The aim of the research was to determine and proof the real correlation of construction works and their financial spend in relation of the selected group of Residential Buildings X. Deviations and their impact on the correlation in relation to construction and financial throughput were determined and analysed using the basic indicators of the Earned Value Method (EVM), i.e.: estimated final cost of estimated at completion (EAC) projects and correlation with their deadlines for estimated time at completion (ETTC). Additional studies have attempted to approximate the final cost of the EAC more accurately, which is referred to in this study as EAC-S. The obtained results of observations over the entire period of implementation of the selected housing estate were also analysed in statistics used in standard deviation coefficients and Pearson linear correlation r. Such an experiment was performed both for investment X at the moment of flattening of the S curve for cumulative works. Having a dataset from the period of the excessive curve in the case of Residential Buildings X, the result closest to the actual final costs was obtained. The designated indicator overestimated the budget by only 0. 205%. Thus, the EAC Estimated Final Cost Index indicated a value of 0. 422%.

W artykule przedstawiono analizę i ocenę planowanego, aktualnego i rzeczywiście wypracowanego kosztu różnych przedsięwzięć budowlanych objętych próbą badawczą o liczebności ponad pół tysiąca pomiarów. Zastosowanie metodyki EVM pozwoliło na ocenę w zakresie porównania planowanego, poniesionego i rzeczywiście wypracowanego harmonogramu i kosztu oraz wskazanie podstawowych przyczyn odchyleń kosztowych od wartości wypracowanych. Zaobserwowano analogie w ułożeniu krzywych skumulowanych przepływów pieniężnych, zarówno w ramach tych samych grup obiektów budowlanych, jak i pomiędzy nimi.

The article presents an analysis and evaluation of the planned, actual, and actually worked out cost of various construction projects included in a research sample of actually worked out schedules and budgets, with more than half a thousand measurements. Application of the EVM methodology allowed evaluation in terms of comparison of planned, incurred and actually worked out schedule and cost, and identification of the root causes of cost deviations from worked out values. Parallels were observed in the alignment of cumulative cash flow curves, both within and between the same groups of construction facilities.

Management of construction projects at a strategic level requires managers of the managerial degree to adopt an appropriate structure for their implementation. The choice of the method of execution of the works is determined by many factors, among others the deadline for their completion and the availability of the means of production. These factors are directly reflected in the monotonicity of the basic indicators of the earned value method, used to assess the progress of works implementation, in selected periods of their control. The article attempts to analyze the sensitivity of the Earned Value Indicator (BCWP – Budget Cost of Work Performed) in the EVM method, depending on the adopted structure of implementation of a construction project, using the original concept of monitoring deviations from the assumed duration. In the study of the degree of sensitivity of the analyzed indicator, an example of construction of a multi-family housing development was used.

Zarządzanie przedsięwzięciami budowlanymi na poziomie strategicznym wymaga od decydentów stopnia menedżerskiego przyjęcia odpowiedniej metody ich realizacji. Wybór tej metody determinowany jest wieloma czynnikami, m.in. terminem dyrektywnym zakończenia robót oraz dostępnością środków produkcji. Czynniki te znajdują bezpośrednie odzwierciedlenie w monotoniczności podstawowych wskaźników metody wartości wypracowanej, służącej ocenie postępu realizacji robót w wybranych okresach ich kontroli. W artykule podjęto próbę analizy wrażliwości wskaźnika wartości wypracowanej (BCWP – Budget Cost of Work Performed) w metodzie EVM, w zależności od przyjętej struktury realizacji przedsięwzięcia budowlanego, przy użyciu autorskiej koncepcji monitoringu odchyleń od założonego czasu jego trwania. W badaniu stopnia wrażliwości analizowanego wskaźnika posłużono się przykładem budowy osiedla wielorodzinnej zabudowy mieszkaniowej.

The article attempts to explain how developed technologies, techniques and methods of artificial intelligence can be used in the life cycle of GIS systems or conducting GIS projects for compliance with currently applicable standards. Through comprehensive source research, literature reviews, and interviews with experts, this article describes current research gaps related to the conduct of a GIS project that need to be explored further. In this way, several research questions were formulated, and attempts were made to provide meaningful answers to them. The overall research question is whether artificial intelligence (AI) makes significant changes to the lifecycle trajectory of a GIS-class system, and whether it can have a significant impact on the time, cost, and quality of a GIS project.

The article investigates the author’s method of estimating the final cost of a construction investment. A list of proposed methods of calculating the value of the planned final cost of the EAC investment available in the world literature was used. The modification consisted in the first place in the verification and elimination of formulas that do not match the use in construction projects and the combination of formulas resulting in the same result. The study was aimed at enabling the right choice of the method of estimating the final cost of construction investments and determining the accuracy of this estimate. It should be emphasized that the analyzed investments were annexed many times during their implementation. On the basis of the obtained results of research carried out on real construction investments, it was found that 3 methods best predict the final cost of the investment. Finally, improvements were introduced, which were analyzed, the final effect of the article is a proposal of an original, universal formula, which in each of the analyzed construction investments, regardless of the trends, deviations from the cost at the time of the inspection, forecasts the most accurate result, consistent with reality. The conducted research gives the possibility of more effective financial management of a construction investment using the corrected EAC formula in EVM method.

W artykule zbadano autorską metodę szacowania ostatecznego kosztu końcowego inwestycji budowlanej. Wykorzystano listę proponowanych metod obliczania wartości ostatecznego kosztu końcowego inwestycji EAC dostępną w literaturze światowej. Modyfikacja polegała przede wszystkim na weryfikacji i eliminacji formuł nieprzystających do zastosowania w inwestycjach budowlanych oraz łączeniu formuł dającym ten sam wynik. Celem badania było umożliwienie właściwego wyboru metody szacowania ostatecznego kosztu inwestycji budowlanych oraz określenie trafności tego oszacowania. Należy podkreślić, że analizowane inwestycje były wielokrotnie aneksowane w trakcie ich realizacji. Na podstawie uzyskanych wyników badań przeprowadzonych na rzeczywistych inwestycjach budowlanych stwierdzono, że 3 metody najlepiej przewidują ostateczny koszt końcowy inwestycji. Ostatecznie wprowadzono ulepszenia, które poddano analizie, efektem końcowym artykułu jest propozycja oryginalnej, uniwersalnej formuły, która w każdej z analizowanych inwestycji budowlanych, niezależnie od trendów, odchyleń od kosztów w momencie kontroli, prognozuje najdokładniejszy wynik, zgodny z rzeczywistością. Przeprowadzone badania dają możliwość efektywniejszego zarządzania finansami inwestycji budowlanej przy wykorzystaniu skorygowanej formuły EAC w metodzie EVM.

The Randomized Earned Value Method enable to control the time and cost of works during the implementation of a construction project. The method allows to assess the compliance of the current advancement in time and actually incurred costs with the adopted plan. It also allows to predict the date and amount of the project completion costs. Individual assessment indicators (BCWS, BCWP, ACWP) are calculated after the ongoing control of the progression of works. In the case of randomly changing of implementation conditions, the calculated in this way values of the indicators may be unacceptable because of overlarge differences in comparison to actual values. Therefore, it is proposed an EVM enhancement and additional risk conditions analysis. In this approach data from the quantity survey of works are randomized based on analysis of variations between actually measured and planned values of duration and cost of implemented works. It is estimated the randomized values of individual indicators after successive controls of the progress of works. After each project advancement control the duration and cost of the works that remain to be performed are estimated. Moreover, new verified overall time and total cost of the project implementation are also estimated. After the last inspection, randomized values of the final date and total cost of completion of the project are calculated, as well as randomized values of time extension and total cost overrun. Of course, for randomized values, standard deviations of individual quantities are calculated. Therefore, the risk of time and the risk of cost of the project implementation are presented in the risk charts. The proposed approach provides a better assessment of the progress of works under risk conditions. It is worth to add that the method does not require significant changes to the typical construction management process, however, it ensures realistic consideration of the influence of random factors on the course and results of individual works and the entire project.

Randomizowana metoda wartości wypracowanej pozwala kontrolować czas i koszty robót podczas realizacji przedsięwzięcia budowlanego. Metoda pozwala ocenić zgodność aktualnego tempa i rzeczywiście poniesionych kosztów z przyjętym planem. Pozwala prognozować datę i wielkość kosztów zakończenia przedsięwzięcia. Poszczególne wskaźniki (BCWS, BCWP, ACWP) obliczane są po bieżącej kontroli postępu robót. W przypadku losowo zmiennych warunków realizacji różnice obliczonych i rzeczywistych wartości stosowanych wskaźników ocenowych mogą być nie do zaakceptowania, dlatego zaproponowano rozszerzenie EVM o analizę warunków ryzyka. Proponuje się po kolejnych kontrolach postępu robót randomizację danych z kontroli oraz szacowanie randomizowanych wartości poszczególnych wskaźników. Po każdej kontroli postępu robót obliczane są randomizowane wartości czasu trwania i kosztów przedsięwzięcia, które pozostały do zakończenia przedsięwzięcia oraz randomizowane wartości czasu i całkowitych kosztów wykonania całego przedsięwzięcia. Po ostatniej kontroli obliczane są randomizowane wartości końcowego terminu i całkowity koszt zakończenia przedsięwzięcia oraz randomizowane wartości wydłużenia czasu i przekroczenia całkowitych kosztów przedsięwzięcia. Ryzyko czasu i kosztów realizacji przedsięwzięcia przedstawiane są na wykresach ryzyka, odpowiednio czasu i kosztów. Oczywiście, dla wartości randomizowanych obliczane są odchylenia standardowe poszczególnych wielkości. Proponowane podejście zapewnia lepszą ocenę postępu robót w warunkach ryzyka. Metoda nie wymaga istotnych zmian procesu kierowania budową, jednak zapewnia realistyczne uwzględnienie wpływu czynników losowych na przebieg i wyniki poszczególnych robót i całości przedsięwzięcia.

Obecnie, przy realizacji coraz bardziej złożonych technologicznie obiektów budowlanych, problem planowania i bieżącej kontroli rzeczowej i finansowej inwestycji staje się coraz trudniejszy. W artykule omówiono, w jaki sposób budować harmonogram planowanego przedsięwzięcia, aby stanowił dobrą podstawę do zarządzania jego realizacją, umożliwiał wykonanie analizy opóźnień i pozwalał na bieżąco podejmować decyzje co do dalszego przebiegu robót. Szczególną uwagę zwrócono na możliwość zastosowania do tego celu popularnego programu Microsoft Project.

Currently, with the implementation of more and more technologically complex building structures, the problem of planning and ongoing material and financial control of investments becomes more and more difficult. The article discusses how to build a schedule for a planned project so that it constitutes a good basis for managing its implementation, enables the analysis of delays (Impacted as Planned) and allows for making decisions on the further course of works. Particular attention was paid to the possibility of using the popular Microsoft Project program for this purpose.

In pursuing numerous construction projects, investors and contractors regularly face construction delay problems, many of which are likely to have been avoidable. There is found that payment delays and project delays are the two most critical effects of risk factors of construction management. The paper presents the practical application of the Earned Value Management method, which was used to estimate the possible extension of the duration of construction works during which realization disturbances occurred on the example of selected construction investment. The realization disturbances are usually an inseparable element in the implementation of construction works. They are the result of, among others: additional works, changes or design defects, as well as a badly adopted logistics strategy regarding the supply of construction materials. Delays or increasing the total cost of investment is a problem often encountered in the implementation of construction investments, despite advanced construction technologies, including system technologies and proven tools supporting the management of the construction process. The EVM method is used to control investments. It allows you to control delays and acceleration of construction works as well as to estimate their cost and completion date. In the analyzed case it was used to determine the scale of delays arising in construction works and related effects with the specification of the participation of individual participants of the investment process for delays. This paper is a continuation and supplementation of the research presented in the article: “The influence of construction works disturbances on the EVM analysis outcomes - case study” [23].

Realizując liczne projekty budowlane, inwestorzy i wykonawcy regularnie spotykają się z problemami dotyczącymi opóźnienia robót budowlanych, z których wielu prawdopodobnie można byłoby uniknąć. Stwierdzono, że opóźnienia w płatnościach i w realizacji inwestycji to dwa najbardziej krytyczne skutki czynników ryzyka związane z zarządzaniem budową. W artykule przedstawiono praktyczne zastosowanie metody Earned Value Management, która posłużyła do oszacowania możliwego wydłużenia czasu trwania robót budowlanych, podczas których wystąpiły zakłócenia budowlane na przykładzie wybranej inwestycji budowlanej. Nieodłącznym elementem realizacji robót budowlanych są zwykle zakłócenia budowlane. Są wynikiem m.in.: dodatkowych prac, zmian czy wad projektowych, a także źle przyjętej strategii logistycznej w zakresie dostaw materiałów budowlanych. Opóźnienia lub wzrost całkowitego kosztu inwestycji to problem często napotykany przy realizacji inwestycji budowlanych, pomimo zaawansowanych technologii budowlanych, w tym technologii systemowych i sprawdzonych narzędzi wspomagających zarządzanie procesem budowlanym. Do kontroli inwestycji stosowana jest metoda EVM. Pozwala kontrolować opóźnienia i przyspieszenie prac budowlanych oraz oszacować ich koszt i termin zakończenia. W analizowanym przypadku posłużył on do określenia skali opóźnień powstających w robotach budowlanych i związanych z nimi skutków. Niniejszy artykuł jest kontynuacją i uzupełnieniem badań przeprowadzonych na inwestycji budowlanej, przedstawionych w pracy: „Wpływ zakłóceń robót budowlanych na wyniki analizy EVM - studium przypadku” w 2020 r. [23].

Cel artykułu: celem publikacji jest zaprezentowanie na praktycznych przykładach możliwości zastosowania oraz ograniczeń w zastosowaniu metody wartości wypracowanej (EV), jako narzędzia służącego ocenie postępu prac w projektach realizowanych w przedsiębiorstwach górniczych węgla kamiennego w Polsce. Metoda badawcza/narzędzia: metodą badawczą będzie analiza wybranych, typowych przypadków projektów oraz możliwość ich oceny za pomocą metody wartości wypracowanej. Original results: the results of the work will be references in the effective use of the value-generated method in projects implemented in the hard coal mining industry.

The paper presents the problem of building disturbances, which are usually an inseparable element during the implementation of construction projects. They were classified, their causes and sides of the construction process responsible for their creation were identified on the basis of the analyzed construction investment. In addition, using the Earned Value Management method, the scale of delays arising in construction works and the related effects were determined. The important role of close cooperation and good communication between all participants of the construction process was emphasized, which would reduce the phenomenon of building disturbances, but also mitigate the negative effects of delays that have already occurred.

Przedstawiono również problem zakłóceń budowlanych, które są z reguły nieodłacznym elementem podczas realizacji przedsięwzięć budowlanych oraz dokonano ich klasyfikacji. Po przeprowadzeniu szczegółowej analizy przedmiotowego procesu budowlanego zidentyfikowano występujące zakłócenia budowlane na badanej inwestycji obejmujące łącznie 1165 dni realizowanego okresu wykonawstwa.

The Earned Value Method (EVM) is a method commonly used in the quantitative project management. The course of the actual curve is usually different from the course of the planned curve. In order to provide a reliable estimation of the time of the project implementation or its real cost, the method of on-line updating the actual cost (AC) original curve can be applied. The actual cost curve is usually of the S-curve character. The approximation method is often used in the engineering applications. In the paper, the possibility of applying the polynomial type approximation method to the on-line updating of the actual cost curve is discussed.

Metoda wartości wypracowanej (EVM) jest powszechnie stosowana w ilościowym zarządzaniu projektami. Przebieg krzywej kosztów rzeczywistych jest zwykle inny niż przebieg krzywej kosztów planowanych. W celu realistycznej oceny czasu końcowego realizacji projektu bądź jego rzeczywistych kosztów może być zastosowana metoda bieżącego poprawiania przebiegu krzywej kosztów rzeczywistych. Krzywa kosztów rzeczywistych ma zwykle przebieg podobny do przebiegu krzywej S. Metody aproksymacji są często stosowane w zastosowaniach inżynierskich. W artykule dyskutowana jest możliwość zastosowania wielomianów trzeciego stopnia do bieżącego uaktualniania przebiegu krzywej kosztów bieżących.

Projektowanie zakresu robót remontowych jest zawsze obarczone ryzykiem błędu z uwagi na brak możliwości pełnej oceny stanu technicznego wszystkich, w szczególności tych zakrytych, elementów budowli przeznaczonej do remontu. W konsekwencji, pierwotnie zakładany termin zakończenia remontu oraz jego koszt często nie są dotrzymywane. Problemem jest również jednoznaczne określanie bieżącego zaawansowania robót. Metoda Wartości Wypracowanej jest obecnie globalnym standardem definiowania zaawansowania realizacji przedsięwzięć inżynierskich i bieżącego prognozowania daty ich zakończenia oraz końcowego kosztu. W prognozowaniu wykorzystuje się wybrane dane z realizacji rozważanego przedsięwzięcia od jego początku do dnia sporządzenia prognozy. Zastosowanie Metody Wartości Wypracowanej w zarządzaniu realizacją przedsięwzięć remontowych pozwala na istotną racjonalizację terminu końcowego oraz kosztów.

It is always risk of an error while planning the scope of renovation works. Precise evaluation of technical condition of all – especially those covered – construction parts of the building to be renewed, is practically not possible. As a consequence, the originally planned completion date as long as the planned budget, are often not fulfilled in construction renovation projects. Moreover there is a problem to define the progress status of these projects. The Earned Value Method (EVM) is currently a global standard for identifying of the progress status of engineering projects and also for actual forecasting the end date and the final cost of projects. The forecast is based on selected data taken from the project history, i.e. from its start till the date of forecasting analysis. Application of EVM for managing the construction renovation projects allows to reach both, the final cost and the completion date kept at the rational level.

W artykule oprócz zdefiniowania takich pojęć jak: proces inwestycyjny, zarządzanie procesem inwestycyjnym, jakość, przypomniano metodę krzywej S-owej, zalecanej już w połowie ubiegłego wieku do kontroli przebiegu procesu inwestycyjnego w budownictwie. Głównym powodem przypomnienia metody krzywej S-owej, była chęć podkreślenia jej aktualności, mimo że została ona opracowana w Polsce kilkadziesiąt lat wcześniej niż metoda wartości wypracowanej w Stanach Zjednoczonych (EVM). Autor żałuje, że osoby piszące o metodzie EVM nie dostrzegają jej pokrewieństwa z opracowaną znacznie wcześniej metodą krzywej S-owej. Na przykładzie metody krzywej S-owej wykazuje on jak ważne jest porównywanie propozycji współczesnych ze znacznie wcześniejszymi.

The article, apart from defining such terms as investment process, investment process management and quality, describes the S-curve method, which, as early as in mid-20th Century, was recommended for controlling the investment process in the building industry. The main reason, for which the S-curve method is being reviewed in the here in article stems from the fact that it still has a great velue, even despite the fact that it has been developed a couple of decades earlier, in Poland, preceding the emergence of the EVM (Earned Value Method) methodology in the United States. The author regrets that the scholars who are focused on the EVM method see no relationship between that method and the S-curve method. On the basis of the example provided by the S-curve method, the author proves the importance of comparison of the contemporary methodologies with their predecessors.

W artykule podjęto próbę analizy wpływu niedoszacowań kosztorysowych i planistycznych na wynik przedsięwzięcia, porównując ich konsekwencje.

Credibility analysis of the costs of production – and forecasts of these costs – for effective control of construction projects it depends on the stability of the implementation of the planned investment budget. Managing construction contracts require managers the skills of the current analysis of deviations incurred production costs – the value calculated to offer cost estimate and established in the schedule of works and expenditures. This article attempts to analyze the impact of underestimation cost estimate and planning the outcome of the project by comparing their consequences.

Zaprezentowano podstawy teoretyczne metody, zilustrowano je przykładami i wskazano praktyczne problemy w jej stosowaniu.

Earned Value is a known project management tool which integrates information about progress on a project in terms of material advancement, costs and schedule. Based on simple indicators, it makes it possible to detect deviations from the plan at an early stage and to take corrective actions as part of operational management. The paper presents the theoretical foundations of the method, illustrates them with examples, and draws attention to practical problems with application of the method.

Each project is linked to a risk – this is a well known truth. Therefore, there are a lot of methods of project risk management e.g. [4], comprising risk management planning before the project realization and risk management execution during the project realization. It seems, however, that in practice the second phase is a bit neglected with respect to the first one: during the project realization everyone is usually very busy and there is no time for project risk management. Often the consequences of this attitude are serious: the project does not succeed. That is why project risk management methods for the project realization phase should be as simple as possible but effective, at least in most cases. The Earned Value Method is such a method [1], in spite of its numerous drawbacks [3], it has been widely accepted in practice. However, it is not appropriate for long-term projects, since it does not take into account the time value of money. Therefore we propose here a modification of this method, which will be suitable for long-term projects. It will make use of the Net Present Value concept. First, we will explain the classic Earned Value Method, then the Net Present Value Method, and finally their combination: the modification of the Earned Value Method which is the object of the paper. A computational example will conclude the paper.

Z każdym projektem związane jest ryzyko – to ogólnie znana prawda. Opracowano więc wiele metod zarządzania ryzykiem projektu w zakresie planowania ryzyka przed rozpoczęciem projektu oraz zarządzania ryzykiem podczas jego realizacji. Wydaje się, że w praktyce ten drugi etap w odniesieniu do pierwszego jest trochę zaniedbywany, gdyż podczas realizacji projektu wszyscy są bardzo zaangażowani i nie mają czasu na zarządzanie ryzykiem. Konsekwencje takiego podejścia są często niezwykle groźne. Projekt nie kończy się sukcesem. Dlatego też metody zarządzania ryzykiem projektu w fazie jego realizacji powinny być tak proste jak to tylko możliwe, ale zarazem efektywne. Taką metodą jest metoda wartości uzyskanej (Earned Value). Pomimo słabej strony obliczeniowej jest ona często stosowana w praktyce. Nie jest to jednak właściwa metoda dla projektów długoterminowych, gdyż nie uwzględnia się w niej zmiany wartości pieniądza w czasie. Proponujemy zatem modyfikację, która metodę tą uczyni przydatną dla projektów długoterminowych. Uwzględniamy przy tym koncepcję metody wartości własnej netto (Net Present Value). W pracy przedstawiono klasyczną koncepcję metody wartości uzyskanej i metody wartości bieżącej netto, a następnie ich kombinację: modyfikację metody wartości uzyskanej, która jest tematem tego artykułu. Zaprezentowano przykład obliczeniowy.
