps, the lack of elevators in buildings up to five stories high (or, where they do exist, almost everywhere, access is preceded by a flight of stairs), overly narrow stairwells, corridors, doors, and passageways that make mobility in wheelchairs or with other assistive devices difficult, inadequate bathrooms, toilets, and kitchens, to technical equipment such as electrical outlets and sink faucets at the appropriate height. A disadvantage that is particularly bothersome for people with limited mobility is the limited space of balconies and loggias, or their absence. This article presents selected cases of inappropriate architectural solutions and examples of attempts to eliminate or at least reduce the above-mentioned deficiencies.
The number of people with vision impairments is steadily increasing, emphasizing the need to prevent their exclusion from all spheres of public life, including cultural access. This research investigates the influence of 3D printing technologies on reproducing cultural objects to enhance accessibility for visually impaired individuals. The study focuses on evaluating various 3D printing methods (FDM, mSLA), print layer heights, and materials. Significant findings indicate that while mSLA is preferred for highly detailed objects, FDM suffices for simpler objects due to its cost-effectiveness and accessibility. Layer height and material choice, although impactful, are secondary to the overall tactile experience. Experimental materials showed varying degrees of effectiveness, with some failing to meet expectations. The obtained results, supplemented by findings from other studies conducted within the project, will inform the development of guidelines and best practices for adapting cultural exhibitions and museums to meet the needs of visually impaired individuals. 3D printing can significantly improve accessibility to culture for visually impaired people through replicas, Braille description plates, mock-ups, and building plans. However, to genuinely enhance the situation for blind and vision impaired people, parallel actions in other areas are also necessary, e.g. qualified personnel, audio guides, mobile applications, building adaptations, and effective spatial organization.
The accessibility of public utility buildings, including transportation infrastructure, especially railways, is a prerequisite for the independent functioning of individuals with diverse needs. Despite the enactment of the law in 2019 and its enforcement since September 2021, both architectural and digital accessibility, as well as information and communication accessibility, often fail to meet its requirements. Ensuring accessibility is undoubtedly a long-term process. It is easiest to achieve by designing new facilities in accordance with universal design principles, and somewhat more challenging when modernizing existing ones. Transportation, and therefore railway infrastructure, such as stations, terminals, and platforms, plays a crucial role in social life. This article presents various design strategies, with a particular emphasis on universal and inclusive design. It highlights the differences and similarities and demonstrates the validity of their application to ensure transport accessibility. General requirements for railway infrastructure accessibility are formulated, while detailed requirements specific to these types of facilities are incorporated into the developed accessibility assessment method, which has been implemented in a selected example of existing infrastructure. The article also presents the results of surveys on the accessibility of railway transportation for people with disabilities, confirming the need for auditing railway infrastructure. The results obtained allowed for the identification of the most common barriers that hinder individuals with diverse needs from using railway transportation freely.
Purpose: This paper analyses the economic and social impacts of implementing the European Accessibility Act (EAA). The study explores the trade-off between equality and efficiency as conceptualised by Arthur Okun. It evaluates how the EAA aims to enhance accessibility for persons with disabilities within the EU member states. Design/methodology/approach: This paper employs a theoretical framework based on Arthur Okun's concepts of equality and efficiency. The study reviews existing literature, including policy documents and academic research, to outline the EAA's assumptions and provisions. It also analyses the anticipated economic and social effects of the directive's implementation by examining relevant data and case studies. Findings: The study finds that while the EAA promotes greater accessibility and social inclusion for persons with disabilities, significant challenges and risks may limit its effectiveness. These include the economic burden on businesses and national authorities' need for comprehensive and timely implementation. However, the directive has the potential to drive innovation, enhance market competitiveness, and improve the overall quality of life for individuals with disabilities by providing equal opportunities and reducing social disparities. Originality/value: This paper contributes to the discourse on the intersection of economic efficiency and social equality by applying Okun's theoretical framework to the context of the EAA. It offers a unique perspective on the directive's potential impacts, highlighting the importance of designing policies that promote social objectives. The findings provide valuable insights for policymakers, businesses, and disability advocacy groups on the implementation and implications of the EAA.
Artykuł dotyczy dostosowania zabytkowych dworców kolejowych do potrzeb różnych grup osób z niepełnosprawnościami w kontekście idei „miasta dostępnego” i przepisów prawnych oraz zaleceń konserwatorskich. Opisano unormowania prawne w zakresie projektowania uniwersalnego, wskazując na braki precyzyjnych zapisów. Metodę badawczą oparto na analizie problemów wynikających z wprowadzenia zasad projektowania uniwersalnego w projekcie remontu budynków dworców kolejowych w Chojnowie i w Żaganiu wpisanych do rejestru zabytków. Omówiono rozwiązania dostosowujące te obiekty do potrzeb osób z niepełnosprawnościami w zakresie wprowadzenia toalet uniwersalnych, dźwigów, drzwi automatycznych, tras wolnych od przeszkód i ścieżek prowadzących oraz oznakowań, które są niezbędne dla zapewnienia uniwersalnej dostępności. Zwrócono uwagę na zastosowanie rozwiązań, które spełniając wymagania takiej dostępności, nie umniejszają harmonijnej i spójnej architektury omawianych obiektów.

This paper discusses the adaptation of historic train stations to the needs of various groups of people with disabilities in the context of the idea of the “accessible city,” legal regulations and conservation recommendations. The paper presents the legal standards on universal design, indicating a lack of precise clauses. The research method was based on an analysis of problems that stem from the introduction of universal design principles in the design documentation of train stations in Chojnów and in Żagań, which are both listed in the register of monuments. This text explores the solutions that adapt these buildings to the needs of people with disabilities in terms of introducing universal restrooms, elevators, automatic doors, obstacle-free routes, guidance paths and markings which are necessary to provide universal accessibility. The use of solutions that meet the requirements of this accessibility without adversely affecting the harmonious and coherent architecture of the buildings under discussion was noted.
W artykule przedstawiono analizę dostępności pieszej do przystanków i stacji kolejowych na terenie miasta Chorzów, uwzględniając zmiany związane z modernizacją linii kolejowej nr 131. W ramach analizy dokonano charakterystyki poszczególnych kolejowych punktów wymiany podróżnych. Uwzględniono przy tym różne elementy związane z miejscami obsługi pasażerów oraz bezpośrednie ich otoczenie mające wpływ na bezpieczeństwo, komfort oraz sposób przemieszczania się i zachowywania w danej przestrzeni. Na podstawie oceny przestrzennej określonych obszarów możliwe było przeprowadzenie analizy dostępności dla wskazanych punktów odpraw podróżnych. Prace oparto na założeniu, że badania będą porównywać wygląd sieci kolejowej i stacji przed rozpoczęciem przebudowy linii kolejowej nr 131 z jej stanem po zakończeniu modernizacji, kiedy utworzony zostanie docelowy układ stacji i przystanków na terenie Chorzowa. Wyniki analizy dostępności pozwoliły na zaprezentowanie możliwości rozwoju transportu kolejowego, a także przedstawienie propozycji zmian w nowym układzie sieci kolejowej w mieście. Propozycje te dotyczą zarówno istniejących, jak i modernizowanych oraz nowo powstałych stacji/przystanków kolejowych, a także nowych lokalizacji, które mogą przyczynić się do zwiększenia dostępności do transportu kolejowego. Dodatkowo wskazano na inne działania, które warto wdrożyć, aby wpłynąć na popra wę dostępności pieszej do pasażerskiej infrastruktury punktowej.

The article analyses pedestrian accessibility to train stops and stations within the city of Chorzów, taking into account changes related to the modernization of railway line No. 131. The analysis includes short description of train stations and stops. Various elements related to passenger service areas and their immediate surroundings affecting safety, comfort and the way of moving and behaving in space were taken into account. Based on the spatial evaluation of the areas, it was possible to analyse accessibility for passenger service points. The research was based on the assumption that the study would compare the appearance of the rail network and stations before the start of the reconstruction of rail line No. 131 with its condition after the completion of the modernisation, when the target system of train stations and stops in Chorzów will be created. The results of the accessibility analysis made it possible to present opportunities for the improvement of rail transport, as well as to make suggestions for changes in the rail network system in the city. Other improvements that can be made to affect pedestrian accessibility to rail passenger point infrastructure are also indicated.
