W pracy przedstawiona została debata, jaka miała miejsce w czasie dwudziestolecia międzywojennego, debata po wojnie Jom Kippur, debata, do której doszło po I wojnie w Zatoce Perskiej, debata po II wojnie w Libanie oraz wojnie w Górskim Karabachu. W czasie badań właściwych korzystano z opracowań i artykułów, jakie ukazały się na łamach: Militarywatchmagazine.com, Forbes, Oryx, Congressional Research Service, Armyrecognition.com, Nationalinterest.org, Worldbank, The Center for Strategic and International Studies, BBC, Defence24.pl, Warontherocks.com, RAND Corporation, czy United States Army Training and Doctrine Command. Zdaniem autora, żadna z opisywanych debat na temat końca ery czołgów nie zakończyła się całkowitym ich wycofaniem z wojsk lądowych bądź zastąpieniem przez inne systemy uzbrojenia. This article describes the debates on the end of the tank era, held in the 20th and 21st centuries, with particular emphasis on the Russian-Ukrainian war. The paper presents the debate that took place during the interwar period, the debate after the Yom Kippur War, the debate that took place after the First Gulf War, the debate after the Second Lebanon War and the Nagorno-Karabakh War. The proper research used studies and articles that appeared in the following media: Militarywatchmagazine.com, Forbes, Oryx, Congressional Research Service, Armyrecognition.com, Nationalinterest.org, Worldbank, The Center for Strategic and International Studies, BBC, Defence24.pl, Warontherocks.com, RAND Corporation, and United States Army Training and Doctrine Command. According to the author, none of the described debates on the end of the era of tanks resulted in their complete withdrawal from the land forces or their replacement by other weapon systems. The “end of the armoured era” was not brought about by the emergence of anti-tank guided missiles, nuclear weapons, multi-role fighters, new theoretical concepts such as the revolution in military affairs, or financial crises forcing governments to reduce land forces. The Russo-Ukrainian war caused a situation in which tanks became “wounded” but not “dead”. They remain a key weapon for conducting offensive operations and occupying the enemy’s territory.

Propaganda rosyjska stara się przedstawiać islam w Rosji jako harmonijnie związany z państwem. Taki islam nazywany jest „tradycyjnym” i związany jest z rdzennymi grupami etnicznymi, które jakoby łączą swoją etnoreligijną tożsamość z rosyjską. Społeczność muzułmańska w Rosji to jednak nie tylko rdzenne grupy etniczne, podporządkowane Rosji w drodze kolonialnego podboju, ale również muzułmańscy migranci zarobkowi z Azji Centralnej i Kaukazu. Negatywne tendencje demograficzne powodują, że liczba etnicznych Rosjan szybko spada, a rośnie odsetek grup muzułmańskich. To z jednej strony wzmacnia rosyjski rasizm, a z drugiej podsyca radykalny islamizm. W świetle tak zarysowanej sytuacji problemowej rodzi się pytanie o prawdziwość obrazu harmonijnych relacji między państwem a islamem w Rosji, a także o możliwość i celowość wykorzystania polaryzacji w tym zakresie w działaniach hybrydowych do dekolonizacji Rosji, która jest warunkiem trwałego powstrzymania jej imperialnej polityki.

Russian propaganda tries to present Islam in Russia as harmoniously connected with the state. Such Islam is called „traditional” and is associated with indigenous ethnic groups, which supposedly combine their ethnoreligious identity with the Russian one. However, the Muslim community in Russia includes not only indigenous ethnic groups, subordinated to Russia through colonial conquest, but also Muslim labor migrants from Central Asia and the Caucasus. Negative demographic trends mean that the number of ethnic Russians is rapidly decreasing, while the percentage of Muslim groups is growing. On the one hand, this strengthens Russian racism, and on the other, it fuels radical Islamism. In the face of the problem situation outlined in this way, a question arises about the veracity of the narrative of harmonious state–Islam relations in Russia, as well as the feasibility and strategic rationale of leveraging polarization in this domain within hybrid operations aimed at the decolonization of Russia — a prerequisite for the sustainable containment of its imperial ambitions.

Od połowy XX wieku rozumienie bezpieczeństwa narodowego stopniowo przebiło się przez tradycyjną sferę bezpieczeństwa, rozciągając się od bezpieczeństwa militarnego i bezpieczeństwa wewnętrznego po niestandardowe obszary bezpieczeństwa, w tym bezpieczeństwo kulturowego. W ogólnym rozumieniu bezpieczeństwo kulturowe odnosi się do ochrony tożsamości kulturowej w obliczu zachodzących zmian społecznych. Zarówno dla Polski, jak i dla Rosji bezpieczeństwo kulturowe jest silnie związane z ochroną tożsamości narodowej, języka, dziedzictwa historycznego i suwerenności kulturowej, szczególnie w kontekście wpływów globalizacyjnych. Celem artykułu jest: przybliżenie problematyki bezpieczeństwa kulturowego w systemie bezpieczeństwa Polski oraz Rosji. W związku z powyższym główny problem badawczy przyjął postać następującego pytania: W jakim zakresie bezpieczeństwo kulturowe stanowi ważny element bezpieczeństwa narodowego Polski oraz Rosji?

Since the mid-20th century, the understanding of national security has gradually penetrated the traditional sphere of security, extending from military security and internal security to non-standard areas of security, including cultural security. In a general sense, cultural security refers to the protection of cultural identity in the face of ongoing social changes. For both Poland and Russia, cultural security is strongly associated with the protection of national identity, language, historical heritage and cultural sovereignty, especially in the context of globalization influences. The aim of the article is to present the issue of cultural security in the security system of Poland and Russia. In connection with the above, the main research problem took the form of the following question: To what extent is cultural security an important element of the national security of Poland and Russia?

W artykule przedstawiono wyniki analizy wpływu agresji dokonanej przez Rosję 24 lutego 2022 roku na Ukrainę, w kontekście bezpieczeństwa Rzeczypospolitej Polskiej ze względu na jej położenie geograficzne – bezpośrednie sąsiedztwo z obu krajami oraz strategiczne jako wysuniętej wschodniej flanki NATO. Wojna rosyjsko-ukraińska w istotnym stopniu oddziałuje na strategię bezpieczeństwa RP, czego wyrazem zwiększanie wydatków na obronność. W niniejszym artykule omówiono zarówno bezpośrednie jej konsekwencje w sferze militarnej, jak i pośrednie, czyli dyplomatyczne, ekonomiczne i społeczne. Wskazano przy tym, jak zmieniająca się sytuacja geopolityczna wpływa na decyzje i postawy Polaków. Podkreślono również znaczenie regionalnej i partnerskiej współpracy i solidarności w ramach NATO w obliczu wspólnego zagrożenia i wyzwań. W tym celu posłużono się metodami analitycznymi i dogmatyczno-prawnymi, niezbędnymi do omówienia zagadnienia.

The article presents the results of an analysis of the impact of the Russian aggression on Ukraine on February 24, 2022, in the context of the security of the Republic of Poland. The analysis takes into account Poland’s geographical position – its direct neighborhood with both countries – as well as its strategic importance as the forward eastern flank of NATO. The Russian-Ukrainian war has had a significant effect on Poland’s security strategy, which is reflected in the country’s increased defense spending. The article examines both the direct military consequences of the conflict and its indirect diplomatic, economic, and social implications. It also highlights how the evolving geopolitical situation influences the decisions and attitudes of Polish society. Furthermore, the study underscores the importance of regional and partnership-based cooperation and solidarity within NATO in the face of shared threats and challenges. Analytical and dogmatic-legal methods were employed in the study, as they are essential for a comprehensive examination of the subject.

W artykule opisano wybrane aspekty z zakresu problematyki przeciwdziałania ruchowi wojsk przeciwnika (wsparcie kontrmobilności) wojsk lądowych Sił Zbrojnych Federacji Rosyjskiej. Prowadzone obecnie działania wojenne Rosji przeciwko Ukrainie potwierdzają konieczność posiadania pododdziałów wojsk inżynieryjnych oraz wojsk rakietowych i artylerii, które zagwarantują odpowiednią realizację zadań w zakresie przeciwdziałania ruchowi wojsk przeciwnika. Działania sił rosyjskich na Ukrainie udowodniły, że odpowiednio zorganizowany system zapór inżynieryjnych jako część systemu A2/AD w połączeniu z odpowiednio zorganizowanym systemem ognia przeciwpancernego stanowi barierę trudną do pokonania dla nacierających wojsk. Przeznaczeniem opracowania jest przybliżenie wiedzy dotyczących: roli i zadań wojsk inżynieryjnych Federacji Rosyjskiej podczas budowy systemu zapór inżynieryjnych, sposoby budowy zapór inżynieryjnych, potencjału wykonawczego wybranych struktur wojsk inżynieryjnych wojsk lądowych, charakterystyki aktualnie stosowanego sprzętu do budowy zapór minowych. Na końcu artykułu przedstawiono najważniejsze wnioski, stanowiące uogólnienie wyników badań zawartych w poszczególnych częściach publikacji.

The article describes selected aspects of countering enemy troop movement (coun-termobility support) for the Russian Armed Forces. Russia's current military opera-tions against Ukraine confirm the need for engineering, missile, and artillery units to ensure the proper implementation of countering enemy troop movement tasks. Rus-sian forces' operations in Ukraine have demonstrated that a properly organized sys-tem of engineer barriers, as part of the A2/AD system, combined with a properly organized anti-tank fire system, constitutes a difficult barrier for attacking forces. The purpose of this study is to provide knowledge on: the role and tasks of the Rus-sian Federation's engineer troops during the construction of the engineer barrier system, methods of constructing engineer barriers, the execution potential of se-lected engineering structures of the land forces, and the characteristics of currently used equipment for constructing mine barriers. The article concludes with the most important conclusions, which summarize the research results contained in the indi-vidual sections of the publication.

This study addresses an issue in the history of historiography, known as the ‘dispute over Stanislaus Augustus’. In 1862, a French-language edition of the diary of the last king of Poland, covering the period of his imprisonment in Russia from 1797 to 1798, was published in Leipzig. In the same year, a Polish edition appeared in Krakow, translated by the Romantic poet Lucjan Siemieński. In his literary translation from French into Polish, the writer-publisher added an emotional ‘historical account’ by the author, which was not present in the original version, offering an evaluative assessment of Stanislaus Augustus in the final years of his life. Written in a moralizing tone and riddled with personal biases, this addition significantly compromised the scientific value of the Polish edition of the diary.

W artykule zwrócono uwagę na strategiczne znaczenie Morza Bałtyckiego dla polityki bezpieczeństwa morskiego NATO. Omówiono działania Sojuszu podejmowane przeciwko narastającym zagrożeniom, szczególnie rosyjskim działaniom hybrydowym, mające na celu zwiększenie bezpieczeństwa w regionie. Przeanalizowano dokumenty strategiczne NATO, wskazano także na konieczność zintensyfikowania współpracy międzynarodowej oraz rozwijania zdolności do wykrywania i neutralizowania zagrożeń, zwłaszcza dotyczących infrastruktury krytycznej.

The article highlights the strategic importance of the Baltic Sea for NATO’s maritime security policy. It discusses the actions undertaken by the Alliance in response to growing threats, particularly Russian hybrid activities, aimed at enhancing security in the region. The analysis covers NATO’s strategic documents and emphasizes the need to intensify international cooperation and to develop capabilities for detecting and neutralizing threats, especially those targeting critical infrastructure.

The transport potential of Ukraine is discussed in terms of supply and demand, infrastructure and geopolitics considering domestic, import, export, and especially transit one. The demand is analysed as resulting from domestic production and trade links with countries of the European Union (EU), former Soviet bloc countries as well as Asian and Middle Eastern ones, including Transcaucasia. The Ukrainian transport infrastructure, including its condition, is analysed against the background of international transport corridors. The role of the geographical location of Ukraine and the resulting geopolitical situation (including the ongoing war with Russia) are also taken into account. Based on the above, the concept of transit cargo transport East–EU via the territory of Ukraine is proposed. The concept stays in line with development plans of the EU, the Middle East and Ukraine, significantly increasing potential of the latter to handle the transport of cargo between the East and the EU.

Potencjał transportowy Ukrainy omawiany jest w kontekście podaży i popytu, infrastruktury i geopolityki, z uwzględnieniem przewozów krajowych, importowych, eksportowych, a zwłaszcza tranzytowych. Popyt na przewozy analizowany jest w kontekście produkcji krajowej oraz powiązań handlowych z krajami UE, byłego bloku sowieckiego, Azji i Bliskiego Wschodu, w tym Zakaukazia. Infrastruktura transportowa Ukrainy, w tym jej stan, analizowana jest na tle międzynarodowych korytarzy transportowych. Pod uwagę brana jest także rola położenia geograficznego Ukrainy i wynikająca z niej sytuacja geopolityczna (w tym trwająca wojna z Rosją). Na podstawie wyników przeprowadzonych analiz zaproponowano koncepcję tranzytowego transportu ładunków Wschód–UE przez terytorium Ukrainy. Koncepcja ta wpisuje się w plany rozwoju UE, Bliskiego Wschodu i Ukrainy, znacznie zwiększając potencjał tej ostatniej do obsługi transportu ładunków pomiędzy Wschodem a UE.

This article analyses the impact of Russia's trade with 78 selected countries on Russia’s Actual-Open CO₂ Emissions (EAO) from 2000 to 2020, especially concerning the European Union’s CO₂ emission reduction policies active during that period. The countries selected for analysis were identified based on trade significance, emissions data availability, and consistency with BP statistical reports. The methodological approach relies on the Actual-Open CO₂ Emissions (EAO) model, which reveals a significant influence of Russia's foreign trade on its CO₂ emissions. Results indicate that Russia’s international trade substantially affected its emissions, primarily because Russia was a major CO₂ emitter and exported a considerable portion of its GDP. While the results also indicate emission shifts affecting Russia’s trade partners, the analysis does not provide full EAO calculations for EU countries or others—only trade-attributed impacts are assessed. Differences indicate the presence of emission transfers via trade, complicating efforts to achieve emission reduction targets within the EU, which aimed for a 20% reduction by 2020. The findings of this study are particularly relevant in the context of the EU’s current "Fit for 55" policy, which targets a 55% reduction in greenhouse gas emissions by 2030, underscoring the need to account for emission transfers in trade policy considerations.

Głównym problemem tego artykułu jest analiza wpływu handlu Rosji z 78 głównymi partnerami handlowymi na rzeczywistą emisję CO2 (EAO) w latach 2000-2020 w odniesieniu do wymogu UE dotyczącego redukcji emisji CO2 o 20%. Rozwiązaniem problemu może być wykorzystanie modelu EAO, który wskazał, że handel zagraniczny Rosji znacząco wpłynął na jej emisję CO2 w latach 2000-2020. Badania przeprowadzone w artykule opierają się na zasadzie modelu przepływu okrężnego. Wyniki tego badania pokazują, że wpływ handlu Rosji na emisje CO2 był znaczący, ponieważ Rosja była bardziej znaczącym emitentem CO2 i eksportowała znaczną część swojego PKB. Sytuację tę spowodowały cztery czynniki: PKB Rosji, procent eksportowanego PKB z Rosji, procent importowanego PKB do Rosji z wybranego kraju oraz wielkość oficjalnej emisji CO2 (EOC), które są danymi wyjściowymi do obliczeń w przypadku Rosji i wybranego kraju. Spowodowało to znaczną różnicę między EOC i EAO w Rosji, UE i innych krajach, co mogło negatywnie wpłynąć na realizację unijnego celu redukcji emisji CO2. Wyniki niniejszego badania są również kluczowe w kontekście „Fit for 55” Które jest nową polityką UE i ma na celu zmniejszenie emisji gazów cieplarnianych o 55% do 2030 roku

The article analyses the challenges and strategies to protect critical infrastructure in Finland. It also presents the historical and geopolitical context in which the country's security policy was shaped. Particular attention is paid to the immediate vicinity of Russia and hybrid threats. It also discusses practical actions of Finnish authorities aimed at increasing the resilience of the country. It also analyses the role of society in counteracting acts of sabotage. Case studies, qualitative analyses, and a polemological approach allowed a positive verification of the research hypothesis, which assumed that Finland’s experience in the field of critical infrastructure protection can be used by other countries.

W artykule dokonano analizy wyzwań i strategii ochrony infrastruktury krytycznej w Finlandii. Przedstawiony został również kontekst historyczny i geopolityczny, w którym ukształtowała się polityka bezpieczeństwa tego państwa. Szczególna uwaga została poświęcona bezpośredniemu sąsiedztwu Rosji i zagrożeniom hybrydowym. Omówiono również praktyczne działania władz Finlandii, których celem jest podniesienie odporności tego państwa. Przeanalizowano również rolę społeczeństwa w przeciwdziałaniu aktom sabotażu. Studia przypadków, analizy jakościowe i podejście polemologiczne pozwoliły na pozytywne zweryfikowanie hipotezy badawczej, która zakładała, żedoświadczenie Finlandii na polu ochrony infrastruktury krytycznej mogą być wykorzystywane przez inne państwa.

Przedmiotem tego artykułu jest analiza wybranych narracji krążących po Polsce po wybuchu wojny w Ukrainie, które można interpretować jako przejaw obu zarówno dezinformacji, jak i zwykłych plotek. Celem tej pracy jest zbadanie tego ostatniego zjawiska pod kątem cech, które mogą sprzyjać jej zastosowaniu jako środka rosyjskiej dezinformacji we współczesnej formie. Zastosowane metody badawcze mają charakter jakościowy. Obejmują analizę pojęć plotki i dezinformacji, a także analizę wybranych przykładów takich narracji pod kątem językowym i strukturalnym. Badanie pozwoliło wyodrębnić kilka cech plotki, przez które może ona stanowić wygodne narzędzie dezinformacji, jak i źródło informacji przydatnych do profilowania przyszłych narracji. Analiza prowadzi nadto do wniosku, że trudno jest ustalić jakieś kryterium, które pozwalałoby w każdym przypadku w sposób konkluzywny zidentyfikować rodzaj danej narracji.

The subject of this paper is the analysis of selected narratives circulating in Poland after the outbreak of war in Ukraine, which can be interpreted as a manifestation of disinformation, as well as ordinary rumours. The aim of this study is to investigate the latter phenomenon in terms of the features that may foster their use as the means of Russian disinformation in its contemporary form. The research methods used are qualitative in nature. They include the analysis of the concepts of rumour and disinformation, as well as the linguistic and structural analysis of selected examples of such narratives. The study shows that there are several features of rumours that can make them both a convenient tool of disinformation and the source of information useful for profiling future narratives. The analysis furthermore leads to the conclusion that it is difficult to establish any criterion that would allow one to conclusively identify the type of narrative in each case.

The present article is a research-based elaboration of an earlier conducted study, in which the object of analysis was the Expeditionary Corps in India created by Napoleon Bonaparte. Thus, the theoretical (cognitive) research objective fits into the area of identifying knowledge, or lack thereof, as regards a unique, coalition-based and little-known contemporary expeditionary operation of the late 18th and early 19th centuries. In turn, the main research problem is framed as a question, referring both to the reasons for the rejection of individual and subsequent (as a function of the passing of time) operational options and the level of knowledge of students at selected military universities (both civilian and military) in the third decade of the 21st century about the historical event in question. The research results and findings, obtained by applying methods, techniques and tools (theoretical and empirical) typical of a posteriori sciences, demonstrate the level of knowledge in the area in question, as well as the idea of supplementing it, especially as regards the broadly perceived world history related to the military.

Przedkładany tekst stanowi naukowo uzasadnione opracowanie wcześniej przeprowadzonych badań, w których przedmiot analizy stanowił Korpus Ekspedycyjny w Indiach stworzony przez Napoleona Bonapartego. Tym samym teoretyczny (poznawczy) cel badawczy wpisuje się w obszar zidentyfikowania wiedzy lub niewiedzy o wyjątkowej, koalicyjnej i mało znanej współcześnie operacji ekspedycyjnej z przełomu XVIII i XIX w. Z kolei główny problem badawczy zawiera się w zdaniu pytającym, odnoszącym się zarówno do przyczyn odrzucania poszczególnych i kolejnych (w funkcji upływającego czasu) wariantów operacyjnych, jak i poziomu wiedzy studentów wybranych uczelni wojskowych (zarówno cywilnych i wojskowych) w III dekadzie XXI w. na temat przywoływanego zdarzenia historycznego. Uzyskane wyniki i rezultaty badań – w wyniku zastosowania typowych dla nauk aposteriorycznych metod, technik i narzędzi badawczych (teoretycznych i empirycznych) – ukazują poziom przedmiotowej wiedzy i ideę jej uzupełniania, zwłaszcza w obszarze szeroko postrzeganej historii powszechnej o cechach militarnych.

W niniejszym rozdziale przedstawiono problematykę związaną wpływem zarządzania refleksyjnego na eskalację kryzysu migracyjnego na granicy Białorusi z Unią Europejską. Zasadnicze treści obejmują koncepcję zarządzania refleksyjnego oraz jej teoretyczne aspekty w zakresie metod oraz sposobów realizacji przedmiotowego zarządzania. Zaprezentowano dociekania mające na celu wyjaśnienie istoty stosowana dezinformacji jako formy Maskirowki, która miała kluczowe znaczenie na eskalację kryzysu migracyjnego zarówno na społeczeństwo Polski, będącej przedmiotem operacji hybrydowej, jak i na społeczność międzynarodową. Rozważania podjęte w rozdziale dotyczą również praktycznych rozwiązań stosowanych przez Rosję i Białoruś z wykorzystaniem zaawansowanych metod i sposobów zarządzania refleksyjnego.

This chapter presents issues related to the impact of reflexive control on the escalation of the migration crisis at the Belarus-EU border. The essential contents include the concept of reflexive control t and its theoretical aspects in terms of methods and ways of implementation of the management in question. Inquiries are presented to clarify the essence of applied disinformation as a form of Maskirovka, which had a key impact on the escalation of the migration crisis both on the Polish society, which was the subject of the hybrid operation and on the international community. The considerations undertaken in the chapter also address the practical solutions applied by Russia and Belarus using advanced methods and modes of reflexive control.

Agresja Putina na Ukrainę jest konsekwencją próby odbudowy rosyjskiego imperium. Federacja Rosyjska nie znalazła innego rozwiązania swoich strukturalnych problemów i sięgnęła do mocno utrwalonego w jej tradycji modelu imperialnej ekspansji. Nie wypracowała też nowej strategii, lecz wykorzystała kluczowe elementy wielkiej strategii sowieckiego państwa. Oznaczało to jednak konfrontację ze Stanami Zjednoczonymi. USA po zakończeniu zimnej wojny z ZSRR i jej sojusznikami uzyskały dominującą pozycję pierwszego w historii globalnego mocarstwa. Nie wypracowały jednak strategicznej odpowiedzi adekwatnej do swej nowej światowej roli. Ekspansja terytorialna Rosji w 2014 roku i następnie pełnoskalowa agresja na Ukrainę spowodowały, że USA odpowiedziały na rosyjskie zagrożenie zmodyfikowaniem strategii powstrzymywania jako zasadniczym elementem wielkiej strategii.

Putin’s aggression against Ukraine is the consequence of an attempt to rebuild the Russian empire. The Russian Federation has found no other solution to its structural problems, but has reached back to a model of imperial expansion firmly established in its tradition. It also did not develop a new strategy but used key elements of the Soviet state’s grand strategy. However, this meant a confrontation with the USA. The United States, after the end of the Cold War with the USSR and its allies, achieved a dominant position as the first-ever global superpower. However, it has not found an adequate strategic response appropriate to its new global role. Russia’s territorial expansion in 2014 and subsequent full-scale aggression against Ukraine led the USA to respond to this threat from the Russian Federation by reaching out and modifying its strategy of containment as an essential element of the grand strategy.

Most think-tanks around the world failed to recognise that Russia had been pursuing this strategy for years.

Kryzys na Ukrainie z 2014 roku unaocznił, że środowisko bezpieczeństwa w Europie Środkowo-Wschodniej już nie może być postrzegane jako stabilne i pozbawione zagrożeń ze strony Federacji Rosyjskiej. Na szczycie NATO w Brukseli w 2018 roku państwa Sojuszu Północnoatlantyckiego odpowiedziały na nowe wyzwania decyzją o zmianach w systemie dowodzenia i kontroli paktu, obejmujących zarówno jego struktury dowodzenia (NATO Command Structure - NCS), jak i struktury sił (NATO Force Structure - NFS). Powołano nowe dowództwa operacyjne - Dowództwo Sił Połączonych NATO (Joint Forces Command - JFC) w Norfolku (USA) oraz Połączone Dowództwa Wsparcia (Joint Support and Enabling Command - JSEC) w Ulm (Niemcy). W artykule omówiono rolę Połączonego Dowództwa Wsparcia w sojuszniczej polityce odstraszania i obrony na wschodniej flance NATO. Z badań wynika, że nowe struktury zapewniają sprawne przemieszczenie sił zbrojnych Sojuszu przez Ocean Atlantycki i następnie na granice państw europejskich na wschodniej flance. Sojusz potwierdził swoje zdolności do adaptacji do zmieniającego się środowiska bezpieczeństwa.

The 2014 Ukraine crisis has revealed that the security environment in Central and Eastern Europe can no longer be perceived as stable and free from threats posed by the Russian Federation. At the Brussels 2018 NATO Summit, the countries of the North Atlantic Alliance addressed the new challenges and decided to introduce changes in NATO’s Command and Control System that included both NATO Command Structure (NCS) and NATO Force Structure (NFS). New operational commands were established - the Joint Forces Command (JFC NF) in Norfolk, USA, and the Joint Support and Enabling Command (JSEC) in Ulm, Germany. The article discusses the role of JSEC in the Alliance’s deterrence and defense policy on NATO’s eastern flank. The research findings conclude that the new structures ensure efficacy in movement of the allied armed forces over the Atlantic, and then across the borders of European countries to the eastern flank of NATO. The Alliance has confirmed its capabilities for adapting to the changing security environment.

W niniejszym rozdziale przedstawiono problematykę związaną wpływem zarządzania refleksyjnego na eskalację kryzysu migracyjnego na granicy Białorusi z Unią Europejską. Zasadnicze treści obejmują koncepcję zarządzania refleksyjnego oraz jej teoretyczne aspekty w zakresie metod oraz sposobów realizacji przedmiotowego zarządzania. Zaprezentowano dociekania mające na celu wyjaśnienie istoty stosowana dezinformacji jako formy tzw. „Maskirowki”, która miała kluczowe znaczenie na eskalację kryzysu migracyjnego zarówno na społeczeństwo Polski, będącej przedmiotem operacji hybrydowej, jak i na społeczność międzynarodową. Rozważania podjęte w rozdziale dotyczą również praktycznych rozwiązań stosowanych przez Rosję i Białoruś z wykorzystaniem zaawansowanych metod i sposobów zarządzania refleksyjnego.

This chapter presents issues related to the impact of reflexive control on the escalation of the migration crisis at the Belarus-EU border. The essential contents include the concept of reflexive control t and its theoretical aspects in terms of methods and ways of implementation of the management in question. Inquiries are presented to clarify the essence of applied disinformation as a form of so called “Maskirovka”, which had a key impact on the escalation of the migration crisis both on the Polish society, which was the subject of the hybrid operation and on the international community. The considerations undertaken in the chapter also address the practical solutions applied by Russia and Belarus using advanced methods and modes of reflexive control.

This article examines the Russian military’s Information Warfare (IW) activities. The particular focus here is on the use by this military of operations in cyberspace as a strategic force-multiplier. It seeks to shed light on why such operations are so important to this military and what goals it hopes to achieve through their use. In particular, this article highlights the role played by what Russian analysts refer to as cyber-psychological and cyber-technical operations. Having established the background to the Russian military’s IW thinking, this article then goes on to examine the application of its cyberspace operations against Ukraine: both before the 2022 invasion and as part of it. It is from this examination of the cyber-attacks conducted against Ukraine that a better understanding of the potential of Russian IW can be generated. As such, lessons can be drawn from this conflict as to how, in the future, the Russian military might employ IW specifically against NATO states as part of a major kinetic confrontation. But, as this article notes, drawing lessons as to the actual strength of Russian IW capabilities from the Ukraine conflict may be a flawed process. It may be the case that the Russian military might not have shown its true cyber hand in Ukraine. It may be saving its best cyber tools for any future conflict with NATO itself.

This article examines Russia’s cyber campaigns against Ukraine and shines some light into this corner of the ‘gray zone’ and into the ‘red zone’ warfare inflicted upon Ukraine. Hitherto, there has been a lack of in-depth, systematic studies in relation to state-on-state cyber attacks. This article means to begin to bridge this gap in knowledge with its focus on Ukraine while arguing that Russia’s cyber campaigns are components of a wider suite of active measures/hybrid warfare engagements from its state and substate entities. For the Kremlin, hybrid warfare (gibridnaya voina) is fought with all the tools at their disposal on a ‘battlefield’ that stretches beyond the four modern domains of land, sea, air, and space. The fifth domain of cyberspace is increasingly important for espionage, cyberwar, and influence operations.
