Artykuł przedstawia wyniki analizy w zakresie znaczenia sieci transportowych w kontekście bezpieczeństwa narodowego Polski, szczególnie w świetle strategii bezpieczeństwa narodowego z 2020 roku. Podkreślono, że sprawna infrastruktura transportowa jest kluczowa zarówno dla bezpieczeństwa militarnego i gospodarczego, jak również dla budowania odporności państwa na sytuacje kryzysowe. Sieci te wspierają mobilność wojsk, ewakuację ludności oraz dostęp do strategicznych surowców. Szczególną uwagę zwrócono na Transeuropejską Sieć Transportową (TEN-T) – unijny projekt infrastrukturalny, którego realizacja zakłada współpracę wielu podmiotów, m.in. UE, rządów narodowych, koordynatorów europejskich oraz partnerów publicznych i prywatnych. W artykule zarysowano mechanizmy zarządzania TEN-T oraz rolę Polski jako państwa kluczowego dla infrastruktury tranzytowej w Europie Środkowo-Wschodniej.

The article analyses the importance of transport networks in the context of Poland’s national security, particularly in light of the 2020 national security strategy. It emphasises that efficient transport infrastructure is crucial for the military, economic and crisis security of the state. These networks support the mobility of troops, the evacuation of the population and access to strategic raw materials. Particular attention is paid to the Trans- -European Transport Network (TEN-T) – an EU infrastructure project whose implementation involves cooperation between many entities, including the EU, national governments, European coordinators, and public and private partners. The article outlines the mechanisms for managing TEN-T and Poland’s role as a key country for transit infrastructure in Central and Eastern Europe.

The Three Seas Initiative, its fund, and its support for Ukraine in terms of the theory of liberalism

This article aims to analyse how the theory of economic and institutional liberalism applies to the Three Seas Initiative (3SI) and its Investment Fund (3SIIF), particularly in the context of Ukraine, which was attacked by Russia in February 2022. The study integrates theoretical perspectives from security studies, political science, and international relations with the practical implementation of the 3SI and 3SIIF. It uses scholarly literature on liberalism along with official 3SI and 3SIIF documentation. By comparing the theoretical principles of liberalism with the operational practices of the 3SI, the article draws conclusions about the alignment of these practices with liberal theory. The findings indicate that the theory of liberalism can be used to explain and describe forms of regional cooperation such as the 3SI, which reflects its relevance across various operational and conceptual dimensions. The acceptance of Ukraine as a participating 3SI partner was one of the signals to Russia that Ukraine is a part of the Western world, where goals are achieved through voluntary integration, trade and investment cooperation, free market, and democratic principles, and not through dependency, violence, and military action. Finally, the paper illustrates the application of liberalism theory to the geopolitical realities of the 3SI and draws attention to its effectiveness in achieving economic and regional security goals. The research may influence future regional policies and strategies, especially in the context of Ukraine’s integration into Western structures.

Artykuł ukazuje główne zasady finansowania celów militarnych w Polsce w oparciu o ustawę o obronie Ojczyzny, w zestawieniu ich z praktyką przed jej wprowadzeniem oraz od 2022 r. Autorka ukazuje rolę, funkcje i zasady finansowania Funduszu Wsparcia Sił Zbrojnych, podstawowe wydatki na cele militarne, współpracę międzynarodową Polski w zakresie inwestycji militarnych, problemy finansowania tych inwestycji, szczególnie w kontekście zwiększającego się zadłużenia państwa, konieczności uruchomienia instrumentów dłużnych oraz zawieszonych, niemal od początku pandemii Covid-19, wymagań Unii Europejskiej w zakresie limitów deficytu budżetowego i długu publicznego.

COVID-19 Implications for China's National Security

The COVID-19 pandemic began in March 2020 and China has since been under public scrutiny for neglecting the first signs of this global health challenge and for its lockdown strategy. Although lockdowns have not lasted for long, China needs to confront the political, social, and economic implications for its national security. The paper aims to fill a gap in the knowledge and investigate aspects of China’s national security in light of the pandemic. The study is based on desk research using secondary data and statistical and comparative analysis. It also employs an inductive method to build general theorems. The Chinese government can be seen as successful in dealing with the pandemic because of a low death toll and minimal economic losses. By early February 2022, only 106,863 Chinese had been diagnosed, and 4,636 had died from the virus. China also achieved enviable economic success and, its output grew by 18.3% year on year in the first quarter of 2021, the fastest rate since the 1990s, and it was the first major economy to withdraw its pandemic stimulus. China consolidated its position in low-income countries and improved its image as a global leader in trade by supplying vaccines, masks and ventilators, and strengthened its geopolitical standing. It will face threats from other countries working on a joint approach to the challenges posed by Beijing and while the aftereffects of the crisis can be seen, it also fears that they might further affect China's national security.

W artykule przeanalizowano problematykę publikacji poświęconych dyplomacji opublikowanych na polskim rynku wydawniczym po 2014 roku. Uwagę zwrócono zwłaszcza na zagadnienie dyplomacji obronnej. W pierwszej części artykułu przeanalizowano siedem monografii w poszukiwaniu zagadnień dotyczących dyplomacji obronnej, natomiast w drugiej części omówiono treść jedynej dostępnej w Polsce publikacji w całości podejmującej tematykę dyplomacji obronnej oraz ukazano jej mocne i słabe strony, a także wartość praktyczną.

The article analyzes research issues raised in publications on diplomacy, published after 2014 on the Polish publishing market. Particular attention was paid to the issue of defense diplomacy. In the first part of the article, seven monographs on diplomacy were analyzed in terms of their content, in search of issues related to defense diplomacy. However, the second part of the article analyzes the content of the only publication available on the Polish publishing market, entirely devoted to defense diplomacy, showing its strengths, weaknesses and its practical usefulness.
