Implementation conditions of a logistic approach in healthcare organizations
For the implementation of logistic methods in Polish healthcare organization the most important and known factors are: - specific terminology and competence in medical science, . - law restrictions, .- size of the goods and patient flow and information stream, - kind of the goods flow, - concentration of the same kind of hospitals, The problem of specific terminology and competence in medical science leans on communication between medical and not medical personal. Most of existing terminology is based on the law regulation. This is a comfortable but not enough precise and current solution for use in hospitals. For that reason we need a universal vocabulary to use in the logistics practice. Some of the requirements should be fulfilled by elastic solutions, and this consists one of the characteristic hospital logistic, but that is in opposition to formulated laws which sometimes exactly explain what there is to do. Most problems are caused by the fact that the law is used to change and control the realization of processes, by reason of the incompetence of the staff performing tasks in hospitals. To define the dimension of probably profit from logistic methods implementation we need to estimate the size of the goods flow. For that reason it is necessary to measure this flow. We don't have now any results of this measure made in Poland. That's why we use the German data to this estimation dimension of this flow. For example for: - max. 28 dm3 of stored up articles of medical use for one bed and day, max. 3 kg stored up articles of medical use for one bed and day. It is necessary to identify goods that are the same in regional hospitals. This is the beginning of organizing groups of hospitals that buy and utilize together. For the same reason of organizing buying and utilization groups, hospitals should not be situated too far away. One of the arguments for beginning with hospitals is that from the sum of 1,909,879.25 thousand zloties for healthcare in voivodeship of Dolny Śląsk, 905,187.98 thousand zloties were spent for hospital care. Another optimistic thing is the grow up of manager interest in logistic methods in hospitals. This is probably the result of height costs and low quality in hospitals. However, we need to learn about logistics the remaining personal. Taking into consideration what is happening in West Europe, we have no other choice, and it is only a question of time when logistics methods enter hospitals. However, we must remember about the specific conditions and character of healthcare in Poland.
