Purpose: The aim is to evaluate the operation of the Model Teacher Training School drawing on the example of the “Model Teacher Training School in Niemcz and Osielsko” project completed against the project evaluation findings in terms of the directions of continuing the operation of the teacher training school and its effective impact on supported schools. Design/methodology/approach: The article presents a case study of a Model Teacher Training School in Poland as a modern teacher competence support system. There are identified some selected aspects of the operation of the teacher training school established as part of the project cofounded by the EU. Project evaluation research process is discussed and selected evaluation research findings are presented for the sample of 55 teachers, including headmasters and deputy headmasters of seven supported schools. The research process has involved diagnostic methods and tools: CAWI (Computer Assisted Web Interview), which uses the Microsoft Forms tool. Selected CATI qualitative research findings have been presented for a sample of 8 respondents, including the representatives of the Beneficiary and the Partner, headmasters and deputy headmasters of the Training School, the representatives of the higher education provider and the supporting institution. Findings: The school serving a function of the Training School performs actions focused on a teacher competence development in Supported Schools in selected forms and work methods. The idea of the modern approach to teacher competence enhancement is a cooperation of the Training School with experts of educational institutions: the higher education provider, supporting institutions and the education superintendent authority. It is also valuable every year to include new Supported Schools into the supporting process and improving the forms and methods of working with teachers. It is possible to the evaluation of the actions performed the findings of which facilitate a further determination of directions of continuing the operation of the Model Training School for the years to come. Research limitations/implications: Compliant with the Training School Model, the operation of teacher training schools should be subject to annual evaluation process, which will enhance the quality of the actions by increasing the correctness, effectiveness, usefulness, efficiency and lifespan. Some limitation to undertaking the research process is a problem with financing the evaluation research which must be financed outside the project. Practical implications: The evaluation research findings, including the expectations of supported schools’ teaching and management staff, have facilitated a further determination of support forms which should be offered by the teacher training school throughout the project, which is for the upcoming 5 years. The forms of support which should be continued throughout the project life offer a possibility of using ready-made teaching aids, a participation in discussion forums, sharing blogs and methodology workshops. The teachers have slightly lower expectations in terms of continuing their participation in conferences and seminars, working on-line on the doskonaleniewsieci.pl platform, taking part in demo classes, consultations and stationary cooperation networks. Social implications: The teacher training school operation will affect the social domain as the teacher training school, by offering an adequate support to the teachers and including new schools into cooperation, will enhance a development of the key student competences, especially foreign languages learning, mathematics, natural sciences, ICT and teachers sharing their knowledge and skills. Originality/value: The teacher training school model presented as well as the evaluation research findings provide a recommendation for practical professional development of primary school teachers in Poland.

The objective of the research is to pinpoint issues in project management, as this is crucial for the development of a successful project. There is a need to expand the existing knowledge in project management, as it contributes to enhancing a company’s project management system. Additionally, the study presents effective remedies for project management challenges. Initially, we introduce the specific project, followed by an examination of the current state of production processes. In this context, we endeavour to propose solutions. The concluding section focuses on evaluating these solutions, summarizing the study, and achieving the study’s objective. These outcomes contribute to cost savings and ensure maximum customer satisfaction.

The construction sector in emerging nations like Pakistan faces challenges due to the limited use of advanced technology. Building Information Modeling (BIM) offers key benefits, including cost savings, reduced rework, and early detection of design faults. BIM also manages large amounts of data by integrating information from various phases of the project lifecycle. This study examines BIM’s impact on planning, design, and construction phases through a survey of 40 field experts, ranked using the Likert scale. Results show that BIM enhances collaboration, supports better design pathways, and assists project managers during planning. In design, it improves information sharing, efficiency, and scheduling. During construction, BIM facilitates seamless information flow, visualized model execution, and effective risk management. The findings highlight BIM’s potential to address lifecycle challenges and improve overall project outcomes.

W ramach projektu BUILD UP SKILLS II powstał projekt dokumentu o nazwie: „Strategia podnoszenia umiejętności pracowników sektora budowlanego w zakresie energooszczędnych technologii budowlanych, w szczególności tych stosowanych w budynkach poddawanych gruntownym renowacjom”. Artykuł zawiera wyniki analiz, które powstały przy tworzeniu ww. dokumentu, takie jak: ocena zapotrzebowania na pracowników budowlanych realizujących termomodernizację budynków, działania w zakresie zwiększenia udziału kobiet pracujących w budownictwie, działania w zakresie szkolnictwa, finansowanie i monitorowanie proponowanych działań oraz wnioski.

As part of the BUILD UP SKILLS II project, a draft document was created with the title: "Strategy for improving the skills of construction sector employees in the field of energy-saving construction technologies, in particular those used in buildings undergoing major renovations". The article contains the results of the analyzes that were done when creating the above-mentioned. Document, such as: assessment of the demand for construction workers carrying out thermal modernization of buildings, activities to increase the share of women working in construction, activities in the field of education, financing and monitoring of proposed activities and conclusions.

The idea of resolving any project comes from a source without a precise definition. There is no definition of the source, but there is an inseparable weave of many interdependent layers necessary for creation, and among the most important are: layers of knowledge and precise thinking, determining the functions of the tools that give shape to the idea, and layers that escape definition, determined by the intuition and sensitivity of the creator, characterizing the areas of art. If a consciously created form combining a variety of matters, merges sequences of functions for activities, constructs for permanence while creating unique qualities for perception - it fits into the space of ARCHITECTURE. If the matter formed by man evokes emotions and impressions, if it creates by offering illusions, penetrates and enriches the imagination, leaving a permanent trace in it - it is inscribed in the space of ART.

Purpose: The project approach is often used to implement projects in enterprises. Traditional project management becomes insufficient due to the changing environment and the need for flexible functioning of the organization. Hence, agility in management gains recognition. The article presents the results of the study, the purpose of which was to determine whether the assumptions of agile management are known and used in project management and to identify factors that sustain the involvement of project team members. Design/methodology/approach: The presented empirical research was carried out using the quantitative and qualitative methods. Techniques of expert interviews were used, and in the case of quantitative research - a questionnaire. The use of two research techniques was aimed at obtaining a broad view of the project management methods used, with particular emphasis on the conditions of the working environment of agile project teams. Enterprises from the small and medium-sized enterprise sector were invited to the study, the main variable in the selection of entities for the research sample was the location by region, i.e. the northern subregion of the Silesian Voivodeship, and cooperation with the Częstochowa University of Technology for the commercialization of knowledge in the region. The latter condition made it possible to include enterprises that implement projects. Findings: Research has shown knowledge of the assumptions of agile management among small and medium-sized enterprises, but less than half of the surveyed experts use this methodology in managing project teams. According to experts, the main condition for implementing agile management is a "good", i.e. primarily a self-organizing project team. Its members are required to have appropriate skills and competences, such as self-discipline or independence in making decisions. The research also identified work conditions that keep members of agile project teams engaged. They are strongly related to the intrinsic motivation of employees. On this basis, it can be concluded that the agile approach in shaping work conditions is stimulating to stimulate the expected behavior of employees. Originality/value: The article draws attention to the rarely discussed issue of implementing project management in small and medium-sized enterprises. The conditions for implementing agility in project team management were emphasized, among which the most important is the right selection of employees. They should have appropriate skills and competences, as well as an internal motivation system, which agile management methodologies will stimulate the activity and involvement of project team members.

The aim of this article is to present an innovative concept, concerning the design of a photovoltaic power plant located in the stratosphere. The most important advantage of this location is the increased access to solar energy, which can be converted into electricity. The introduction of the paper presents an short overview of known locations for photovoltaic power stations – on land, at sea and in space on a geostationary orbit. The basic elements of the power station in each of these location methods along with their advantages and disadvantages are briefly discussed. The main part of the paper concerns the project of an photovoltaic power station located in the Earth's lower stratosphere. The construction of two proposed by the author variants of such a power station with the transmission of electrical power by means of a microwave beam, or by means of a cable, is described. A maximal delivered power 20 MW of the power station has been assumed and the parameters of the elements of such power stations that are critical to their feasibility have been calculated. The feasibility of these projects with technical possibilities available currently or in nearest future has been demonstrated.

Celem artykułu jest przedstawienie innowacyjnej koncepcji, dotyczącej projektu elektrowni fotowoltaicznej umieszczonej w stratosferze. Najważniejsza zaleta tej lokalizacji polega na zwiększeniu dostępu do energii słonecznej, która może być przetwarzana na energię elektryczną. We wstępnie artykułu przedstawiono w zarysie krótki przegląd znanych lokalizacji elektrowni fotowoltaicznych – na lądzie, na morzu i w kosmosie na orbicie geostacjonarnej. Krótko omówiono podstawowe elementy budowy elektrowni w każdym z tych sposobów lokalizacji oraz ich zalety i wady. Główna część artykułu dotyczy projektu elektrowni fotowoltaicznej, umieszczonej w dolnej warstwie stratosfery Ziemi. Opisano budowę zaproponowanych przez autora dwóch wariantów takiej elektrowni – z przesyłaniem mocy elektrycznej za pomocą wiązki mikrofal, albo za pomocą kabla. Przyjęto 20 MW, jako maksymalną moc dostarczaną elektrowni i obliczono parametry elementów takich elektrowni, które mają decydujące znaczenie dla ich wykonalności. Wykazano wykonalność tych projektów przy możliwościach technicznych dostępnych obecnie lub w najbliższej przyszłości.

Cel: Przedstawienie struktury kompetencji pracowników przedsiębiorstwa przemysłowego w zarządzaniu projektami według kryterium rodzajowego projektów. Projekt badania/metodyka badawcza/koncepcja: Celem badania było zidentyfikowanie kompetencji pracowników w zarządzaniu projektami istotnych w realizacji projektów w przedsiębiorstwie przemysłowym. Po przeprowadzeniu badania pilotażowego, badanie zasadnicze przeprowadzono na próbie N = 42 za pomocą kwestionariusza ankiety. Badania prowadzono od 16.01.2023 do 27.01.2023 roku. W realizacji celu badania wykorzystano metody: analizy piśmiennictwa, analizy i konstrukcji logicznej oraz statystyczne. Wyniki/wnioski: Stwierdzono, że: (1) istnieje określony zbiór kompetencji cechujący projekty według kryterium ich rodzaju, (2) kompetencje w danym rodzaju projektu można grupować ze względu na stopnień ich ważności. Ograniczenia: Liczność próby badawczej, model kompetencji. Zastosowanie praktyczne: Określenie obszarów doskonalenia modelu kompetencji pracowników w zarządzaniu projektami w przedsiębiorstwie przemysłowym. Oryginalność/wartość poznawcza: Określenie kompetencji w zarządzaniu projektami w przedsiębiorstwie przemysłowym.

Purpose: Presentation of the structure of the competence of the employees of an industrial enterprise in project management according to the generic criterion of projects. Design/methodology/approach: The purpose of the study was to identify what employee competencies in project management are important in project implementation in an industrial enterprise and influence the execution of the project as intended. Following the pilot study, the primary study was conducted on a sample of N=42 using a survey questionnaire. The survey was conducted from 16.01.2023 to 27.01.2023. The following methods were used to achieve the purpose of the study: literature analysis, logical analysis and construction, and statistical methods. Findings/conclusions: Found that: (1) there is a specific set of competencies that characterize projects according to their type, (2) competencies in a given type of project can be grouped according to their degree of importance. Research limitations: The size of the research sample, competence model. Practical implications: Identification of areas for improving the competence of employees in project management in an industrial enterprise. Originality/value: Competence structure in project management in an industrial enterprise.

Risk, as an effect of uncertainty, is associated with every human activity. Like any other industry, construction companies are eager to reduce the uncertainty of reluctant events. A well-planned risk communication system could contribute to the success of a construction project. A proper announcement protocol could be a mitigating lever for identified or unidentified risks during planning and monitoring processes. This research aims to present a risk communication management system (RCMS) for construction companies involved in large projects. The proposed model includes a step-by-step communication procedure considering the authority level within the organisational hierarchical structure. The model aims to remove the ambiguity of risk communications during the construction process under uncertain conditions. It leaves no or little room for the emergence of unplanned risks. The proposed communication structure has been implemented in GRC cladding construction projects, and the risk communication time and response have been significantly improved.

W artykule przybliżono innowacyjne narzędzie mające na celu przeciwdziałanie i zmniejszenie zagrożeń związanych z ruchem drogowym, w tym z obsługą miejsca zdarzenia przez funkcjonariuszy Policji. Narzędziem tym jest symulator wspomagający szkolenie policjantów w realizacji czynności na miejscu zdarzenia drogowego, który powstał w ramach realizacji projektu Wyższej Szkoły Policji w Szczytnie, finansowanego ze środków Narodowego Centrum Badań i Rozwoju w konkursie nr 9/2018 na wykonanie projektów w zakresie badań naukowych lub prac rozwojowych na rzecz obronności i bezpieczeństwa państwa. Dynamiczny rozwój nowoczesnych technologii informatycznych oraz powszechny dostęp do różnorodnych programów komputerowych stwarza możliwość wspomagania różnego rodzaju szkoleń z wykorzystaniem urządzeń symulacji komputerowych, np. jazdy pojazdami w sposób zbliżony do rzeczywistości. W miarę rozwoju technologii informatycznych pojawiły się nowe możliwości. Symulator będący najnowszej generacji rozwiązaniem pozwoli na radykalne zwiększenie efektywności i operatywności szkolonych policjantów. Zastosowana wielowariantowość profili szkoleniowych znacząco rozszerzy kwalifikacje i umiejętności policjantów. Wykorzystanie zaawansowanych algorytmów sztucznej inteligencji pozwoli na wyeliminowanie najdrobniejszych błędów, które w dotychczasowym systemie szkolenia były niemal niemożliwe do wykrycia przez instruktorów prowadzących zajęcia praktyczne. W niniejszym artykule podjęte rozważania oparto na studiach literatury, doświadczeniu i pracy własnej w pełnieniu funkcji kierownika operacyjnego projektu oraz na podstawie własnych obserwacji i rozmów z kierownikami projektów realizowanych na rzecz bezpieczeństwa i obronności państwa w administracji publicznej.

The article presents an innovative tool aimed at counteracting and reducing risks associated with road traffic, including during actions performed by police officers at the scene. This tool is a simulator supporting the training of police officers in the implementation of activities at the site of a road incident, which was established as part of the project of the Police Academy in Szczytno, financed by the National Centre for Research and Development in call for proposals No. 9/2018 for the implementation of projects in the field of scientific research or works development for defence and state security. The dynamic development of modern information technologies and universal access to various computer programs make it possible to support various types of training with the use of computer simulation devices, e.g. driving vehicles in a manner closely resembling reality. As information technology developed, new opportunities have emerged. The simulator, which is a state-of-the-art solution, will dramatically increase the efficiency and operability of police officers undergoing training. The applied multi-variant training profiles will significantly contribute to expanding the qualifications and skills of police officers. The use of advanced artificial intelligence algorithms will make it possible to eliminate the smallest errors, which were almost impossible to detect by the instructors conducting practical classes in the previous training system. The considerations undertaken in this article are based on literature studies, experience and own work in executing the function of an operational project manager and on the basis of own observations and interviews with managers of projects implemented for security and national defence in public administration.

Purpose: The main purpose of this paper is to identify new opportunities for the development of rural areas. A contribution to this should be the combination of modern tools and technologies that affect the improvement of the quality of life and the possibility of creating new jobs in rural areas. Design/methodology/approach: The paper employs the desk research method in the form of an analysis. The analysis of the available literature on the subject on smart villages and the examples of smart villages described in the paper rendered it possible to establish the facts, verify the data and present the results. Findings: The considerations presented in the article indicate that a key element in smart villages is smart human resources that respond to challenges and changes occurring in rural areas. In order to make a real change in a given area, collective action is required rather than individual, and, depending on incentives and local circumstances, these initiatives may prioritise economic, social or environmental issues - or a combination thereof. Practical implications: A common space for development and shared commitment of the rural population enables building social ties as an integral functioning of Smart Villages. Social implications: The needs of the rural community should always come first and the implemented solutions should be adjusted according to these needs, bearing in mind what resources that a given community has. Originality/value: The article is an original approach to the search for intelligent solutions that are meant to improve the development of rural areas and make life easier for rural residents.

Purpose: the main purpose of this paper is to analyse the new infrastructure project in western Ukraine, show its main characteristics and to forecast how it will improve the socio-economic life of this region and how it will rise tourist flows in cross-border territories. Design/methodology/approach: The Small Carpathian Circle was chosen as it is the biggest infrastructure project in western Ukraine that covers three oblast (regions) of Ukraine and will have a cross-border impact. Literature sources, statistical information and estimates data used in this paper were gathered from various international and Ukrainian official sources and websites. Personal knowledge about Carpathian region was also used as the author comes from Lviv oblast of Ukraine. Findings: the outcome of this paper is that the Small Carpathian Circle has to be implemented in the nearest future in order to provide the efficient mobility in Carpathian region of Ukraine on the basis of sustainable development. The main reasons for its slow implementation in 2022 were highlighted. Originality/value: it is the first research paper about the Small Carpathian Circle, as it wasn’t analysed properly by scientists yet. It is addressed to a scientific circle, politicians, investors, international organisations and all people interested in Carpathian region development.
