This article presents the division of calls that are made to public safety answering points in the Republic of Poland. Next those calls were analysed starting from the very beginning of the operation of the emergency notification system, taking into account their percentage division into justified, false and cancelled calls. Factors that influence the number and type of registered calls were also presented. The last part of the article refers to proposed changes that could be made to reduce the number of false calls.

W niniejszym artykule przedstawiono podział zgłoszeń, które kierowane są do centrów powiadamiania ratunkowego na terenie Rzeczypospolitej Polskiej. Następnie dokonano analizy tych zgłoszeń od początku funkcjonowania systemu powiadamiania ratunkowego, uwzględniając ich procentowy podział na zgłoszenia zasadne, niezasadne i anulowane. Przedstawiono również czynniki, które wpływają na ilość i rodzaj zarejestrowanych zgłoszeń. Ostatnia część artykułu odnosi się do propozycji zmian, które można wprowadzić w celu zmniejszenia liczby zgłoszeń niezasadnych.

The emergency call system is a system using GSM network, which is designed for automatic transfer of information about a car accident to an emergency call center to ensure first aid for injured persons promptly. This transfer, unfortunately, may be disrupted under certain conditions, which are experimentally evaluated in this article.

Opisano system bezpieczeństwa wykorzystujący sieć GSM zaprojektowany do automatycznego przesyłu informacji o wypadku samochodowym. Analizowano możliwe przypadki zakłócenia lub przerw w komunikacji.
W artykule zostały przedstawione wybrane problemy dotyczące migracji pomiędzy systemem radiołączności VHF 150 MHz, a standardem GSM-R, które będą jednocześnie eksploatowane w polskim kolejnictwie. Przeprowadzono analizę kolejowej sygnałów alarmowych RADIOSTOP w sieci radiołączności VHF 150 MHz. Scharakteryzowano usługę kolejowego połączenia alarmowego REC w systemie GSM-R. Następnie mówiono problemy techniczne generowanie sygnałów alarmowych w okresie migracji systemów. Oprócz problemów związanych z aspektem technicznym połączenia obu sygnałów alarmowych przeanalizowano też zagadnienia wynikające z ich zasięgu radiowego.

This paper presents some problems concerning migration between VHF 150 MHz radio communication system and GSM-R standard, which will be simultaneously operated in the Polish railways. An analysis of alarm signals RADIOSTOP rail network at VHF 150 MHz radio communication. Railway service was characterized by REC emergency call for GSM-R. Then it was said technical problems generating alarm systems during the migration period. In addition to the problems associated with the technical aspect of the merger of the two alarm signals also analyzed issues arising from their radio coverage.
Przedstawiamy pierwszą część artykułu poruszającego zagadnienia związane z wdrożeniem ogólnoeuropejskiego systemu automatycznego powiadamiania o wypadkach drogowych. W części tej będzie mowa o takich zagadnieniach, jak: aktualny stan prawny, standaryzacja oraz certyfikacja struktury systemu, zakresu i sposobu transmisji danych z pojazdu do Centrum Powiadamiania Ratunkowego. Omawiamy także stan wdrożenia numeru 112, z wykorzystaniem którego będzie działał system eCall.

This paper describes some problems connected with introducing of paneuropean automatic accidents information system. Take into account legislation, standardization and certification status within the range structures of the system, range and manner of the data transmission from the vehicle to Public Safety Answering Point (PSAP). State of introducing of the emergency telephone 112 as key point of eCall system presented too. Furthermore, some problems connected with teleinformatics data communication layer, particularly with the data transmission in the vocal channel were described. Paper present accident's detection problems and problems with geographic position detection.
Opisano politykę telekomunikacyjną Unii Europejskiej w zakresie realizacji systemu automatycznego wzywania pomocy z pojazdów uczestniczących w wypadkach (eCall), podejście niektórych państw członkowskich do tego projektu oraz warunki jego realizacji w Polsce. Omówiono instrumenty wdrażania systemu eCall na poziomie wspólnotowym i krajowym. Rozważono warunki realizacji systemu na zasadach dobrowolnej współpracy oraz możliwość przekształcenia go w obligatoryjny element regulacji telekomunikacji.

The paper presents telecommunications policy of the European Union concerning the implementation of in-vehicle emergency call system (eCall), the approach of some EU member states and the status of this project in Poland. The instruments of implementation on the Community and national levels are also discussed. Finally, the conditions for implementation of voluntary model based on free cooperation of interested parties and the possibility of its evolution into an obligatory element of telecommunications regulation are evaluated.
Koncepcja systemu automatycznego powiadamiania o wypadkach drogowych "eCall" jest jednym z kluczowych elementów europejskiej inicjatywy eSafety i ma na celu stworzenie ogólnoeuropejskiego systemu szybkiego powiadamiania o wypadkach drogowych. System będzie wykorzystywał telefon 112 lub E112. Dane będą przekazywane do punktów odbierania zgłoszeń działających przy centrach powiadamiania ratunkowego. Szacunki kosztów i zysków systemu eCall przeprowadzone w ramach projektu E-MERGE oraz badania SeiSS6 wskazują na moSliwość uniknięcia, w skali Europy, śmierci nawet 2500 osób rocznie i zmniejszenia skutków wypadków o 15 %. W pracy omówiono zasadę działania systemu eCall i przedstawiono wybrane problemy związane z funkcjonowaniem systemu. Poprawne działanie systemu wymaga interoperacyjności jego poszczególnych elementów, dlatego trwają prace nad opracowaniem wspólnego, europejskiego standardu transmisji danych i zakresu przesyłanych danych (tzw. komunikat MSD). Przedstawiono harmonogram wdrożenia systemu.

System specification of automatic informing about traffic accidents "eCall" is one of key-points of the European initiative eSafety and targets the creation of the paneuropean system of quick informing about traffic accidents. The system will use the telephone 112 or E112. Data about accident will be delivered to emergency points. Estimated costs and profits of the eCall system within the framework of the project E-MERGE and research SeiSS6 evidence the possibility of the avoidance, in the scale of Europe, the death even 2500 persons a year and diminutions of results of accidents about 15 %. This paper present principle of work of the eCall system and introduction connected problems with the operability of the system. The correct activity of the system demands co-operate of his each units, because last works over the elaboration of the common, European standard of the data transmission, the range of Minimal Set of Data (MSD). Paper present schedule of introducing of the system also.
The paper presents selected technical and regulatory aspects of emergency call handling in communication between citizens and authorities in case of distress. Among the most important technical aspects of emergency call handling are recognition and treatment of emergency call by originating network, routing of such call to the appropriate public safety answering point (PSAP), delivering call-related information to the PSAP as well as architecture and organization of PSAPs. From the legal point of view, of importance are the obligations for the Member States and stakeholders involved in the E112 project included in the EU directives, actions of European Commission related to providing access to the location information as well as obligations concerning emergency call handling included in Polish national law.
