W artykule przedstawiono rynek tektury falistej w Polsce w 2024 r. Omówiono krótko sytuację społeczno-gospodarczą kraju, produkcję i zużycie papierów do wytwarzania tektury falistej oraz produkcję i zużycie tektury falistej – ogólne dane dotyczyły zarówno Polski, jak i krajów europejskich (członków FEFCO i Cepi). Bardziej szczegółowo omówiono rynek Polski, uwzględniając również kwestie dotyczące importu i eksportu, rodzaje fal w produkowanych tekturach oraz podział procentowy produkowanych tektur pod względem ilości kolorów zastosowanych do ich zadruku. Na koniec omówiono głównych odbiorców opakowań z tektury falistej. Na podstawie przedstawionych danych zaobserwowano, że rynek tektury falistej i opakowań, oferując bardzo cenny i preferowany przez klientów surowiec, jakim jest tektura falista oraz produkowane z niej opakowania, po wcześniejszych spadkach, wreszcie w 2024 r. wykazał trend wzrostowy. Miało to miejsce zarówno w przypadku produkcji, jak i zużycia papierów wykorzystywanych do produkcji tektury falistej oraz samej tektury. Odnotowano zmiany w produkcji tektur z mikrofalą i przy analizie tektur pod kątem ilości nadrukowywanych na niej kolorów.

The article presents the corrugated board market in Poland in 2024. The socio-economic situation of the country, the production and consumption of case materials, and the production and consumption of corrugated board were briefly discussed – general data applied to both Poland and European countries (members of FEFCO and Cepi). The Polish market was discussed in more detail, including import and export issues, the fluting types in the produced corrugated board and the percentage of shipped products in terms of the number of colors used for their printing. Finally, the main customers of corrugated packaging were discussed. Based on the data presented, it was obse-rved that the corrugated board and packaging market, offering a very valuable and customer-preferred raw material, namely corrugated board and packaging made from it, finally recorded an upward trend in 2024 after previous declines. This was the case for both the production and consumption of case materials and the corrugated board itself. Changes were noted in the production of microflute corrugtaed board and in the analysis of corrugated board in terms of the number of colors printed on it.

A comprehensive, waste-free wastewater treatment technology within a circular economy system was designed for wastewater treatment plants. ZEWERO OP technology integrates standalone process nodes, including a biogas plant; a leachate and process-grade wastewater treatment node, enabling the selective separation of micropollutants, heavy metals, and nutrients (fertilizers); a node for the selective separation of “green” CO₂ and biomethane from biogas; a plasma gasification node for wastewater treatment residues; and a node for the energy utilization of syngas and biomethane generated during the gasification process.
This paper examines the effects of foreign direct investments (FDIs) on economic development and the transfer of knowledge and technology (technology spillover) in developing countries, specifically focusing on the Republic of Serbia. The analysis is based on a comparative review of EU countries and Serbia in terms of statistical data on R&D activities and patent applications. The study synthesises existing research and proposes a methodological framework for future empirical studies. Findings indicate that technology spillover - horizontal and vertical - has not yet reached the desired levels in Serbia. Despite the presence of FDIs, the anticipated improvements in domestic innovation and technological advancement remain limited. This study contributes to the literature by contextualising technology spillover in Serbia and identifying gaps in its realisation. It also provides a foundation for future research on the mechanisms by which FDIs influence domestic enterprise performance and national economic development. The paper offers insights for policymakers and business leaders seeking to maximise the FDI benefits. It suggests the need for strategic policies to enhance technology transfer, support domestic R&D, and foster stronger linkages between foreign investors and local firms to accelerate economic development.

The European Union is pursuing an ambitious climate policy aimed at achieving climate neutrality by 2050. To reach this goal, the EU has introduced a comprehensive set of regulations covering various sectors of the economy - including industry, energy, transport, and construction. This document outlines the key legal instruments supporting decarbonization and energy transition, such as the EU ETS system, the RED III directive, the CBAM mechanism, regulations for sustainable aviation (REFuelEU Aviation) and maritime transport (FuelEU Maritime), the Hydrogen and Gas Market Package, the EED directive on energy efficiency, the IED directive on industrial emissions, the ETD directive on energy taxation, and the AFIR regulation on alternative fuels infrastructure.
The paper analyses the Albanian bilateral, regional and international implications of the Iranian cyber-attacks in Albania during 2021-2024.This analysis explores the far-reaching consequences of Iran's cyber operations against Albania. It investigates how these attacks impact Albania's bilateral relationship with Iran, regional stability, and the broader international cybersecurity landscape. This study prioritised selecting diverse and reliable sources to ensure a comprehensive analysis. Sources were chosen based on their relevance to the research topic, reliability, and diversity, incorporating academic articles, analyses from cyber research companies, journalistic reports, and official publications. The findings reveal that Iran's cyber operations had significant multi-level impacts. Locally, the attacks disrupted Albania's critical infrastructure, exposing vulnerabilities in its cybersecurity readiness and cutting its diplomatic relations with Iran. Regionally, the incident heightened tensions in the Western Balkans, amplifying concerns over foreign cyber influence and regional stability. Internationally, the attacks underscored the growing risks of state-sponsored cyber aggression, prompting calls for stronger global cooperation and frameworks to counter such threats. The study highlights the need for improved cyber resilience, enhanced regional collaboration, and coordinated international responses to address evolving cyber challenges.

W artykule przeanalizowano albańskie dwustronne, regionalne i międzynarodowe konsekwencje irańskich cyberataków na Albanię w latach 2021-2024. Analiza ta bada dalekosiężne konsekwencje irańskich operacji cybernetycznych przeciwko Albanii. Bada, w jaki sposób ataki te wpływają na dwustronne stosunki Albanii z Iranem, stabilność regionalną i szerszy międzynarodowy krajobraz cyberbezpieczeństwa. W badaniu tym priorytetowo potraktowano wybór różnorodnych i wiarygodnych źródeł, aby zapewnić kompleksową analizę. Źródła zostały wybrane na podstawie ich znaczenia dla tematu badań, wiarygodności i różnorodności, w tym artykułów akademickich, analiz firm zajmujących się badaniami cybernetycznymi, raportów dziennikarskich i oficjalnych publikacji. Ustalenia pokazują, że irańskie operacje cybernetyczne miały znaczący wielopoziomowy wpływ. Lokalnie, ataki zakłóciły funkcjonowanie krytycznej infrastruktury Albanii, ujawniając słabe punkty jej gotowości w zakresie cyberbezpieczeństwa i zrywając stosunki dyplomatyczne z Iranem. Po znaczącym wzroście produkcji i zużycia energii w kraju w roku 2021, rok 2022 przyniósł niewielkie zmiany (r/r) – nastąpił 0,5% spadek produkcji oraz ok. 2% spadek zużycia. Spadek generacji w elektrowniach gazowych i węglowych został zrekompensowany dużym wzrostem w elektrowniach wiatrowych i słonecznych. Polska pierwszy raz od 2016 r. wróciła na pozycję eksportera energii elektrycznej (eksport przewyższył import o prawie 1700 GWh). W Polsce sprzedaż i zakup energii elektrycznej na polskim rynku energii odbywa się przede wszystkim na giełdzie energii prowadzonej przez TGE SA. Najważniejszymi rynkami są Rynek Dnia Następnego (RDN) oraz Rynek Towarowy Terminowy (RTT). W 2022 r. wolumen obrotów wyniósł 141 TWh, malejąc o 37% w stosunku do roku wcześniejszego, a obroty na rynku spot obniżyły się (r/r) o 9% a na rynku RDN zmalały względem roku wcześniejszego o 16%. Po ośmiu miesiącach 2023 r. wielkość obrotów na RDN wzrosła w stosunku rocznym o 76%, a na rynku RTT spadła o 35%. Na cenę energii elektrycznej wpływa wiele czynników, wśród których istotną rolę odgrywa m.in. cena zużytego paliwa do jej wytworzenia, a także cena uprawnień do emisji CO2. Ceny uprawnień do emisji zmieniają się w granicach 80–90 EUR. W rozdziale przedstawiono porównanie średnich cen energii elektrycznej dla wybranych grup odbiorców w krajach Unii Europejskiej. Do porównania wybrano trzy grupy odbiorców finalnych, dla których są już dostępne dane za 2022 r.: (i) wszyscy odbiorcy, ceny uwzględniają wszystkie podatki i opłaty, (ii) odbiorcy o rocznym zużyciu energii do 20 MWh; z uwzględnieniem wszystkich podatków i opłat, (iii) odbiorcy o rocznym zużyciu energii w zakresie 20 000 do 69 999 MWh – bez podatków i opłat. Na tle Unii Europejskiej ceny energii elektrycznej w Polsce w 2022 roku można zaliczyć do jednych z najniższych. Najwyższe ceny były w Danii, których poziom był wyższy o około 60–70% od średniej ceny dla całej UE27. Natomiast w przypadku Polski ceny średnie energii elektrycznej w Polsce były 1,1–1,7-krotnie niższe od średniej Unijnej.

After a significant increase in energy production and consumption in the country in 2021, 2022 brought minor changes (y/y) – there was a 0.5% decrease in production and an approximately 2% decrease in consumption. The decline in generation from gas and coal-fired power plants was offset by large increases in wind and solar power plants. For the first time since 2016, Poland returned to the position of an electricity exporter (exports exceeded imports by almost 1,700 GWh). In Poland, the sale and purchase of electricity on the Polish energy market takes place primarily on the energy exchange operated by TGE SA. The most important markets are the Day Ahead Market (DAM) and the Forward Commodity Market (RTT). In 2022, the turnover volume amounted to 141 TWh, decreasing by 37% compared to the previous year, and the turnover on the spot market decreased (y/y) by 9% and on the DAM market decreased by 16% compared to the previous year. After eight months of 2023, the turnover on the DAM market increased by 76% year-on-year, and on the CRT market it decreased by 35%. The price of electricity is influenced by many factors, among which an important role is played by, among others: the price of the fuel used to produce it, as well as the price of CO2 emission allowances. Prices of emission allowances vary between EUR 80–90. The chapter presents a comparison of average electricity prices for selected groups of consumers in European Union countries. Three groups of final customers were selected for comparison, for which data for 2022 is already available: (i) all recipients whose prices include all taxes and fees, (ii) customers with annual energy consumption in the range of up to 20 MWh; including all taxes and fees, (iii) customers with annual energy consumption in the range of 20,000 MWh to 69,999 MWh – net of taxes and fees. Compared to the European Union, electricity prices in Poland in 2022 can be considered one of the lowest. The highest prices were in Denmark, which were approximately 60–70% higher than the average price for the entire EU27. However, in the case of Poland, average electricity prices in Poland were 1.1–1.7 times lower than the EU average.

In today’s dynamic and global economic environment, technological innovations are a key determinant of international competitiveness. In the field of automation and robotics, the development of modern technologies is of particular significance, influencing not only industrial progress but also social aspects. Automation and robotics play a crucial role in the concept of modern industry, contributing to the creation of more sustainable, flexible, and human-centric production systems. The article aims to conduct an in-depth analysis of the patent activity in automation and robotics in Europe. Patent documentation serves as a source of knowledge about the directions of research, inventive activities, and consequently, the innovative and competitive potential of the economy. The number of patents over time reflects the dynamics of a country’s technological development. The article discusses the use of patent databases to evaluate a country’s innovation in automation and robotics. The conducted analysis of data on European countries enabled the identification of trends based on the International Patent Classification and specialisation from a geographical perspective using revealed comparative technological advantage. The European countries were classified using cluster analysis, demonstrating the diversity, and identifying leaders in each group.

Przeprowadzona analiza danych dotyczących krajów europejskich pozwoliła na identyfikację trendów w oparciu o Międzynarodową Klasyfikację Patentową, a także specjalizacji z perspektywy geograficznej za pomocą wskaźników ujawnionej komparatywnej przewagi technologicznej. Kraje europejskie sklasyfikowano za pomocą analizy skupień, wykazując różnorodność i identyfikując liderów w każdej grupie.
This study aims to analyze energy consumption patterns across selected nations from Africa, America, Asia/Middle East, and Europe, with a focus on the types of energy sources used. Covering 46 countries, the research spans the years 2000 to 2018 and examines the distribution and changes in energy consumption by source and type. The regions studied include diverse countries such as Austria, Sweden, Czechia, and Croatia in Europe; Algeria, Egypt, and South Africa in Africa; China, India, and Saudi Arabia in Asia/Middle East; and Brazil, Canada, and the United States in the Americas, with Australia and New Zealand representing Oceania. Utilizing data from the BP Statistical Review of World Energy and the SHIFT Data Portal, along with key indicators maintained by Our World in Data, the study employs methods such as descriptive statistics, cluster analysis using k-means, and time-series clustering with dynamic time warping (DTW). The analysis highlights regional similarities and variances in energy use, providing new insights into the complex relationship between energy consumption patterns and factors such as economic growth, national policies, and geopolitical contexts. This research addresses a significant gap in the existing literature by offering a detailed comparative analysis of how different nations manage and consume energy. It contributes to the broader discourse on sustainable energy policies and economic development in the face of global energy challenges.
AI has already been the subject of multi-level legislation worldwide for several years. The year 2024 started the adoption phase of comprehensive, universally applicable acts worldwide. In the EU, the main such act is a regulation of the European Parliament and the Council - the AI Act. It contains dozens of definitions, which is beneficial for further lawmaking and application, also in the field of GIS systems. However, development plans do not cease to be important acts. The structural elements of AI development strategies are similar, but the motivations for developing these acts vary across countries. Research into the determinants of their greater or lesser effectiveness is useful in the creation and evaluation of drafts of new prospective acts. Relating them to the EU and Poland, it is possible to state both the diagnosis of shortcomings and attempts to reduce them in successive AI development plans, as well as the inclusion of the development of AI systems in comprehensive digital transformation strategies. The current economic potential of AI is assessed differently but risks associated with its development are not disputed. Therefore, it is necessary to prioritise maximising the effectiveness of cyber- security mechanisms in forming AI development policies.
This paper discusses the role of spatial data in digital solidarity projects, which refers to a novel use of digital technologies by individuals and NGOs to support each other and collaborate, especially during crises. With ongoing challenges that might be recognised as one polycentric structural global crisis, digital solidarity has become increasingly important. Empowered by digital transformation, spatial data may play a vital role in these efforts. The paper examines the concept of digital solidarity in broad and narrow understanding, provides the EU and African examples of digital solidarity projects utilising spatial data and analyses the potential of the EU Data Spaces and African frameworks in supporting spatial data-driven digital solidarity projects.

W związku z nałożonymi obecnie embargo na wiele towarów i usług z Rosji bezpieczeństwo energetyczne krajów importujących rosyjski gaz, ropę i węgiel jest zagrożone. Dlatego wiele państw członkowskich rozważa zmianę swojej polityki energetycznej, jednak zastanawiające jest, czy jest to możliwe w najbliższej perspektywie. W artykule podjęto próbę zarysowania polityki energetycznej wybranych państw członkowskich UE oraz zaproponowano, w jaki sposób mogą one uniezależnić się od dostaw rosyjskich surowców energetycznych. W opracowaniu jako przykłady w kontekście przyjętych kryteriów wykorzystano Niemcy i Francję. Opierano się na analizie aktów prawnych, rozporządzeń, dokumentów, publikacji rządowych, literatury przedmiotu i źródeł internetowych. W badaniu wykorzystano jakościową i ilościową technikę analizy dokumentów oraz analizę opisową. Między innymi wykazano, że obecnie dążenie do neutralności węglowej nie powinno być jedynym kryterium polityki energetycznej. Polityka energetyczna państwa powinna zapewniać gospodarce narodowej stały dostęp do stosunkowo niedrogich i stale dostępnych źródeł energii, co umożliwi jej rozwój i efektywne funkcjonowanie. Jednocześnie polityka energetyczna powinna optymalizować ślad węglowy i bezpieczeństwo energetyczne (niezależność).

Due to embargoes currently imposed on many goods and services from Russia, the energy security of countries importing Russian gas, oil and coal has been at risk. Therefore, many EU member states are considering a change of their energy policy, but whether this is possible in the short term is thought-provoking. This paper attempts to outline the energy policy of selected EU member states and propose how they can become independent from the supplies of Russian energy commodities. The study uses Germany and France as examples in the context of the adopted criteria. It was based on an analysis of legal acts, regulations, documents, government publications, reference literature and Internet sources. The study made use of the quality technique for the analysis of documents and descriptive analysis. Among other findings, it was demonstrated that, at present, aiming at carbon neutrality should not be the sole criterion for the energy policy. A national energy policy should ensure that the national economy has regular access to relatively inexpensive and permanently available energy sources, which will allow it to develop and operate efficiently. At the same time, the energy policy should optimize the carbon footprint and energy security (independence).

Pierwsza europejska dyrektywa ściekowa została przyjęta w 1991 r., gdy najważniejszym celem gospodarki ściekami komunalnymi było redukowanie emisji biogenów do środowiska. Jej efekty środowiskowe są niekwestionowane, mimo, że jest kosztowna i generuje w państwach członkowskich wiele kontrowersji, trudności i opóźnień. Jednak postęp naukowy, technologiczny oraz zmiany w środowisku spowodowały, że ponad trzydziestoletnia dyrektywa musiała ulec gruntownemu przekształceniu. Nowa dyrektywa ściekowa przegłosowana już została przez Parlament Europejski i zostanie prawdopodobnie przyjęta przez Radę pod koniec 2024 roku. Wówczas nastąpi etap jej transpozycji do polskiego prawa oraz wdrażanie, które ma się zakończyć w 2045 roku. W porównaniu do aktualnej dyrektywy stawia przed Unia Europejską wiele nowych wyzwań, takich jak ograniczanie emisji z sektora usług kanalizacyjnych czy poszerzony monitoring ścieków.

The first European urban wastewater treatment directive was adopted in 1991 when the most important goal of municipal wastewater management was to reduce the emission of nutrients into the environment. Its environmental effects are unquestionable, even though it is expensive and generates a lot of controversy, difficulties, and delays in the Member States. However, scientific and technological progress and environmental changes meant the over-thirty-year-old directive had to be thoroughly transformed. The new directive has already been voted on by the European Parliament and will probably be adopted by the Council at the end of 2024. Then, the stage of its transposition into Polish law and implementation will occur, which is expected to be completed in 2045. Compared to the current directive, it poses many new challenges to the European Union, such as reducing emissions from the sewage services sector and extending wastewater monitoring.
The current geopolitical dynamics are forcing countries and alliances to rethink their security strategies in order to adapt their domestic economies and policies to the changing political landscape. Among other aspects that ensure security, the creation of a stable energy market is a key issue on the European Union's agenda. The process of diversifying the Alliance`s energy suppliers has been underway for decades and has gained further momentum following the imposition of sanctions against the main gas supplier Russia due to its invasion of Ukraine in February 2022. Cypriot natural gas reserves, which were only discovered relatively recently in 2011, are one of the potential alternatives to Russian gas. However, they are not only beneficial to the international community, but also create regional economic opportunities that make Cyprus an important player in the energy market. Nevertheless, due to its strategic location, Cyprus faces challenges in the form of regional tensions and a lack of successful strategies for sustainable exploitation of resources.
The aim of the article was to assess the state and trends in the development of organic agriculture in selected European Union countries. The study presented and compared organic farming in 10 EU countries with the largest area of organic crops. The research shows that the largest area of organic crops was found in large agricultural countries of the EU, including i.e. France, Spain, and Italy, where there were the most organic farms. The only country that in 2020 exceeded the level of 25% of the share of ecological areas in the total area of the country recommended by the European Green Deal was Austria. The niche nature of organic production was related to, among others, relatively low production profitability and low demand for organic food. In such a situation, it is worth recommending activities supporting organic farming, including ecological payments and other pro-ecological solutions.

Celem artykułu była ocena stanu i tendencji rozwoju rolnictwa ekologicznego w wybranych krajach Unii Europejskiej. W badaniu przedstawiono i porównano rolnictwo ekologicznej w 10 krajach UE, które charakteryzowały się naj-większą powierzchnią upraw ekologicznych. Z przeprowadzonych badań wynika, że zdecydowanie największa powierzchnia upraw ekologicznych występowała w dużych krajach rolniczych UE, m.in. tj. we Francji, Hiszpanii, Włoszech, gdzie też było naj-więcej gospodarstw ekologicznych. Jedynym krajem, który w 2020 r. przekroczył zalecany przez Europejski Zielony Ład poziom 25% udziału powierzchni ekologicznych w całkowitej powierzchni kraju była Austria. Niszowy charakter produkcji ekologicznej związany był m.in. z relatywnie niską opłacalnością produkcji i niskim popytem na ekożywność. W takiej sytuacji warto rekomendować działania wspierające rolnictwo ekologiczne, m.in. płatności ekologiczne oraz inne proekologiczne rozwiązania.
This study attempts to explore the extent to which EU support during the decentralisation process in Ukraine facilitates local authorities’ digitalisation and strengthens their resilience against cyber attacks. The Ukrainian cyber attack cases are becoming more frequent in 2022 and 2023 in terms of war, especially on the websites of local authorities. The article demonstrates that decentralisation with the support of the EU-funded U-LEAD assistance programme provides an opportunity to bring state services closer to citizens and, accordingly, increase the efficiency of their provision. Decentralisation and digitalisation go hand in hand in the process of implementation in Ukraine. The digitalisation in this direction of local administrations becomes a tool for achieving this goal because it allows local administrations to offer more of their services in a digital format, which ensures the resilience of the development of local authorities. At the same time, the local authorities are less protected against cyber attacks, especially during the war. The article employs a semi-structured interview method to analyse data, revealing that representatives from local authorities participate in various training courses to enhance cybersecurity skills. However, the challenges vary and include issues such as lack of personnel, lack of funding, complex application procedures, lack of coordination, and technical capacity limitations. Indeed, Ukraine is still in the process of improving its own model of cyber defence for local authorities and the country as a whole in terms of countering Russian aggression, using among others practices of NATO and EU countries in the specified field.

Z powodu stale rosnących cen energii i transformacji energetycznej prowadzącej do zmniejszenia energochłonności, przemysł w Polsce stoi przed poważnym wyzwaniem. Na wzrost cen energii mają wpływ m.in. wojna w Ukrainie i odcięcie dostaw surowców (nie tylko energetycznych) z Rosji, a także pandemia Covid-19. W związku z taką sytuacją, UE podjęła stanowcze działania mające na celu znaczącą redukcję dostaw towarów z Rosji, a jednocześnie objęcie wsparciem najbardziej narażonych sektorów gospodarki.
