The objective of this study is to design a standard model for quarry rehabilitation after and during operation, thus contributing to their integration into their natural environments. To this end, an in-depth geomatic analysis and a multi-criteria approach were adopted to propose this model. This methodology was based on the development of various thematic maps (geological, topographic, hydrological, and topographic) to characterize the site. The study focused on mining outcrops with dolomite, limestone, and sandstone facies, located in the Taghramt municipality, in the Fahs Anjra province of Morocco. In this country, quarry rehabilitation practices are not fully consistent with the principles of environmental protection and sustainable development. Following this study, the results obtained reveal that this standard quarry rehabilitation model includes progressive redevelopment stages. Thus, it is necessary to first redevelop the embankments, then reconstruct the soil, and finally reforest the site. The desired goal is to integrate the quarries into their natural environment, thereby protecting the environment from the risks posed by the lack of quarry rehabilitation (passenger falls, disturbance of flora and fauna, soil depletion, and alteration of the hydrographic network, landscape, and air quality). However, the main limitations of this approach concern the need for rehabilitation planning right from the operational phase; and the shortcomings in the Moroccan legal framework, despite its recent progress with the adoption of Law 27-13 of 9/6/2015 on quarries and its implementing decree No. 2-17-369 of 30/11/2017, which requires the presentation of a bank guarantee to guarantee the quarry’s redevelopment. The originality of this study lies in the integration of geomatic and ecological tools, to design a practical, reproducible and flexible model for the institutionalization of a quarry rehabilitation procedure adaptable to other open-air quarries and to various geo-environmental contexts.
State information systems play a significant role in information support of land management. Open state information systems and technologies are a modern mechanism of data collection, processing, analysis and publication for transparent, democratic, effective land resources management. Within the national Ukrainian context, land management activities are described by components presented in the article. The purpose of the study is to investigate the interrelation of different kinds of state information systems for land management. The following tasks are aimed at achieving the goal: to perform the analysis of types and forms of state information systems, to structure the information contained in the state information systems, and to research the interoperability of data of state information systems. Based on the results of the study, a structural model of effective land management is presented in the work. In the article, there is an example of the open data using regarding the state monitoring of surface water, which is open to users, as of March 2023, was used to make management decisions. The availability of complete open data regarding land and other natural resources provides the possibility of informed decision-making while ensuring effective land management in general and individual land plots in particular. The results of the study illustrate the need for further strengthening data interoperability in different state information systems.
Understanding changes in land use and land cover (LULC) is crucial for effective land management, environmental planning, and decision-making. It helps identify areas of environmental concern, assess the impacts of human activities on ecosystems, and develop strategies for conservation efforts and sustainable land use. In this study, remote sensing and geographic information systems (GIS) were used to monitor LULC changes in Binh Duong province, Vietnam from 1988 to 2023. The supervised classification method in ArcGIS 10.8 software was applied to Landsat satellite data (Landsat 5-TM for 1988 and 2004, and Landsat 9-OLI/TIRS for 2023) to detect and classify five main LULC types: arable land, barren land, built-up areas, forests and waterbodies. The classification accuracy was evaluated using kappa coefficients, which were 0.877, 0.894 and 0.908 for 1988, 2004, and 2023, respectively. During the period of 1988–2023, the forest, barren land, and waterbodies class areas decreased by 560.55 km2, 200.04 km2, and 19.68 km2, respectively. Meanwhile, the arable land and built-up areas classes increased by 343.80 km2 and 436.47 km2, respectively. Furthermore, the Normalized Difference Vegetation Index (NDVI) and the Normalized Difference Built-up Index (NDBI) were used to quickly assess changes in LULC, and their trends were found to be consistent with the supervised classification results. These changes in LULC pose significant threats to the environment and the findings of this study can serve as valuable resources for future land management and planning in the region.
Since the early days, cadastral data represent the geographic extent of the past, current, and future rights and interests in real property. Thus, these data are extremely important for the proper development of statehood and society. The article analyses the process of formation of the real estate cadastre in two countries - Poland and Ukraine - from the time of its establishment to the present. Both countries were in the past (and Ukraine still is) victims of various historical events that deprived them of statehood, stability and opportunities for development; therefore, it affected the development of the cadastre and its accessibility to all stakeholders. The authors attempt to answer the question of if and how geographic location and historical conditions can affect the quality and availability of open cadastral data (OCD). After all, our perception of reality is a direct result of processes originating in history. This paper contains comparisons between a post-Soviet (Ukraine) and a post-communist country (Poland) and their path from early cadastral maps to OCD.
The article discusses the evolution of the concept of sustainable development and briefly discusses its definition. The study, based on Polish and foreign literature sources, uses the method of literature analysis with elements of inductive reasoning. This is a review article, whose aim is to present both positive and critical approaches to the idea of the sustainable development of space.
The applicability of integratedUnmannedAerialVehicle (UAV)-photogrammetry and automatic feature extraction for cadastral or property mapping was investigated in this research paper. Multi-resolution segmentation (MRS) algorithm was implemented on UAVgenerated orthomosaic for mapping and the findings were compared with the result obtained from conventional ground survey technique using Hi-Target Differential Global Positioning System (DGPS) receivers. The overlapping image pairs acquired with the aid of a DJI Mavic air quadcopter were processed into an orthomosaic using Agisoft metashape software while MRS algorithm was implemented for the automatic extraction of visible land boundaries and building footprints at different Scale Parameter (SPs) in eCognition developer software. The obtained result shows that the performance of MRS improves with an increase in SP, with optimal results obtained when the SP was set at 1000 (with completeness, correctness, and overall accuracy of 92%, 95%, and 88%, respectively) for the extraction of the building footprints. Apart from the conducted cost and time analysis which shows that the integrated approach is 2.5 times faster and 9 times cheaper than the conventional DGPS approach, the automatically extracted boundaries and area of land parcels were also compared with the survey plans produced using the ground survey approach (DGPS) and the result shows that about 99% of the automatically extracted spatial information of the properties fall within the range of acceptable accuracy. The obtained results proved that the integration of UAVphotogrammetry and automatic feature extraction is applicable in cadastral mapping and that it offers significant advantages in terms of project time and cost.

There is evidence that human activities are affecting global dynamics. The consequences of changes in the duration of the annual seasons and daily temperatures will imply drastic impacts on human and natural ecosystems. However, estimations related to the duration of the seasons considering the daily temperatures are scarce and could help to foresee negative effects with irreparable consequences. This study investigates the spatiotemporal variation of length and start date of each annual season based on temperature criteria by analyzing daily data of synoptic stations in western Iran from the period 1977–2015. Our results demonstrated that the starting date of summer shows a tendency advanced and the starting date of winter has been delayed. Moreover, spring is coming earlier. On the other hand, winter ends earlier and fall is delayed, with longer summers and shorter winters as a result. The starting date of summer differs from 0 to 2 d advanced in the southwest of the study area and 4–6 d advanced in the central and southeast parts. The starting date of winter on average has been delayed by 2 days and the length of the season has been shortened by 5 days. The changes for spring and fall are relatively smaller. Particularly, spring started earlier by 4.2 days but was extended by 1.8 days, and the fall season has started delayed by 0.8 days but extended by 0.4 days. This study provides simple information to stakeholders and policymakers so that they should focus on the issue and start developing efficient plans to reduce the negative impacts on the temperatures, shorter winters and the earlier spring, which could affect the floriation and animal behaviors among others.
Three Northern European countries over the last century have had similar political experiences, in 1990–1991 they have re-established independence and developed an individual political and administrative system. From 2004, when all Baltic countries became members of the European Union, the land use and spatial planning systems were developed with many similarities, as well as differences. The topic of this study is a survey of the national land policies and spatial planning systems in Latvia, Lithuania and Estonia in the context of sustainable development, needs of society and depopulation. The aim of the article is to examine the problems, needs of society and tendencies in land usage, as well as systemic features of spatial planning in the Baltic countries. It is very important to analyse how countries realize the implementation of sustainable development strategies In land use planning and in the context of depopulation. It was found that the Baltic countries are facing similar problems in land use and spatial planning documents but there are also differences regarding planning procedures of documents, their hierarchy and types of planned measures. The study has shown that people in these countries want more natura environment and eco-industrial development. Also, it was approved as necessary to createan index (engineering method) of sustainability in spatial planning.
Po kryzysie roku 2008 postępujący wzrost cen nieruchomości szczególnie gruntowych doprowadził w ciągu 10 lat do spadku procentowego udziału nowobudowanych subwencjonowanych mieszkań dostępnych. Władze kraju federalnego Wiedeń podjęły kroki prawne, zmierzające do zmiany niekorzystnych trendów. W przeciągu 2 lat do lokalnego kodeksu budowlanego wprowadzono przepisy definiujące nową kategorię zagospodarowania terenu – „mieszkalnictwo dostępne”.

The affordability of apartment units is closely related to the availability of land for planned multifamily housing development. In crisis periods, real estate prices go up, reflecting the perception of real estate as the safest investment, and land speculation increases. Housing is the most important fabric of the city, and the availability of land for housing directly influences housing affordability. In many European cities, legal and administrative mechanisms have been worked out to force the construction of apartment buildings. In times of crisis, however, these mechanisms have proven ineffective. This article will focus on the process of elaborating innovative solutions, with Vienna’s systemically coherent housing policy as an example. In the decade following the 2008 crisis, the ongoing rise in real estate prices, especially the price of undeveloped land, led to a decrease in the proportion of new subsidized affordable housing. The leaders of the federal state of Vienna undertook legal measures to reverse this negative trend. Within two years, the local building code was updated with a provision describing a new land use category: “affordable housing”. Following this rule, the acquisition of a permit to build housing investments requires that two-thirds of the planned development’s usable area be devoted to subsidized, meaning affordable, housing. This provision in Vienna’s building code came into effect on March 1, 2019. It is expected that in the long run, the price of land for housing will drop by 90%. In the upcoming years, monitoring of the provision’s effects will be conducted. The provision is seen as a radical change in the law, ensuring the continued realization of affordable housing programs.
The suitability of a land plot in a real estate market could be identified as a good investment because the land plot is deemed as popular. This activity is important for economic growth, who is one of the sustainable development goals. Mostly, all research in this field is focused on sustainability as well as the opinions of professionals. However, this field should be explored from another side which is based on real geodata. Criteria and its weight are very important in decision support systems. The correct criteria can help in selection of the best real estate object for an investment, but it is not only useful but also and a challenging task that has not yet been solved. The methods of research are data graphical analysis, correlation, decision supporting systems, etc. The research aims at determining the significance of the connections and using them as the criteria in the selected decision supporting method. In addition, it will be determined which decision supporting method defines the most suitable object for investment. These new criteria are proposed for operation in the land use models. Furthermore, it has been identified as one criterion, which is significant in the urban and agrarian territories. Also it turned out, that the land plot is the most active when it is as far from a densely built-up residential territory as possible and as close to a school, and when the land plot is as large as possible.

The use of post-mining land requires that environmental protection authorities, in cooperation with, among others, mining supervisory authorities, set conditions for reclamation. In case of areas where the natural surface structure has been transformed in an unfavourable manner, these conditions are set by a Starost, who acts in accordance with Act [2], On the other hand, when there is ground pollution, the scope of necessary activities is specified by the regional director for environmental protection, who acts in accordance with Act [3] (pollution from before 30 April 2007) or Act [4] (pollution from after 30 April 2007). Between 2015 and 2019, in matters concer- ning reclamation, mining supervisory authorities cooperated most extensively with starosts, issuing an average of 994 opinions peryear. In 2019, a total of 9,884.3 ha of land reguired post-mining reclamation. Between 2015 and 2019, the overall reclamation dynamics exhibited a downward trend. During this period, the mining industry reclaimed a total of 3,417.4 ha of land, with the most (69.24%) in the rock raw materials and natural aggregates sector. Over the last 5 years, the mining industry developed a total of 1,731.2 ha of reclaimed land area, with the most (53.75%) in rock raw materiał and natural aggregate mining. Trend lines for the development of reclaimed land show a slight increase in both the mining industry in generał and in its individual sectors. However, between 2015 and 2019, elear downward dynamics were observed with respect to land transferred to other users, with a visible growth in land acguired for mining activities.
Unfavorable spatial structure of arable land located in Małopolska is a major obstacle in conducting agricultural activity. Arable lands located in the southern part of Małopolska are fragmented, have small area, and irregular shapes. Agricultural activity on land with an unfavorable spatial structure is associated with an increase in production costs, which directly results in lower income of farms. One of the methods of improving spatial conditions is to implement land consolidation works. They allow to organize the spatial structure, increase the area of agriculturally used parcels, while reducing their number. The article presents a new approach in determining the parameters of land fragmentation. GIS tools were used to identify areas with unfavorable spatial parameters. The methodology which allows for the processing, filtration of source data, determination and visualization of land fragmentation parameters is discussed. As part of the research, the Binning method was used, which allows to visualize the phenomenon and simultaneously reduce the data used. In the work, a detailed assessment of land fragmentation parameters was made, which can be used in agricultural land management works. Analyzes have shown that the southern areas of the Nowy Targ County are characterized by intensive fragmentation of arable land. There are also unfavorable parameters related to the elongation and shape of parcels in the discussed areas.

The Land and Property Register (LPR) also called the Cadastre by the legislator should function in accordance with regulations in force, meet expectations of the public and provide universal access to Register data for its users. Beyond any doubt, credibility and usefulness of data in this public register are affected by the manner it is kept, which generally includes active and passive approach. If the LPR is kept in an active manner and constantly up to date, its data is very useful. Passive methods of keeping the LPR render record data irreversibly out of date and unreliable. The principal purpose of the paper is to assess the quality of data of a Land and Property Register and indicate that active keeping of the register is vital from the point of view of a prospective user and recipient of its data. The analysis involved data for the Michałowice commune, Małopolskie Voivodeship. Moreover, the paper suggests and presents a method that may improve validity of this public register.
Based on a theoretical discussion from global perspective the paper describes present rural land administration and management structure in Bangladesh. Bangladesh is a land scarce country with high density population. As most of the people live in rural areas and depend on agriculture and allied activities, proper rural land management is crucial. The paper presents an overall view of rural land management in Bangladesh and reveals that present land management system is almost obsolete. Land administration system is conventional and characterised by inefficiency and corruption. Some of the major problems facing the country in managing rural land are outdated and inadequate land related policies and land laws, inequality of land ownership and landlessness, and increase conflicts over land. The study also looks at some potential measures taken by government to improve country’s land administration and management system. Finally the paper provides a set of guidelines to deal with present land management challenges.
Żyjemy w chaosie pojęć. W Polsce gospodarujemy fragmentem biosfery i fragmentem ludzkości. Skandynawowie, Anglicy, Niemcy czy Francuzi utrzymują zrównoważenie procesów finansowych, społecznych i przyrodniczych w swoich przestrzeniach w oparciu o tradycje państw demokratycznych. Nasze państwo należy do międzynarodowego systemu finansowego i gospodarczego. Dominują je i zawłaszczają. Funkcjonują w kategoriach globalnych. Nasze ustawodawstwo i struktury administracyjne w praktyce wspierają ten proces.

We live in a chaos of terms. In Poland, we manage a fragment of biosphere and a fragment of humanity. As everybody on Earth, we act in line with the relationship between those two. We are a part of Europe, but we seem incapable of learning from experiences of the Europeans regarding the state organization. The Scandinavians, the English, the Germans or the French maintain sustainability of financial, social and environmental processes in their spaces, on the basis of tradition of democratic states. Poland is a part of the international financial and economic systems, and its citizens are fully dependent on these systems, since they are virtually independent from the democratic structure of our country, which is dominated and owned by them. They are operating in a global context, while Polish legislation and the administrative structure both support the above-described process.
Modern land organization, as a complex of social-economic and ecological measures, is focused on rational organization of the territory of administrative-territorial units, which make a spatial base for territorial organization of state management and local self-governing. Thus, determination of boundaries of administrative-territorial units is very important, actual and responsible task of land organization. Improvement of organizational and ecological mechanisms of establishment of boundaries of administrative-territorial units through the provision of these subjects with the relevant land surveying, land planning and cartographic, soil, land evaluation materials and agreed urban planning documents is still of great importance. Legislation of Ukraine determines the dependence of land use documents (land development project regarding the establishment of (changes in) the boundaries of settlements) on the town planning documentation (the general layout of a settlement, other town planning documentation), but the mechanism of its implementation is not grounded.

The process of land reclamation reaches many industrial wasteland. However, the surface of post-mining land requires a lot of activities and budgets to level any remaining of the old infrastructure located in this area. The Upper Silesia region, covering both areas on the Polish and Czech side, is known to be principal region, where the underground coal mining process is running. As a result of mining activities, land-mine and area lying near to the mine begin to transform. Therefore landscape area is changing and there are various kinds of destruction of land, residential buildings and roads. The actions related to the restoration of the utility value of degraded areas should consistently carried out, looking primarily from the inhabitants of surrounding area point of view. The excavated area of reclamation and its proper management, in the future can bring huge benefits for the city and its inhabitants.
This paper presents the results of broad analyses of current situations in the field of rural development in Bavaria and the Federal Republic of Germany. It focuses on programs and European Union legal and financial frameworks in the years 2014-2020. The author proposes many ideas or approaches that can be applicable to all rural development actors, such as politicians, local governments administrators, scientists and local communities. In addition, the author presents own experiences as a former Head of Department and Director General of the Bavarian Administration of Rural Development in the Bavarian State Ministry of Food, Agriculture and Forestry. Also, the author’s experience as a university professor is invaluable. Its conclusions evoke further research and implementation for projects in the field of rural development, for both research and teaching institutions and administration at all levels – from European Union to the municipal level.
Germany has notable land management and planning traditions. As part of their formal responsibilities, local governments have powers to regulate and structure their areas and landscapes through land-use planning. They use it to prepare and guide land-uses for development purposes in Municipalities. This study presents the Bavarian experience of land-use planning in relation to public administration. The study emanated from a research conducted at Technische Universität München and funded by the GERMAN ACADEMIC EXCHANGE SERVICE. It uses data from semi-structured interviews with land management experts, Mayors and public administrators at different levels of public administration. The authors used these interviews to discern the scope, nature and role of public administration of land-uses at either the local or regional scale. It led to four findings. The two major ones being that: first, based on good governance principles, there are contradictions in the administration of land-use planning in Germany. Second, there are no harmonised criteria for assessing the efficiency and effectiveness of land-use planning administration. By way of recommendation, it suggests an Efficiency Assessment Criteria and Method of land-use planning through public administration, among others suggestions.
Suitability analyses connected with location of water intakes and effective solutions analysis of by-pass road course are examples of ArcGIS – Community Viz system implementation in solving planning problems with application of geological data. The geological structure of land is one of many elements that ought to have an influence on planning processes, especially in long time intervals. Except of suitability analysis, there is a possibility to evaluate and research the influence of future investments for underground water or for line investment projects (by-pass roads, pipe-lines). The innovative Community Viz technology, dedicated previously to spatial planners, is a very good tool to show a new, integrated approach to planning with a broad use of geological data. This tool can present real-time many variants of selected solutions and consequences of its further implementation. Integrated ArcGis – CommunityViz spatial information system enables effective implementation of geological knowledge to make pertinent spatial decisions.
