Information technology disruption has spread to the global shipping industry, including its application in ports. The purpose of this study is to measure the readiness of port management organizations in Indonesia to face this disruption, as seen from the aspects of individual employees and financial aspects influenced by the level of IT use. The study was conducted using a quantitative approach involving 65 port managers through a survey, followed by model measurement using Partial Least Squares-Structural Equation Modeling (PLS-SEM) and critical interval measurement. The results of the study indicate that individual readiness and financial readiness have an effect on organizational readiness in facing IT disruption, with strong intervention from the level of IT use within the organization. In addition to measuring the effects on organizational readiness, this study categorizes the level of readiness of each variable of individual readiness, financial readiness, and organizational readiness. The findings of this study indicate that although the organizational readiness of the Port is categorized as good, it is still at the lower threshold. Therefore, it is necessary to improve readiness in several indicators and variables that still have sufficient values, namely the employee competency readiness variable and organizational financial readiness.

The European Union’s (EU) flagship packages – Fit for 55, REPowerEU and member-state National Energy and Climate Plans (NECPs) – aim to accelerate the shift toward renewables, yet they downplay two fast-moving demand drivers: digitalization and migration. Guided by the hypotheses that (H1) these forces have become central to governmental agenda- setting and (H2) they exert a strong, quantifiable impact on energy-policy trajectories, this study analyses annual data for France, Germany, Poland and Czechia from 2000 to 2021. Country-specific ordinaryleast-squares models link electricity or primary-energy demand to household ICT penetration, net migration flows, investment and macro-controls. Results show that a 1-percentage-point rise in ICT access increases electricity use in Poland (+0.31%) and Czechia (+0.19%) but reduces primaryenergy demand in Germany (–0.42%) and France (–0.25%). An additional 100,000 migrants consistently raises demand by 0.10–0.17% across the four countries. Scenario extensions that account for post-2022 Ukrainian refugee inflows and rapid data-centre growth indicate that current NECP benchmarks could understate 2030 electricity demand by roughly 4–6 TWh, complicating renewable-capacity rollout schedules. Incorporating digital- and migration-related elasticities into the 2026 NECP revisions would make national RES targets and grid-investment plans more robust under heightened demographic and technological uncertainty.

The speeding pace of digital and ecological transitions is redefining the mission of higher education institutions (HEIs) to promote lifelong learning and the resilience of the workforce. The purpose of this study is to create a theoretical model to explore key dimensions of the successful upskilling in the era of industry 4.0 and rapidly changing labour market requirements. The research is designed qualitatively, integratively, and is grounded on the following three sources: (1) analysis of international strategic and policy documents (OECD, European Commission, UNESCO), (2) observation of case studies of HEI that introduced innovative educational models, (3) exploratory bibliometric analysis conducted with the help of VOSviewer, on the basis of 202 publications from the Scopus dish for the period 1989-2025. The latter facilitated the exploration of key research themes and conceptual areas in university-led upskilling. The core output is a six-point framework for developing institutional upskilling strategies, consisting of: flexible learning formats, labour market co-creation, integrate green and ethical competencies (ESG), pedagogical transformation with digital, digital infrastructure, and impact monitoring systems. The article also develop a quality evaluation matrix and offer policy recommendations to institutional and governmental stakeholders. This manuscript addresses a significant gap in the literature by proposing a holistic and theoretically-grounded model for HEI upskilling strategies – a topic that is under-researched in empirical studies and policy debates. The implications, in terms of policy and practice, for an educational reformation, ecosystem sustainability of skills and a future university-readiness are discussed.

This study compares the digitalization of small and medium enterprises (SMEs) in Poland and Latvia, two Central and Eastern European countries facing similar challenges in meeting the European Union’s Digital Decade 2030 targets. This study uses a comparative descriptive research design that integrates data from Eurostat, national statistics, the Digital Economy and Society Index (DESI), the IMD World Digital Competitiveness Ranking, and the Network Readiness Index. The findings show that while SMEs in both countries face financial, human resource, and organizational barriers to digitalization, Latvia engages more actively with European Union (EU) digitalization projects proportionally, despite Poland’s SMEs reporting slightly higher basic digital intensity in some years. Key challenges include high technology costs, a shortage of skilled IT staff, and slower technological adoption in smaller firms. Both countries have implemented national strategies and support programs to increase SME digitalization, using the EU and national funds. However, they are still behind the EU average for most DESI indicators related to SME digital intensity. This study highlights the need for continued policy efforts and cross-national knowledge sharing to bridge the SME digitalization gap and increase competitiveness in the digital economy.

Niniejszy artykuł porównuje cyfryzację małych i średnich przedsiębiorstw (MŚP) w Polsce i na Łotwie, dwóch krajach Europy Środkowo-Wschodniej, które stoją przed podobnymi wyzwaniami w osiąganiu celów Cyfrowej Dekady 2030 Unii Europejskiej. Badanie wykorzystuje porównawczy opisowy model badawczy, a analiza integruje dane z Eurostatu, statystyk krajowych, Indeksu Gospodarki Cyfrowej i Społeczeństwa (DESI), Rankingu Konkurencyjności Cyfrowej IMD World oraz Indeksu Gotowości Sieciowej. Główne wyzwania obejmują wysokie koszty technologii, niedobór wykwalifikowanych pracowników IT oraz wolniejsze wdrażanie technologii w mniejszych firmach. Oba kraje wdrożyły krajowe strategie i programy wsparcia, aby zwiększyć cyfryzację MŚP, wykorzystując fundusze unijne i krajowe. Jednak wciąż pozostają w tyle za średnią UE w większości wskaźników DESI związanych z intensywnością cyfrową MŚP. Badanie podkreśla potrzebę kontynuowania wysiłków politycznych i międzynarodowej wymiany wiedzy, aby zniwelować lukę w cyfryzacji MŚP i zwiększyć konkurencyjność w gospodarce cyfrowej.

The article examines the threats to cargo transportation in the Black Sea and the directions of their impact on the maritime transport industry both regionally and globally. The assessment of the military component of these threats is important for all aspects of the transport fleet, primarily because the significance of military threats is greater than that of other risks to maritime transport. In particular, it is indicated that the consequences of threats to the merchant fleet due to hostilities in the Black Sea are not only sunken and damaged vessels, people lost, but also dynamic changes in freight rates and even an increase in the average service life of merchant vessels of the warring parties. This increases the risks of accidents and has already led to significant threats to marine biocenosis, which contradicts the principles of green shipping. The above principles, as proven by research, are also contradicted by the trend of reducing the development of alternative fuel infrastructure, which leads to a reduction in the possibilities of its further use by merchant fleet vessels. The importance of introducing fragmented logistics schemes, primarily expanding the use of the ro-ro network, for reducing the impact of threats is noted. The study confirms that the threat of sea pollution with a significant uncertain component is also represented by the systematic illegal transshipment of oil products in the open sea to avoid sanctions. At the same time, the study indicates that the significant uncertainty of wartime threats complicates the relevant assessment and forecasting of the parameters of all aspects of maritime transportation. It is also noted that the impact of the uncertainty of military risks limits the use of recursive vector autoregression for forecasting the freight rate. Therefore, a mathematical model is proposed to separate uncertainty from the impact of other factors that are considered as "colored" noise. It is also proposed to use an interval approach with an uneven distribution of the resulting function over the area of existence with its subsequent refinement by parameter estimation methods with other metrics. The mathematical model allows taking into account the different orientations of the impact vectors of uncertain factors, which increases the relevance of the forecast. The increasing relevance of maritime transport forecasts will contribute to risk prevention measures and resource provision to mitigate their consequences. Taking into account the uncertain component of risks is important not only in wartime, since this component is also present in maritime transport risks in peacetime. This will ensure the appropriate level of sustainability of cargo transportation by sea, reasonably shape the directions for the introduction of digital, green technologies, methods for optimizing logistics routes, etc.

The digitalization of urban mass passenger transport is a critical pillar of sustainable urban transformation, offering substantial potential to enhance the efficiency, convenience, and environmental sustainability of transport services. With the growing populations in urban zones and the escalating demand for mobility, the integration of intelligent transport systems and digital technologies has become a necessity. Global exemplars such as Helsinki and Singapore showcase the tangible benefits of implementing Mobility-as-a-Service platforms, electronic fare collection systems, and Internet-of-thingsdriven solutions. In Bulgaria, the digitalization process is still in its early stages. Nonetheless, successful examples have emerged, such as the integrated ticketing system in Sofia and the electrification of Burgas’ public vehicle fleet. Despite these advancements, pronounced disparities persist across cities, coupled with persistent challenges, including financial constraints, a shortage of expert capacity, and regulatory barriers. This study is a comprehensive multifactor analysis of the extent of digitalization in Bulgaria’s five largest cities: Sofia, Plovdiv, Varna, Burgas, and Ruse. The methodology follows a seven-stage process: establishing objectives, defining indicator categories, collecting data from diverse sources, evaluating and normalizing the factor variables, assigning weights based on expert assessments, calculating composite scores, and interpreting the results. The employed approach amalgamates quantitative and qualitative data assessed on a five-point scale and addresses both technological and socio-economic dimensions. The analysis focuses on seven pivotal factors influencing digitalization: service quality, accessibility, safety and security, affordability, environmental sustainability, technological solutions, and infrastructure. These dimensions serve as the foundation for evaluating the digital maturity of urban transport systems across the studied cities and inform strategic recommendations for the sector’s sustainable evolution.

Social media is used by more and more organizations, including seaports, because digital communication channels are an important tool in creating the brand image and one of the ways to build good relationships with stakeholders. Despite the fact that seaports are an important factor in the economic development of individual countries – which largely affects many groups of potential stakeholders – the issues of analysing marketing communication activities carried out by seaports using social media are not sufficiently recognised. Therefore, the main objective of the article is to analyse the business use of this marketing communication channel by the largest ports in the Baltic Sea region in order to assess the potential impact of this marketing communication channel on stakeholders. In order to achieve the aim of the study, the research used the desk research method and the method of observation via the Internet (a.k.a. web-based ethnographic research, or netnography). The results show, among others, that seaport profiles that are highly active on social media have the highest number of followers for a given profile. This demonstrates that regular and systematic maintenance of one's social media accounts results in increased interest from the audience and can thus influence potential stakeholders. Publishing audience-engaging content on your accounts can raise your organisation's profile, generate more interest in the content on your website, and contribute to building trust and audience bonds with your organisation.
