Purpose: This paper aims to explore the main barriers to the adoption and practical functioning of artificial intelligence in HRM. The goal is to provide a structured, multidimensional understanding of the challenges organizations face when implementing AI in HR processes. Design/methodology/approach: The study is based on a systematic literature review of 24 peer-reviewed academic publications from 2020 to 2024. A thematic analysis was employed to identify and categorize barriers, drawing from empirical and conceptual research across different sectors and regions. Findings: The review reveals a complex landscape of barriers spanning psychological, social, organizational, technological, and legal domains. These include lack of digital competencies among HR professionals, poor data quality, resistance to change, low trust in algorithmic systems, and ethical concerns. The findings highlight that AI implementation requires organizational and cultural transformation. Research limitations/implications: The findings are limited by the scope and diversity of the selected literature, which is predominantly English-language and spans various contexts. Practical implications: For successful AI adoption in HR, organizations must invest in digital and analytical skill development, ensure data quality, promote transparency and explainability in AI systems, and actively involve stakeholders in the implementation process. Social implications: The integration of AI into HRM carries significant social implications, particularly regarding fairness, employee autonomy, and workplace relationships. Algorithmic bias may reinforce existing inequalities, while the automation of human-centric processes risks dehumanizing HR practices. Additionally, concerns about privacy, surveillance, and job insecurity can lead to resistance and technostress among employees. Originality/value: This paper contributes a synthesized and structured analysis of current academic insights on AI-related challenges in HRM. It offers a foundation for evidence-based strategies, highlights research gaps, and encourages a systemic, human-centred approach to digital transformation in HR.
Purpose: The primary aim of this paper is to identify the specificity and level of implementation of circular economy (CE) practices in small and medium-sized enterprises (SMEs) in Poland. Design/methodology/approach: To address the research questions, a comparative analysis was conducted using statistical data from the Flash Eurobarometer surveys titled 'SMEs, Green Markets, and Resource Efficiency'. These surveys capture the opinions of SMEs on practices for enhancing resource efficiency and transitioning to CE. Findings: The research results indicate that the level of implementation of CE practices by SMEs in Poland is low. This conclusion is supported by the number of CE practices reported by SMEs and the level of CE investment funds incurred in previous years. The most frequently implemented CE practices aim at achieving energy savings, material savings, and waste reduction. The major barrier for SMEs in Poland implementing CE practices is the complexity of administrative and legal procedures. It was also revealed that increased access to external funding sources, as well as advice on financing options and financial planning for CE transition investments, could significantly enhance the interest of SMEs in Poland in adopting CE practices. Originality/value: This paper contributes to the existing literature by presenting the results of an analysis on the implementation level and economic effects of CE practices, barriers to adoption, and resources intended to support CE implementation in SMEs in Poland. The findings are directed towards policymakers, authorities, managers, and practitioners involved in the implementation of CE practices.
The study aims to understand interlinkages and the relative importance of barriers to maximising the performance of the halal industry in Indonesia using Integrated Interpretive Structural Modelling (ISM) and the Decision-Making Trial and Evaluation Laboratory (DEMATEL) methodology. This study uses the content validity method to find the relevant or valid barrier, the ISM methodology to examine the interrelationship between the valid barriers, and the DEMATEL methodology to find the cause–effect relationships and revise the ISM digraph. To the best of the authors’ knowledge, this study is the first to investigate the barriers to systematically maximising halal industry performance in Indonesia, elaborating on the relationship between relevant theories and practical issues to identify the barriers. The study’s integrated approach helps corporate and political decision-makers identify essential barriers to development and explore the interdependencies between barriers. This can help decision-makers overcome critical obstacles, use resources more efficiently, and find innovative solutions for the industry’s viability and dynamic development.
School-community projects have become essential components of educational systems worldwide, aiming to engage students and local communities in collaborative initiatives. This article explores the implementation of school community projects, focusing on sustainability themes, by addressing two research questions: RQ1 examines the current knowledge about barriers and drivers in school-community projects, and RQ2 investigates how these factors have evolved in response to critical societal changes. Experts’ perspectives on open schooling projects conducted in 2022 and 2023 were collected using retrospective think-aloud interviews. The study adhered to ethical principles, ensuring participant anonymity and consent. The findings reaffirm previously identified barriers and drivers, such as the significance of leadership commitment, effective communication, and student engagement. However, our research unveils novel insights, highlighting the challenges posed by declining student well-being, eco-anxiety, and diminished interest in projects, notably among older students. Puberty, environmental grief, and post-pandemic effects are identified as contributing factors. Teachers emphasise the importance of hands-on activities within project curricula to mitigate these challenges, bridging the gap between theory and application. Collaborative decision-making and planning also play a crucial role, with difficulties arising from perceiving sustainability projects as solely science-oriented. Furthermore, our study suggests that while long-term partnerships with external stakeholders are valuable, it is essential to limit the frequency of projects to prevent burnout among participants. In conclusion, our findings underscore the need for a holistic approach to project design, including mental health considerations and interdisciplinary collaboration, to maximise the positive impact of such initiatives in an ever-changing educational landscape.
Purpose: to identify and assess barriers to enterprises within scientific and industrial consortia implementing projects. Design/methodology/approach: this paper presents the results of mixed studies involving preliminary qualitative research in the form of unstructured interviews with project managers implemented within scientific and industrial consortia, followed by quantitative research using a questionnaire among representatives of enterprises from a group of such consortia. Research limitations/implications: the results of the research will improve our understanding of the barriers encountered by enterprises participating in the implementation of projects within scientific and industrial consortia. The next stage of research should include an assessment of barriers from the point of view of public HEIs participating in the joint implementation of projects by scientific and industrial consortia. Practical implications: the results of the research will contribute to an increase in the absorption capacity of consortia consisting of private enterprises and public universities and may affect the intensification of work aimed at obtaining funds and joint implementation of projects within scientific and industrial consortia. Social implications: the results of the research may help to increase interest in implementing research and development projects by scientific and industrial consortia, which will result in the transfer of modern solutions from the world of science to industry, bringing specific economic and social benefits. Originality/value: to identify key barriers to scientific and industrial consortia implementing projects and the scope for enterprises to eliminate these barriers.
In Moroccan family SMEs, a critical managerial challenge emerges the disparity between the latent potential for CSR adoption and the barriers encountered in practice. This paper aims to investigate the perceptions, drivers, and barriers that hinder CSR practices within this context. By delving into these intricacies, the present research seeks not only to explore but also to provide valuable insights to family SMEs and policymakers that can bridge the gap and contribute to effective CSR integration. Thus, qualitative and exploratory approach was conducted based on face-to-face interviews with 10 Moroccan family firm CEOs and owners. The results reveal that family SMEs in Morocco are characterized by informal, spontaneous, and unconscious CSR practices. They perceive several motives and outcomes to CSR adoption on both firm and family levels. However, some barriers to CSR adoption were identified, including the firm size, financial resources, the perception of CSR as optional rather than mandatory, and a predominant focus on compliance rather than proactive engagement. Resistance to change was also observed, underscoring the importance of raising awareness and fostering support and guidance to family SMEs. Exploring the perceptions about the factors that impede or facilitate the adoption of CSR in an emerging context such as Morocco offers valuable insights for practitioners, policymakers, and researchers interested in promoting sustainable and responsible business practices within the family SMEs of Morocco.

Lean philosophy is one of the wide-ranging ways to promote efficiency while emphasizing a high level of awareness about the customer. Despite the attempts by multiple companies worldwide to implement partial or whole spectrum of the Lean concept for better performance, the failure rate in the Lean transformation among organizations reaches as high as 90%. The paper aims to identify the main challenges and barriers to Lean implementation in Lithuania and to provide proposals on how to facilitate it. To achieve this aim, the authors of the paper present a theoretical conceptual model that illustrates the main benefits, barriers, and proposals for successful Lean implementation. Based on the theoretical analysis, qualitative research in the form of semi-structured interviews based on open-ended questions was used. The results of empirical research revealed that most companies implement the Lean concept with the aim to reduce different types of waste, simplify the processes and make them more efficient, increase production capacity, and ensure more effective customer service. The most successful Lean tools addressing the existing problems are 5S (6S), process mapping, standardization, visual management, Kaizen, and Kanban. The main barriers which delay Lean transformations can be grouped into people-related, organizational, and process-related. Employee training, motivation, Lean leadership, and creation of an enabling culture could be the main recommendations for the facilitation of challenges and barriers to Lean implementation.

The “Construction 2025” is a United Kingdom (UK) Government Strategy introduced in 2013 to improve the construction industry in the United Kingdom by meeting outlined performance targets by 2025. However, with only a few years left to reach the targets, it is unclear how much industry is advancing to meet them. This paper reviews the progress to achieve the Strategy targets. The data collected from 96 UK construction professionals was utilised to assess the key barriers to achieving the UK “Construction 2025” Strategy targets. Results indicate that industry professionals are uncertain about reaching the reduction in overall cost and time targets by 2025. However, they are more positive about reducing greenhouse gas emissions and the trade gap. In terms of the key barriers, the results revealed a reluctance to adopt change, lack of implementation of new technology, fragmentation in the industry, and failure to adopt modern construction methods as the key barriers to the Strategy targets. The research is the first attempt at a comprehensive assessment of the progress and barriers to the UK “Construction 2025” Strategy. The results reinforce the call for government initiatives to transform the industry.

The green energy agenda has become one of the most important issues in international relations. Many island states of the Oceania have taken the course of green economy construction. The Caribbean states are in some way similar to the Oceania ones and have also made several steps towards greener future. Some of these states are tightly connected with international tourism, leading to the high dependence of their economies from touristic revenues. The article examines this interconnection, including economic component in the analysis. The major question of the article is how does (or doesn’t) tourism influence the development of green energy in the Caribbean states. The two major economies examined in the region are Cuba and Dominican Republic as the two examples of the totally different economic systems and approaches to the development of the green energy. The key findings of the article include such conclusions as the possibility of synergetic interdependence between tourism, economy and green energy and the positive effects this interdependence has. The other finding is that the Cuban method of introducing green energy is less effective than the Dominican one. The novelty of the article includes the comparison of the two economic models in the Caribbean and the development of strategies for the green energy proliferation in the countries.

Dwie główne gospodarki badane w regionie to Kuba i Dominikana jako dwa przykłady całkowicie odmiennych systemów gospodarczych i podejść do rozwoju zielonej energii.
The transition to green logistics (GL) and application of the GL practices, besides other solutions, are aimed at abatement of the negative environmental effects and compliance with the European Green Deal objectives. Nonetheless, the GL practices are not usually manifested in the companies’ activities. The aim of this article is to identify the drivers and barriers of application of the GL and verify their manifestation by using the case of a logistics centre in Lithuania. For this purpose, the methods of systematic scientific analysis of literature and qualitative research were employed. Based on the scientific literature analysis, the internal and external factors influencing the application of GL were identified. They included the costs, efficiency, image, clients, competitors, and regulation compliance. The majority of the factors may act as drivers or barriers of application of the GL in corporate practices. The manifestation of the drivers and barriers was empirically verified and the GL practices implemented were identified by the qualitative study. The form of a semi-structured interview was used for the qualitative study by using the case of a logistics centre in Lithuania. According to the findings of the empirical study, positive image, reduction of financial costs, and regulation compliance were the drivers of application of the GL practices. Meanwhile, the need for substantial initial investments, lack of technical expertise, challenges related to employee engagement, and lack of interest of the long-term partners were considered as the barriers.

Obejmowały one koszty, wydajność, wizerunek, klientów, konkurencję i zgodność z przepisami. Przejawy czynników i barier zostały zweryfikowane empirycznie, a wdrożone praktyki KG zostały zidentyfikowane w badaniu jakościowym. Do badania jakościowego wykorzystano formę wywiadu częściowo ustrukturyzowanego na przykładzie centrum logistycznego na Litwie. Zgodnie z wynikami badania empirycznego pozytywny wizerunek, redukcja kosztów finansowych oraz zgodność z regulacjami były czynnikami decydującymi o stosowaniu praktyk KG. Tymczasem za bariery uznano potrzebę znacznych inwestycji początkowych, brak wiedzy technicznej, wyzwania związane z zaangażowaniem pracowników oraz brak zainteresowania partnerów długoterminowych.

One of the main challenges in implementing process-oriented management is establishing a governance mechanism in the organisation. It creates a coherent framework for the execution, management and perception of business processes, which is the foundation of consistent Business Process Management (BPM). Process governance (PG) refers to an organisation’s ability to manage its relationships with all process stakeholders and support the value chain for its customers. Its implementation involves establishing process regulation mechanisms and stakeholder-oriented criteria to support prioritisation, cascading, and change management within BPM initiatives. A review of the domain literature reveals that while process governance has been discussed from several but separated perspectives (strategy, business roles, performance, and maturity), only a few studies identify and synthesise the barriers to its implementation in organisations. The paper mainly aims to identify and classify the key barriers to the implementation of process governance. The author’s approach refers to the six core elements of Business Process Management capability and process governance frameworks. Research results confirm that most process governance barriers polarise around the competence gaps of the process stakeholders and the immaturity of the process-oriented culture of companies. Another significant group of constraints to process governance arises from the existing organisation’s structure. They are mainly related to the proper division of responsibilities and a weak position or the lack of BPM centres of excellence. The research contributes to the literature on management by identifying potential barriers to business process governance that constrain BPM initiatives. The identified PG challenges can provide a basis for developing a theoretical framework for Business Process Management and models for BPM success factors.
Purpose: The main purpose of the paper is to present and discuss the assumptions of the model and indicate whether the regional innovativeness can be improved with the help of multi-branch co-operation oriented so as to form new solutions to contemporary development problems. An additional purpose of the paper is to indicate barriers that hinder the application of this form of co-operation in Polish regions. Design/methodology/approach: The paper has theoretical and reviewing nature. It was drawn up based on an analysis of the literature on the topic and the results of foreign authors’ research along with the information obtained from practicians (management board members of the cluster active in the West Pomeranian region). Findings: Quintuple Helix model is a concept which explains the principles and effects of co-operation for the improvement of regional innovativeness and development in the conditions of the natural environment challenges and sustainable development. This co-operation is built between regional partners of innovative processes. The experience of highly developed countries shows that such organized cooperation is effective. In Poland, this concept is very rarely used, and its implementation encounters significant barriers. Practical implications: The presented considerations are important for entities of regional innovative networks. They will gain knowledge of the Quintuple Helix concept in the light of the challenges of the modern world (economic, ecological, demographic, cultural and others). In addition, they learn the essence and scope of barriers to introducing effective innovative cooperation. This will allow them to reduce barriers. In the future, new solutions to problems of the development of society and economy will appear in Polish regions faster. Originality/value: The added value of the article is the presentation of the Quintuple Helix model as a tool to solve sustainable development problems in the region. This concept is not widely known in Poland, nor used in the mesoscale. This is due to the lack of interdisciplinary research on this issue and very strong barriers to such cooperation. They are found in all elements of this model. Its practical implementation requires their removal. In the article, the author diagnosed and described them.

The paper analyzes the current state of hydropower and the possibilities of its development. The technical hydropower potential of Poland at the level of 12 thousand. 20% of GWh/year is currently used. Possibilities of increasing installed capacity and energy production relate mainly to small hydropower in the power range up to 5 MW. The example of the Odra and Oława Rivers shows that a lot of clean and renewable energy can still be obtained. The prospects for a more intensive development of hydropower in Poland are optimistic, but there are barriers that slow down its development. Poland's membership in the EU and environmental, climate and energy directives force the state to be significantly involved in the development of hydropower.
