Koncepcję tę wykorzystywano głównie do utrzymania prawa i porządku w podległych Koronie koloniach.

No-fly zones have become a permanent feature in the theory and practice of air power since the 1990s and throughout the 21st century. The origins of this specific category of air operations are generally attributed to the British concept of air control, which emerged and was tested in practice following the end of the First World War. This concept was primarily used to maintain law and order in colonies under the British Crown. The mere establishment of no-fly zones is often insufficient to enforce the restrictions imposed by the United Nations without the use of force. Only the active enforcement of no-fly zones brings the desired results. To date, four no-fly zone enforcement operations have been carried out in different regions of the world. Experts frequently compare no-fly zones with restricted areas on land and at sea. There is little doubt that, in comparison to these two, no-fly zones perform very well. They are considered significantly less risky than the enforcement of restricted zones on land or at sea. However, the future of no-fly zone enforcement operations appears highly uncertain, mainly due to the rapidly deteriorating security environment.

The aim of this paper is the identification and description of the capabilities and limitations of military aviation in intervention operations. Over the last two decades, military aviation was treated by political decision-makers as a remedy for solving international crises and conflicts. Intervention operations with the participation of military aviation included: humanitarian intervention, crisis response operation and regional ethnic conflicts in many areas of the world. Short analysis of the above-mentioned operations shows a tendency for military aviation to possess attributes (capabilities) which distinguish it from other services. Doctrinal attributes describing military aviation, that is to say, speed, reach, height, ubiquity, agility and concertation, give the intervening coalition an advantage over the enemy from the beginning of the intervention. However, the doctrinal capabilities of military aviation in many cases are not sufficient for conducting air operations during an intervention. It is believed that military aviation may create other capabilities that are very important in the context of the political and military end state of intervention. These might be: possibility of enforcement of no-fly zones as an element of military deterrence, creation of psychological effects against the enemy, show of force or inputs to intelligence, surveillance and reconnaissance. However, the most important capability of military aviation in intervention operations may be the ability for coercion, which allows politicians to put pressure on adversaries. There is no doubt that military aviation also possesses limitations which may reduce its capabilities during intervention operations. The most known of these are: impermanence, limited payload and vulnerability. Sometimes, these would also be political challenges connected with witnessing a given operation by individual countries or the international community. In a specific situation, they may limit or prevent conducting air operations in the area of operations.

In the conflicts of past two decades, the air forces were being engaged to a great extent in the role of a main tool for solving crisis situations. If the use of ground component is politically sensible, then international community, in attempt to limit the possibility to use force, turns to the regulations of the United Nations Charter and establish no-flight zones over certain area. This is mainly to restrict combat capability of potential enemy as well as serves the purpose of protecting civilians and providing humanitarian help. For the first time, no-flight zones had been established over Iraq as a result of the Gulf War during 1990-1991, later over Bosnia and Herzegovina, and recently over Libya. The extortion of no-flight zones in the sovereign airspace of a certain state requires solid legal basis, best when supported with the resolution of the UN Security Council. However, had it always been like that? What was the role of no-flight zones in Iraq, Bosnia and Herzegovina or Libya? What factors were at stake when establishing no-flight zones? Will the next state for creating no-flight zones be Syria? The writer presents theoretical and practical aspects of no-flight zone functioning. Based on the analysis of the conflict in Libya, he also attempts to answer the question whether the evolving conflict in Syria will induce international community into creating no-flight zones there, which would be equal to international military intervention.

At the turn of the century air force was relatively frequently used to solve international and domestic crises. The most widespread "area” of its activity comprises operations to enforce no-fly zones and other zones of denied access. The no-fly zones enforcement operations conducted over northern and southern Iraq, Bosnia and Herzegovina are permanently engraved in the air force history of NATO, the USA, Great Britain, France and Turkey. However, the article stresses that the way of air force activities in this type of operations derives from colonial wars of the 1920s and 1930s. The airspace control implemented by the Royal Air Force (RAF) was accepted as a model development. In the operations discussed in the article such as "Provide Comfort”, “Northern Watch”, Southern Watch”, Deny Flight’’, and "Deliberate Force”, the attention was drawn to the most important events connected with using air force that, according to the author, greatly influenced the course of peacekeeping process in Bosnia, Herzegovina and keeping a stable situation in the Persian Gulf. There have been shown different tasks and political and military conditions of these operations and also the influence of these factors on the size, structure and tasks of the air forces conducting these operations. The effectiveness of the air force performance in these, mostly long lasting, operations has also been discussed. In the conclusions, the author has presented some regularities appearing in the no-fly zone enforcement operations described above. Thus the thesis has been confirmed that air force is a perfect tool to support international organisations in keeping international security and world peace.
